Why authoritarian leaders like to brand the media as enemy of the people Gautam Adhikari, (The writer is former Executive Editor of The Times Of India, is a senior fellow at the Center for American Progress, Washington DC) President Donald Trump keeps lashing out at the media as the enemy of the people. His surrogates refuse to say whether they agree with that description of the press, notably Sarah Sanders when she is accosted by CNN s Jim Acosta in the White House. Journalists, including conservative anti-trump pundits like Bret Stephens of The New York Times, are being threatened with dire consequences. Alarming? Yes, but there may be method in Trump s rant.there are different ways in which an authoritarian, or would-be authoritarian, goes after the media in a democracy that constitutionally mandates a free press. The old-fashioned way is to censor the media, ban criticisms of the leader and the administration, and throw leading journalists in jail. It s still the preferred method of outright tyrants. A more effective way in a political system that is democratically structured is to avoid the appearance of suppression of a still independent media on the way to delegitimising it. It works like this: Keep a significant part of the media unquestioningly on your side as virtual state megaphones witness Fox News and the overwhelming majority of US talk radio while systematically attacking the credibility of the rest of the media. All the while, keep ranting against the media as corrupt and untrustworthy even as a substantial part of it is on your side. The part that is not, call it the enemy of the people to stoke popular opinion against the press. The term has long been used by leaders in power who would brand a subgroup, including an independent media, that might pose a check to unchallengeable authority. Robespierre used it during the French Revolution, so did Lenin and Stalin in the Soviet Union. All authoritarians hate an independent press. Trump, not a full-blown authoritarian thus far, realises how it makes tactical sense at this juncture of his drive to make America in his own image to keep berating the press as purveyors of fake news and to beat up the media as the enemy of the people. The tactic cleverly devalues truth and erodes the credibility of objective reportage. The press in a liberal democracy is, of course, necessarily an enemy of some people at a given point of time. It performs its defining role as watchdog, the more so when sections of it want to be lapdogs. In such a role it barks when it spies misconduct. But for any wannabe authoritarian who already controls the three estates of a constitutional democracy, ie the executive, the legislature and the highest rungs of the judiciary, a defiant fourth estate is his natural enemy. Trump s base of blind supporters is a substantial minority that, going by opinion polls, trusts him overwhelmingly over the coverage of the mainstream news outlets, unless it s Fox or one of the

2 2 numerous hard right websites or his amen corner of conservative talk radio. A tad more support from independents and wavering Republicans, of whom there are few, may be enough for him. The fabled checks and balances of the American system of governance are malfunctioning. Apart from the hope of a record high turnout for the midterm elections in November that might give Democrats a majority in one or both houses, the press remains the only bulwark left for slowing Trump s assault on a liberal democratic United States. Trump and his cohort know this well. That may be why he relentlessly attacks the media. Take his meeting last week with AG Sulzberger, publisher of The New York Times. Trump tweeted that he had discussed the vast amounts of Fake News being put by the media and how that Fake News has morphed into phrase Enemy of the People, Sad! Within two hours, Sulzberger clarified: I told the president directly that I thought his language was not just divisive but increasingly dangerous. The publisher told him that he was far more concerned about his labelling of journalists the enemy of the people and warned that this inflammatory language is contributing to a rise in threats against journalists and will lead to violence. Yes. But what if it s an outcome which doesn t perturb the president? In fact, he might be happy to have generated an atmosphere of intimidation of the press. Some of his hardline supporters at rallies have become menacing to reporters. And the real fake news that is purveyed by far right conspiratorial websites has already generated violence or the threat of violence. The media, or the part of it which isn t yet servile to an authoritarian or near-authoritarian, simply must be as alert a watchdog as ever in these times. It s the only fighter left in the ring, for now. The views expressed are personal.) A recent move by the Centre seeking applications from outstanding