1 DUNEDIN, FLORIDA MINUTES OF THE CITY COMMISSION REGULAR MEETING MARCH 16, :30P.M. PRESENT: City Commission: Absent: Also Present: Vice-Mayor Deborah Kynes, Commissioners Heather Gracy, John Tornga and Maureen "Moe" Freaney. Mayor Julie Ward Bujalski Interim City Manager Doug Hutchens, City Attorney Thomas J. Trask, City Clerk Denise M. Kirkpatrick, Planning and Development Director Gregory Rice, Technical Support Assistant Kristin Heermann, Human Resources/Risk Management Director Theresa Smalling, Library Director Phyllis Gorshe and approximately eleven people. CALL TO ORDER Vice-Mayor Kynes called the meeting to order at 6:00p.m. INVOCATION AND THE PLEDGE OF ALLEGIANCE _fity Attorney Tom Trask gave the invocation, which was followed by the Pledge of Allegiance. PRESENTATIONS 1. Relay for Life- Paint Dunedin Purple Week Proclamation Commissioner Freaney read a proclamation declaring the week of April 3, 2017 as Paint Dunedin Purple Week and encouraged all citizens to help finish the fight against cancer by participating in the American Cancer Society Relay for Life event at Highlander Park located at 1920 Pinehurst Road in Dunedin on April 7th, 2017 at 6:00P.M. Evan McCullough, Community Manager of Relay for Life, and Technical Support Assistant Kristin Heermann accepted the proclamation and thanked the city commission for the recognition st Annual Highland Games Week Proclamation- March 26- April1, 2017 Commissioner Gracy recognized Alan McHale as Chieftain of the Day of the Highland Games. Commissioner Gracy read a proclamation declaring the 51st Annual Highland Games and Festival Week commencing on Friday, March 31st. She noted the Highland Games will take place on Saturday, April 1st at Highlander Park and encouraged all citizens to participate in the many activities planned for this very special occasion. 3. Tartan Day Proclamation- April6, 2017 Commissioner Gracy read a proclamation declaring Thursday, April 6, 2017 as National Tartan Day in Dunedin and urged citizens to observe this day by celebrating the continued friendship between the people of Scotland and the United States and recognize the contributions of Scottish Americans to our Nation, the State of Florida and the City of Dunedin. Alan McHale, President of the Dunedin Scottish Arts Foundation, accepted the Highland Games and Tartan Day proclamations and thanked the City Commission for the recognition. Mr. McHale advised among the many events we are excited to have the world champion piper Stuart Liddell and the music of MacGilliossa and Off Kilter

Recognition of Gary Nottke- Pinellas County Schools Plant Operator of the Year Commissioner Tornga read the Certificate of Recognition presented to Mr. Gary Nottke, San Jose Elementary School Head Plant Operator. The City of Dunedin congratulates him on being named the Pinellas County School's Plant Operator of the Year. Gary Nottke, San Jose Elementary School, Head Plant Operator, accepted the proclamation and thanked the City Commission for the recognition. Lisa Brown, Principal of San Jose Elementary School expressed appreciation for the recognition of Mr. Nottke and their pride in his representation of the spirit of San Jose Elementary which is in such a beautiful setting. ANNOUNCEMENTS- None. CITIZEN INPUT - None. ACTION ITEMS Broadway I Tzekas -Amendment to the Declaration of Restrictions Planning and Development Director Rice advised this is regarding the amended Declaration of Restrictions for 1040 Broadway which is the Dunedin Carriage House. There are basically two restrictions: A. The current owner will not move or demolish the existing historical structure on the property without city commission approval. B. The current owner shall limit the use of the property to permitted uses under the FX-M Zoning District category, except for the following uses, which shall be prohibited. 1. Convenience store without gasoline sales; 2. Gasoline station with or without a convenience store; 3. Automobile service and repair structures (enclosed); 4. Parts, accessories or tires; 5. Car wash; 6. Boat or marine craft dealer; 7. LighUclean manufacturing; 8. Target employment industry; 9. Courier and messenger services; and 10. Kennels and other canine-related facilities. The owner is coming to the Design Review Committee meeting with their new plans and he will provide those to the commission along with the rendering which he was not able to obtain for tonight. The Historic Declaration combined with this set of restrictions releases the property to invest and waives the FEMA 50% rule; he thinks the applicant is on the way to an event venue which will be really special. Staff recommends approval of the new Amendment of Declaration of Restrictions. Vice-Mayor Kynes opened the meeting for public input; however, hearing none, she closed the public input portion and asked for a motion

