1 MINUTES OF THE REGULAR STRONGSVILLE COUNCIL MEETING HELD ON APRIL 17, 2006 IN THE COUNCIL CHAMBER CALL TO ORDER: The meeting was called to order at 8:00 p.m. by the President of Council, Raymond L. Haseley. All joined in the Pledge of Allegiance to the Flag. CERTIFICATION OF POSTING: The Clerk of Council certified that the meeting had been posted according to the requirements of Ordinance No ROLL CALL: Present were: Council Representatives: Patrick J. Coyne, Joseph C. DeMio, Raymond L. Haseley, Michael J. Gallagher, Mark A. Roth, III and Michael J. Daymut. Also Present: Leslie J. Seefried, Clerk of Council. Administration: Thomas P. Motion was made by Mr. Daymut and seconded by Mr. DeMio to excuse Councilman James A. Kaminski for just cause. All members present voted aye and the motion carried. COMMENTS ON MINUTES: The Minutes of the Regular Council Meeting held on April 3, 2006 were approved as submitted. APPOINTMENTS AND CONFIRMATIONS: Retirement recognition of Firefighter George Lange for 39 years of service with the Strongsville Fire Department. Mayor Perciak Thank you, Mr. President. Chief Moody, do you want to come up? George, come on up.

2 April 17, 2006 Page 2 Chief Moody The Mayor wants me to say a few words; I hadn t planned on saying any words. But, George, in just a minute the Mayor is going to recognize you for 39 years of service to the City of Strongsville Fire Department. George actually began his career as a volunteer firefighter in the City of Strongsville in 1967 and he was one of the original 14 volunteer firefighters who came over and actually probably took a pay cut to come over to the fire department back in 1971 and established Strongsville s first full-time fire department. He s been with us ever since and after 39 years, he s decided to retire, a well deserved retirement. It s kind of fitting tonight that, George, you can see in the back of the room your fellow B Shifters; George was a B Shift member for years and years and years, and I told Captain Janiak that, yeah, bring all the boys over from B Shift tonight to witness this. So you ve got all your members of B Shift in the back, plus members of our department from other shifts that are here tonight just sharing this moment with you. And on a more personal note, George and I were actually partners for years and years. We went to paramedic school back in 1978 when EMS was in its infancy and we actually attended school in the evenings and did all of our clinical down at St. Vincent Charity Hospital downtown and after a year they pronounced us as paramedics and turned us loose in the field. And, at that point, Strongsville, I believe, had a grand total of 8 paramedics, I think, after you and I graduated. Today we have nearly 60 paramedics. And EMS was a little bit different back in 1978; our first set of standing orders came on one typed sheet of paper, our medical control facility, Southwest General Hospital, as it remains today, but our medical standing orders were on one page and on the back, you could flip it over and there were the four drugs that we were allowed to use. The emergency room gods gave us permission to use four cardiac trucks. And so what people would do was they would be able to crunch those drugs down on the front of a 3x5 card and take the important parts of the medical standing orders and print those on the back of the card; they would laminate those and carry them in their pockets because this new beast out there, firefighter/paramedic, was kind of new and kind of experimental at those times. Today, just for comparison, our medical standing orders are contained in a 94 page document and we use 32 or 33 different lifesaving medications, not just cardiac medications, but other lifesaving medications. So that s how George and I started and we worked together as partners for a lot of years and we brought a lot of lives into the City of Strongsville. The guys just delivered a baby in the back of the rescue squad at the Home Depot parking lot the other night; George and I were doing that years ago and a lot of our present day citizens were, basically George and I were the first ones that they met in the back of a rescue squad. So, those are kind of neat calls. But then, on the other hand, George and I spent a lot of time with our residents when they were suffering from serious illnesses or trauma and, like we spent the first few minutes of a lot of new lives, we spent probably a lot more time with those in the final stages of their lives suffering from severe illnesses or traumatic injuries and a lot of those people died along with us in the back of a rescue squad. So that s kind of the sobering end of this business.

