2 OCALA HISTORIC PRESERVATION ADVISORY BOARD MEETING The following members were present: Jane Cosand, Chairman Kristen Dreyer Ira Holmes Ron Kaylor James Richard Ted Smith Claudia Tatom The following member was not in attendance: Holland Drake, excused Tom McCullough, excused Staff in Attendance: Gus Gianikas, CRA Manager Holly Lang, Fiscal Manager Peggy Cash, Office Manager/Administrator Public attendance: 3 City Hall City Council Chambers, 2 nd Floor 110 SE Watula Avenue, Ocala, FL Thursday, July 5, 2018 Minutes Item #1: Call to Order & Roll Call Chairman Jane Cosand called the meeting of the Ocala Historic Preservation Advisory Board (OHPAB) to order on Thursday, July 5, 2018 at 4:00 pm. Ms. Cash called the roll; a quorum was present. Item #2: Proof of Publication It was acknowledged that a Public Meeting Notice was posted with the City Clerk s Office on June 26, Item #3: Review of Minutes Mr. Ira Holmes moved to approve the minutes from the June 7, 2018 meeting. Ms. Kristen Dreyer seconded the motion, which unanimously carried. Item #4: Certificates of Appropriateness Chairman Cosand briefly reviewed procedures to follow when requesting the approval of a Certificate of Appropriateness (COA). She advised that the Board s decisions are based on The Secretary of the Interior s Standards and the local Historic Ordinance.

3 OHPAB Meeting Minutes July 5, 2018 a. Case File #328; COA SE 3 rd Street Swimming Pool Shelby Sullivan, 1019 SE 3 rd Street, identified herself as the property owner. Mr. Gianikas showed various photos of the property pointing out where the in-ground pool will be located in the rear yard. He noted that the improvements won t be visible from the street as the yard is fenced in. There were no public comments. Mr. James Richard moved to approve the application for a COA based on a finding of fact in Section 94-82(g)(4). Ms. Claudia Tatom seconded the motion. Mr. Smith noted a drop in the elevation of the yard and asked how that will be handled. Doug Heath, 4505 SE 12 th Place, said there will be a knee wall and probably a wrought iron handrail. Chairman Cosand called for the vote, which unanimously approved the motion. b. Case File #184; COA NE Sanchez Avenue Replace Roof Natalie Carol, 2664 NW 102 nd Blvd, Wildwood, represented Edison Ramirez, the owner of the property, which is managed by Beatrice Isaza Realty. Mr. Gianikas showed photos of the house. He advised that the existing roof is made of pressed tin shingles, and the property owner was going to replace the roof with the same type shingles until he saw the cost. A metal panel replacement roof is being requested. There were no public comments. Mr. Smith asked the difference in cost between the tin shingles and the proposed metal panel roof. Ms. Carol said that the cost for the tin shingles would be approximately $36,000 and a quote was received for the metal panel roof at $12, 880. She said they ve been struggling to find contractors, who will come to the property and provide a quote. She has another contractor coming to the property on Saturday to give a price. As far as she knows, the only roof that is being considered is the metal panel roof. She said Mr. Ramirez is looking for the most economical appropriate roof. Mr. Smith said he d like to see the roof replaced with one that matches the existing roof. Mr. Smith asked the condition of the existing roof. Ms. Carol said that there has been a bad rodent problem in the house. A wildlife inspector looked at the house and said that raccoons, possums, and rats have gotten into the attic space. There is water damage to some of the trusses, which will need to be repaired. The inspector told them that he didn t even need a flashlight while looking into the attic because there was so much light coming in. A report from a pest control company and a report from the wildlife inspector were included with the COA Application. Chairman Cosand noted to the applicant that if the Board approves the roof being proposed, that specific type of roof needs to be used. The applicant can resubmit an application if a different roof is wanted. If the roof is very similar to what OPHAB approves, staff may be able to approve it. 2

