David Crittenden, Stated Clerk Call to Order The Stated Meeting of the Presbytery of Ohio Valley was called to order and to worship by Moderator Elder Barbara Ferguson at 10:00am CDT, with the Prayer of the Day and the Opening Hymn, O For a Thousand Tongues to Sing. Proclamation of the Word The Rev. Alan Finnan proclaimed the Word using Ezekiel 37:1-14 as his text with the theme, The Uninvited Spirit. Welcome by the Host Pastor Rev. Dennis Davenport welcomed the commissioners and guests. He explained Eastminster and the Arts, referencing the collection of commissioned oil painting displayed in the church. 8 Stated Clerk s Report The Rev. David Crittenden Training for the Presbytery of Ohio Valley representatives to the 223 rd General Assembly was held on April 21, 2018 at Henryville. Commissioners Katrina Pekich-Bundy, Joe Kimmel, and Young Adult Advisory Delegate Natalie Cushman were trained and began making plans for the meeting. 13 Report of the Congregational Mission and Vitality Committee Elder Janet Huber Lowry reported: Grant Application from the Community Presbyterian Church in Charlestown, IN. The CMVC recommended to the Council the approval of the grant application from The Community Presbyterian Church. The grant is for $3,500, which will be matched by the congregation, to assist them in their Baby Fair project. This project allows the church to help provide support to new mothers, infants, and small children in their community a need in their area of the county. Their mission focuses on keeping infants and small children clean, dry, and healthy and is in conjunction with their DIAPER Project ministry. The Pentecost Special Offering This offering is typically collected on the Day of Pentecost (May 20, 2018). A gift to the Pentecost Offering helps the church encourage, develop, and support its young people, and also address the needs of at-risk children. 40% of the Pentecost offering can be retained by individual congregations wanting to make an impact in the lives of young people within their own community. The remaining 60% is used to support ministries of the Presbyterian Mission Agency: Young Adult Volunteers Ministries for Youth Children at Risk Pentecost Offering Financials We know that many of your congregations participate in this wonderful opportunity. Today we celebrate the work of one of our congregations, The First Presbyterian Church of Columbus, Indiana. We received the following note from Diedra May, Mission Specialist for Special Offerings Presbyterian Mission Agency that highlights their work. Great job First Columbus! We are in the season when we are promoting and interpreting the work of the Pentecost Offering which nurtures the faith of God s children who are in the first third of life children, youth, and young adults. This year, we celebrate that the Offering has been supporting ministry for 20 years through giving that has totaled over $14 million. One way that we are celebrating this milestone is by recognizing the congregations who have been the long-standing supporters of the Offering. According to our records, First Presbyterian Church (Columbus, Indiana), received the Pentecost Offering every single year. Wow! Janet Lowry, Moderator Pro-Tem Beginning July 1, 2018, the Rev. Andy Kort will be away on sabbatical leave. During his time away, Elder Janet Lowry will serve as moderator pro-tem. She will serve in this capacity until mid-november when Andy Kort returns and resumes his role as the moderator of the committee. 13

Kathleen Fox be approved for Honorable Retirement Commissioners voted to grant the status of Honorable Retirement to Rev. Scott Paul-Bonham and Rev. Kathleen Fox. Rev. Alan Finnan offered a prayer of thanks for their service and prayed God s richest blessings on them in their retirement as they go forward on their new journeys. Introduction to the 223 rd General Assembly of the PC(USA) The Rev. Susan McGhee and The Rev. David Crittenden Susan and David shared information regarding the 223 rd General Assembly meeting in St Louis in June. They encouraged everyone to attend all or part of the assembly because it is relatively close this year. After responding to questions from the floor Dave offered a prayer of commissioning for our General Assembly commissioners, Joe Kimmel and Katrina Pekich-Bundy and our Young Adult Advisory Delegate, Natalie Cushman in absentia. Lunch The Moderator called on Rev. Davenport asked the blessing for the food and fellowship shared by commissioners and guests. Speak Out Session Of special note, Rev. Dawn Black gave an update on her husband, the Reverend Andrew Black, who is still recovering from his serious illness. She thanked the Presbytery for their prayers and good hopes. Other speak out topics included: installing AEDs (defibrillators) in all of our churches to help save lives; obtaining mission grants for projects in the POV; learning more about the church in Bethlehem, Israel and the Bright Stars to Bethlehem meeting; an encouragement to participate in a Great Banquet weekend; and being part of a group working with issues of injustice around the Indiana Poor Peoples Camp. 16

