The 88th annua sesson of the Arkansas State Assocaton of Free W Baptsts met at Camp Beaverfork, Conway, AR, August 13, The conventon theme was "Urgency Of The Tmes", the theme verses beng Ephesans 5: The evenng servce was opened wth the congregaton sngng "A Ha The Power". Wende Leckbee ed n prayer, after whch as State Cerk he caed the conventon nto offca sesson, and ntroduced the Moderator, Car Chesher. Bro. Chesher gave a word of wecome, and spoke concernng the theme. The foowng were eected to the Commttee on Commttees: Rue De Smth, Tommy Tms, L. D. Payne, Ben Scott, and Randa Wams. The congregaton sang "He Keeps Me Sngng". Terry Forrest, charman of the Msson Board, spoke concernng the mssons offerng to be taken each nght. He recognzed Norman & Besse Rchards, Don & Ruth McDonad, Vada Lee, Steve & Judy Tra, and Fred & Rache Warner, mssonares present n the servce. Bro. Forrest stated that the offerngs woud be dvded as foows: 1/3 to the Foregn Mssonares present; 1/3 to the Natona Home Mssonares present; and 1/3 to AR Home Mssonares present. Speca Musc was presented by the Chor, Chorae, Quartet and Tro from the Frst church, Fort Smth. The Moderator ntroduced Rev. Home, brought the devoton from Cornthans 5: The Moderator caed the meetng to order to transact the busness propery brought before the body. Report No.2: Report of the Credentas Commttee was gven, adopted, and the deegates seated. Report No. 1: Fna Report of the Commttee on Commttees was gven and accepted. A pettonary etter from Northwest Assocaton was referred to the Credentas Commttee. Report No.3: Report of the Executve Board was gven by J. W. Banks. The report was adopted. The foowng recommendatons were adopted: 1. The adopton of THE ADVANCE PROGRAM presented by the Foregn Mssons Department wth the adopton of a three-year goa of $75,000. The amount of $25,000 to be rased each year. 2. That Terry Forrest and Fred Warner serve as Co-charmen for the promoton of the Advance Program. Report No. 2: Fna report of the Credentas Commttee. Northwest Assocaton was accepted nto the State Assocaton. Report No. 4: Report of the Promotona Drector was gven by Davd Josn. The report and the budgets were adopted. Roy Thomas brought greetngs from the Natona Home Mssons Department and gave a report on the pans of the Department. Ronad Creech thanked the Assocaton for ther support n prayer, students, and fnances. He aso reported on the pans for renovaton and repars, as we as future pans for the Bbe Coege. Report No. 6: Report of the CTS Board was gven by Sdney Sawre. The report was adopted. Jmmy Purse gave the fnanca porton ofthe report, the budget, and pans for the camp. The budget was adopted. Zon, Pok Bayou, Ltte Mssour Rver, New Hope, Soca Band, Centra and Antoch. The foowng Assocatons have represented by etter and fees but dd not eect deegates: Harmony, Western Ark., and Bg Sprngs. The foowng Assocatons have sent etters and deegates but have one or more churches that have not pad ther fees: Unty-(Booneve dd not pay), North LA (Rofe Chape dd not pay), Zon Hope #2-(Kber dd not pay, Peasant H pad state ony). The foowng Assocatons represented by etter, but were ackng n the stated manner: Rch Mountan-Three churches pad $15.00 each and not represented by deegates. " REPORT NO.3: REPORT OF THE STATE EXECUTVE BOARD The State Executve Board met four tmes durng the year and conducted two conference cas as foows: The State Executve Board met at the State Offce n Conway, Arkansas, on October 11, The foowng offcers were eected: J. W. Banks, Charman; Rupert Pxey, Vce-Charman; and Steve Tra, Secretary. Promotona Drector Davd Josn gave a verba report on the West Heena and Texarkana Churches. A fnanca report of the recepts and expenses of the annua state assocatona meetng was gven and approved. The quartery reports of the Promotona Drector and the Chrstan Suppy Store were gven and approved. Moderator Car Chesher shared some thoughts on the recent state meetng. Rchard Bowers, who moved to Aabama, and resgned hs poston on the Executve Board, was gven a vote of apprecaton for hs years of fathfu servce n the State work. John Turner, pastor of the Frst FWB Church of Pocahontas, Arkansas, was seected to f the vacated poston on the Executve Board. The Board met January 8, 1985, at the Mt. Cavary FWB Church n Conway, Arkansas, durng the "A-Boards Meetng." The Chrstan Suppy Store quartery report was gven by Keth Johnson and approved by the Board. The Promotona Drectors report was gven by Davd Josn and approved by the Board. A jont meetng of the Executve and State Mssons Boards was conducted. Promotona Drector Davd Josn gave a report on the status of the Texarkana Church. A moton was passed to authorze Davd Josn and Terry Forrest to act as agents for Arkansas Free W Baptsts and the State Mssons Board to negotate a ease/purchase agreement concernng the Texarkana property. 8

