2 01. INTRODUCTION: The Ministry of Rural Development, Govt of India has revised the Mahatma Gandhi National Rural employment Guarantee Act and Operational Guidelines. The revised version of MGNREGA Operational Guidelines 2013 (Fourth Edition) has been released on 2 nd February, A lot of new provisions have been made on various implementations Parameters of MGNREGA. In order to familiarise the revised provisions under new guideline to all stake holders, a State Resource Team was formed vide letter No-II-NREGS-26/09(Pt. II) / PR Date comprising of 12 members from MGNREGS cell and SIRD. Similarly, District Resource Team was formed in all 30 districts of Odisha comprising of 10 members such as Addl. PD, DRDA PO, MC, BDO and Asst Engineers from each district. To sensitise the State Resource Team Members on new provisions under MGNREGA Operational Guidelines 2013 (Fourth Edition), the Orientation Training Programme for the same was organized by MoRD, Govt of India at NIRD Hyderabad during 17 th - 19 th Dec, In the meanwhile Amendment has been made to the Schedule-I and Schedule-II of the Act by MoRD, GoI on exercising the powers conferred by sub-section (1) of Section 29 of the MGNREGA Act, 2005 vide Gazette Notification No S.O.19 (E) dt-03.jan, 2014 in which changes have been incorporated with inclusion of some new provisions. In the above backdrop SIRD, Bhubaneswar conducted one day orientation training programme for the District Resource Team Members at State Level during July-2014 in 6 phases as per the following schedule. The Objective of the DRTs training programme are:- To acquaint the participants about the new operational guidelines-2013 as well as new provisions under amended version of Schedule-I and Schedule-II of the Act. To equip the participants with the critical issues relating to preparation of a development plan To make them understand the concept of e-fms and INRM approach. 03. Inaugural Session: During the inaugural session, the Programme Coordinators, Sri S.K.Mishra, and Sri S.K.Patra, welcomed all the participants and outlined the course contents and objective of the Training Programme followed by self introduction of the participants. The technical sessions followed after the inaugural session. 04. Technical Sessions: TECHNICAL SESSION-I MGNREGS- AN OVERVIEW Sh. Bhumesh Behera Deputy Secretary, MGNREGS made a presentation on the overview of MGNREGS in the context of employment generation and creation of sustainable community assets. He narrated upon the amended version of Scheduled-I & II of the Act as well as new provisions made under operational guideline 2013, which gives ample of scopes with regard to permissible activities and non-negotiable modalities of the scheme. He also emphasised on public participation right from identification of projects to work completion and social audit by the primary stakeholders. His deliberation was further focused on the new initiation taken by the State Govt and the new chapters incorporated in the operational guideline 4th edition-2013.they are as under-: 1. Grass root planning and permissible works 2. New initiations of State Govt 3. Wide range of publicity relating to new provisions of MGNREGA 4. Strategy for vulnerable groups (Chapter 9) 5. 4 6. Framework for Convergence between MGNREGA and other Programmes. (Chapter 15) 7. Organizing labour groups. (Chapter 16) 8. Partnerships with civil society (Chapter 17) 9. Financing MGNREGA ( Chapter 12 ) 10. Strengthening Panchayats (Chapter 18) TECHNICAL SESSION-II PARTICIPATORY PLANNING VIS-À-VIS MGNREGS Sri Manaranjan Pattnaik, Faculty SIRD made a detail deliberation on labour budget, Baseline Survey, Preparation of Development plan of the Gram Panchayat by application of different methods i.e. consultation, Resource mapping, Focus Group Discussion, participatory techniques etc. He also explained grass root planning keeping in view the following points:- Base line survey Here he explained how the baseline survey will provide information about the demands for the labor. Seasonality Atlas, Cluster Facilitation Team & Task Force. Here he explained time and demand can be accessed and meet in every season and preparation of draft Development Plan considering Resource Envelope. Preparation of Labor Budget and Shelf of projects considering INRM. Here he impressed the principles governing preparing of need based shelf of projects. Planning, approval and funding in accordance with the process as have been detailed in the new operational guideline. Here he focused on approval of Annual Plan and LB by Gram Sabha and entering work details in MIS adhering to the process and prescribed time line. TECHNICAL SESSION-III STRENGTHENING RURAL LIVELIHOOD THROUGH MGNREGS Sri S.K.Patra made a detail presentation on livelihood security for 365 days in a year by way of providing 100 days of guaranteed employment under MGNREGS. The major thrust area was on INRM. The presentation was started with the concept of Sustainable Livelihood Approach (SLA) and the capital assets which are largely related to livelihood of the rural poor. The presentation continued on the basic understanding and rational utilisation of recurring resources available within a particular geographical area setting different structures in terms of engineering and vegetation. 4 P a g e

5 The most important part of the deliberation was demonstration of different models, structures and alternative source of livelihood generation through a pictorial presentation keeping new focus of the scheme and 4 different categories of permissible activities in view which have been included in the Schedule-I. They are as under-: 1. Category: A- Public Works Relating to NRM like-: Water conservation and water harvesting, Watershed management works, Micro and minor irrigation works, Renovation of water bodies, Afforestation and horticulture and Land development works. 2. Category: B- Individual Assets For Vulnerable Sectors like-: Improving productivity of lands and livelihood.development of fallow/waste lands, construction of houses under IAY and Mo Kudia, Promotion of livestock and fisheries etc. 3. Category: C- Common infrastructure for NRLM compliant SHGs like-: Works for promoting agricultural productivity by durable infrastructure. 4. Category: D- Rural Infrastructure like-: Works relating to sanitation, road connectivity, Play fields, disaster preparedness/restoration, Food grain storage structure and maintenance of MGNREGS assets etc. TECHNICAL SESSION-IV CONVERGENCE AND QUALITY MANAGEMENT IN MGNREGS Sri Saroj Ku Mishra Dy,Secy, MGNREGS & Sri Subrat Ku Mishra Asst,Director,SIRD CONVERGENCE IN MGNREGS-: This session was jointly taken by the Dy,Secy, MGNREGS and Asst Director, SIRD. The deliberation was focused to mode of convergence required for achieving the ultimate objective of the scheme namely creation of durable assets and securing livelihood of the poor. They further discussed in detail the modalities which require coordination between the possible converging programmes and MGNREGS like-: Central/State Finance Commission grants National Rural Livelihood Mission Nirmal Bharat Abhijan Backward Region Grant Fund Rashtriya Krishi Vikash Yojana National Horticulture Mission 5 P a g e

6 Pradhan Mantri Gram Sadak Yojana National/State Afforestation programmes etc The participants were also impressed upon various stages of implementation in terms of convergence like-: Planning Here it was focused that the promotion of convergence should be initiated from Gram Sabha level. Works Execution Here it was explained that how best the knowledge, skill, expertise etc can be shared among the implementing agencies and the immense potentialities of MGNREGA for improving rural livelihood could be utilized rationally Institutional arrangement Here it was discussed on proper coordination at District, Block and village level in view of dovetailing various schemes Quality Management in MGNREGS Discussion was also made with the participants how to ensure the quality of the works through appropriate planning with greater community participation and effective monitoring by the primary stake holders. Emphasis was on the provisions of internal and external quality parameters and their functioning. The issue of quality entails timely work completion and sustainability. VALEDICTORY SESSION At the end the participants raised their doubts followed by clarification from the panel. The participants were appealed to share the revised version of MGNREGA Operational Guidelines 2013 (Fourth Edition) to the Block Level Resource Team and implement the scheme in true spirit of the guideline. *********************** 6 P a g e
