Assembly Rules: We encourage you to take a few minutes to familiarize yourself with the rules for the assembly. These rules are located on pages of this supplement and include information on speaking during assembly. The last two pages (pp ) of this supplement contain information about Robert s Rules to assist you as we conduct business. Amendments and Motions: If you re making a motion or an amendment please be prepared to provide this information in writing. You can your written information to assembly17@gmselca.org or carry it directly to the Tech area near the back of the plenary. If you choose to handwrite your amendment or motion please use block letters and print neatly. OpenSpace Ideas: We have left five OpenSpace areas open on Friday afternoon from 1:30 to 2:30 pm. If you have an idea for an OpenSpace topic that you d like to suggest, please your idea and how we can contact you at assembly to openspace@gmselca.org or place your topic in the fishbowl located at the Tech area in the back of the plenary space. There are OpenSpace submission forms on each table. Nomination Forms: If you need a nomination form during assembly please use the form on the last page of this supplement or visit this link for a fillable pdf: All nomination forms should be given to Mary Romskog as quickly as possible. Childcare Room: Childcare is located in Woodfield D. Please be sure to pick your child(ren) up promptly at the end of each session. Voting Machines: Be sure to return your voting machines when you leave assembly for the last time. There is a $50 fee for each voting machine that is lost or not returned. Please keep it with you at all times during assembly. If you have a problem with your voting machine, take the machine along with your nametag and lanyard to the registration area. We will fix or replace your voting machine quickly. When you turn your voting machine in please keep it connected to your lanyard and nametag. All three pieces must be turned in together. Assembly Evaluations: After assembly is over, we would love for you to give feedback by filling out this form - WIFI: Wifi instructions are printed on table tents that are on tables in the plenary space. You can also stop at the registration desk for these instructions. Restrooms: Restrooms are located in the lobby near the bars that are outside the salon and ballroom. Did we miss something? 11 SPEAKER BIOGRAPHIES Rev. Paul Erickson Bishop, Greater Milwaukee Synod Bishop Paul Erickson The Rev. Paul D. Erickson was elected June 4, 2016 to a six-year term as bishop of the Greater Milwaukee Synod of the Evangelical Lutheran Church in America. Erickson earned a Bachelor of Arts degree from Gustavus Adolphus College in St. Peter, Minn., in 1983 and a Master of Divinity from the Lutheran School of Theology at Chicago in He also earned a Doctor of Ministry degree in Congregational Mission and Leadership from Luther Seminary in St. Paul, Minn., in Erickson previously served as the director of Agora, a ministry that works to develop lay leaders for immigrant and multicultural congregations in Minnesota and South Dakota. He also served as the Assistant to the Bishop for Evangelical Mission in the Saint Paul Area Synod ( ) and as pastor of three congregations: Augustana Lutheran Church in West St. Paul, Minnesota ( ), Faith/Santa Fe Lutheran Church in Milwaukee ( ), and First Lutheran Church of Logan Square in Chicago, Illinois ( ). Paul and his wife, Lynn (an ELCA pastor serving in St. Paul, Minn.), have two children: David, 20, and Sarah, 16. Rev. Dr. Stephen Bouman Executive Director of the Domestic Mission unit of the ELCA The Rev. Dr. Stephen Paul Bouman currently serves as the Executive Director of the Domestic Mission unit of the ELCA. Pastor Bouman began his ministry in the churchwide organization when he was called to the position of Executive Director for the Evangelical Lutheran Church in America Evangelical Outreach and Congregational Mission unit in February He previously served as bishop of the ELCA Metropolitan New York Synod from September 1996 through January The Metropolitan New York Synod embraces the five boroughs of New York City, Long Island, and several counties north and west. It includes 236 member congregations, and worships in over 20 languages. Pastor Bouman was born in Melrose Park, Illinois on April 14, He graduated from Concordia Theological Seminary/Seminex in He received his Master of Sacred Theology from New York Theological Seminary in 1978 and his Doctor of Ministry degree in 1980, an honorary Doctor Rev. Dr. Stephen Bouman of Divinity degree from General Theological Seminary of the Episcopal Church in 2001, and an honorary Doctor of Humane Letters degree from Wagner College in He began his pastoral ministry in 1973 at St. Jacobus Lutheran Church, Woodside, Queens. He then pastored Atonement Lutheran Church, Jackson Heights, from 1974 until 1981; and Trinity Lutheran