10 A conference ca was made on January 20, 1985, wth Terry Forrest and Davd Josn gvng a report on the Texarkana property. Moton passed to approve the terms of the sae as foows: The seng prce to be $50, wth a 5% down-payment ($2,500.00) and to aow the State Mssons Board to hod the mortgage at the rate of 10% nterest for 16 years. The monthy payment of $ s to be paced n the APPLE fund for future msson work. The Board met Apr 9, 1985, for ts reguar quartery meetng at the State Offce n Conway, Arkansas. The quartery reports of the Promotona Drector and Chrstan Suppy Store were approved. Moton passed to ncrease THE VSON subscrpton rate to $2.00 per subscrpton per year effectve Juy 1, Moton passed to appont Terry Forrest and J. W. Banks to serve as representatves from the Arkansas State Assocaton to the Chrstan Cvc Foundaton of Arkansas. Moton passed to change the saary/benefts of the Promotona Drector as foows: ncrease the monthy housng aowance from $ per month to $ per month, and decrease the weeky saary from $ to $ per week. The Board conducted a meetng by conference ca n ate May 1985, and approved a moton to estabsh a fund entted "Wofenbarger Assstance Fund" to ad the Wofenbarger famy durng ther transtona perod. The Executve Board met Juy 9, 1985, at the State Offce. Foowng the reports of the Promotona Drector and Chrstan Suppy Store Manager, the foowng budgets were approved for recommendaton to the State Assocaton: Cooperatve Pan, Genera Fund, VSON, Operatona Fund, Sunday Schoo Lterature, and the Chrstan Suppy Store. Jmmy Adrdge, Overseas Secretary for Foregn Mssons presented "THE ADVANCE PROGRAM" for consderaton by the Executve Board. The Board agreed to consder the program and meet agan pror to the State Assocatona Meetng for the purpose of consderng the program for recommendaton to the State Assocaton. Moton passed to purchase a 1985 Ods staton wagon for use n the promotona work and to aow the Chrstan Suppy Store to have the 1982 Buck wagon for ts use. Moton passed to recommend to the State Assocaton to affate wth the Chrstan Cvc Foundaton. The Executve Board met at the Frst Free W Baptst Church of Conway, Arkansas, foowng the Preachng Conference on Tuesday August 13, Moton passed to recommend the adopton of THE ADVANCE PRO GRAM presented by the foregn mssons department wth the adopton of a three-year goa of $75,000. (1) We must grow by sou -wnnng and baptsms. We coud DOUBLE n numbers wthout budng another church budng or cassroom. The facts are that 188 of the 229 reportng churches average beow 100 n Sunday Schoo, wth ony 41 averagng 100 or more. Amost 50% (106) of our churches reported beow 49 n attendance. Pease note the accompanyng report of Ro-Ca Sunday for more detas. (2) Target 90-Growng for Gods Gory. Arkansas Free W Baptsts have approxmatey 10% of the churches and membershp composng the Natona Assocaton of Free W Baptsts. n order to show the progress suggested by the Natona Assocaton, our 235 churches need to show a NET gan of three (3) members per church by 1986, and our State Assocaton needs to show a NET gan of one (1) church. Note the accompanyng Target 90 brochure. 10

