2 2 The News Opinion Congress shall make no law... abridging the freedom of speech, or of the press... The First Amendment Babbling Brook Lists, lists and more lists Happy 2019! So far, so good, right? I ve never been much of a person that likes to make resolutions. I do enjoy, however, making lists of things from time to time. I ve mentioned before that I m one of those weird people that makes a list of what I d spend the money on if I won the lottery (hard to do if you don t play). I make lists of machines I d like to have, or work I have to accomplish. I write down lists of story titles I d like to do, stories I need to research, and I make lots and lots of lists of people. It s sort of like collecting business cards for me. People that are reliable changing car parts, people that are good at bowling, people I know that can remember things I can t, people better at math than me, people I want to make sure to remember, people that have asked me questions I can t answer, people I worry about, birthdays, anniversaries, all that kind of stuff I have lots and lots of scrips, scraps and slips of paper with all sorts of scrawls on them in my ever-growing file cabinet of stuff to remember. I don t always remember everything, but I almost never forget. To that end, 2019 was a year already of lists. Lists of people that have written me off, down or out. Every now and again, approximately 22 times since I started here at the News (about 14 years) I have had personal threats thrown my way for things that I ve written about. Things that not only I ve written about, but that have addressed concerns, fears or problems with everything from Scouting to School mergers. I ve lost friends, close-as-family and numerous business acquaintances. I ve had personal threats, veiled threats, business removed, subscriptions dropped and even some drive-bys at my home that have made this job ever so interesting to do every week. How do I sleep at night? How do you? I suppose the normal thing to do would be to regret those instances. And there are a few, very few, perhaps two of the 22 that I regretted something I did, wrote or pictured in the News. Mainly, they were procedural regrets, things that I could ve done better, written more clearly or had a better headline for. I can t remember a time I regretted content. I don t regret content, because it s my job. I know that sounds like a cop-out, but I work at my job, same as everyone else does, and I m proud (if that s the right word) of what I do here. I write permanent, purposeful and relevant news for this community, often times, depending on the subject, at personal risk to myself. Now, it s never gotten as risky as some jobs. There are lots of people much more important to our society than me. I ve never argued that. But as an entrepreneur it s a bit scary to suffer the immediate repercussions of an unhappy subscriber with a cancelled check, a Facebook message or a visit that intimidates my staff. We have a pretty good work environment, built on the trust of considered decisions, fair outcome and reasonable effort. There s always going to be someone somewhere that can disagree with anything. It s in their nature to do such, just as it s in my nature to be so gosh-darn lovable and unrelentingly positive about everything all the time. (And some of us are gifted at lying, too.) I ve joked with my wife a few times these past few weeks 2018 was a heck of year for a lot of news, struggle, trials and strife not only on a nationwide level, but locally. So much so, it helped me make a list of all the times I ve been yelled at what an interesting year. As I put the work in on the front end researching and making sure I do everything I can to make the story the best I can make it I also ask things afterward. I m not above a little self-reflection. This past month I asked a friend a few questions about procedure and policy, and I was pleased to find that I d already done the things he suggested. There isn t a word that goes in without thought, consideration or purpose good or bad. When, if, ever I retire I ve determined I m really going to have to find a hobby that s relatively high-risk. Otherwise my brain and heart will get so bored on a regular daily schedule they ll probably just give up. Maybe not soon enough for some of you I suppose. I won t claim to be full of integrity, I don t claim to be perfect or allknowing I can be very stubborn, irritable, snarky and all the rest of those endearing qualities but at the end of the day I live here because I like it here. Home is a good place most times, but always whatever you make of it. Here s to another year (they go by really quickly at my advanced age) I hope it never slows down. Budgets, bills, tax relief on tap for the 106th Legislature By: Senator Tom Briese Nebraska Legislature The 106th Legislature will convene for the first time on Wednesday. Certainly, property taxes will be a major issue, among other topics competing with the budget for the attention of the Legislature. Much of how the session will turn out come June, when we adjourn, will depend on what happens in the first few days. The body will vote to determine committee chairs, the makeup of those committees, and the rules under which we will operate for the next 2 years. Only time will tell how those, or any other votes, will go. Given how much is still up in the air, I decided that this would be a good time to give you an overview of what things look like going into the session. From now until the end of the session, look for my column every two weeks in this paper for updates on the bills I introduce, the major points of discussion and disagreement in the legislature, and the prospects of budget reform and property tax relief. I, along with 22 others, will be returning to the legislature for another session without having faced an election. 13 of our colleagues are returning after a successful re-election, and we will be welcoming 13 new senators into the Nation s only Unicameral Legislature. 