1 MINUTES FOR THE MEETING OF THE ARTS COMMISSION OF THE CITY OF SPRINGVILLE, UTAH 443 South 200 East, Springville Utah July 10, :00 P.M. CALL TO ORDER The meeting was called to order. Time: 7:03 p.m. Present: Daryl Tucker, Dawn Jensen, Donna Breckenridge, Delora Bertelsen, Ginny Ackerson, Sandy Allison, MariLee Allred, Dean Olsen, Claudia Davenport Absent: Debbie Allred, Kristen Ontiveros Excused: INVOCATION Dawn Jensen PUBLIC COMMENT Public comment may be written or verbal. All public comments are limited to 3 minutes and no action can be taken. Responses by the committee will be limited to reporting on official actions taken at previous meetings. At the committee s request, items presented during public comment may be added to the agenda of a future meeting of the committee. CONSENT AGENDA Motion: Approval of the Minutes of April 10, (No meeting was held in May 2012 and the June 2012 meeting was cancelled due to the lack of quorum). Action: Move Second Voice Vote Pass/Fail COMMISSION BUSINESS/ACTION ITEMS 1. Chair s Report Verbal or written report including: a. Vern Swanson s Retirement Party July 26, 6:30-8:30 pm (by invitation only); Public open house: August 1, 6:30-8:30. The theme is a good pie party (bring pies to share). A thank you letter from the Arts Commission to Vern Swanson will be put together and signed at the next meeting. b. There has been good public response to the Hughes Curtis reliefs installation. Delora took some photos, a program, and newspaper articles about the dedication and delivered to Cecile. Half of the audience in attendance were likely family members of Hughes Curtis. Cecile was very pleased with the recognition given to Hughes. 2. Springville Heritage Day September 15, 2012 noon 4:00pm Committee Members (Daryl Tucker, Sandy Allison, Ginny Ackerson) First committee meeting will be held next week. Old Time Fiddlers coming. Ginny is in talks with the Cinnamon Singers to see if they can perform. Popcorn, root beer floats, ginger snaps, birthday cake will be the refreshments. The youth theater group will perform the complete works of William Shakespeare abridged (30 minute excerpt). There is a committee of 5 ladies working on activities and

2 crafts. They are hoping to have baby/miniature animals as a part of the displays: buffalo, sheep, goats to be there. Sandy will talk to the FFA teacher at the high school for help in getting additional animals. The birthday cake was discussed: getting people to decorate cake during the festivities. Possible volunteer help from DUP to make period costumes for future events. A concern was expressed regarding the museum being open during the Heritage Days celebration in the city center park and having people going back and forth between. It was suggested that money be budgeted earlier in the year to help with expenses and preparation for future Heritage celebration events ideally a 5 year plan. This will be discussed in greater detail at the next Arts Commission meeting in September. 3. Funding Recommendation - Attached is the funding allocations currently recommended for fiscal year Motion: Move to approve the Arts Grants funding allocations for FY 2012/13 and forward the recommendation to the City Council for final approval. Action: Move: Daryl Tucker, Second: Ginny Ackerson, Voice Vote: Passed 4. Reports from Commission Members Verbal and/or written reports from members of the commission relating to areas of responsibilities. a. Historical Society Daryl Tucker - planning for Heritage Day as discussed above. Springville was founded in This year marks 162 years since it was founded. The Lecture Series this year was very successful. Thanks to museum for hosting the series. Historical Society is currently in process of slating lectures for the next year. Since there is no community newspaper anymore a discussion was held regarding the best way to advertise to the community. Dean Olsen will present to the city council the idea of adding events to the monthly newsletter. In addition, other options were discussed including reader boards, and signage outside museum or in front of city building. b. Arts in Education Kristen Ontiveros absent c. Folkfest Donna Breckenridge - Austria, Costa Rica, Spain & Croatia confirmed; Kenya embassy interviews on July 20. Sierra Leone and India got approval and will try and get embassy interviews before the deadline. In addition, 3 local groups will be in attendance. Discussion was held regarding setting up the stage and stage floor for the performances. Dean Olsen reported that there is a possible contractor to come and look at it and pointers on how to put it together. It will be installed on July 27 th or 28 th. The Folkfest is building an addition to the ticket booth for additional storage plans sent to Planning & Zoning for approval. (Former storage area has been a security issue kids getting into it, vandalism, etc.) A gratis ticket to the Folkfest was included in all Springville city employees paychecks this year.

3 d. Music/Concert Series and Talent Show Ginny Ackerson The concert series will start up again on August 16 with a wind quintent. July 25, 7 p.m., art museum, grand gallery. Martha Hillier will be performing (she was a part of the Bolshoy opera for 21 years); Ms. Hillier is in town to visit and wanted to perform for the community gratis. Ginny has been ing people to help advertise. She has also contacted the Daily Herald, BYU s paper, UVU s paper, etc. e. Performing Arts Daryl Tucker - Little Women was an excellent production (Merit Academy). Good sound equipment, lighting, special effects, staging, etc. The next event will be the complete works of William Shakespeare condensed; 6 performances. f. Library Claudia Davenport - summer reading program highlighted. Some history and arts included in each summer reading event. At the last event, a BYU medieval reenactment group came. They had a catapult, juggling, jousting, etc. Springville children drew artwork on a big banner which was sent to a school in Romania; on the back side of the banner the kids gave suggestions of how to pay their gift forward. This activity was done to promote cross-cultural understanding. Children s programming has doubled twice as many children attend, but the budget is the same. Presenters had to be cut by about 50%. The library is trying to expand their adult programming with speakers, classes, music groups, etc. Programs are well attended. Update on library park the foot bridge will be installed shortly; the curbing is done around the parking lot and concrete will be put down. The water feature where the old city center was is under review by an architect. By November it should be approved and underway. g. Dance Debbie Allred absent h. Public Relations this position needs to be reevaluated since Springville no longer has their own newspaper. i. Historian Sandy Allison - in process of collecting mementos of arts events j. Secretary MariLee Allred nothing to report k. Graphic Arts/Museum/Children s Art Festival Dawn Jensen - spring salon exhibit down. The quilt show had 125 entries submitted; 105 juried into the show. Quilt show opens on July 14. The museum board is currently interviewing for Vern Swanson s replacement. l. Statues to Live By Delora Bertelsen Dean Olsen will check on the insurance for the statues. The goal is to place one new statue per year; we now have over 50 pieces in the city;

