2 What You May Expect Presbytery of Ohio Valley Assembly June 2, ) Hospitality and location for our meeting provided by Indiana Church in Vincennes. The congregation is one of two remaining churches that share common history as the oldest Presbyterian Churches in Indiana. 2) Belhar Confession consideration This is a vote on an Amendment to the Book of Confessions which would add this 1982 document. The process of changing the Book of Confessions is very intentionally careful. Consideration was begun in The required super-majority of Presbyteries have already approved this change. We will have a presentation that educates prior to our vote and deliberation on this matter. 3) Guest Musician We have a guest musician. Dr. Calvin Taylor will assist throughout the day. Dr. Taylor comes with enthusiastic endorsement from two of our congregations. 4) Examination of a Candidate for Teaching Elder The very final review of a person seeking ordination as a Teaching Elder is performed by the Assembly itself. We will have the opportunity to share that review with a candidate. 5) Reports from New Committee Congregational Mission and Vitality will report. 6) Ruling Elders Commissioned for Pastoral Service Two ruling elders will be commissioned to provide pastoral service in local congregations. Elder Larry Doll will be commissioned to serve Southside Presbyterian in Vincennes. Elder Mick Finch will be commissioned to serve Leavenworth Community Presbyterian. Mick and Larry have completed study and preparation for this role. 7) Worship Assembly is an act of worship. During this worship we hear the Word proclaimed, celeb the Sacrament, share in fellowship and conduct business. 2

You will travel exactly 1 mile and come to the 4 mile marker. There you will see a sign that says Cabinetry by Provines. Turn right onto Hickory Corner Road. You will go 2.5 miles on this road to the first stop sign, turn right (Nugent Rd.). Go until you come to the stop sign, you will see the church directly across the road (Hwy 61) back in the woods on the right. Cross over (Hwy 61), and there will be people from Indiana Church there to help direct you in traffic. South Travel north on (41) and turn east (right) onto (50/150) toward Washington, Indiana. One route is to come over on 46 to 45 and then to (I69) to Hwy 50 towards Vincennes. 5 Clerk s Report The Rev. Lawrence Jackman 1. Parity is a principle of all of our polity. The point of which is to assure that there is a balance between Teaching and Ruling Elders in the business/decisions of the Presbytery. There are 110 Minister members of the Presbytery. There are 78 congregations each of which is charged to name a commissioner to the Presbytery. In addition to the 78 elders there are CREs in active commissions who number as ruling elders for the purpose of establishing parity. There are 7 such CREs. In addition 10 elders hold membership in the body due to their offices. Trustees, moderator of the presbytery and members of council all are members with voting rights due to their office. 7 Minister members are unable to participate in the life of the presbytery due to advanced age and impaired health. 5 Minister members live significantly beyond the bounds of the presbytery at a distance of more than 100 miles. There is no need to further balance to assure Ruling Elder parity with Teaching Elders. In practice, parity is present in the committee structure and in the averaged attendance at Assembly. 2. Appointment of an Investigating Committee An allegation has been made against a Ruling Elder in one of our congregations. In keeping with the rule of the Presbytery, an Investigating Committee was appointed by the Moderator. This committee organized, received training and continues to conduct its investigation. 3. Amendments to the Constitution All proposed Amendments to the Constitution of the Church have now received enough votes to have passed. The Belhar Confession has reached the required super majority to move toward inclusion in the Book of Confessions. 4. Presbytery Minutes Review the 2014 minutes of our Presbytery have been reviewed by the Synod of Lincoln Trails on 5/13/2015. The minutes were, approved without exception. 5. Amendment 14 C has passed. It will require the Presbytery to adopt a child protection policy. All councils of the church, including sessions, are required to adopt such a policy. 5