Church, Bogota, New Jersey from 1982 through He is founder of the Diakonia ministry education program, which trains lay people for ministry in local congregations. His parish ministry also included building strong multicultural outreach, the launching of two parochial schools, leadership in several church based community organizations, and a variety of ministries of assistance and advocacy among the poor. Pastor Bouman served as Assistant to the Bishop from 1992 until his election as bishop in He also served as Chair of the ELCA Board of Higher Education and Schools, and as a Trustee for Lutheran Immigration and Refugee Services and Wagner College in New York City and the board of Interfaith Refugee and Immigration Ministries in Chicago, Illinois. He is currently on the Board of Regents of Wartburg College, and the Board of Directors of Lutheran Services of America. Pastor Bouman is a published author of a number of scholarly articles, books, curricula and devotionals. Two recent books are They Are Us: Lutherans and Immigration, co-authored with Ralston Deffenbaugh, published in 2009 and Grace All Around Us (an account of ministry in the time of the September 11, 2001 attacks) published in His book The Mission Table: Renewing Congregation and Community, is being used by many congregations throughout the church as they do mission planning. His latest book, Baptized For This Moment, came out in He is married to the former Janet Luce, and they have three grown children and four grandchildren. They reside in Chicago. 11

Cheri Johnson Pastor, Reformation Lutheran Church, Brookfield Cheri Johnson is the pastor of Reformation Lutheran Church, Brookfield and Spiritual Caretaker of Alice s Garden Urban Farm. She has served congregations in Indiana, Chicago, Milwaukee & the Milwaukee Metro area and worked as a nanny & clerk at Toys R Us in between calls/interims. Spouse of one, Rev. Jonathan Breimeier. Mother of three: Hannah, Micah and Elijah. As a part of the Alice s Garden community Rev. Johnson serves on the planning group for a rainwater harvesting system/ green infrastructure. She and her family live in the Milwaukee River Watershed. Rev. Cheri Johnson Scott Manske Synod Council Vice President, Martin Luther Lutheran Church, Milwaukee Scott Manske was elected Synod Council Vice President in May Scott is a member of Martin Luther Lutheran Church on the west side of Milwaukee. Other commitments include serving as the Comptroller for Milwaukee County government, husband to Laura Browne, and parent of Kyle and Claire. He was born in Oconomowoc, and later moved to Wauwatosa after receiving his accounting degree from UW Madison. Scott has been auditor for a public accounting firm, and later joined Milwaukee County government. He previously served as a Sunday school teacher, confirmation teacher, and as a Boy Scout leader. Scott Manske Janice Navarro Deacon, Lutheran Church of the Resurrection, Racine Deacon Janice Navarro currently serves at Lutheran Church of the Resurrection in Racine. Her call to LCR began in She was commissioned as an Associate in Ministry in 1999, serving at Adoration in Greenfield for almost 5 years. Janice and her husband, René, have been married for 43 years. They enjoy spending time with their three daughters, sons-in-law and three granddaughters. Janice Navarro 12

13 SPEAKER BIOGRAPHIES Denise Rector Intern, Ascension Lutheran Church, Milwaukee Denise is a seminarian at Wartburg Theological Seminary in Dubuque, IA. She is serving her internship year at Ascension Lutheran Church in Milwaukee. After seminary, Denise looks forward to continued writing, teaching, and preaching, and possibly post-graduate work. Denise Rector Rev. Michelle Townsend de Lopez Rev. Michelle Townsend de LÓpez Pastor, Cross Lutheran Church, Milwaukee Michelle Townsend de López currently serves as the Lead Pastor in a vibrant urban congregation in Milwaukee, WI. She is very committed to the execution of the purpose and vision of the congregation grounded in the Holy Spirit along with racial and social justice for our community. Prior to joining the ministry in a professional capacity, she worked in the legal field as a paralegal and as a Human Resources Director for a financial software and media company. Rev. Townsend de López has a great love for people, especially children, youth and elders. She received her M.Div from LSTC with an emphasis in Hispanic/Latino ministries. Rev. Townsend de López also earned her Youth and Family Certification via Wartburg Seminary & the Bishop s Initiative. She is married to Leonel López and they are the proud parents of five boys: René, Samuelle, Leo, Erendirani and Quetzal and fur parents of Chula the Chow Chow. Rev. Townsend de López enjoys spending time with family and friends, cooking, entertaining, reading, traveling, and listening to world music. Currently, she is pursuing a master s level counseling license and certification to better serve the larger community through our outreach ministries. 13

