1 More arbitrary arrests and detention in Khartoum On 30 January, the NISS of Khartoum arrested Mr. Mustafa Mohamed Ahmed and Mr. Aizz Eldien Haroun Herika from the train station in Khartoum Bahri, shortly after they arrived in Khartoum. Mr. Ahmed and Mr. Herika are currently being detained at political section of the NISS, in Khartoum Bahri. A reliable source told ACJPS that the NISS suspects the two to have been involved in mobilization of the protests. On 31 January at 11 PM, the Sudanese Police and the National Intelligence and Security Services cordoned the Al Shabia square in Khartoum Bahri off a few hours ahead of a scheduled protest, blocking access to the square. Following this, protests were staged in neighbouring towns of Shambat, Alsafia, and Almuassa, all within Khartoum Bahri and with close proximity to each other. The NISS arrested and detained 14 individuals in connection with the protests. They include: 1. Mr. Ahmed Jadien, a journalist with Algareeda newspaper. 2. Mr. Kareem Ahmed Mubarak, an activist. 3. Mr. Side Ahmed Mohamed Abdalla, an activist. 4. Mr. Khiadir Mohamed Abdalla, an activist. 5. Ms. Sheima Ibrahim Elsheikh, an activist and a daughter to Mr. Ibrahim Elsheikh, former president of the opposition Sudanese Congress Party. She was arrested from Alsafia during a house raid by the NISS. 6. Ms. Isra Ibrahim Elsheikh, an activist and a daughter to Mr. Ibrahim Elsheikh, former president of the opposition Sudanese Congress Party. She was arrested from Alsafia during a house raid by the NISS. 7. Ms. Abber Alsheikh Abdulgadir was arrested in Alsafia during a house raid by the NISS.
2 8. Ms. Suhair Ali Daif Alla was arrested in Alsafia during a house raid by the NISS. 9. Mr. Ahmed Abdul Rahim Abdalla, 16 years of old, was arrested in Alsafia during a house raid by the NISS. 10. Mr. Rani Hassan Farah, an activist. 11. Mr. Mohamed Abdelmonim, a freelance journalist. Names of those arrested and subsequently released: 1. Dr. Ammal Jabralla, a psychiatrist, human rights defender and a member of the Central Committee of the opposition Sudanese Communist Party. She was released the following day, 1 February. 2. Ms. Aziz Agual, an activist, was released at 11 PM on 31 January. The NISS of Khartoum arrested Mr. Abbas Alsubai, 84 years old and a member of the opposition Sudanese Communist Party from his home in Al Amir locality of Omdurman on 31 January. Mr. Alsubai retired from his days of political activism and was enjoying his retirement. On 1 February, a day after the protests in Khartoum Bahri, the NISS of Khartoum arrested six individuals and detained them at the political section of the NISS in Khartoum Bahri. They include: 1. Mr. Salih Mahmoud Osman, human rights defender, vice chairperson of the Darfur Bar Association and a member of the Central Committee of the Sudanese Communist Party, was arrested from his office in Khartoum. 2. Ms. Asmaa Mahmoud Mohamed Taha, the General Secretary of opposition Sudanese Republican Party. She was arrested from Khartoum. 3. Mr. Mohamed Al Hafiz, a leader within the opposition Sudanese Congress Party and an advocate. He was arrested from Khartoum. 4. Mr. Kamal Ismail, a leader within the opposition Sudanese Alliance Organization. He was arrested from Khartoum. 5. Mr. Abdulrasoul Alnour, a leader within the opposition Umma National Party. He was arrested from his home in Khartoum. 6. Mr. Mohamed Faroq, the spokesperson of Sudan Call. On 6 February, NISS of Khartoum arrested and detained seven individuals. They include:
3 1. Mr. Al Haj Elmauz, a journalist with Akhbar Alyoum newspaper was arrested from Khartoum Bahri. 2. Mr. Yahiya Mohamed Mudalal, a member of the opposition Sudanese Communist Party was arrested from his home in Al-haj Youssef, Khartoum Bahri. Mr. Mudalal is over 70 years and suffers from high blood pressure and a heart condition. 3. Mr. Ahmed Abdallah Hilal was arrested from the front of the opposition Sudanese Communist Party house in Khartoum Bahri. 4. Mr. Hani Alhadi was arrested from the front of the opposition Sudanese Communist Party house in Khartoum Bahri. 5. Ms. Had Alrid Almahi was arrested from her home in Al haj Yousef in Khartoum Bahri. She is a political activist. 6. Dr. Mohamed Mahjoob, the Chairman of the opposition Democratic Unionist Federalists Party was arrested a few hours after he was his discharged from hospital after undergoing a heart surgery. The opposition Democratic Unionist Federalists Party called for a protest scheduled to take place in Aljereef neighborhood of Khartoum at 3 PM on 7 February. 