3 April 17, 2006 Page 3 Chief Moody (cont d) - And the firefighters are lucky to have a real nice support group. When we have a bad day, which does happen, we ve got our support group of our fellow firefighters in the back. But a lot of times we go home grumpy. The support group is great, but we go home grumpy. And we ve sent George for the last 39 years home grumpy in the morning to his wife, Sheryl. And Sheryl s the other part of that support group. And without a strong family, Sheryl and her boys, I don t think George would have lasted 39 years in his career because without that at home support group a public safety job would just get to be unbearable after so many years. So, Sheryl, I think it s a tribute to you, George, your family, for 39 years of service; thanks for putting up with him and, actually, Sheryl had to put up with all of us because the Fire Department is kind of the extended family. So not only did she have to put up with grumpy George, she had to put up with the rest of us when we were grumpy. So thank you very much for that and we would wish you good health, good luck and smooth sailing as you start a new chapter in your lives together. So, congratulations, George. And I think now you need to say something about our athletes here that you have here today so that we can congratulate them. Chuck Russo Well, I, too, didn t have anything prepared to say. But certainly these two young men, you re both near and dear to my heart in special ways. You know, I ve been a Strongsville resident for forever and I ve coached both of them, even through the rec programs, and got to know the father and the families, great people. And it s a big step to go 35 miles to school every day, to make that kind of commitment, and when you see success pay off, you get to an Elite 8, which a lot of basketball players don t get to enjoy, and to have your son and a good family to enjoy in that success is very special. Brendan and Nick both were fellows that came off our bench, juniors; we expect great things out of them next year, we intend on making them (unintelligible) key contributors to our success this year, and I m very, very proud of them. The first award, I think it s only proper that Councilman Coyne present this Special Mayor s Award to his son, Brendan. Pat, would you present that to your son, please. 6 April 17, 2006 Page 6 REPORTS OF COUNCIL COMMITTEES: BUILDING CODES AND CEMETERY Mr. Roth: Thank you, Mr. Haseley. There is no legislation on the docket tonight. But I d like to sound the alarm for the residents in Ward 3. You know, we have over 20 homes going in at the Breckenridge development and now we have a proposal for approximately 30 homes going north of there, and this is what I feared. We ve got shallow sewers feeding the Meadowood area, shallow sewers, and we have a 1933 old sewer going down Prospect that, thankfully, we repaired and cleared up in the past year, but it s still a 1933 undersized sewer. We ve got bad drainage through the area, very bad drainage, and to turn some back yards into new streets without being very, very careful, it s creating a lot of concern by the residents in my ward. And we have to really address this one first before anything is approved. The sanitary capacity, the storm drainage; hopefully, Mr. Mikula will enact a slight reduction in the outflow pipes of our retention basins that are not retaining water like they should be, and he s even mentioned that he wants to address that in the new legislation we passed, and I hope that s done. The last thing we need is Especially after some people were told and demanded to replace their lines to free up capacity from their gutters, the last thing I want to see is flooding come back in my ward now that we re going to try to jam some houses in the area, and I hope we don t do that. Little disappointed, I keep getting minutes; I just received another batch from Now, that s seven year old minutes and it s always minutes that are controversial in nature. And, you know, to receive And this isn t the first time that I ve received minutes seven years later and I really don t think that s necessary. The house at 9332 Fair, its time has come. After four years of being rat infested, open at times to the air and elements, partially boarded most of those four years, I really want to see the demolition clock ticked on this one. Whatever we can do to deem it unsightly, unhealthy, a health hazard, unsafe, I would love to see the wrecking ball come because it s been four years of very little cooperation. And it s been in the court system, I don t blame anyone in the Administration for this, it s been tied up in the court system, but now enough s enough. Like I said, health hazard, safety hazard, not secured often; time to go. Still would like the signs, the No Jake Braking signs on Prospect and on the Turnpike; it s really bothering people in that vicinity. I don t think it would be too much to have those signs put up. I was unaware that we had a stipulation in our ordinance to have a resident s name on a public sign near a retention basin and I agree with the Rossiters, I d like to see that sign taken down.

