1 JUDICIAL EVALUATIONS Candidates seeking election to the Appellate or Supreme are reviewed in a comprehensive evaluation process called Judicial Evaluations. The ratings for the two appellate candidates (outside of Cook county) appearing on the March 18, 2014 Primary ballot are below. Second Judicial District Appellate Judge Vacancy The following counties fall under the Second Judicial District: Boone, Carroll, DeKalb, DuPage, JoDaviess, Kane, Kendall, Lake, Lee, McHenry, Ogle, Stephenson and Winnebago. Rating Narrative Michael J. Burke Highly Qualified Justice Burke was assigned to the Second District Appellate in July Prior to becoming a Justice on the Appellate he was a Trial Judge for 16 years in DuPage County. He has been the Presiding Justice for the Second District Appellate since December Justice Burke is considered to have excellent legal knowledge and is always well prepared. He is fair and impartial to all parties. He is very courteous to litigants and court personnel and a very hard working Justice. Justice Burke is well respected by his peers. The Illinois State Bar Association finds Justice Burke Highly Qualified. Fourth Judicial District Appellate Judge Vacancy The following counties fall under the Fourth Judicial District: Adams, Brown, Calhoun, Cass, Champaign, Clark, Coles, Cumberland, Dewit, Douglas, Edgar, Ford, Greene, Jersey, Livingston, Logan, Macon, Macoupin, Mason, McLean, Menard, Morgan, Moultrie, Piatt, Pike, Sangamon, Schuyler, Scott, Vermillion and Woodford. Lisa Holder White Highly Qualified Justice Lisa Holder White was assigned to the Fourth District Appellate in January Prior to her assent to the Appellate, Justice Holder was a trial court judge for twelve years in Macon County, spending five years as a Circuit Judge and seven years as an Associate Circuit Judge. Justice Holder White issues well-reasoned written opinions, is well prepared, and is hard working. She participates regularly in her community, engages the legal profession as both teacher and mentor, and is well respected by her peers and in the community. The Illinois State Bar Association finds Justice Holder White Highly Qualified. How Judicial Evaluations Work Candidates seeking election to Appellate or Supreme judicial vacancies are reviewed in a comprehensive evaluation process. This involves a detailed background investigation by members of the ISBA Judicial Evaluations Committee, followed by an in-person interview of the candidate. The Committee then decides whether to rate the candidate Qualified, Highly Qualified or Qualified for the judicial office being sought. The Judicial Evaluations ratings express the opinion of the Illinois State Bar Association. Page 1 of 7

6 How Judicial Advisory Polls Work This poll of lawyers is conducted by the Illinois State Bar Association (ISBA). It is mailed to all ISBA members in the circuit or district from which a candidate seeks election. Licensed attorneys who are not members of ISBA may request a ballot. Attorneys are asked to respond only if they have sufficient knowledge about a candidate s qualifications for judicial office to give a fair, informed opinion. Candidates are rated recommended or not recommended based on whether respondents agree that the candidate meets acceptable requirements for the office. Candidates receiving 65 percent or more yes responses to that question are rated recommended and candidates receiving less than 65 percent are rated not recommended. Opinions expressed in the poll are of those attorneys who chose to respond and do not reflect the opinion of the Illinois State Bar Association. Following are the questions asked. of Office: (Recommendation) Considering the qualifications of the candidate, do you believe this candidate meets acceptable requirements for the office? Integrity Adhere to the high standards of integrity and ethical conduct required of the office? Impartiality Act and rule impartially and free of any predisposition or improper influence? Legal Have adequate legal experience, knowledge, and ability? Exercise appropriate temperament with courtesy, consideration, firmness, fairness, patience and dignity? Attends to all professional responsibilities including the management of cases/clients, and completes work in a prompt and skillful manner? Have the physical, mental and emotional health, stamina and stability needed to perform judicial duties? to Diversity and Bias Conducts self and deals with others appropriately to reduce or eliminate conduct or words which manifest bias based on race, gender, national origin, religion, disability, age, sexual orientation or socio-economic status against parties, witnesses, counsel or others?.