14 RULES AND PROCEDURES 2017 Memorials and Resolutions Explained The Evangelical Lutheran Church in America provides three primary avenues for communication from synods to the churchwide organization and the Churchwide Assembly, using two vehicles, memorials and resolutions. The three avenues are: 1) Synod Assemblies may address the Churchwide Assembly through memorials; 2) Synod Councils may address the ELCA Church Council through resolutions, and; 3) Synod Councils may address churchwide units or offices through the ELCA Church Council s Executive Committee (including forwarding resolutions adopted by Synod Assemblies). Memorials address broad policy issues and are passed by Synod Assemblies for consideration by the Churchwide Assembly. Once received by the churchwide organization, they are referred to the Memorials Committee, which is appointed by the Church Council to review and make recommendations to the Churchwide Assembly. The Memorials Committee meets after all Synod Assemblies are over, approximately six to eight weeks before the Churchwide Assembly. It is important to note that the next Churchwide Assembly takes place in 2019, with subsequent Assemblies every third year. Resolutions are requests from synods to the Church Council or units or offices of the churchwide organization. Either Synod Assemblies or Synod Councils may originate resolutions. As a practical matter, resolutions have a more narrow focus than memorials because they are requests for consideration or action by individual units or offices or the Church Council. Thus, for example, a request for the Church Council to recommend a parliamentary rule or action by a unit would be the subject of a resolution, but a request to change an ELCA policy should be a memorial. A resolution and a memorial may not be combined in one action. In addition, a synod should not address both the Church Council and the Churchwide Assembly on the same subject. The Office of the Secretary, with the concurrence of the Executive Committee of the Church Council, may treat a proposal characterized as a memorial as a resolution or vice versa. In these circumstances, the synod will be notified promptly of the re-classification. It also is important to point out that resolutions and memorials may not direct the churchwide organization to take action. They are proposals requesting the specified action. Finally, an increasing concern of the churchwide organization is the potential budgetary impact of resolutions and memorials that make financial demands on synods or the churchwide organization. Resolutions or memorials that have such potential impact may not be supported by the churchwide organization or, if adopted, may have adverse consequences for existing programs or ministries. Resolutions calling for synod action are also in order at the Synod Assembly. These generally will address policy concerns, where the entity presenting the resolution is asking for a particular policy or action by the synod. Overview The Greater Milwaukee Synod Council will recommend to the Synod Assembly the following Rules and Procedures for These will be formalized by the Assembly at the Opening Plenary Session of the Assembly, on Thursday, June 1, 2017, but will be followed prior to that action. I. Memorials and Resolutions A. Deadlines for submission of memorials and resolutions: Friday, March 31, 2017 by congregations, committees or clusters; Thursday, May 20, 2017 for Synod Council initiated resolutions. B. Memorials and resolutions may only be submitted by vote of a cluster, a committee of the synod, or a congregation (by council or congregational vote). Memorials and resolutions that conflict with the governing documents of the ELCA are improper motions and will not be considered. The memorials and resolutions that meet these criteria are included in the Pre-Assembly materials. Anyone seeking to have additional memorials or resolutions considered may only do so by moving a suspension of the rules for the purpose of considering that memorial or resolution. Such a motion requires a two-thirds vote to carry. C. By synod council action (SC ), memorials or resolutions, when called onto the agenda, must be moved by a member of the Assembly acting as a sponsor, who would then be the first individual to speak in favor of the memorial or resolution after its reading by the chair of the Reference and Counsel Committee. D. In the event of anticipated prolonged debate, the chair may declare (or an assembly move as a matter of procedure) that speeches will be made in alternating order between supporting and opposing views. This is consistent with the 2016 Churchwide Assembly Rules of Organization and Procedure, which state in part: 14 "Insofar as is possible during discussion, a speaker on one side of the question shall be followed by a speaker on the other side.