4 OHPAB Meeting Minutes July 5, 2018 Mr. Ira Holmes moved to approve the COA as requested according to a finding of fact in Section 94-82(g)(1). Mr. Ron Kaylor seconded the motion, which unanimously carried without further discussion. Item #5: Affirmative Maintenance / Demolition by Neglect a. 114 NE Tuscawilla Avenue Mr. Gianikas reported that the property was purchased. Repairs are being made and code violations are being addressed. There are a number of electrical and plumbing issues. b. 704 East Fort King Street Mr. Gianikas reminded OHPAB members that he had reported at the last meeting that work had stopped because interior renovations were being done for four apartments without the proper permitting. Mr. Gianikas said he is trying to work with Code Enforcement to allow work to continue on the exterior so that the building can be secured. It was briefly discussed that the building was being used as a single-family residence, and then an illegal boarding house. Mr. Gianikas said the property is zoned R-3, but the landuse is Neighborhood, which limits the number of units allowed. There are also limitations with parking on the site, but there is an adjacent church parking lot, where spaces can be leased. Chairman Cosand suggested that two units in the building would be appropriate. Mr. Holmes agreed, but was concerned with other properties and whether they could have a multi-family use. Mr. Gianikas said he has been in contact with the contractor. Interior alterations were briefly discussed including that the windows have been left open. c. 519 SE Sanchez Avenue Mr. Gianikas said that repairs have been completed except for the roof, which has to be repaired by September 30, otherwise the property goes back before the Code Enforcement Board. Chairman Cosand said she was informed that the property has not yet been sold to the people who have made all the repairs because of the uncertainty of fines being waived. Mr. Gianikas said fines can be waived except for hard costs. d. 733 SE 3 rd Street Mr. Gianikas said a final inspection was completed for replacement windows and the rear staircase. The house still needs to be painted. Columns on the front porch were referred to and it was discussed that there haven t been any changes to them. e. 719 SE 2 nd Street Mr. Gianikas said this case is on hold. The property owner is trying to obtain a Community Development Block Grant to make repairs. Property taxes need to be brought up to date in order to receive the grant. f. 810 SE 5 th Street Mr. Gianikas said a building permit was obtained to explore the porch structure. The three main issues are the porch, roof and AC. Chairman Cosand said that some beams have been removed and replaced. 3

5 OHPAB Meeting Minutes July 5, 2018 g. 216 SE 13 th Avenue Mr. Gianikas said the overgrown front yard was corrected, but the rear yard is still overgrown. The Code Enforcement Officer has been communicating with the property owner. Ms. Cosand said that she heard the building might be torn down. h. 303 SE Wenona Avenue Mr Gianikas reported that a fence was falling down and it has now been removed. Item #6: Old Business a. CLG Grant Historic Building Survey Mr. Gianikas said the RFQ was done and should go to City Council on August 7 for Council to approve acceptance of the grant. It then needs to be advertised for 30 days which will bring it to September. If several applications are received, a selection process will be necessary. Work can hopefully start in October. The work will include 50 surveys within the historic districts on properties that were originally non-contributing and may now be contributing after restoration efforts. Signatures are not needed. There will be 200 surveys of properties adjacent to the historic districts. b. Other old business Ms. Dreyer asked if an applicant describes two proposals for work that needs to be done and one is outrageously higher than the other one, is it possible to receive copies of the proposals, especially since OHPAB is basing a decision on the proposals. Mr. Gianikas said staff can ask for them. Ms. Dreyer said it is appropriate to ask for them. Mr. Gianikas suggested that a workshop be held for metal roofs. There are numerous types of metal roofs and not all of them are appropriate. There are certain types of architectural styles that would have had metal roofs and there are others that wouldn t have. Ms. Dreyer mentioned the ornate stamped metal tiles being replaced with a more flat looking material. Mr. Gianikas said that the stamped metal tiles are definitely much more expensive, but architectural shingles in the same color as the existing would look more like the tiles than metal panels. With the particular house discussed earlier, architectural shingles couldn t be used because there is no plywood under the tiles, and the roof structure wouldn t hold the weight of the architectural shingles. Mr. Smith suggested that quotes should be from reputable contractors. It would be easy for an applicant to have the contractor balloon the quote for the type roof that isn t wanted. Chairman Cosand reminded Board members of the chart former Board member Carl Supplee did showing the costs for various roofing materials. Ms. Dreyer noted that a permit is required to reroof a house, and contractors are required to be licensed. Mr. Smith asked if the letter that was discussed at last month s meeting was sent out to historic district property owners. Many of the Board members acknowledged that they received the letter.