6 of our former colleagues were term-limited, 2 chose not to run for re-election, three were defeated in their bids for re-election, and 2 were successful in running for another office, meaning that their two seats will be filled by appointees who will serve out the remainder of their terms. This being an odd-numbered year, we will have a Needs Improvement designation explained By: Dr. Darron Arlt PHS Superintendent Time for some Paul Harvey..if you re younger than 40, you might need to Google him but in short, Paul Harvey was a radio broadcaster from decades past who was most known for sharing with his listeners the Rest of the Story. These segments always revealed information and details that the public would not get from general media stories. Oftentimes, he would give context to something we already knew, or thought we knew, as well as perspective to help us understand something more fully. I am compelled to share with you more details about how Public Schools could be classified as a Needs Improvement school district by the Nebraska Department of Education s AQuESTT accountability system, one year removed from leading the entire state in ACT composite score. All school districts are required to provide massive amounts of data to the NDE (Nebraska Department of Education). Most all of this data is empirical and unambiguous. A big piece of AQuESTT is the EBA (Evidence-Based Analysis). The EBA is designed to provide information in support of the AQuESTT classification processes which will help inform the NDE and ESU s about continuous improvement efforts. The EBA is an internal self-assessment that every school district must complete for every buildinglevel in their district. Public Schools had to complete 4 EBA s: Elementary (K-5), Middle School (6th-8th), High School (9-12), and District. Each building was classified by AQuESTT. Public Schools classifications were: Elementary-Good, Middle School- Great, High School-Needs Improvement, District-Needs Improvement. While the E and B in the aforementioned self-assessment stand for Evidence-Based, schools are not required to provide any evidence of their own internal rankings on the 6 tenets: Positive Partnerships, Relationships, and Success; Transitions; Educational Opportunities and Access; College, Career, and Civic Ready; Assessment; and Educator Effectiveness. School officials can give themselves whatever rank they feel is appropriate, and those subjective rankings play a part in their district s AQuESTT classification. While I can t articulate how all the factors of the AQuESTT formula works and spits out a classification level, it is still perplexing to receive the lowest classification level when your attendance rate, graduation rate, achievement scores, and college going rates are all ahead of the state average. That would lead many to conclude that the entire state s education system is in need of improvement. Well, it is! If you take a Growth Mindset mentality, as we all should, especially as we make New Year s Resolutions, we should all recognize areas in our life and our work performance where we need to improve. As I mentioned above, last year, we led the entire state, all 244 school districts, in overall ACT average. As expected, we didn t lead the state in ACT this year. Therein lies the primary reason we are classified as a Needs Improvement school district. We dropped from the top spot in ACT score. The NDE relies quite a bit on trend data, as they should. A trend, however, should be more than just two years worth of data. What is unfortunate is that when you have a small cohort of students, you are susceptible to wild swings in data from year to year. We have the same excellent teachers on staff and we are providing the same resources, support, and experiences for kids this last year as we did the year before. We do have higher than state average special education, free/reduced, and mobile populations. We know statistically, these populations have more obstacles to overcome to meet district goals and NDE achievement requirements. We do our best to educate every child of course but the reality is, not every student is prepared to take and score well on achievement tests or the ACT. So, while we were slapped with a Needs Improvement classification by AQuESTT, I m confident that you all know that in numerous specific expectations that you have for us, we are providing good, great, and excellent education and experiences for kids! And now you know, the rest of the story. Darron Arlt..good day! long session lasting 90 working days, which is scheduled to wrap up in early June. In even-numbered years, the short session lasts 60 working days and typically ends around mid April. The short session in even-numbered years allows for incumbents running for re-election to have adequate time to campaign, and the long session in odd-numbered years includes extra time for discussion of the biennial budget. While no bills for 2019 have yet been introduced, there are rumors and announcement as always as to various proposals which different senators, senatorselect, and interest groups plan to push for. My staff and I have spent the last nine months developing several different proposals for property tax relief, reforms to other areas of the law, and expansion of the rights of Nebraskans. Look for my next column to start laying some of those out, as I m hesitant to explain them now while finishing touches and changes are still being made. While you re waiting for my next column, please take the time to sign up for my constituent mailing list. Zimmer graduated from Bridgeport (east of Scottsbluff ) and attended Western Nebraska Community College for two Creighton man killed in two car accident on Highway 13 From the Pierce County Sheriff s office: (Received 3:30 p.m. Jan. 2) At approximately 5:40 p.m. on Tuesday, Jan. 1, 2019, the Pierce County dispatch received a call about a two vehicle accident on Highway 13 approximately two miles south of. FCCLA blood drive, rescheduled, Jan. 8 FCCLA will be hosting a Red Cross Blood Drive Tuesday, January 8, from 8:00 a.m. to 2:00 p.m. at the High School Pirate Auditorium. Because of the timing of the drive so fast after Christmas break, calling for the drive as in the past may not occur. To make an own appointment to donate blood, simply call RED-CROSS ( ), visit redcrossblood.org, or contact Ronita Jacobsen at High School ( ). Walk-ins are always welcome, but scheduling appointments keeps donations flowing all day and avoids long waiting times. All blood types are needed to ensure a reliable supply for patients. The day of the drive, bring a blood donor card or driver s license, or two other forms of identification as they are