3 MOTION: Motion was made by Commissioner Gracy and seconded by Commissioner Tornga to approve the new Amendment to the Declaration of Restrictions for 1040 Broadway. Commission Comments Commissioner Gracy stated she was happy to see this issue come to conclusion and expressed appreciation to Ms. Tzekas for her patience in the matter. Commissioner Tornga concurred with the comments by Commissioner Gracy. Commissioner Freaney reiterated what they spoke about at Tuesday's meeting and gave kudos to Sylvia and Vice-Mayor Kynes. She thinks it is pretty exciting and is glad to see it is going to move along pretty quickly. Vice-Mayor Kynes commended everyone who worked together to come to this resolution, Ms. Tzekas, the neighborhood and staff. 2. Approve the Agendas for the: a. April4, 2017 Work Session. City Clerk Kirkpatrick advised a board appointment has been added to the consent agenda. b. April 6, 2017 Regular Meeting. MOTION: Motion was made by Commissioner Freaney and seconded by Commissioner Gracy to approve the revised proposed agenda for April 4, 2017 and the proposed agenda for April6, *** Starred Item *** Review and Approve Marketing Material for the City Manager Search MOTION: Motion was made by Commissioner Gracy and seconded by Commissioner Freaney to place this item on the agenda. Commission Comments Commissioner Freaney stated: She read the material and thought it was great. She thought it covers all the bases the Commission talked about. The two things she has; one is a typo for sure and one potentially is not which is under The Ideal Candidate, 4th paragraph: Opportunities for the City Manager include assisting and developing the Commission's vision into clear, visible objectives. She was not sure if this was meant to be "viable"; but that is just a comment. Then on the last page of Exhibit B, second paragraph about the 5th line down: Experience in urban planning that includes an emphasis on arts oo-and culture, She wanted to mention the comment on the last page, 1st paragraph: Experience should include at least seven (7) years in senior level management of a governmental organization, preferably a larger, complex, full-service agency

4 She stated she gets that, but quite frankly if somebody has enough skills and it is the same size as us or close to the same size she would not want them to be put aside at that. Other than that she thought it was good and for the record there are a couple of things like Parking Management, experience with professional ball clubs that perhaps somebody really good would not have that experience and she would put it out there that is okay if there is great well rounded experience and the ability to figure things out with the expertise. Commissioner Gracy stated she thought it was very well written. She addressed the following and asked if it is something new. The Position Specific duties and responsibilities of the City Manager include: Develops and administers the city's annual legislative package. Ms. Smalling explained she could not recall; however, it is part of the position profile that the city had. Commissioner Gracy inquired regarding any mention of the City Manager performing annual evaluations on his/her staff; she was concerned that she did not see it. Ms. Smalling agreed and would make the addition. Commissioner T ornga: Agreed with Commissioner Gracy regarding the addition and noted he looked for the leadership aspect. The Ideal Candidate Regarding the education level it says: Requires a Master's Degree with emphasis in public or business administration, etc. He stated perhaps that is not necessarily a requirement; there are very effective leaders who may or may not have that specific combination listed. The City is looking for a person and that is just one of the elements that might be considered to be a strong plus in the person's quiver; however, he was not sure it should be included in the requirements. Agreed with the legislative packet item; however, there might be another way of saying that noting the discussion of the commission being policy with a strong city manager form of government; the commission is also strongly involved on the legislative side. Ms. Smalling asked for clarification regarding the education requirements. Commissioner Freaney commented she thinks it is a good requirement; however, it could be that unique individual. She suggested putting the similar line that just addresses if there is someone who has a mix that is different, but seems to equal out compared to the City's requirements. Ms. Smalling suggested: Equivalent combination of experience and education will also be considered. Commissioner Freaney said that was right in case there is someone uniquely qualified in a different way. Ms. Smalling inquired if membership in ICMA would be required

5 Commissioner Freaney recalled she asked that question of Ms. Narloch and thinks she looks at that as a preference, but not necessarily put it in the ad. She had a lot of confidence in the way Ms. Narloch answered that question; therefore, she would rely on her expertise for that. She thinks it is a plus and will be looking for it, but she does not think it would kill the deal. Ms. Smalling suggested including the following language for the education paragraph: Requirements include an equivalent combination of education and experience will be considered. Vice-Mayor Kynes addressed the following: The Community Public murals and other artwork are displayed throughout the downtown area city. Include something about there being a new initiative which will explore best practices in historic preservations. Florida Auto Exchange Stadium is situated next to the Dunedin Public Library which was founded in Although The Dunedin Public Library is the oldest library in Pinellas County, it-and is celebrated as one of the most progressive in the State of Florida. The Dunedin Fine Art Center established in 1975, is a premier teaching Art Centerthe largest in the Southeast and the State of Florida - and offers many quality art education programs and inspiring exhibitions. The Ideal Candidate The City of Dunedin and its citizenry are passionate about all aspects of their quality of life. The new City Manager must be approachable, available and able to relate effectively with all members of the City Commission, City staff and the community at large. Possibly change "City staff' to "City employees" Vice-Mayor Kynes reiterated her emphasis on the importance of the testing for leadership and emotionaii.q. Vice-Mayor Kynes opened the meeting for public input; however, hearing none, she closed the public input portion and asked for a motion. MOTION: Motion was made by Commissioner Freaney and seconded by Commissioner Gracy to approve the edits to the Marketing Material for the City Manager Search. COMMISSION COMMENTS Commissioner Gracy advised the Suncoast League of Cities was planning its 2017 Calendar Year and stated Dunedin will host the SLC meeting in June. She explained she needs a consensus that the City can spend approximately $ for breakfast and lunch for approximately 30 people in the Elliot Room at the Community Center. CONSENSUS: The Commission agreed to give direction to the City Manager to spend approxim ately $ for breakfast and lunch for approximately 30 people in the Elliot Room at the Community

6 Center for the Suncoast League of Cities Strategic Planning Meeting hosted by the City of Dunedin in June. Commissioner Freaney commented on looking forward to the St. Patrick's Day Celebration downtown on Friday and Saturday and hoping all the businesses do great. Vice-Mayor Kynes wished everyone a happy St. Patrick's Day and invited everyone to come downtown and enjoy the celebration. There will be a special proclamation at Pioneer Park at noon honoring Noel Cooney and his long years of giving to our community with Flanagan's Irish Pub bringing us the beautiful music.