To facilitate alternating speeches, and when requested by the chair, Assembly members shall await recognition at the microphones, with those who wish to speak in favor of the pending matter (i.e., the question that will be voted upon, if there is no further motion of any kind) standing at a microphone with a green placard, and those wishing to speak against the pending matter standing at a microphone with a red placard. A white placard will be available at each microphone for members wishing to offer an amendment to the pending matter or to make some other motion that would be in order. The white placard should be held up to gain recognition by those wishing to make such motions. E. All resolutions submitted by the deadline will be reviewed for editing, clarity and consistency prior to submission to the Reference & Counsel Committee. Entities submitting resolutions calling for synod action should be aware that, given limited resources, some detailed plans for action may not be feasible, and may not be supported by the Reference & Counsel Committee. Resolutions that would have the effect of increasing budgetary items without recommending corresponding decreases in other budgetary items will be ruled out of order, consistent with Rule VII below. Motions A. When a member intends to bring a motion (whether a main motion, a secondary motion, or a motion to bring a question again before the assembly), the motion must be made and seconded, if applicable, before speaking to the issue. If a member speaks to a matter before bringing the motion, the motion will be considered out of order by the chair. Once the motion is properly made and seconded, if applicable, the member who made the motion shall have the privilege of speaking first in support of it, upon recognition by the chair. B. All motions amending a memorial or resolution must be presented to the chair of the Assembly in writing, preferably in advance of making the motion or, if that is not possible, immediately after making the motion. Voting A. Voting generally will be conducted using an electronic voting system. Voting Members are given a voting device upon registration, which may only be used by that member, and must be returned before the end of the Assembly. B. When a division of the house is ordered, the vote shall be by electronic device, by standing vote, or by written ballot as directed by the chair. No division of the house is in order when a vote has been taken by electronic device, by a counted standing vote, or by written ballot. Elections A. Nominees for the offices to be filled by Assembly action are listed in the Pre-Assembly materials. Additional nominations may be made from the floor at the Opening Plenary session for the Assembly. Anyone wishing to place a name in nomination must: 1. Have the nominee's consent to run and serve if elected, and 2. Submit to the Assembly office the required biographical data at the time of nomination. B. A majority vote shall be required for election. In the event that no majority is attained on the first ballot, the names of the two candidates receiving the highest number of votes shall be listed on the second ballot. In the case of groupings of nominees, twice the number of candidates to be elected shall advance to the next ballot. The first ballot will be taken as close to the First Plenary Session as feasible. A second ballot shall be taken, if necessary, within 24 hours. V. Privilege of Voice VI. VII. Guests, other than voting members, may be accorded the privilege of voice by a majority vote. Voice shall also be granted to those persons designated by the Synod Council, as provided for in S7.23. of the Synod s Constitution. Distribution of Materials No materials may be distributed on the floor of the assembly without the advanced approval of the bishop or the Reference and Counsel Committee of the Assembly. Changing Synod Budget Amounts on Assembly Floor All motions will be ruled out of order that seek to amend the synod budget by increasing the amount or percentage of any budget item or program in a Synod Council recommended synod budget which is to be considered on the floor of the assembly, without also proposing a dollar for dollar matching decrease in another budget item or program For an amendment to the synod budget to be considered by the Assembly, the amendment to the synod budget must result in the total final income and expense amounts being exactly the same as proposed by the Synod Council for adoption by the assembly. 15

17 RESOLUTIONS Resolution Greater Milwaukee Synod Assembly Resolution in Support of Prison Congregation and Prison Reform WHEREAS, Jesus, in Matthew 25, says that when we visit someone in prison, we are visiting him; and WHEREAS, Prison Congregations of America provides direction and resources to assist in establishing congregations within prisons; and WHEREAS, The Greater Milwaukee Synod, in collaboration with the ELCA Congregational Centers for Mission, has launched Breaking the Chains Congregation at the Felmers Chaney Correctional Center (minimum security prison), 2825 N. 30th St., Milwaukee, and has called Rev. Larson has provided distinguished leadership as President and Chief Executive Officer of Lutheran Social Services (LSS) of Wisconsin and Upper Michigan since July 2002, and prior to that served as Vice President of Resource Development; and Whereas, Rev. Larson served as a synod representative to the LSS Board of