individuals to fill in 10 posts of Joint Secretary has caused consternation. A retired bureaucrat has filed a writ petition in the Supreme Court against the decision. The response from applicants, however, has been overwhelming. Some apprehensions Many serving Indian Administrative Service (IAS) officers see this move as threatening their hegemony. Some retired officers and political opponents consider this as the beginning of the end of a neutral and impartial civil service with the likely induction of loyalists to the current dispensation. It has also been argued that this marks the privatisation of the IAS. Doubts have been expressed if private business houses would plant their people in order to influence government policies. But the fact remains that most others think this is a bold decision that should be given a fair trial. Since criticism is based on perception, a reality check is necessary. In our Cabinet system of government with collective responsibility, the secretariat plays a crucial role. The concept of a generalist higher civil service can be contextualised against technical/specialised bodies on one side and the lay political

10 10 executive on top. Political scientists like Prof. M.A. Muttalib have studied this aspect in their works on public administration. How the Secretariat functions Higher bureaucracy in the secretariat often has to examine proposals received from specialised departments/corporations (say, the Central Public Works Department, Central Water Commission, various Central public sector undertakings, manned largely by technical experts), and in consultation with other ministries/departments like Finance, Personnel and Law prepare a cohesive note to facilitate the Minister concerned or the Cabinet to take a final decision. This is a complex consultative process for which detailed procedures have been formulated. How to steer a proposal through this labyrinth requires both expertise and experience. A final government decision is obtained, after the file moves through this long internal and hierarchical process, when the proposal is approved. The key officials in the secretariat, from the Joint Secretary to the Secretary, are the point persons guiding this consultative process and advising the political executive to take a final call. How an abstract idea is to be given a concrete, implementable shape is one key concern of such officers. A Joint Secretary to the government has this crucial line function to perform in policy formulation and its implementation. Though the original proposal is often prepared by technical experts and sent to the government, the final decision rests with the Joint Secretary/Additional Secretary, the Secretary and finally the Minister/Cabinet. The question often raised, in this context, is whether the higher bureaucracy is equipped to comprehend complex economic and technical issues in order to properly aid and advise the Minister. Can a career civil servant, recruited through a tough competitive examination, cope with the increasingly complex matrix of decision-making at the senior levels of government? Can an IAS officer, however brilliant and diligent she might be, based on her experience at the sub-district and district levels, handle diverse portfolios from civil aviation to power to defence? These are valid questions that have been raised from time to time. Generalist v. specialist Evidently, terms like professionalism, specialisation, and technical expertise are often used vaguely and inter-changeably. Doesn t an IAS officer, after years of experience at the field level, become an expert in public systems? Can the expertise of a doctor or an engineer be of the same nature as that of a policeman or an auditor? Can a renowned oncologist, for example, be suitable to advise on how the health policy of the nation is to be formulated? How valid is the observation to keep experts on tap, not on top? Admittedly, concerted efforts should be made to help IAS officers, after their first decade of immersion in districts, acquire specialisation in broad sectors like social, infrastructure and financial, based on their qualification, aptitude and preference. This idea had never been pursued seriously. Specialists like engineers, doctors, agricultural scientists, lawyers have always had a substantial say in the decision-making process as also in its implementation. Lateral entry at the level of Secretary has met with some success. Besides, Secretaries to the Departments of Atomic Energy, Science & Technology, Scientific and Industrial Research, Health Research, and Agricultural Research have always been scientists of eminence. Similarly, in departments like the Railways, Posts, etc., all senior positions are manned by Indian Railway or Postal Service officers. Therefore, there is nothing very original in the new initiative to allow entry at the level of Joint Secretary.

