1 COUNCIL STAFF REPORT CITY COUNCIL of SALT LAKE CITY TO: City Council Members FROM: Brian Fullmer, Council Staff DATE: September 30, 2014 RE: ADOPTING TRUJILLO, PERU AS SALT LAKE CITY SISTER CITY PROJECT TIMELINE: Briefing: September 30, 2014 Set Date: Public Hearing: Potential Action: October 21, 2014 Council Sponsor: Council Member Luke Garrott VIEW ADMINISTRATION S PROPOSAL ISSUE AT-A-GLANCE In May 2005 Salt Lake City entered into a Friendship City relationship with Trujillo, Peru with the intent of becoming a Sister City. Friendship Cities are required to demonstrate strong community support of the relationship for a minimum of three years prior to being granted Sister City recognition. Sister Cities International defines a Sister City as a broad-based, long-term partnership between two communities in two countries. The goal is to advance peace and prosperity through cultural, educational, humanitarian, and economic development exchanges. Over the past nine years, Jorge Arce-Larreta, Friendship City representative for Trujillo and current Sister Cities Board Member, has worked with local organizations and leaders in Trujillo to develop and encourage partnerships since entering into the Friendship City relationship. At its June 16, 2014 meeting, the Sister Cities Advisory Board voted to forward a request to the Mayor and City Council that Trujillo, Peru be officially recognized as a Sister City to Salt Lake City. A joint resolution of the Salt Lake City Mayor and City Council is required to establish the relationship and a draft resolution is attached. No public hearing is required. 2 POLICY QUESTIONS 1. The Council may wish to inquire with the Administration that include some follow-up questions from the Council s previous discussion on Sister Cities: a. What anticipated administrative staff time and resources may be required to help sustain this Sister City relationship? According to the Administration, there will be no impact to the Salt Lake City budget in having Trujillo, Peru become an official recognized Sister City. The Council may wish to inquire as to anticipated administrative staff time and resources required to help sustain this Sister City relationship. b. What is the level of local support from the Peruvian community members? c. What is the status of the Sister Cities restructuring? (Council was briefed October, 2013.) d. Has there been any discussion in having an outside organization or partners that can work on both cultural and other kinds of exchanges in relationship with the Sister Cities program? e. What is the status of cataloguing the Sister Cities gifts in working with the Arts Council? 2. Does the Council wish to add an additional city to the Sister Cities program while it is being restructured? 3. The City s Sister City budget is limited. With the indication that there is no budget impact for this request, does it mean that existing resources will be shared among more Sister City Relationships? ADDITIONAL & BACKGROUND INFORMATION Since Trujillo, Peru became a Friendship City in May 2005, several exchanges between Salt Lake City and Trujillo have been developed including: Ballet West and Trujillo Ballet Company regarding arts programming Salt Lake City and Trujillo Police Departments discussing law enforcement issues Governor s Office of Economic Development met with Trujillo municipal government officials during a trade mission to Peru Salt Lake City has current Sister City relationships with Chernivtsi, Ukraine, Izhevsk, Russia, Keelung, Taiwan, Torino, Italy and Matsumoto, Japan. Jorge Arce-Larreta, the Friendship City representative for Trujillo, has worked with local organizations and leaders in Trujillo to develop and encourage partnerships since entering into a Friendship City relationship. BACKGROUND TRUJILLO PERU Trujillo, Peru is a city in coastal northwestern Peru and the capital of La Libertad Region. It is the center of the second most populous metropolitan area of Peru. It is located on the banks of the Moche River, near its mouth at the Pacific Ocean, in the Moche Valley. It is the third largest city in Peru with an estimated population of more than 935,000 people. Trujillo has a rich pre-colombian and colonial history. It is known as the "Capital of the Everlasting Spring," as well as the "Capital of Culture of Peru." Trujillo was the first city in Latin America and the Caribbean to be chosen by the Inter- American Development Bank (IDB) to develop the pilot project Trujillo: Sustainable City that included the development of a climate action plan, and new planning approaches to support sustainable urban development. In addition, Trujillo was selected to participate in the IBM Smarter Cities Program for a project that uses open data and technology to support enhanced security and law enforcement in the city. BACKGROUND SALT LAKE SISTER CITIES PROGRAM Sister Cities International defines a Sister City as a broad-based, long-term partnership between two communities in two countries. The goal is to advance peace and prosperity through cultural, educational, humanitarian, and economic development exchanges. According to Section 2.82 of SLC Code, Sister City means a partnership between Salt Lake City and another city, from another country, that has been officially established by the appropriate government officials of the other city and by a joint resolution of the Salt Lake City Mayor and the City Council. Salt Lake City is currently Sister Cities with Chernivtsi, Ukraine, Izhevsk, Russia, Keelung, Taiwan, Torino, Italy and Matsumoto, Japan. The Sister Cities relationship between Salt Lake City and Mastumoto, Japan is the third oldest in the United States. Section of the SLC Code gives responsibility to the Salt Lake City Sister Cities Board for the review of requests for sister city partnerships and make recommendations to the mayor. Section of the SLC Code lists the criteria for establishing as Sister Cities relationship.

Individuals or organizations proposing new relationships must be local residents or organizations in the Salt Lake Valley with sufficient community-based support to accomplish the objectives of the relationship; B. Individuals or organizations proposing new relationships must demonstrate that there is a significant amount of community interest in and support for the relationship; C. Individuals or organizations proposing new relationships must demonstrate a track record of involvement in the community; D. Individuals or organizations proposing new relationships must identify assets and resources within the community that will foster community building between Salt Lake City and the proposed Sister City; and E. Individuals or organizations proposing new relationships must be prepared to provide the financial and staff support necessary to establish and maintain the relationship. In September 2013, CED Director Eric Shaw presented to the Salt Lake Council proposed actions to increase the strategic, inclusive and representative nature of the Sister Cities Program. CED Administration continues to work with the Salt Lake City Sister Cities Board to realize these actions.
6 JOINT RESOLUTION NO. of2014 A Joint Resolution of the Salt Lake City Council and Mayor Recognizing Trujillo, Peru as a Sister City to Salt Lake City WHEREAS, there are approximately 15,000 to 20,000 Peruvians living in the State of Utah, making the group the second largest Latin American minority in the state; and WHEREAS, Salt Lake City and the city of Trujillo, Peru entered into a Friendship City relationship in May 2005; and WHEREAS, since entering into a Friendship City relationship, Salt Lake City and Trujillo residents and institutions have participated in a number of high level social, cultural, educational, and economic development programs and partnerships; and WHEREAS, activities between the two cities are ongoing and active today, with officials from the State of Utah's Governor's Office of Economic Development meeting with political and business leaders of Trujillo in Lima, Peru as recently as September 2013; and WHEREAS, there was a request at the December 2013 meeting ofthe Sister Cities Board by board member Jorge Arce-Larreta that Salt Lake City enter into a Sister City relationship with Trujillo, Peru; and WHEREAS, Salt Lake City typically requires that a Friendship City relationship be in place and active for a minimum of three years before a request to become a Sister City can be submitted to the Salt Lake City Council and Mayor; and WHEREAS, the Sister Cities Board and city staff have determined that the Friendship City relationship between Salt Lake City and Trujillo, Peru meet the requirements for becoming a Sister Cities relationship; and WHEREAS, on June 16, 2014, the Sister Cities Board voted to approve a recommendation to the Mayor and City Council to approve creating a Sister Cities relationship with Trujillo, Peru. NOW THEREFORE, be it resolved by the Salt Lake City Council and Salt Lake City Mayor hereby recognize Trujillo, Peru and Salt Lake City, Utah as Sister Cities.
