For the 8th yer in row, Burchett is refusing tx increse. The surprise in the proposed is the offer to split $1.3 million to fund one-yer continution nd evlution of Project Grd, the mgnet school progrm, nd the TAG progrm for gifted students. Burchett sid tht Commission Chirmn Rndy Smith presented the funding ide to him recently. While not prt of the budget proposl Burchett sid it will be done through designtions t the end of the current fiscl yer nd will give both the county nd school stff members n opportunity to drft defined service contrct tht would include ccountbility stndrds in order to properly evlute these progrms nd help the Bord of Eduction determine their future. County Finnce Committee By Mike Steely steelym@knoxfocus.com With Knox County Myor Tim Burchett s budget proposls now public nd heded to the county commission for considertion, the superintendent s budget hs clered its first hurdle s well in Finnce Committee review erlier this month. Meeting recently in the smll ssembly room with Superintendent Bob Thoms nd his stff the Finnce Committee members hd severl questions bout the proposl, which ws pproved by the bord of eduction prior to the presenttion. The $484.5 million budget included some cutbcks on funding of Mgnet Schools nd Project Grd, which the superintendent hd originlly cut from the budget until he lerned tht the stte s contribution to schools would be $2 million more thn expected. A public outcry from techers nd prents pprently sw some money being put bck into the budget, which ws originlly $483 million. The proposed school system budget is $13.4 million higher thn lst yer with hers School Budget Thoms clling for $13.4 million for the two middle schools in Hrdin Vlley nd Gibbs. Both schools hve promised opening dte for the school yer. Funding for the Project Grd progrms t Austin-Est nd Fulton is proposed to be cut $500,000. Funding for the mgnet schools, currently t $360,000 would be reduced to $170,000. It seems to be scenrio Burchett simply cnnot resist. The ltest episode of the intrepid Burchett s hurrying to the rescue comes t the detriment of five members of the Knox County Bord of Eduction nd Superintendent Bob Thoms. Burchett is offering one-time grnt of $650,000 to be mtched by the school system from its reserve funds. Burchett s proposl would restore funding to Project Grd nd mgnet progrms t Srh Moore Greene nd Green Elementry Schools. Burchett hs lso clled for the bord of eduction to develop pln to evlute nd review the mgnet nd Project Grd progrms. To better understnd this sitution, one hs to go bck to the reign of Superintendent Jim McIntyre nd his continul overspending of the school budget. During the lst two yers of his dministrtion, McIntyre overspent by s much s $30 million. Desperte for money, McIntyre ws forced to sign Memorndum of Understnding (MOU) with Burchett nd the county commission for the school system to live within its mens. Alwys opposed to incresing txes, Burchett ccomplished significnt chievement in reigning in McIntyre s finncil excesses. Superintendent Bob Thoms, fced with $3.5 million shortfll this yer, kept fith in recommending cuts to both Project Grd nd the mgnet school progrms. Fced with the fct 89% of those students ttending mgnet schools red below proficiency Thoms concluded the progrms were not working nd need to be reconstituted. Thoms ws keeping fith with the new relity the school system fced with the implementtion of the MOU nd Burchett s insistence the schools live within their mens. None of the members of the bord of eduction relished the ide of cutting much of nything, but five eventully greed they hd to pss budget. Most believed it would be fruitless to ttempt to ppel to Burchett nd the county commission for dditionl funding. Apprently, those bord members like Glori Dethridge were right bout pproching the myor nd county commission for more money when fced with shortfll. Burchett s explntion for the grnt rings hollow. The Superintendent nd mjority of the bord hve lredy evluted both Project Grd nd the mgnet progrm nd found them wnting t the lest. Certinly, the superintendent nd bord felt these progrms needed n overhul to work better for ll concerned. Burchett ws lso creful to give the credit for the grnt to county commission Chir Rndy Smith, cndidte for reelection this yer nd Burchett employee. The myor never explined just why he would dole out $650,000 in txpyer money t the behest of one member of the 11-member county commission. Nor will Tim Burchett be myor yer from now when the county myor s office will supposedly review the new evlution process to see if Project Grd nd the mgnet school progrms deserve continued funding. Most of Burchett s stff will likely be scttered ll cross the globe by this time next yer. The odds-on-fvorite to succeed Burchett is Glenn Jcobs. Jcobs ppers to be the genuine rticle, n rticulte conservtive who mens wht he sys. Unlike Burchett, Glenn Jcobs hs hd successful creer in both business nd entertinment. Burchett is too cunning politicin not to relize ll he hs done by offering the