7 April 17, 2006 Page 7 Mr. Roth (cont d) - And the Novak situation next to Muraski School, hopefully we re getting close, Mr. Walker to coming up with a solution to that problem. And that s it within this committee. Mr. Haseley Thank you. Any questions for Mr. Roth? Mr. Coyne Mr. Haseley. Mr. Haseley Yes, Mr. Coyne. Mr. Coyne Real quick. Some time ago when we were talking about problem areas in the City, the area on Prospect in which Mark brought up in his ward, Joe Walker did a study on how much it would cost to replace that; right, Joe? Mr. Walker Are you referring to the storm sewer on Prospect? Mr. Coyne Yes, sir. Mr. Walker Yes, yes. Mr. Coyne And how much was that? Mr. Walker Oh, I believe -- it s dangerous to go by memory, but I believe it was about three to four hundred thousand dollars. Mr. Coyne Okay. Mr. Walker In its entirety. Mr. Coyne Okay. The other day, since flooding has always been an issue of Council, I just wanted to point out how much we improved in this area. From the time I was elected to Council to 2003, I was either contacted or submitted complaints about water 2,717. That was from 1990 to , I had , I had one because a sump pump broke, so it wasn t our fault, it just wasn t maintained. And this year, none. And I just wanted to thank Joe Walker and the Administration because I think since we were able to put forth the money and the manpower to be proactive in going out and cleaning out all those areas I forget how many miles the Mayor alluded to in the State of the City Address, but, you know, it s nice to be able to, you know, go somewhere at night or go away for the weekend and, you know, people are always (unintelligible) councilmen, but when people are upset, rightfully so, they track us down. And I m appreciative of that because, as you can see from my statistics how dramatically everything has fallen since we ve been proactive about that, so I just wanted to point that out. Thank you.

8 April 17, 2006 Page 8 Mr. Haseley Thank you, Mr. Coyne. Anybody else? Mr. Gallagher Mr. Haseley. Mr. Haseley Mr. Gallagher. Mr. Gallagher Mark, you referred to minutes. What minutes that you re receiving from 99? Mr. Roth I received a couple weeks ago 1999 minutes. Mr. Gallagher Council? Mr. Roth Yeah. Well, no. Well Mr. Haseley No, they were Planning Commission. Mr. Roth No, they were Planning this batch was Planning Commission minutes, yes. Mr. Gallagher Okay, so that s not Council minutes. Mr. Roth No. Mr. Gallagher Okay. Mr. Roth But that was odd, Mr. Gallagher I think they re behind. Mr. Haseley Anybody else for Mr. Roth? Mr. Roth Mr. Haseley. Mr. Haseley Yes, Mr. Roth. Mr. Roth I wanted to even second Mr. Coyne on that. Even in Ward 3 there s been a dramatic reduction due to the Administration s cleaning of the sewers. That s not my point. My point is, it s still an undersized, eight inch, 1933 line and if we re going to, now, if we re going to try to jam a substantial amount of homes on there, that s going to be a problem. Mr. Coyne My intention was not to, you know, make light of that. You know, it s a good thing that the Service Department Mr. Roth Things are improving, I don t want to see them get worse.

9 April 17, 2006 Page 9 Mr. Coyne Yeah, it s improved a lot. And anything you want to do in this town costs money, so, you know, I just want to be aware of that. I appreciate everything the Service Department, and buying the truck, and everything they re doing because, like I said, everything we do costs money and I am appreciative of that, for the number of calls I m not getting, so. Mr. Haseley I have to echo that, Pat, because I didn t get a one either. FINANCE Mr. Gallagher: There s no legislation before Finance this evening, Mr. Haseley. But I will say that thanks to the money that we did have and what we have brought in and, as a Council and with the Administration, have pumped in to Joe Walker and all the other divisions in the City, this would not be happening and the phones would be ringing and floods would be occurring. And people with vision see it and don t sit and complain about it, but act and do it. Whether it hurts or whether it s popular or not, we ve done it and it s worked and we re showing the people it has worked. It s saving us money, it s saving the homeowners money, and, Joe, once again, thank you for all your efforts. But it is interesting when you have a few dollars you can put into it and I saw that vactor truck over in Ward 4 for the first time and I almost cried, Joe. Thank you. Mr. Haseley Oh, God. Mr. Coyne I just want to add, when you see City workers out on the streets doing things and your neighbors see them and the residents see them and they stop you and say, Hey, you know, we re not happy that our life s altered a little bit, but, boy, isn t it nice that the streets are being grounded all the way down and the proper layers and surfaces are going to be on there for longevity of the streets. So, you know, when you see that your tax dollars are at work and people are happy and their streets are getting done, that s good. Because I ve been here when we got nothing done and people were jammed at the Council meetings and they weren t here to thank you, I can tell you that. Mr. Haseley Thank you. INDUSTRIAL/COMMUNITY DEVELOPMENT Mr. Daymut: Thank you, Mr. Haseley. Industrial/Community Development has no ordinances or resolutions on this evening s agenda. I d like to announce again that our breakfast meeting will be Thursday, May 18 th, at 7 a.m. at the Recreation Center. I d like to thank Key Bank, they will be the sponsors of that particular breakfast meeting. Our next regular meeting will be next Monday, April 24 th, at 7 p.m. here at Council Chambers. 