Directors for six years; and Whereas, Rev. 19 RESOLUTIONS Resolution Greater Milwaukee Synod Assembly Resolution Calling to Provide Sanctuary to Immigrants WHEREAS, Jesus said we would see him in the hungry, the thirsty, the stranger, the naked, the sick, and the prisoner; and WHEREAS, we are living in times when immigrants from the Central and South Americas, regions of Africa and Asia, and the Middle East are fleeing warfare and devastating poverty, and are being persecuted; and WHEREAS, the Lutheran Church over the last 75 years has been a leader in refugee resettlement through Lutheran Immigration and Refugee Services, Lutheran Community (Family) Service and thousands of congregations; and WHEREAS, the ELCA Social Statement from 1998 proclaims, We draw on the best of our nation s traditions as a refuge and haven for the persecuted and destitute when we affirm that we support a generous policy of welcome for refugees and immigrants, and that we will advocate for just immigration policies including fairness in visa regulations and in admitting and protecting refugees ; and WHEREAS, the declaration of Sanctuary is an ancient custom of the church, going back to the Hebrew people, which calls for the church to be a safe place for those escaping persecution; and WHEREAS, it is the fifth charge of every ELCA pastor to speak publicly to the world in solidarity with the poor and oppressed, calling for justice and proclaiming God s love for the world ; and WHEREAS, in Matthew 25:35, Jesus said, I was a stranger and you welcomed me and, in Hebrews 13:2, exclaims In exercising hospitality to the stranger many testified that they received more than they gave as if they had welcomed angels without knowing it ; and WHEREAS, Mary, Joseph, and Jesus were refugees fleeing to Egypt to avoid Herod s violence; and WHEREAS, there are already sanctuary congregations in the Greater Milwaukee Synod with more to emerge with the New National Sanctuary Movement Milwaukee Network has been active since 2007; therefore, be it RESOLVED, that the Greater Milwaukee Synod encourages its congregations to become more familiar with the resources of the New Sanctuary Movement 1 and the ELCA's AMMPARO 2 initiative and to consider supporting the movement to provide sanctuary for immigrants in one of the following ways: 1. 21 RESOLUTIONS Resolution Greater Milwaukee Synod Assembly Resolution in Commemoration of the 50 th Anniversary of the Milwaukee Open Housing Marches WHEREAS, August 28 th, 2017 marks the 50 th anniversary of the open housing marches in Milwaukee, begun on Aug 28 th 1967, continuing for the next 200 days organized by the NAACP Youth Council, Father James Groppi, and Alderwoman Vel Phillips, and WHEREAS, The open housing marches were done in support of passing a local open housing bill that would desegregate Milwaukee and open up housing throughout the city, and WHEREAS, Milwaukee s open housing marches garnered national attention and were instrumental in helping pass the Fair Housing Act of 1968 which prohibited discrimination concerning the sale, rental and financing of housing based on race, religion, national origin and sex, and WHEREAS, Nearly five decades after the federal Fair Housing Act passed, a 2013 study by the University of Wisconsin-Milwaukee found fewer than 9% of black residents in the Milwaukee metro area live in the suburbs the lowest rate in the country, and that even as major metro areas across the U.S. have modestly desegregated since the 1980s, Milwaukee s rate of black-white segregation has essentially stayed the same, and WHEREAS, Many of our Lutheran pastors, members, and congregations participated in those marches in 1967 and 1968, and many continue to resist the injustices perpetuated by racism and poverty in Milwaukee today; therefore, be it RESOLVED, That synod congregations be encouraged to support city-wide events on August 28 th, 2017 to commemorate the 50 th anniversary of the seminal open housing marches in Milwaukee and the impact they had nationally on the Civil Rights Movement and the passing of the Fair Housing Act, and be it further RESOLVED, That the Greater Milwaukee Synod designate Sunday, August 27, 2017 to be a Commemoration of the 50 th Anniversary of the Open Housing Marches & Call to Continued Action whereby congregations would celebrate the legacy of the open housing marches and the continual need to act boldly in the struggle for justice in Milwaukee today, with the synod providing timely information to congregations that can be used to promote this event, and be it further RESOLVED, That congregations and members of the Greater Milwaukee Synod be encouraged to celebrate the 200 Nights of Freedom that will follow the anniversary, as a means to educate, inspire, and empower similar acts of resistance to injustice. The time and place for the next regular assembly normally shall be announced six (6) months prior to the assembly. The This synod may establish processes that permit retired ordained rostered ministers, retired associates in ministry, retired deaconesses, and retired diaconal ministers on the roster of this synod to serve as voting members of the Synod Assembly, consistent with S7.21.c. above. The synod may establish processes that permit ordained ministers, associates in ministry, deaconesses, and diaconal ministers who are on leave from call, or those designated as disabled, or on leave from call, on the roster of the synod