one-time money is to kick the cn down the rod, leving it ll in the lp of the next myor. Contrry to the notion the public converstion needs to be extended, the process of rriving t cuts ws pinful for both Superintendent Bob Thoms nd the bord, yet mjority upheld the principle of living within their mens nd supported the MOU proposed by none other thn Tim Burchett. Burchett s entire proposl ccomplishes little except for extending the life of two progrms for nother yer nd giving the ppernce of hving done something. In relity, it is the soup mde from the shdow of crow tht strved to deth. Burchett, creer-politicin, hs flourished by ppering to be precisely wht he isn t; with his ltest politicl sleight of hnd, Burchett hs served notice he remins nything but sttesmn nd certinly not mn of the people. It ws cruel thing to brek fith with those who hd kept their word nd fith with him nd the county commission. I will hzrd one prediction: the school system will be in worse trouble next yer nd come this time next yer, the most populr public figure in this county won t be Tim Burchett, but Glenn Jcobs. Oh, nd one more thing. There s n old sying in politics: when you try to be ll things to ll people you wind up being nothing to nobody. Buuck told the committee tht the complints ginst Anders nd former sheriff cndidte Deputy Lee Trmel must be herd under the current rules. He described both complints s politicl nd sid the investigtion ginst Anders is lmost complete nd might be reported bck to the committee s soon s their June 13th meeting. According to Buuck, the complint ginst Trmel involves chrges tht the cndidte violted the stte nd federl Htch Act. The federl ct prohibits cndidtes from using property supported in prt by federl funds to the sheriff s deprtment for their cmpigns. He sid tht investigtion is underwy but hindered by deths nd helth problems limiting the office s investigtor. He lso sid tht the complinnt, Don Wiser, hsn t been responding to correspondence from the lw deprtment. When sked by The Focus if either complint could be dropped by the people mking the chrge Buuck sid he hopes tht will hppen. He sid tht if Wiser doesn t respond he ll report tht to the committee. Wiser told The Focus Wednesdy tht he intends to respond nd hd spoken to lw director Richrd (Bud) Armstrong. Trmel broke the lw, Wiser sid. The bord of eduction discussed both issues during their regulr meeting t the City-County Building Wednesdy evening. Thnks to some good news received by the Knox County Bord of Eduction t their My 7 work session, the finncil sitution of the school system my not be s blek s it once ws. The county could not come up with enough money to fund the entire school budget for next yer proposed by Superintendent Bob Thoms. Roberts, first elected in 1918, ws hving difficult time winning reelection in Tennessee hd trditionlly given governors second twoyer term, sve for the most controversil or incompetent. Roberts hd been n ble enough dministrtor, but hd proven to be rther hpless when deling with legisltive mtters. Roberts lso mde the mistke of ttempting to rise enough revenue to keep Tennessee on sound fiscl bsis, but his txes proved to be highly unpopulr with Tennessens. Roberts ws being chllenged by the Democrtic primry by Colonel W. R. Crbtree of Chttnoog. The Colonel ws very conservtive Democrt nd gve Roberts the devil over txtion. By the end of June, some of Crbtree s supporters believed the Colonel ws mking rce of it. Yet there were signs Crbtree s cmpign ws not ctching on; the Nshville Tennessen reported when Crbtree spoke in Frnklin County, where he hd been born, the crowd lmost filled up the courtroom. When Crbtree spoke in Lynchburg, the best the Tennessen could sy ws the cndidte drew smll, but enthusistic udience. The Tennessen offered the excuse the meeting hd been little dvertised nd few knew Crbtree ws coming to spek. While Crbtree opened his cmpign in Murfreesboro, Governor Roberts spoke in Brownsville. Roberts defended his tx progrm nd lid out the deficiencies in Crbtree s pln. Roberts sid Crbtree proposes the borrowing of money nd the holding of constitutionl convention to dopt tx mendments only, or the doption of tx commission representing every industry nd interest to be txed. Roberts pointed out his dministrtion hd been endorsed by the Tennessee Democrtic Stte Convention nd he stood squrely on the pltform dopted by Volunteer Stte Democrts. Roberts noted Colonel Crbtree rejected tht sme pltform. While cmpigning in Lewisburg, Colonel Crbtree shouted he would be elected the next governor of Tennessee nd he would send to oblivion the mker of this infmous, unjust nd ridiculous tx lw. Crbtree mused his udience by telling the story of the young mn who received telegrm his mother-inlw hd just pssed wy. The morticin wondered whether the fmily wnted her remins emblmed, cremted or buried. The young mn quickly wired bck, Emblm, cremte nd bury. Tke no chnces. Crbtree ttempted to tke dvntge of the turmoil surrounding clling the stte legisltion into specil session to rtify the Nineteenth mendment