10 April 17, 2006 Page 10 PLANNING, ZONING AND ENGINEERING Mr. Haseley: Planning, Zoning and Engineering met this evening with the following recommendations: Ordinance , amend by substitution, place on second reading, set for a public hearing June 5 th ; Ordinance , place on second reading, set for a public hearing June 5 th ; Ordinance , recommendation is to suspend and adopt; , place on first reading and refer to Planning Commission and back to committee; and and 88, the recommendation is to suspend and adopt. That concludes my report; if there are any questions, I ll be glad to try to field them. (No questions) PUBLIC SAFETY Mr. Daymut: Thank you, Mr. Haseley. Public Safety did meet this evening and gave favorable recommendation to Ordinance , Resolution and Ordinance I ll give a brief report on our Public Safety meeting of last Monday, April 10 th, at 6 p.m. here in Council Chambers. We did discuss Issue 38, the new police/municipal complex. It ll be on the May 2 nd ballot and we hope that everyone will support that. Anyone who would like to tour the police facility on Thursdays and Saturdays, they are open until Election Day, so please contact the Police Department and take some time to walk through there to see what condition it s in at the present time. We discussed slot machines, there s some pending legislation that might be a ballot issue that might be on the November ballot. Overnight parking in residential streets, which is not allowed. Under certain circumstances where obviously some residents may have to park overnight, please contact the Police Department and inform them of that, give them the vehicles and the license number to make sure that they are not ticketed. Our new officers are now in the field and we hope to have them up to 100 percent status in the next few weeks. We are giving a civil service test for dispatchers and we will also have a new civil service test at the end of the year for police. Briefly with the Fire Department, the Ward 4 fire station was in front of the Planning Commission last Thursday, they attended that meeting and will be going to the Architectural Review Board and we look forward to being able to present that to the public as soon as everything is approved. As you know, that site has been cleared and we are moving along and hope to have that about a year from now am I correct? up and running, and we can cut the ribbon on that; very important for Ward 4 and for the City and for response time. Hazardous response was covered. Staffing; the Fire Department is in the process of interviewing now for new firemedics. We did discuss equipment -- the radios, a new, possibly, truck that we may buy towards the end of the year, (unintelligible) beginning of next year. There are new state contracts on fire trucks, we re going to look into that. CERT is doing well, there ll be some graduation from them and VIPs very shortly. Discussed emergency notification; we re going to have a joint meeting with the schools, I believe in June, with their safety committee, so we look forward to that. And, other than the new vehicles for the police department that hopefully will arrive very soon, I believe that s all I have this evening. Thank you very much, Mr. Haseley.

11 April 17, 2006 Page 11 Mr. Haseley Thank you, Mr. Daymut. Any questions for Mr. Daymut? (None) SOUTHWEST GENERAL HEALTH CENTER Mr. Gallagher: Thank you, Mr. Haseley. Next week, the 24 th, is the yearly meeting at the hospital, I will be in attendance. But, unfortunately and sadly, one chair will be empty; Mr. Fred Dewey, an absolute icon in the City and certainly at the hospital, passed away Saturday. Prayers go out to his family and his friends. And I can tell you, the one thing I liked about Mr. Dewey is you knew where you stood with him, and I think we need more of that in this world and I really appreciate that. Whether you were on his side or against him, he really respected you and, in the end, you had to respect him. And I certainly had a fond love for what he stood for and what he put into this City and that hospital, so he ll be greatly missed. Mr. Haseley Thank you. Any questions for Mr. Gallagher? (None) PUBLIC SERVICE Mr. Kaminski: Absent. Mr. Haseley In Mr. Kaminski s absence, I will read his report. Ordinance , recommendation is suspend and adopt; Ordinance , suspend and adopt; 94, suspend and adopt; 95, suspend and adopt; and 96, suspend and adopt. And the last four, I believe, were for work replacing catch basins, hydrant repairs, curbing and that type of work for the Service Department. If there are any questions, I ll have Mr. Walker answer them. Mr. Roth Mr. Haseley. Mr. Haseley Mr. Roth. Mr. Roth Just a comment; Ordinance 94 and 95. Ordinance 95 is fire hydrant repair. I voiced this many times and I m going to voice it one more time, that we need to do something here. For decades, all just about every catch basin in the City has collapsed way before the life of the street, in a very quick manner, and I really feel that either our specs are inferior and need to be adjusted or there s some initial substandard work going on. And that needs to be changed, that s not right. I think that s wasting funds to allow this to continue. Mr. Haseley Mr. Walker, I ll ask you to handle that.