to serve as voting members of the Synod Assembly, consistent with S7.21.c. above. If the synod does not establish processes to permit the rostered leaders ministers specified above to serve as voting members, they shall have voice but not vote in the meetings of the Synod Assembly. Ordained ministers Ministers under call on the rosters of this synod shall remain as members of the Synod Assembly so long as they remain under call and so long as their names appear on the rosters of ordained ministers of this synod. Associates in ministry, deaconesses of the Evangelical Lutheran Church in America, and diaconal ministers of this church serving under call on the roster of this synod shall remain as members of the Synod Assembly so long as they remain under call and so long as their names appear on the official lay roster of this synod. Lay members of the Synod Assembly representing congregations shall continue as such until replaced by the election of new members or until they have been disqualified by termination of membership. This synod may establish processes through the Synod Council to grant an ordained minister of Word and Sacrament from a church body with which a relationship of full communion has been declared and established by the Churchwide Assembly of the Evangelical Lutheran Church in America the privilege of both voice and vote in the Synod Assembly during the period of that ordained minister s service in a congregation of this church. Should the vice president, secretary, or treasurer die, resign, or be unable to serve, the bishop, with the approval of the Executive Committee of the Synod Council, shall arrange for the appropriate care of the responsibilities of the officer until an election of a new officer can be held or, in the case of temporary disability, until the officer is able to serve again. The term of the successor officer, elected by the next Synod Assembly, shall be four years. If the treasurer is appointed by the Synod Council, the Synod Council shall appoint a new treasurer to a four year term. The functions of the Synod Council shall be to:... d. Provide for an annual review of the roster of ordained ministers of Word and Sacrament and the roster of ministers of Word and Service and of other official rosters, receive and act upon appropriate recommendations regarding those persons whose status is subject to reconsideration and action under the constitution and bylaws of the Evangelical Lutheran Church in America, and make a report to the Synod Assembly of the Synod Council s actions in this regard. e. REPORT OF THE VICE PRESIDENT Direct link: REPORT OF THE BISHOP Direct link: REPORT OF THE TREASURER The Greater Milwaukee Synod (GMS) continues to exercise a high level of fiscal responsibility in fulfilling its various mission objectives. I am pleased to report the Mission Support from our congregations were $1,967, in fiscal year This is $70,474 less than last year s total. We received 96.0% of our budgeted income based on congregational intent. I would like to thank all of our congregations for their generous support in our ministry and mission. The GMS forwarded 55.0% of our mission support to the Churchwide ministries of the ELCA. The total amount sent for 2016 was $1,081, The funds we forward on to the ELCA support global missions, synodical and congregational missions here in the Greater Milwaukee area, mission advancement and support of the ELCA leadership, who represent us in a myriad of ways nationally and globally. Much of this is directed right back to our synod to help us with our ministry here in the GMS. We were also able to support our partnership ministries with $97, These partnerships include Lutheran Campus Ministry here in the Greater Milwaukee Synod, our seminaries where the leaders of tomorrow are being prepared today and partnerships with other denominations in the Greater Milwaukee area through Wisconsin Council of Churches, Interfaith Conference of Greater Milwaukee, Lutheran Office of Public Policy and others. Through our generous giving, we also provide resources to enable the synod to help support our congregations and their ministries. This includes the bishop and his staff, shepherding candidates for rostered and lay leadership, leadership development and anti-racism training. Our challenge this year is to try and grow the congregational support for This support provides key resources to help us in daily ministries at the congregational, synodical and Churchwide level. We have done and continue to do great things in this synod all because of the direct support from our congregations. On the 500th anniversary of the reformation, we are inviting congregations to increase their annual giving by $ This will allow us as a synod to increase our staff to better allow us to work and walk with congregations as they strive to do God s work here on earth. Please take time to review the budget for fiscal year provided in the Assembly handouts. You can always contact any of the members of the Synod Finance Committee or the synod staff with any questions or concerns. I would like to thank our Finance Director, Dave Groenewold, for the great work he does in the day-to-day handling of the finances. Dave is retiring and his work and dedication these last 14 years have been vital to the God s mission here in the GMS. I would also like to thank the entire Synod Stewardship and Finance committees for their hard work and dedication