to the Constitution, giving women the right to vote. The Colonel offered to suspend his own speking cmpign, if the governor would end his own, while the legislture decided the question. Just dys lter, Crbtree ws issuing sttement from his cmpign hedqurters he ws not withdrwing s cndidte. Yesterdy it ws published I ws going to withdrw, the sttement sid, cting on the dvice of my physicin on ccount of high blood pressure nd I ws to hve no more speking dtes. Sying there ws not scintill of truth to his withdrwing from the guberntoril cmpign, Crbtree denounced his politicl enemies. The Colonel bosted, Under no possible circumstnces would I withdrw from this rce for governor which I hve lredy won. Crbtree ws creful to sy his forthcoming victory ws not personl to me, but rther due to the lmost unnimous belief in the principles upon which my cndidcy is bsed. Evidently, Colonel Crbtree thought virtully every Democrt in the Stte of Tennessee shred his dispprovl of Governor Roberts. The Tennessen crried specil story on July 3, 1920 speculting, ccording to converstion in Jckson County, tht prticulr county would be the best in the stte for Colonel W. R. Crbtree. Some believed Crbtree would receive 80% of the vote in Jckson County. Much of the bsis for the specultion of Crbtree s populrity, ccording to the Tennessen ws due to the nger of locl frmers with Governor Roberts tx progrm. For ll the specultion, it ws yet nother delusion, s when the election returns cme in, Governor Roberts ctully crried Jckson County, lbeit it only brely. Roberts won 476 votes to 434 for Crbtree. Similrly, the Tennessen estimted Crbtree would crry Truousdle County by mjority of two or three to one. Once gin, Roberts crried Trousdle, but only brely, 334 votes to 319 for Colonel Crbtree. As the primry election pproched, Roberts stoutly defended his tx progrm nd ppeled for second term. Crbtree s bluster nd misplced self-confidence seemed egotisticl. The results of the primry election gve Roberts solid victory, winning 67,886 votes to 44,853. It ws decisive victory, yet there were some wrning signs for the governor. Crbtree ctully crried three of Tennessee s four big counties: Shelby, Dvidson, nd Hmilton, losing only Knox County. Alf Tylor won the Republicn nomintion over Jesse Littleton nd it soon becme pprent Tennessee Democrts were going to hve to scrp to remin in office. By September, Tylor trveled to Nshville to open his sttewide hedqurters t the Mxwell House Hotel nd mp his strtegy for the generl election. Lter tht month, Congressmn J. Will Tylor, no reltion to the GOP guberntoril nominee, ws predicting Alf Tylor would be elected governor. Congressmn Tylor lso sid he believed Wrren G. Hrding, the Republicn nominee for president, would crry the Volunteer Stte. Opening his cmpign in Silver Point, Tennessee, Tylor lmbsted A. H. Roberts dministrtion of the stte government nd clled for the repel of the tx ssessment lw pssed by the legislture t the behest of the governor. Tylor took populist pproch to the ssessment lw, climing it hrmed frmers nd smll property owners nd ws hrdly noticed by big businessmen nd bnkers. An ble ortor, Tylor spoke mostly in generlities nd the Tennessen grumbled the cndidte skipped pst the suffrge issue. Both cndidtes begn to tour the stte in ernest fter giving their opening speeches. With the generl election less thn month wy, Governor Roberts ws speking in Est Tennessee while Alf Tylor spoke in West Tennessee. Despite the Tennessen s complint tht Alf Tylor hd not ddressed the issue of suffrge, women were tking prt in the cmpign. Mrs. Clude D. Sullivn busily orgnized women for the Democrts, while Mrs. Jmes S. Besley did the sme for Republicns. Both women served s the vice chirmn of their respective politicl prties. Mrs. Sm Phillips ws utilized s speker in Memphis, Nshville nd few smller Republicn Governor Alf A. Tylor, circ 1922 cities. Governor A. H. Cox, governor of Ohio, ws running on pltform clling for Americn prticiption in the Legue of Ntions. The dministrtion of President Woodrow Wilson, who hd suffered mjor stroke nd remined in the White House, ws no longer widely populr with the people. He must either put up or shut up. Worried tht Tylor s reltion to his lte brother, Robert Love Tylor, might help the GOP nominee, Roberts brked tht every tub must stnd on its own bottom nd ccused the Republicn cndidte of trying to ride into office on the cot tils of his ded brother. Speking in Winchester, Governor Roberts derided Tylor s guberntoril cmpign s nothing more thn sort of minstrel show. As Election Dy nered, some lbor officils believed Alf Tylor would crry Shelby County. Democrts retorted Governor A. H. Roberts would win reelection with one of the gretest mjorities in the stte s history. Shortly before the election, the Nshville Tennessen published n editoril recognizing the strength of Uncle Alf Tylor, exhorting Democrts, There is no vlid reson for Democrt to split his ticket in fvor of Alf Tylor, whose record is negligible nd who hs sought to rlly ll the elements of discontent to his stndrd.
