Communications Referred or Submitted to Committee Referred from April 3/17 Council 603 Ontario Association of Fire Chiefs OAFC 2017 Municipal Officials Seminar Referred Directly 674 Accessibility Directorate of Ontario On the Path to an Accessible Ontario: Spring 2017 edition Chair/Councillor Miller expressed her support of Minister Tracy MacCharles comments noting that Brock has become more accessible and advised that BAAC is accepting accessibility award nominations until May 31, 2017 with presentations scheduled for July or August. 2 Session Four 2 Monday, April 24, Durham Regional Police Services Body Worn Cameras Chair/Councillor Miller advised that community members may participate in this survey prior to April 30 noting that a report will go to the Police Services Board on June 12, She commented that the drawback would be the cost for camera equipment enquiring as to the impact on municipal taxes to which the Treasurer advised Brock s share could be approximately $50, VON Canada Durham Region Announcement Palliative Care Community Team Announcement Mayor Grant advised that VON is seeking property in north Durham to expand their palliative care services throughout the Durham Region. 724 Durham Region Transit Specialized Services Customer Newsletter 731 Durham Region, Office of the Chief Administrative Officer 2017 Accessibility Award Nominations 742 Ministry of Citizenship and Immigration Champion of Diversity Award 764 Joseph Bonura Report: 2017-PP-05, Building Department 1st Quarterly Report Rick Harrison Report: 2017-PP-07, Fire Department Summary Report January 1st to March 31st, 2017 Councillor Campbell requested an explanation for the calls cancelled on route to which the Fire Chief advised false alarms (fire alarm pulled in error) or EMS/DRPS arriving first at the scene of an accident noting that the costs are absorbed by the Township. The Fire Chief advised that residents are permitted three false alarm calls annually at no charge. Councillor Campbell enquired whether carbon monoxide (CO) detector information would be included in the package delivered during the door to door campaign to which the Fire Chief advised in the affirmative advising that the campaign will commence in May. Regional Councillor Smith commented that the call trend appears to be declining and enquired as to the percentages to which the Fire Chief advised he will provide annual comparisons. Councillor Schaffer enquired whether entry into a home during the door to door campaign requires the owner s permission to which the Fire Chief advised in the affirmative noting that an information package is left at homes. She enquired whether the visit could address burn by-law regulations to which the Fire Chief advised a pamphlet is included. Councillor Parliament enquired as to the frequency of false CO calls over a 3 month period to which the Fire Chief advised there has been a slight increase which is often due to a malfunction of the unit. Councillor Lodwick enquired as to a report provided to the residents during the door to door campaign to which the CAO and Municipal Clerk advised that this project is for public information/outreach and is not an inspection of one s home. 3 Session Four 3 Monday, April 24, Laura Croft Relocation of Chip Truck Resolution No. 3-4 MOVED BY Gord Lodwick that Committee has no objection to the request contained within communication no. 744 subject to meeting the requirements of the by-laws as well as MTO requirements. 755 Veridian Fence By-law Exemption Request Councillor Schaffer advised that property owners abutting the Veridian property are in favour of the fence and provided letters of support. Resolution No. 4-4 MOVED BY Cyndi Schaffer that Committee has no objection to communication no. 755 for Veridian to build a privacy fence at the Main Street substation in Beaverton and direct staff to correspond and work with Veridian. 762 Sarah Beauregard-Jones Report: 2017-PP-06, Kennel License Inspection Reports 2017, Doggie Day Care License Inspection Report 2017, Prohibited Animal License Inspection Report 2017 Regional Councillor Smith enquired as to the businesses perception of the inspections to which the By-law Enforcement Officer advised she has been well received. Resolution No. 5-4 MOVED BY W.E. Ted Smith that Report: 2017-PP-06 as contained in communication no. 762 be approved. VI. VII. Reports of Subcommittees N I L General Items and Enquiries (1) Regional Councillor W.E. Ted Smith Regional Councillor Smith advised that Brock, in comparison to Amsterdam, is well advanced in the area of accessibility as witnessed during his recent trip abroad. Resolution No. 6-4 MOVED BY W.E. Ted Smith that signs identifying Centre Street in Sunderland be included in the next years budget discussions. Regional Councillor Smith advised that many residents are unaware that Centre Street in Sunderland is Highway 12 and requested consideration of identifying signage. The CAO and Municipal Clerk cautioned that service could be impacted by any changes to addresses. The Fire Chief advised that, as Highway 12 is served by the O.P.P. they should be contacted.