7. Mr. Hassan Badawi, a political activist. On 6 February, the NISS of Khartoum raided Mr. Massoud Mohamed Alhassan s home on several occasions hoping to arrest him but he was not there. Mr. Alhassan is the political secretary of the opposition Sudanese Communist Party, Khartoum state. More arbitrary arrests and detention in Red Sea On 31 January, the NISS of Port Sudan arrested and detained two students of Red Sea University from the main street in Port Sudan as they headed back home. 1. Mr. Karein Ahmed Mubarak. 2. Mr. Musab Abdulgadir. On 4 February, at about 5 PM, the NISS of Port Sudan arrested Mr. Mudathier Mohamed Abdul Rahim, a student at the Red Sea University as he was travelling to his home in Alkhalig neighborhood, Port Sudan city. The NISS stopped the public transportation vehicle that Mr. Abdul Rahim was travelling in, arrested him and took him to unknown location. ACJPS is concerned about the safety of Mr. Abdul Rahim given the he well-documented use by the NISS of torture and other forms of ill-treatment against detainees, particularly whilst held in unknown locations. We call upon the Sudanese authorities to inform Mr. Abdul Rahim s
4 family and lawyer of his whereabouts and grant him immediate and unequivocal access to their lawyers and family members or release him in absence of valid legal charges. Ten individuals charged with disturbing the peace after participating in a protest in Sennar On 31 January, the police of Sinja arrested ten individuals during a protest that took place at the Sinja market. The arrested persons were charged with offences under articles 69 (disturbance of public peace) and 77 (public nuisance) of the 1991 Criminal Act and released on 1 February. They include: 1. Mr. Abdulmonim Fadul 2. Mr. Kamal Mohamed Abdul Rahim 3. Mr. Zarouq Basioni 4. Mr. Abdala Adam 5. Mr. Haida Elhadi M Ahmed 6. Mr. Abdulmonim Burie Almasri 7. Mr. Yousef Musa 8. Mr. Abdalla Gesim Alla 9. Mr. Mubasher Serie 2 nd Constitutional Petition filed against Government of Sudan on behalf of January 2018 detainees On 30 January, four Sudanese lawyers jointly filed a petition before the Sudanese Constitutional Court on behalf of 9 individuals currently in NISS detention after a crackdown on peaceful protests by Sudanese authorities. The petition was filed against the Government of Sudan and the National Intelligence and Security Services. The petition argues that the arrest and continued detention of the 9 individuals violates their rights to freedom of expression and assembly as guaranteed in the Interim National Constitution and international treaties ratified by Sudan. The petition also requests the court to order authorities holding the 9 detainees to produce them before the court for the hearing of the case to proceed. The names of the petitioners include:
5 1. Mohamed Mukhtar Alkhateib, Secretary General of the opposition Sudanese Communist Party. He was arrested on 17 January by NISS of Khartoum. On 28 January he was transferred to the political section of the NISS at the Zalingei prison in Central Darfur. Mr. Alkhateib is above 70 years and suffers from high blood pressure. 2. Sidig Yousef Ibrahim Elnour, a member of the Central Committee of the opposition Sudanese Communist Party. He was arrested on 16 January by NISS of Khartoum. On 28 January, he was transferred to the political section of the NISS at Zalingei prison in Central Darfur. Mr. Yousef is 88 years of age and suffers from high blood pressure. He has since been released. 3. Muhi Eldien Abu Algasim Ahmed Aljlad, a member of the Central Committee of the Sudanese Communist Party. He was arrested on 8 January by NISS of Khartoum. On 28 January, he was transferred to the political section of the NISS at Zalingei prison in Central Darfur. 4. Kamal Ahmed Abdul Rahim Karar, a member of the Central Committee of the opposition Sudanese Communist Party. He was arrested on 16 January by NISS of Khartoum. 5. Suidgi Awad Mohamed Kablo, a member of the Central Committee of the opposition Sudanese Communist Party. He was arrested in 16 January by NISS of Khartoum. 6. Hashim Mergain Osman Sid Ahmed, a member of the Central Committee of the opposition Sudanese Communist Party. He was arrested in 16 January by NISS of Khartoum. 7. Alharieth Ahmed Mohamed Altoum, a member of the Central Committee of the opposition Sudanese Communist Party. 8. Hanadi Fadul Yousef Moahmed, a member of the Central Committee of the opposition Sudanese Communist Party. She was arrested on 20 January by the NISS of Khartoum. 9. Mukhtar Abdalla Ahmed Taha, a member of the Central Committee of the opposition Sudanese Communist Party. He was arrested on 22 January by the NISS of Khartoum. The first constitutional petition was filed on 25 January Confiscation of print-runs of two newspapers On 1 February, the NISS of Khartoum prevented the distribution of daily prints runs of Al-midan Newspaper, a newspaper traditionally affiliated with Sudanese