17 Report of the Presbytery Council The Rev. Susan McGhee, Moderator In addition to the following written report, Susan highlighted the upcoming 2019 Presbyterian Youth Triennium at Purdue University. Susan also reported that Council has sent the last promised campership to Pyoca in honor of the Rev. Carol McDonald For Presbytery's Information Council met by videoconference May 1, 2018, and took the following actions: * denotes the Council acting as a Commission of Presbytery 1. Received reports of Presbytery officers, staff, and committee leadership. 2. Approved a grant from the Monroe City funds for the Community Presbyterian Church, Charlestown, Indiana, in the amount of $3,500 for a "Baby Fair" initiative, which seeks to support new mothers and infants in their community. 3. Appointed Elder Janet Huber Lowry as Moderator Pro Tempore of the Congregational Mission and Vitality Committee during Moderator Andy Kort s sabbatical (July 1 November 15), including a seat on the Presbytery Council for that period. * 4. Appointed Cheryl Moles as registrar for the 2019 Youth Triennium, and authorized the PYT Registrar, Stated Clerk and Executive Presbyter to designate adult advisors to accompany the PYT delegation to PYT. * 5. Agreed to pay one quarter of the cost of a consultant from the Legacy Funds for First, Brownstown, to lead the congregation through a visioning process designed to help them discern their call as a congregation and be able to fill out their Mission Information Form as they begin and search for a new pastor. Report of the Executive Presbyter The Rev. Susan McGhee Susan reminded the Assembly that she was approaching 9 years as the Executive of the POV. She still is enjoying her work and learning new things. She is grateful for the staff. They, together, love finding new ways of doing things. Susan held out that she appreciates Elder Jean Beaver s work with the PNC process when churches are searching for pastors. Susan continues to work with sessions when needs arise. For serious matters, she reminded us that attorney Judy Woods is available to consult on small matters as part of her retainer, but is also available on a fee basis for more serious matters. Susan will be away for vacation in a few weeks, just prior to her attending the General Assembly in St. Louis. 17

18 She left us with this thought: She is enjoying spending time on her deck, learning the song of the cardinal, the state bird. She asked us what is the song we sing that people will know that we are followers of Jesus. What is the song we sing that lets others know that a follower of Jesus is singing? Update on the Board of Pensions Rev. Larry Langer gave an update from his attendance at an annual Board of Pensions Regional meeting. He reported that the Pension Fund is in excellent shape, being fully funded, and that there will be a 4% apportionment this year. The most exciting news is that for the first time in years, the Medical and Pensions plans saw a significant increase in participation in the plan (19%). It is said that this is due to the plan being more flexible through menu options while honoring the commitment to our ministers. Menu options allow congregations and other employers to select which benefits to offer based on their resources, and employees to elect benefits based on their needs. In hopes of getting even more participation, the Board is instituting a five-year experiment, beginning July 1st, entitled Pathways to Renewal. This program will cut dues for qualifying small congregations and innovative ministries from 37 percent to percent of effective salary. The program helps congregations call young ministers and provide full benefits thorough the Benefits Plan of the PC(USA). To qualify for this plan, a congregation needs to have a membership of 150 or fewer; not had an installed pastor for at least two years and have not elected a Pastor Nominating Committee. Another way to be part of the program is to be a church of any size that seeks to expand ministerial headcount. A pastor coming under this plan must be younger than 40 years of age and may not have been covered under the Pastor s Participation plan in a previous position.