11 11 However, those inside the system feel threatened that their territory is under assault. One perceived fear is that the number of such lateral entrants may be increased with time and that the politicall leadership, by creating a divide and rule mechanism, would further demoralise the steel frame of governance. The second related fear is that in the garb of recruiting outstanding individuals, politically ndoctrinatedd persons will be inducted into the system. These fears could have been allayed by letting the Union Public Service Commission (UPSC) handle the recruitment process, after defining the job requirements more explicitly. The government must ensure that only candidates, the likes of whom are not available in the existing system, are appointed. If they turn out to be truly outstanding, there should be provisions to induct them permanently in the government, with approval of the UPSC, and consider them for higher postings. Ideas have also been advanced for IAS and other officers to gain work experience, for a limited period, in the private sector. The government should have the best people at the helm of affairs and if there is a need to supplement the existing stock of talent by attracting fresh blood into the system, the IAS, in fact, should welcome such an inclusionary move. The automatic mode of every member of the higher services reaching the top echelons requires a hard look. In view of this recent move, it is hoped that IAS and other officers will introspect why many of them turn out to be indulgent, self-serving and subservient to the political executive and how the system can be shaken to discourage such officers from ceaselessly moving upward, even after retirement. This move to reform the services should have come from within than from without. The lateral entry scheme, if implemented properly, may foster more competitive spirit, break the complacency of the higher civil servants and eventually prove to be a pioneering initiative in public interest. Date: The Upward Push Increase in infrastructure spending will place the economy on road to higher growth. Yoginder K. Alagh,(The writer, a former Unionn minister, is an economist) India s growth rate at around 7 per cent annual makes it a high growth economy. But the inflation rate is just below 5 per cent and is expected to stay there. This then means the interestt rate has to be kept at around 7 per cent. The RBI refuses to take chances and at that rate the inflow of funds is maintained with occasional hiccups because nowheree are such returns available. With the late monsoon, sowings are down and the yield effect will be two per cent. The MET is as variable as the weather and has insisted for long on it being a normal kharif until it was untenable and then grudgingly conceded, after Skymet said this monsoon was below normal with an evolving El Nino. The MSP increase was moderately good as compared to last year apart from cane, where the fall was hidden by changing the accounting recovery rate: A manoeuvre which didn t impress anyone.

12 12 The so-called 50 per cent increase added to costs was a no-brainer. The government s advisers were right in claiming that it was a 50 per cent increase in paid out costs plus family labour. But that meant rental and capital charges were excluded. The more sophisticated experts in the Niti Aayog said these were unearned incomes and so must be excluded. But the industrial and corporate sector is allowed to keep unearned incomes carrying scarcity returns. So why not the kisan? Besides the terms of trade are again moving against agriculture, a trend which M S Swaminathan had in his Farmers Commission used to recommend a more inclusive cost formula. An economic commentator advising the government has chastised others and the larger business community for using current prices gross investment series show a fall from 31.3 per cent of GDP to 28.5 per cent. He has called it a fake analysis. In constant prices, it is absolutely correct to point out that the investments have done reasonably well, given the inheritance bequeathed by the UPA. The investment share in GDP in real terms (2011/2012 prices) was 34.3 per cent in FY 2012, 32.6 per cent in FY 2014 and after reaching a low of 30.3 per cent in FY 2016 is now back at 31.4 per cent. But, forgetting about the UPA and NDA, even according to this series at constant prices, investment has fallen by 1.2 per cent of GDP. This year s trends, in which we are hoping for recovery, have disappointed further. The real issue is whether India can raise investment levels back to around 34 per cent of GDP, which the Niti Aayog has been wanting. The delayed monsoon and the spike in food prices necessitated that the interest rate is kept high. While the GDP from the manufacturing sector has been showing a reasonable rate of growth, the index of industrial production is again stuttering. The March figures show an improvement but since then the growth rate have again gone down. Public investment shares have fallen more and the decline in private investments has been relatively less. India seems to be at a stage where an increase in infrastructure spending by raising fixed capital formation in the public sector will push the economy to a higher growth path. The problem seems to be that in a pre-election year, this does not seem to be the agenda. The Mehul Choksi episode has been a setback. But that is more a matter of the investigating agency doing their work rather than economic policy. India needs to reinforce faith in the competitiveness of labour intensive Indian exports and skills that underline them. But the more important issue is nudging the macro economy upwards.we are doing well. We need to do better.
