Box 2571 Columbus, OH Chapters are not authorized to speak for the Society May 2011 President s Report Spring is here, everything s turning green and maybe the April showers (more like monsoons) are passing. Soon the fields will dry out the farmers can begin the annual process of planting. As with other rights of spring, the Central Ohio Chapter holds its annual elections this month. We will be voting to fill the Board positions. Next month some of us will lose more than a few balls on the golf course as the Chapter hosts our annual outing. For us less then driven golfers, get your clubs out, clean them up and see if you still remember how to swing at the little white ball. As the rain comes to an end (or at least we hope it cuts back soon) it has given all of us an opportunity to see and understand the operation of storm detention (holding for some period of time) and retention (holding for an indefinite period of time) systems. Some designs have been shown to work better than others. This wetter than normal season has tested many installed systems. I am sure we are all looking forward to some dryer weather and more sunshine. For those of us seeking sunshine the ASPE Research Foundation is holding a raffle for a week s stay at La Costa Beach Club Resort in Pompano Beach, Florida. The Research Foundation uses this benefit to help raise research funds for the foundation. Tickets will be available it each meeting and event up to the October ASPE Symposium being held in Orlando. 5 VP Legislative Bill Deardurff NEWS RELEASE - April 4, 2011 OHIO DEPARTMENT OF COMMERCE LARRY L. FLOWERS SWORN IN AS STATE FIRE MARSHAL Former State Representative and retired Madison Township Fire Chief Larry L. Flowers was sworn in today as the new State Fire Marshal of Ohio in an oath administered by Director of Commerce, David Goodman. The ceremony took place at the Division of State Fire Marshal headquarters in Reynoldsburg. Larry brings to the office of State Fire Marshal a passion for serving citizens and the Ohio fire service, said Goodman. As a dedicated firefighting professional and experienced public servant, he will continue to build upon the positive reputation of the Division of State Fire Marshal. Congratulations to chapter members Eric Leman and Dave Dexter. They have been nominated for and will receive the David E. Denison Award from the Ohio Board of Building Standards. The award is presented annually to individuals who have demonstrated outstanding integrity, professionalism and untiring dedication to the development and support of Ohio s construction standards and for diligent work to improve the knowledge, understanding and effectiveness of code enforcement in Ohio. Eric and Dave were part of a committee that volunteered their time to serve on the Constituent Code Scoring Group. The group reviewed State of Ohio proposed code changes and provided feedback to the Board of Building Standards. Please say congratulations to Eric and Dave when you see them. Region 2 s Presidents meeting, June 3 rd and 4 th is just around the corner. The Southwest Ohio Chapter will host the meeting in Dayton. Once again Mark and I are working towards completing the Chapter s annual report. We could use everyone s assistance. If you know of any member who has written an article or made a presentation please let us know. The Chapter can enhance its status by showing individual member activities. If you serve on a committee, board or community involvement, let us know and help your chapter earn points with Society. Ohio (3303 Winchester Pike, Columbus, OH 43232) and the Bartley s request donations to the American Diabetes Association. Remember to vote, the ballot is included with this Newsletter. Ballots will be available at the May meeting, however, if you should forget. I hope to see the everyone at the May meeting! Dave Dexter Chapter President I hope that everyone had an opportunity to speak with Jim Kendzel, ASPE s Executive Director. I know that I have found him very accessible and interested in advancing the membership and Society. Since Jim ascended to the office upon Stan s retirement, there has been greater openness between the chapters and Society. Jim brings a new direction to ASPE, the Board and different outlook for the membership. It was a pleasure to have him attend our meeting. I look forward to working with him for the foreseeable future. Jim has already made difficult decisions in reorganizing the Society s limited staff and in developing a conservative operational budget. It is my sincere desire to see the Society move forward and resolve funding issues that have limited programs for many years. Yes, it will take a couple more years to reverse the past trends, but I feel confident that Jim is up to the task. On a more serious note; our Don Konkle lost his brother, Felix Bob Konkle on May 3 rd and Ron Bartley lost his father, J. C. Bartley on May 14 th. Our thoughts and prayers are with both of them in this time of their loss. The Konkle family request donations on behalf of Bob are to be sent to Recreation Unlimited (7700 Piper Rd., Ashley, OH 43003) or the Special Olympics Page 7

12 (Continued from page 5) colleagues at Johns Hopkins Health System presented an abstract, titled Electronic-eye Faucets: Help or Hindrance to Infection Control and Prevention, at the Society for Healthcare Epidemiology of America (SHEA) 2011 Annual Scientific Meeting in Dallas. In brief, this investigation found that 50 percent of cultures of water from 20 electronic, infrared-activated faucets revealed the presence of Legionella spp., compared with 15 percent of the cultures from 20 manual faucets. Water from the electronic fixtures also had a higher proportion of other bacteria, 26 percent as compared to 13 percent for the manual fixtures, but this is not a statistically significant difference. The American Society for Healthcare Engineering (ASHE) and the Association for Professionals in Infection Control & Epidemiology (APIC) have issued a joint statement on the subject. Here are excerpts from the FGI Guidelines for Design and Construction of Health Care Facilities, 2010 edition (additional details available at: [plus some editor s comments in red] Hand-washing stations (1) General (a) Hand sanitation dispensers shall be provided in addition to hand-washing stations. (b) The number and placement of both handwashing stations and hand sanitation dispensers [A unit that contains alcohol- based hand-washing rub (ABHR) or other FDA-approved solutions used for hand hygiene] shall be determined by the ICRA. (4) Fittings (a) General hand-washing stations used by medical and nursing staff, patients, and food handlers shall be trimmed with valves that can be operated without hands. (i) Single-lever or wrist blade devices shall be permitted. (ii) Blade handles used for this purpose shall be at least 4 inches (10.2 centimeters) in length. (iii) Care shall be taken in location and arrangement of fittings to provide the clearance required for operation of blade-type handles. (b) Sensor-regulated water fixtures shall meet user need for temperature and length of time the water flows. Electronic faucets shall be capable of functioning during loss of normal power. [Batteries plus AC adapter or is battery power, alone adequate? It sounds like AC alone is not adequate unless emergency power is used.] (c) Sensor-regulated faucets with manual temperature control shall be permitted Hand-washing stations (2) Sinks (a) Sinks in hand-washing stations shall be designed with deep basins to prevent splashing to areas where direct patient care is provided, particularly those surfaces where sterile procedures are performed and medications are prepared. (b) The area of the basin shall not be less than 144 square inches ( square (Continued on page 13) Page 12

13 (Continued from page 12) millimeters), with a minimum 9-inch (22.86-mm) width or length. (c) Hand-washing basins/countertops shall be made of porcelain, stainless steel, or solid surface materials. Basins shall be permitted to be set into plastic laminate countertops if, at a minimum, the substrate is marine-grade plywood (or equivalent) with an impervious seal. (d) Sinks shall have well-fitted and sealed basins to prevent water leaks onto or into cabinetry and wall spaces. (e) The discharge point of hand-washing sinks shall be at least 10 inches (25.40 centimeters) above the bottom of the basin. (f ) The water pressure at the fixture shall be regulated. [Is the flow control, laminar flow spout enough or are they asking for a pressure regulator, in addition to the ASSE 1070 mixer?] (g) Design of sinks shall not permit storage beneath the sink basin.