11 Report of the POV Mission Council The Rev. Susan McGhee, Moderator For Presbytery's Information Council conducted an electronic vote March 26, 2015, and took the following action: Accepted the referral of a disciplinary case from the session of one of our member congregations. * Council met May 19, 2015, and took the following actions: Received reports of Presbytery officers, staff, and committee leadership On the recommendation of the Evangelism and Congregational Witness Committee, dissolved the Administrative Commission for the Sellersburg New Church Development, with deep thanks. * Approved the recommendation of the Congregational Mission and Vitality Committee for two grants from the Monroe City Funds: $3,750 to the Spencer Presbyterian Church, and $7,500 to the Greencastle Presbyterian Church. Authorized the Congregational Mission and Vitality Committee to respond to the General Assembly on the five peacemaking affirmations. * Elected Alan Finnan to serve an unexpired term as a commissioner to the Synod of Lincoln Trails. * Amended the Presbytery Design and Committee Structure, by adding the words in italics: Administrative Commissions are created by the Presbytery as needed and are charged to act as Presbytery in specific matters according to the provisions of G b. Administrative Commissions to Ordain Teaching Elders and/or Install Pastors, Co Pastors and Associate Pastors are appointed by the Moderator of Presbytery, in consultation with the person being ordained and/or installed. Moderators of sessions in congregations without a pastor are appointed by a commission consisting of the Moderator of Presbytery, Vice Moderator of Presbytery, the Moderator of the Committee on Ministry, the Stated Clerk and the Executive Presbyter. This same commission will also provide for a teaching elder to mode congregational meetings per G * Authorized funds to provide $250 scholarships to the Big Tent, July 30 August 1, at the University of Tennessee Conference Center in in Knoxville. [Note: The total registration for the Big Tent is $395, which includes accommodations and some meals. Persons wishing to receive the scholarship must register for the Big Tent at tent 2015/ and submit the proof of registration to Rhonda Seymour (rhonda@presbyteryov.org]. 12 Presbytery Liaisons for Support and Prayer Presbytery Liaisons for Support and Prayer are Teaching and Ruling Elders who are active in the life of the Presbytery of Ohio Valley and who wish to be matched with a nearby congregation. The purpose of this relationship is to enhance and deepen the connection between the Presbytery and its congregations, sessions and pastoral leaders. This position is not principally for problem solving, but rather for communication, prayer and support. Those who serve in this capacity are asked to: 1. Send a letter or other communication to each congregation and its leaders to introduce yourself and state that you are serving as their Presbytery Liaison for Support and Prayer. 2. Pray for the congregations and pastoral leaders regularly and let them know that you do. 3. Develop a relationship with the pastoral leader and other leaders of the congregation, through such means as: a. Call or the pastor regularly to check in with her or him, or the clerk of session if there is no pastor b. Ask for a subscription to the congregational newsletter if there is one c. Visit the congregation s web page if there is one d. Worship occasionally with the congregation if that is possible e. Participate in special events such as the celebration of congregational anniversaries, as possible 4. Assume that every congregation and all pastoral leaders have significant strengths and affirm their strengths in ways that allow both sessions and pastoral leaders to feel good about themselves. 5. Encourage the congregation and its leaders to participate in the life of the Presbytery, through their prayers, presence, gifts and service. 6. Inform the Executive Presbyter or Committee on Ministry Moderator of any concerns that surface. 7. At the request of the Committee on Ministry Moderator or Executive Presbyter, make connections to offer special guidance and support in times of crisis or pastoral transition. 12

The registration deadline is September 10 for certification students and October 25 for all others. POV Academy Committee (POVAC) POVAC met on May 16 at Camp Pyoca, concurrent with the POV Academy class Journey through the Old Testament. The class included the certification students (those interested in qualifying to become CREs), 3 Academy graduates taking the class for continuing education, and others taking the class just for their own purposes. We celebd the approval by COM for two of our graduates, Michael Finch and Larry Doll, to be commissioned to serve as Commissioned Ruling Elders in specific churches. During the meeting we planned in more detail the New Testament and Church History classes scheduled for September and November, respectively. We also began planning for future steps the certification students will be taking prior to certification. 17

18 These classes are for EVERYONE in your churches!! Many people participate in the Academy just for the joy of learning and/or to discover ways they might become better informed to serve their own churches more effectively. POVAC also encourages all pastors and commissioners to consider who in your congregation might be interested in exploring a call to serve as a commissioned ruling elder and to encourage those people to consider enrolling in the POV Academy. It is not too late for them to enroll. Congregational Mission and Vitality Committee Report Rev. Scott Hill, Moderator 1. Commissioning Mission Trips at June Assembly We are celebrating congregational mission around the POV at the June Assembly by a commissioning of all churches sending mission trip groups this summer. We have the great job of processing and recommending to Council requests for funds to help congregations with mission that has an impact on their local community. These grants are our stewardship of resources from the Monroe City church. We are accepting applications for the next round of grants due by August 1. The form is available on our presbytery website. 3. Bethlehem visitor November 6-10 We are excited to host Rana Khoury from the International Center of Bethlehem this November. Rana was the first staff member of the ICB, and she is a great communicator and dynamic presence. If you would like to bring her to share the ICB s amazing mission of hope and resilience, and the story of Christians in Palestine (an alternative to the perspective we usually get in the media), contact Jo Lucas at jolucas41@att.net. We are reviving the Story Swap idea on a given Sunday, pairs of churches each host a visitor from the other church who shares something good that s happening there. We are proposing that the Third Sunday in May become Story Swap Sunday beginning in We want to share some examples at the next few presbytery meetings. 19 Evangelism and Congregational Witness Committee Report Rev. Katrina Pekich-Bundy, Moderator The Evangelism and Congregational Witness Committee has met twice since the last presbytery meeting. We met face to face on March 26, 2015 in Paoli, and May 3, 2015 by conference call. We have been discussing the possibilities of new worshiping communities within the presbytery. The committee also has proposed that the Council dissolve the New Church Development Administrative Commission in Sellersburg, with thanks for their hard work. A meeting is scheduled for May 28 to meet with Vera White from the Presbyterian Mission Agency. This meeting will equip the committee with more information and resources regarding evangelism and new worshiping communities to share with the presbytery. Many thanks to the committee: Greg Gibson, Rev. Mihee Kim-Kort, Mick Finch, Rev. Nancy Waters, as well as Rev. Susan McGhee and Rev. Larry Jackman for their guidance. 19
