1 Page 1 of 5 Website: secypsc@nic.in May-Oct: (f) (S) Nov-April: (f) (J) JAMMU & KASHMIR PUBLIC SERVICE COMMISSION SOLINA, SRINAGAR Subject:- Select List for the posts of Assistant Professor (Mathematics) in Higher Education Department Notification No. 19 PSC (DR-S) of 2016 Dated: Whereas, the Higher Education Department referred 49 posts (OM:27, RBA:09, SC:05,ST:06, ALC:02)of Assistant Professor in the discipline of Mathematics to the Public Service Commission for being filled up from amongst the suitable candidates; and whereas, the Commission notified these posts vide Notification No. 12-PSC(DR-P) of 2014 dated: ; and whereas, in response to the above notification, 57 candidates had applied and out of which, 51 candidates were found provisionally eligible for the said posts; and whereas, the interview of the eligible candidates was held from 7 th to 9 th January and 20 th June, 2016 at Jammu and Srinagar respectively; and whereas, the interview process had to be held in two phases in view of the fact that the Universities of Jammu and Kashmir withdrew the MSP certificates in respect of candidates, having applied on the basis of Ph.D degrees, rendering them ineligible for the post; and whereas, the Public Service Commission was requested by the Higher Education Department to defer the process of finalization of selection till the issue of MSP is resolved in consultation with University Grants Commission; and whereas, the issue of eligibility of Ph.D candidates was resolved by the UGC by way of issuance of a Notification No.F.1-2/2016(PS/Amendment) dated 4 th May 2016; and whereas, the revised MSP certificates were issued by the concerned Universities as per the amended UGC Regulations rendering them eligible or otherwise for the post; and whereas, most of the candidates submitted the referred to certificate whileas, some of the candidates could not submit the requisite certificate uptill now; and whereas, it has been decided to withhold the result of such candidates as have not been able to submit the requisite MSP certificates; and whereas, as per directions of the Hon ble High Court in various SWPs 03 posts (02 in Open and 01 in SC categories) are to be kept un-filled till the final outcome of the writ petitions and therefore, appointment of such candidates as may figure at Sr. No. 26 and 27 after submission of MSP by those whose result has been withheld, shall not be recommended to the Higher Education Department and in the event of use of waitlist the same shall be got reframed from PSC for reasons of change in sequence due to non filling of posts under Court orders. Now, therefore, on the basis of performance in the interview coupled with the weight-age in respect of academic merit, experience and other related parameters, the Merit of the candidates who appeared in the interview, excepting those candidates in

2 Page 2 of 5 whose case deficiency of MSP certificate has been noticed, is enclosed as Annexure-A to this Notification. Consequent upon the above, the Select List of the candidate against the available post is given in Annexure-B to this Notice. Note:- The Commission reserves the right to have certificate/documents of the candidate verified, if it is at any stage found expedient to do so. The Select List is provisional and is subject to the outcome of writ petitions pending before any competent Court of law.