Daryl commented that the city wants to tear down the Dunn Mausoleum in the Pioneer Cemetery. It has been used for years for storage and is falling down. Donna suggested that it be photographed, measured and documented beforehand. Chair s Report Verbal or written report including: Chair Bertelsen commented on the positive comments she has received about the Hughes Curtis bas-reliefs that were placed in the Sculpture Garden at the Museum of Art, and on the wonderful summer events that took place this year. 2. Springville Heritage Day September 15, 2012 noon 4:00pm Committee Members Daryl Tucker, Sandy Allison and Ginny Ackerson reported on the activities that will be available for this event at the DUP Museum and in the Civic Center Park. There will be a self-guided walking tour from 10 a.m. to noon, followed by a playground, vendors, cookies, cake, popcorn and homemade root beer. They will have baby lambs and pigs, and possibly also a baby buffalo. There will be lots of children s activities including games and crafts. Aaron Johnson (one of the early founders of Springville) will appear, played by Daryl Tucker. Storytellers will be available and the Playhouse will perform a scene from You Can t Take It With You. Posters have been placed around town, flyers have gone to the schools, there was an article in Serve Daily and there will be another article in the Daily Herald tomorrow. Daryl commented on the absence of a weekly local newspaper. People can get wooden nickels at

7 the City Park and take them across the street to the Museum to exchange for penny candy. They also discussed American Fork s Heritage Days with a play and a tour of the city cemetery, which Springville did one year with great success. 3. Resignation Accept the resignation of Commissioners Ontiveros and Allred 4. Appointments Discussion of vacant positions on the Commission. Develop a nominee list. Delora asked us to make recommendations for the positions of Arts in Education, Dance and Public Relations commissioners. She asked Donna to send her the contact info for Tresa Anderson for dance. She recommended Julie Ahlborn for Arts in Education. 5. Funding - Grant funds are now available for disbursement. Commissioners need to contact Chuck for the forms. 6. Reports from Commission Members Verbal and/or written reports from members of the commission relating to areas of responsibilities. a. Historical Society Daryl Tucker said he had said enough about Heritage Days and passed on this section. b. Arts in Education c. Folkfest Donna Breckenridge reported that groups came from Austria, Catalonia, Colombia, Costa Rica, Croatia and Siberia this year. Every group did a different program every night with different costumes. The 3 local groups were also present and everyone sang Happy Birthday to Gary Fields of Morning Star as they presented a cake on stage for his 60 th birthday. Donna also reported that they received a building permit from the city to build an addition to the north side of the Ticket Booth at the Arts Park for the storage of their tents, stage floor and other items. d. Music/Concert Series and Talent Show Ginny Ackerson reminded us that Chris Holmes and the Utah Lyric Opera will perform at 5 p.m. this Sunday at the Art Museum. Orpheus Winds will perform in October, a Barbershop Quartet will perform in November and the Bell Ringers will perform in December. e. Performing Arts Arlene McGregor reported that You Can t Take It With You is being performed at Merit Academy 14, 15, 17, 21, 22 and 24 September. Robinne Boothe is directing and the cost is $8. Arlene s address is mumsy1211@yahoo.com. f. Library Claudia Davenport reported that they had about 2800 people participate in the Summer Reading Program. A BYU student created a mobile and donated it to be placed in the foyer of the library. He used old cards from the catalog drawers. The Patio Concert Series on Thursday nights were successful and they plan to continue them indoors. There is no bulletin board in the library. The bridge across the creek was put into place earlier today. g. Dance Debbie Allred was absent. h. Public Relations no report

8 i. Historian Sandy Allison commented that they have been working on the dress collection, which has not been touched since They found newspapers in the dresses with that date on them. She also told us about a questionnaire example from Indiana State that she would like someone to volunteer to hand out at the Museum during Heritage Days. If you can volunteer, please call her at She is also doing a presentation at the American Association of State and Local History in SLC 4 and 5 October. She is representing all small volunteer historical museums in the country. She also asked everyone to give her items of interest for the history of the Arts Commission. j. Secretary MariLee Allred was absent k. Graphic Arts/Museum/Children s Art Festival Dawn Jensen reported that Vern Swanson has retired but will continue to be active at the Museum, and that Rita Wright will be taking over directorship 1 Oct. the quilt show is down and the Wulf Barsch collection is up. The Spiritual and Religious show will be going up 6-10 November and the Christmas Lamb exhibit will be up in December. Delora asked Dawn to invite Rita to our next Commission meeting, and she paid tribute to Vern and the volunteers who basically saved the Museum 32 years ago. l. Statues to Live By Delora Bertelsen reported that she gave copies of photos taken at the dedication of the Hughes Curtis bas-reliefs to his widow Cecile and they were greatly appreciated. Delora also asked if the Restoration Committee would give permission to use the windows at the Rivoli Theater for advertising Daryl suggested that she ask Chuck since the city owns the building.