required at checkin. Individuals who are 16 years of age, weigh at least 110 pounds and are in generally good health may be eligible to donate blood. Students who are 16 years of age are required by the Red Cross to bring a completed parental permission form. This form may be picked up from Ronita Jacobsen at the High School or ed. Donors may speed up the donation process by completing Rapid Pass at before coming to the drive that day. Accident victims can require up to 100 pints of blood, but they aren t the only people who rely on blood transfusions. Said Tricia Quinn, CEO of the Red Cross Midwest Blood Serves Region. The blood you donate through the Red Cross can also help cancer patients, organ transplant recipients, premature babies and many others. The blood supply is particularly vulnerable during the holiday season because donors travel and spend time with family and friends and may forget to schedule a donation appointment. Because red blood cells have a shelf life of only 42 days, it is vital for those eligible to give blood regularly. The American Red Cross provides shelter, food and clothing to victims of disasters; supplies more than 40 percent of the nation s blood; teaches lifesaving skills; ministers international humanitarian aid; and supports military members and their families. The Red Cross is a not-for-profit organization that depends on volunteers and the generosity of the American public to perform its mission. For more information, please visit redcross.org or join the blog at blog.redcross.org. Zimmer said he traveled with the group to Seattle, New York and Greece for performances. Following his time at WNCC, he then attended Wesleyan University in Lincoln, where he recently graduated with a Bachelor s degree in Vocal Music Education. In the midst of finishing his student teaching, Zimmer said he was informed of the opening, and applied, interviewing immediately and spending the holiday break making arrangements to move to from Lincoln, and begin his teaching career. Zimmer said he was already impressed with s music room and equipment, and that he s already moved to to get settled and take up the teaching when students return on January 3. Zimmer said he will be in charge of fifth- and sixth-grade vocal, junior high choir, high school choir and swing choir as well as shadowing instructor Katie Knox, and team-teaching kindergarten through fourthgrade vocal. Pirates sweep Randolph Holiday Tournament The Pirate varsity boys basketball team took first-place honors at the annual Randolph Holiday tournament, winning their first title at the tournament since the basketball season. The Pirates faced off against Winside and Randolph during the tournament, winning over Winside s Wildcats, 61-21, and over the home team Randolph Cardinals in a final minute win. Over the years, we have seen Randolph a number of times and haven t been able to get over the hump, said Coach Adam Yilk. We beat them for the first time and won the holiday tournament for the first time since the season. The Pirates are scheduled to play this Friday, Jan. 4 on the road against Neligh-Oakdale s Warriors; Saturday, Jan. 5 against Howells- Dodge at home; next Tuesday, Jan. 8 at home against Stanton, and next Friday, Jan. 11 at home against Bloomfield. In the team s first game against the Winside Wildcats, the Pirates jumped out to an early first-half lead, 38-10, and continued scoring in the third, 17-4, over the Wildcats, wrapping up the game with a 6-7 fourth-period and clinching the game. Winside was a good game to come back to as we ended up having two full weeks off without a game, said Coach Adam Yilk. The boys came out with good intensity, but the shots didn t want to fall early so we relied on good defense which led to some easy baskets. As the game went on, we hit some shots and helped us put the game away at halftime. I was happy to see everyone contribute in this game as we will need to continue to build that depth as the season goes along. We will play a number of games in January and we will need all hands-on board as we have a number of games that will close finishes potentially. Colton Choat, Jacob Hoffmann and Braden Waldow each scored four points, Riley Kaup had three and Teagan Ziems had one point. Rasmussen also hauled in the most rebounds for the team with seven. John Schlote marked six, Jake Lingenfelter and Teagan Ziems each had four and Jacob Hoffmann, Riley Kaup and Braden Waldow each had rebounds as well. Vs. Randolph The Pirates played a very even game against the Cardinals, putting up only a two-point win against the home team during their tournament, Randolph is a team that is very good at what they do, said Coach Adam Yilk. They limit your opportunities as their offense is very methodical and effective. We knew that we had to have a very balanced effort offensively and limit their two main scorers. We were able to do that and come out with a victory. They were up eight with five minutes to go and we slowly but surely cut into the lead. We did an excellent job on inbound plays as we scored five points on them over the last three minutes which helped us take the lead. We did a good job taking care of the ball over the last five minutes as we only had one turnover and caused four on them. I am so proud of the guys and can t wait to take on the teams in January as they have improved tremendously over the first month and a half, said Yilk. The Pirates and Cardinals were even in the first, 10-10; and the Cardinals edged ahead by two going into the half, Another threepoint gain by the home team put the Pirates down by five headed into the final quarter, but the Pirates were able to recover seven in the fourth and hold out for the win. Scoring was attributed to the four of the five starters, all scoring in double-digits, who played the entire game. Brendan Rasmussen put up 16 points, and 14 rebounds for a double-double to lead the Pirates. John Schlote and Keaton Eichberger each had 13 points for the Pirates, and Jake Lingenfelter put up another 10 to round out the team s scoring., Nebraska Computer Diagnostics Car and Truck Repair Tune-Ups Oil Changes Brakes Custom Exhaust Alignments Tire Balancing Tire Rotation Front End Alignment Overhauls Air Conditioning Snapper Lawnboy/Toro Jonsered Chain Saws Echo Trimmers (Dealer) Repair Shop We make and sharpen chains.