12 April 17, 2006 Page 12 Mr. Walker Our specifications have been changed, Councilman Roth, several years ago, to an all poured in-place or precast concrete catch basin; we ve eliminated the brick work, which is the majority of the problem. But you still have a situation where you have a deep catch basin that acts as a foundation and you have a concrete slab above it that moves with our freeze/thaw process, not to mention the fact that all of the water that is saturated with salt runs in and adds to the deterioration, so they are, in our community and in every community, a maintenance problem. Our specifications are as good as or better than any other community and we re doing our best to get longevity out of those basins. Mr. Roth If there s anything we can do, Mr. Walker, to lengthen that longevity, it would be appreciated because they... you know, you ll have a brand new street and you ll go down that street after, like, two years, in a very short, short time and everything s caving in by the catch basins all the way down the street. I just feel there s something we can do to curb that. I also, I watched it last year and I m really just I m asking for restraint and I want to be perfectly clear here before I m misconstrued or some words are twisted, I m all for concrete patching and repair; it happens in all four wards, it s needed, it s been needed where we ve done it. But last year I really saw that concrete slicer, the street slicer, go way excessively with his cutting up of the streets that needed to be fixed. And when you really butcher and cut up and slice and dice a concrete street and you re pouring concrete extensively, that s a very expensive proposition. And if you do too much of that, then other concrete streets and, especially, other asphalt streets who took the asphalt for a surface because they were promised regular and quick repair because it s more inexpensive to repair asphalt, a lot of streets don t get hit when we spend so much money over slicing certain concrete streets. And I want to see some restraint in the slicing of those streets, I really do. If there s a little chuck hole, you know, I don t want to see eight and ten foot sections of the street repoured. I just feel it s an area where we could curb spending very easily. That s all, Mr. Haseley. Mr. Haseley Thank you, Mr. Roth. Recreation/Senior and Family Preserva Mayor Perciak Whoa. Hold on. Mr. President. Mr. Walker, would you please answer that? We ve had an extensive discussion on it; I think this needs to be aired right now. Mr. Walker Yes, Mayor. Mr. Gallagher Well, wait a minute. Answer what? I didn t understand one word of that. Mayor Perciak Go ahead. Mr. Walker We work very hard to stretch the dollars on our road repair programs. We only do full depth concrete repair when it s needed. We don t pull entire concrete slabs for a chuck hole.

13 April 17, 2006 Page 13 Mr. Walker (cont d) - I disagree, Mr. Roth, with your comments there; we work very diligently to try to get the most for our dollar and get the most longevity. There are times when full depth concrete repair is warranted and we dowel and pin that into the existing work so it is a viable repair, and then there s other times when grinding and asphalt overlays are warranted. So, you have a couple of different engineers on your staff here that work very diligently to make these decisions, along with the input from our men in the field and I think we re doing the right thing with how we re repairing these roads. Mr. Coyne Mr. Haseley. Mr. Haseley Yes, Mr. Coyne. Mr. Coyne One thing I needed to ask and I forgot to ask in caucus. Boston Road is a county road, right? Right, Mike? Mr. Walker That s correct. Mr. Haseley That is correct, with two counties. Mr. Coyne Two counties. I had a couple calls from people on Boston Road, Mike knows who the one is from. Do you guys I haven t kept up on this do you guys have any plans on what we would need to do to try to get that on the county, respective counties, list? I haven t been following that and I ve had a couple calls on that, and I got them tonight, and I just wanted to know where we re at on that. Mayor Perciak Mr. President, if I may. Mr. Haseley Mayor. Mayor Perciak First of all, what s happened there is County Engineer Klaiber has been working with the Medina County Engineer to take control of that project, of the whole Boston Road project. There are plans in the far future to try and put a turning lane in on Boston Road by widening it on either side, but that s so far in the future it s really too soon to talk about it. What we can talk about, though, on Boston Road between Prospect and Peal we re going to fix a culvert over there and that s going to be happening here pretty soon and, if I remember correctly, we re also going to be paving there, are we not, Joe? Mr. Walker That s correct, Mayor, and both of those projects are a 50/50 split with Medina County. Mayor Perciak So that s what s going on.