in working with congregations as they plan their budgets and mission support. The ELCA Foundation is the private foundation that exists to help all members of the church practice good stewardship of their assets. It is a pass through foundation cultivating gifts for ministry and providing a full range of gift planning services and gift vehicles. The Rev. Larry Westfield and Tim Knutson are the Regional Gift Planners for LPGW. We support two campus pastors, Rachel Young Binter & Jessica Short at UWM and Marquette University. Funds to support the various small committees in our synod ministries. This is seldom used. Support the communications of our synod with the 129 congregations. Used where needed as determined by the bishop Support various programs such as Youth Gathering Retreat, National Youth Gathering, Church College tour, and NOLA Mission trip. People in the congregation would joke that the surest way to stay healthy was for me to come over and give you last rites. She died a year after I moved to my next congregation. On retreat the children swim, fish, bike.. Have fun outdoors. Lisa, who is wheelchair bound due to cerebral palsy and is severely autistic, always rides with me and her parents to the retreat. Some of the children and adults got Lisa out of her wheelchair and into a huge cloth swing hanging from a tree. She explained that she was allergic and her throat would close up. I told her if that happens how good to be in a room full of nurses. Her reponse: These are hospice nurses. All they re going to do is hold my hand and tell me to go towards the light. Later that week I did dishes with Martin E. Marty - camp life! On the evening we arrived in Cleveland, not only did we get lost trying to find the Director s home, but there was an atmospheric inversion and all the pollution from the steel mills was trapped, so that the air was literally red and you could taste it. They took us to a small hotel in the heart of East Cleveland, a very depressed city at the time. Inside the hotel the desk clerk was behind 1 ½ inches of plexi-glass and he had a hand gun tucked into his belt. As we tried to get some sleep we kept getting disturbed by knocks on the door, prostitutes wondering if we would like a date and drug dealers wondering if we would like to get high. I took the job the next morning. I became Assistant Director...and a carpenter... at Lutheran House Corporation. Thus began an odyssey I could never have imagined in Seminary. Rev. Youth gathering, backpack trips, weekend retreats, children s sermons and yes, teaching confirmation class were some of my best and most favorite times as a pastor. I would be most gratified if there were parents in my former parishes who might say We were glad to have Pastor Chuck as our pastor when our kids were young. To God be the Glory!

50 ROBERT S RULES OF ORDER Robert s Rules of Order can be complicated, but they are necessary for an orderly discussion in such a large assembly as this one. This simple guide can help to navigate your way through the process and the language that you will encounter. Please be assured the bishop and the parliamentarian will assist the assembly in understanding what is happening. Good luck and God be with you! What is a motion? A motion is the act of presenting an order of business to the floor of the assembly. A motion can be made to: - Introduce or amend a resolution or item presented to the assembly for approval. - Refer the issue for further study. - Table (postpone) an issue for discussion at a later time. - Call the question. (This will end discussion and allow for a vote on the motion.) - Some motions cannot be debated. The chairperson will inform you if this is the case. A motion often requires a second, another person who supports the motion. Motions coming from a congregation or committee do not need to be seconded. If a motion does not receive a second, it cannot be discussed. Here s how it works: 1. An item will be moved (presented for discussion) by a voting member or a committee chair. 2. Someone comes to a microphone and the chair of the assembly (normally the bishop) invites them to speak. 3. That person will give their name, congregation, and their reason for speaking: I have a motion to present ; I speak in favor of the motion ; I speak in opposition to the motion ; I have a question. 4. If a motion is made, the bishop will ask for a second. 5. If there is a second, the motion is on the floor, and the presenter may speak to it and discussion can occur, including the consideration of possible amendments. 6. If someone wants to end the debate, they may come to the microphone, wait to be recognized, and say I call the previous question. A vote is then taken on whether or not to end debate. Please note that this process may slow down taking a final vote. 7. Once debate is completed (either by vote or by the natural end of discussion) a vote will be taken by the Assembly on the motion that was presented. 8. At times this process can get complicated and the bishop or designated parliamentarian will assist the assembly on knowing where we are at in the process. When presenting an amendment to a motion or a resolution, please write it out. After you have presented it to the assembly, please submit it to the synod secretary. When addressing the assembly, please limit your comments to the topic at hand. Comments or motions that stray may be ruled out of order by the chair. 50