12 (3) Adequate Compensaton for our Pastors s vtay needed. Some of our churches are to be commended for the tremendous progress whch has been made n provdng adequate fnanca support for ther pastors. Most have a ong way to go. Naturay, the pastor s often reuctant to dscuss hs own saary. t s of upmost mportance that every church do ts best to adequatey support ts pastor and hs famy. Ths woud requre prayerfu examnaton of the pastors fnanca needs n comparson wth todays economy. A. One of the greatest needs n the care of the pastora famy s to provde hosptazaton nsurance for the pastor and hs famy. Arkansas Free W Baptsts has an adequate pocy wth Bue Cross/Bue Shed that s suted to the needs of the parsonage famy. Currenty, the rates are $ per month for a famy pocy. B. Another need s the care for pastora retrement. Every church shoud take care of ths need both through Soca Securty and the retrement program of the Natona Assocaton. t s an unspeakabe tragedy for a pastor and hs wfe to reach retrement wth tte or no retrement benefts. f our churches woud set asde an amount equa to 5% to 10% of the pastors saary, t s key that the pastor coud be abe to ve comfortaby when retrement age s reached. f your church s aready enroed n the retrement program of then atona Assocaton, and f your church supports the Cooperatve Pan of Support, the amount of 5% of the amount that the church sends to the Cooperatve Pan of Support s deposted to the retrement program of the pastor each month. Ths s provng to be one of the best ways of supportng the retrement needs of our pastors. C. nstead of budng a parsonage, why not gve a housng aowance? Ths aows the pastor to gan equty n a house and through carefu management, he can own a house when he retres. t aso emnates the probem for the church to mantan a parsonage. D. Lasty, most of our pastors do not receve an ANNUAL rase or cost of vng rase. The needs of the pastora famy shoud be consdered annuay wth the cost of vng beng taken nto consderaton. The Promotona Offce of Arkansas Free W Baptsts encourages and chaenges every Free W Baptst Church to grant an ANNUAL rase to ther pastor from at east 5% to 10% ncrease. "Even so, hath the Lord ordaned they that preach the Gospe shoud ve of the Gospe." The foowng offcers were eected: Sdney Sawre, Charman; Pau Payne, Vce-Charman; and Davd Wnfrey, Secretary. The next meetng was set for September 4, :, 1 ; :. 1,.. God has bessed there wth a group of progressve, energetc peope who have reay sezed the vson of a growng Bbe-beevng church. Rev. Fred Warner and famy are to be commended for ther exceent eadershp n ths work. As you w notce n our proposed budget for 1986, the church w be provdng $20, towards ts own support. t s aso takng care of a ts oca expenses as we as contrbutng to the Cooperatve Pan of Support. At the tme of ths wrtng, the Board has pans to expore the possbtes of the ste for our next state Msson project wth hopes of beng abe to report our fndngs at the State Meetng. Whe we do not pan to actuay pace a mssonary unt the project s fnshed at Soam Sprngs, we do hope to be abe to seect the cty and perhaps purchase the and n the near future. Durng the past year, we were nformed of the cosng of the North Heghts Church n Texarkana, Arkansas, and the desre of the remanng members of congregaton for the property to be returned to Arkansas Free W Baptsts. After consutaton wth the State Executve Board, t was decded that the property woud be sod, and the proceeds paced n the APPLE fund. The property was sod for $50, whch we fnanced at 10% nterest. Payments of $ a month are now comng nto the APPLE fund. The Board fet that f the money was smpy used to start another church, t woud then be out of crcuaton, but by pacng t n the APPLE fund, t can be used contnuousy aong wth the nterest. Ths, we beeve, w assure, n the future, that we w be abe to contnue the method that we have used at Soam Sprngs n buyng property and constructng a budng at the outset of the work. The APPLE money w eventuay aow us to bud the budng and use t, nterest free, for the frst fve years. At the end of that fve-year perod, the msson church w be abe to obtan conventona fnancng (because they w then have coatera), and we w take the APPLE funds and move on to the next project. Durng the past year, we aso receved notce that the church at West Heena, Arkansas, was unabe to contnue. They too, wshed to return the property to the State Assocaton. n ths case, there was some $18, ndebtedness. Ths property has been paced n the hands of a reator for sae, but due to the economc condtons of the regon, no buyer has yet been found. You w note n our proposed budget that a fgure of $3, has been gven as an estmate of the cost of the payments on the ndebtedness and other reated expenses to the budng.