4 Session Four 4 Monday, April 24, 2017 Mayor Grant confirmed with Regional Councillor Smith that this motion is direction to staff to provide a review. He advised that businesses will be impacted by the cost of an address change. The CAO and Municipal Clerk advised that a stipend is typically provided to each property owner in the case of a municipal roadway change of name. Chair/Councillor Miller enquired as to the effect on the Fire Department to which the Fire Chief advised that an investigation will be required. The CAO and Municipal Clerk advised that the Region prohibits duplicate road names. Councillor Schaffer advised that deliveries often attend Cedar Street in Beaverton in error and enquired if this has been an issue for emergency responders to which the Fire Chief advised that it has not been an issue. Resolution No. 6-4 MOVED BY W.E. Ted Smith that signs identifying Centre Street in Sunderland be included in the next years budget discussions. (2) Councillor Lynn Campbell Councillor Campbell advised that a resident, who temporarily uses a wheelchair, visited the Sunderland arena and experienced difficulties using the front door on their own to which the Deputy Clerk advised that it may have been due to the automatic door switch not being engaged. Resolution No. 7-4 MOVED BY Lynn Campbell that staff be directed to check the accessibility of Sunderland arena for individuals in wheelchairs who are unassisted. (3) Chair/Councillor Therese Miller Chair/Councillor Miller advised that a conversation with Staff Sergeant Gillis provided the following statistics for vehicle tickets issued in North Durham: Speeding/1st Quarter 2016: Brock 397 Speeding/1st Quarter 2017: Brock 693 (75% increase) Speeding/total for 2016: North Durham 5,222 Speeding/1st Quarter 2017: North Durham 3,268 The Brock Ride program in November of 2016 resulted in a drug arrest while the February Ride program resulted in 2 warnings. Chair/Councillor Miller commented that having 2 full-time traffic officers for North Durham has provided improved results and expressed gratitude for their presence. She enquired as to POA revenue to which the Treasurer advised that the amounts allocated to municipalities has dropped noting that Brock received $3,000 (1.69%) in The CAO and Municipal Clerk advised that the increase in ticketing did not translate to issuance of parking tickets by DRPS as only 1 was issued in 2016 and none this year. Chair/Councillor Miller advised that BAAC is invited to the Scugog AAC meeting on April 27 and 2 events are planned for Accessibility Awareness Week both scheduled for May 29: Brock High School students will host a challenge using

5 Session Four 5 Monday, April 24, 2017 various equipment; and a public meeting is scheduled at the Rick MacLeish Memorial Centre in Cannington from 5:00 to 6:30 p.m. which will feature speakers from the Rick Hansen Foundation, CNIB, and Guide Dogs. (4) Fire Chief The Fire Chief advised that the fire hazard signs on order are due next week and the air compressor has arrived noting that it will be on display at the Fire Chief Conference. (5) Public Questions and Clarification Ms. Olga Kuzmich, C1535 Concession 14, Cannington enquired as to the cost for a kennel licence to which the By-law Enforcement Officer advised $185 for annual renewals noting that there have been no new kennels licenced. Ms. Kuzmich enquired, with respect to communication no. 724, of the 180,000 requested trips how many users were from Brock to which Chair/Councillor Miller advised there was no indication. Regional Councillor Smith advised that the specialized transit service responds to all individual requests. Ms. Kuzmich commented that revenues could be increased by ticketing illegal parking in handicapped spaces to which the By-law Enforcement Officer advised that the By-law Department canvasses and issues tickets noting that the handicapped permit is not always visible.