I didn t know that was going on and so I can get back to these two fine residents and let them know what s happening, so they ll be happy. Mayor Perciak Thank you. To be honest with you, I put it out of my mind until they called, I didn t know much about it and so now I do and I m appreciative of it. Mayor Perciak Thank you. Mr. Haseley Thank you. RECREATION/SENIOR AND FAMILY PRESERVATION Mr. Coyne: Recreation/Senior and Family Preservation has no ordinances or resolutions in the committee this evening. I d like to thank Steve Kilo and Joe Walker for the work that s being done at Volunteer Park with the new bocce ball courts. I m also pleased with the condition of our ball diamonds. Although our rec program is a few weeks away yet, the diamonds are in good condition, and travel baseball starts a little bit earlier than rec baseball, but I m getting good feedback from the coaches and leaders about the condition of the diamonds. I went out and looked at them, like I do, and they re in great shape and I wanted to comment Steve Kilo, Joe Walker and their crews for doing that because that is a very important aspect of recreation people comment on that, they look at that, they review that, you hear about that, and our diamonds are always top notch and I appreciate that. That s all I have this evening, unless there are any questions or comments. Mr. Haseley Thank you. Any questions for Mr. Coyne? Mayor Perciak Yes. Mr. Coyne, just one comment about the baseball diamonds. I know we all appreciate having excellent baseball diamonds to play on softball, little league, hardball, whatever they are and there s been some questions proposed as to the new municipal and police complex, there are three diamonds there. I want to assure the residents that when that project starts, those baseball diamonds will be relocated to another site. The last thing we want to do is eliminate diamonds, we need every diamond we can to play on; they re extremely important. So we want to assure the residents back home that we will have another site to relocate those diamonds on. Thank you. Mr. Coyne Thank you, Mayor, we appreciate that. Mr. Haseley Thank you, Mayor. You know, I want to thank Mr. Walker, too; he does a fine job. I don t want to see that misconstrued. And there are definitely many times where both concrete replacement and asphalt replacement are warranted, many times each year. What I appreciate about Mr. Walker is he keeps politics out of his list, and I appreciate that; he goes by age and deterioration. I m just asking for the residents, because it s been voiced to me many times recently, that we show that the slicers show some restraint when patching concrete streets. That s all I m asking, for him to monitor that situation. That s all, Mr. Haseley. Mr. Haseley Thank you. Any questions for Mr. Roth? Whitney Road east of 71 to the City line on 130 th is currently being milled and being prepared for new asphalt.

16 April 17, 2006 Page 16 Mayor Perciak (cont d) - We want to thank the residents for putting up with the pot holes and the inconveniences and just to bear along with us another couple more weeks here while we mill the road and prepare it properly so that we want to shore up the base well and chip and seal it after it s ground down and then, you know, put the proper, I think three inches of asphalt --correct, Mr. Walker? Mr. Walker Yes. Mayor Perciak On Whitney. And then also, I d also like to thank all the residents up and down Prospect Road and in some of the subdivisions adjacent to Prospect Road. We should have that project completed Friday, so from the Prospect Road piece from 82 south to Drake should be completed Friday, providing we don t get rained on heavily here. We ve had a few good days of weather, so we hope to get the majority of that done. We ran into a little bit more work than we thought, as Councilman Coyne alluded to; in some areas we had to go down six inches instead of the three inches, in some areas we had to replace some storm sewers, a few culverts one at White Bark and I think the other one at Lunn. Correct? Mr. Walker That s correct, Mayor, two culverts. Mayor Perciak Yes, and so as we continue to work on the streets here and we detect any type of indiscrepancies, you know, and again, we, too, here, worry about storm and water and water going in all the wrong places; we re making every effort to correct them once the streets are torn up so we don t have to go back there and correct them once the new pavement is down. So we re trying to do it right the first time, ladies and gentlemen. And then, lastly, I d be remiss if I didn t express my sympathies to Betty Dewey on the loss of her Freddie. Most of you know that Freddie served on many of the commissions here in the City over his many, many years that he s lived here on Royalton Road and, at one time, ran for mayor. Not to mention all the years of service at Southwest Hospital, whether it be as chair of the foundation board or serving on the system board as a member of the board of trustees, and so many of the other organizations that Fred so graciously volunteered his time for. And the many years he served as treasurer of the Strongsville Chamber of Commerce and as president to the Chamber of Commerce. So, Betty, on behalf of all of us, Council and everybody here in the Administration and all the many residents that your husband helped as a banker in this town, we express our sympathies to you and to Dianne and Don and hope somehow that tomorrow will help you get through this, and all your friends and your faith.