6 Communist party and Algareeda independent newspaper, without giving any reasons. According to a reliable source, it is believed that the post-print censorship of the two newspapers was done in response to articles discussing the protest that took place in Khartoum Bahri on 31 st January On 6 February, the NISS of Khartoum prevented Almidan newspaper from distributing copies of its daily print runs without giving any reasons. Update on released detainees in Khartoum From 2-6 February, the NISS of Khartoum released without charge, 12 individuals who were in their custody for approximately two weeks or more in connection with the 16 and 17 January anti-austerity protests. They include: 1. Mr. Mohamed Diaa Eldien Mohamed Satti, a University student who was arrested on 16 January and released on 2 February. 2. Mr. Musab Suliman, a student at Khartoum University, was arrested on 22 January and released on 3 February. 3. Mr. Erwa Abbas, a student at Khartoum University, was arrested on 22 January and released on 3 February. 4. Mr. Ali James, a student at Khartoum University, was arrested on 22 January and released on 3 February. 5. Mr. Alzian Osman, a student at Khartoum University, was arrested on 22 January and released on 3 February. 6. Mr. Sidig Yousef Ibrahim Elnour, a member of Central Committee of opposition Sudanese Communist Party, was arrested on 16 January and released on 5 February. 7. Mr. Mohamed Haj AlHassan was arrested on 16 January and released on 5 February. 8. Mr. Alamin Musa was arrested on 16 January and released on 5 February 9. Mr. Salah Bashir was arrested on 17 January and released on 5 February. 10. Marwan Ibrahim was arrested on 17 January and released on 5 February. 11. Alamin Malik Muhi Eldien was released on 5 February. 12. Ms. Samia Algai, an advocate and human rights defender was arrested on 16 January and released on 6 February. 7 On 1 February 2018, the NISS of Al Obeid released four detainees from their custody, without charge. The detainees were arrested on 28 January for distributing handouts containing statements from two opposition political parties. They include: 1. Hamid Idris Altayeb, (m), Imam at the AlEmam Alhadi mosque in Alsalhien area, Al Obeid, and a member of the opposition Umma Party. 2. Mohamed Abbas Madebo, (m), the secretary for media of the opposition Umma National Party. He was arrested from his shop located at the Abu Jahal market in Al Obeid. 3. Adam Ibrahim, (m), a member of Al-Anssar affairs affiliated with the opposition Umma National party. He was arrested from the Abu Shraa Market in Al Obeid. 4. Hamad Suliman Shuga, (m), the chairman of the political sector of the opposition Umma National Party. Detainee released in Red Sea On 31 January, the NISS of Port Sudan arrested Dr. Ammar Elshafi from the Port Sudan hospital and detained him at their offices in Port Sudan. Dr. Elshafi participated in a public forum on the current economic situation held at the Daien Suakein market in Port Sudan on 19 January. He was detained for approximately four days and released on 5 February. Plea from families of remaining detainees calling for their release On 4 February, approximately 40 family members of detainees currently under NISS custody approached the NISS information desk in Khartoum and submitted a letter calling for the release of the detainees. The family members had also planned to stage a peaceful protest in front of the NISS building however they were prevented from doing so and ordered to simply submit their letter and leave the premises immediately. NISS shutdown event in Khartoum
8 On 3 February, the NISS of Khartoum stopped the annual Abdulkariem Marghani theatre event at the Abdulkariem Marghani Cultural center, in Al-Omda, Omdurman, after the staging of a play tilted Government Pump. The NISS stated that the play showcased of the on-going mass arbitrary detention of many Sudanese citizens and called for their release.
