ACTIVITIES WITHIN CARDIFF LAW SCHOOL Since my appointment at Cardiff Law School in 1985, as well as my research and publications (see below), on the LLB programme I have taught Public Law, Criminal Law, and Trusts. Currently, I teach Public Law (first year module), Law of Religion (second year module), and Legal History (a new third year module set up with colleague Dr Russell Sandberg in ). I run a postgraduate course (see LLM in Canon Law below). I have supervised five successful PhDs in the past 12 years: Noel Dias, fair trials in canon law (2004); Russell Sandberg, law, religion and society (2010); Paul Colton, the law of the Church of Ireland (2013); Eithne D Auria on the use of experts in Roman Catholic canon law (2014), and Helen Hall on the civil liability of clergy (2014). In October 2016, I begin supervision of 3 more PhDs (Miles, Emerton, and Samson). I have acted as external examiner for the MA Canon Law Heythrop College London, and for several doctorates at Cambridge, and KCL. Over the years, my administrative duties have included admissions, open days, school boards and committees, and mentoring, and I have been acting head of school on several occasions in recent years. I am personal tutor for approx. 20 undergraduates and 20 postgraduates. Each year I carry out development reviews of law staff, and have sat on promotions panels and short-listing panels for lecturer applications. As Director of Research , I was responsible for e.g. visiting scholars, school staff grants, and study leave applications. Preparation for REF 2014 included two rounds of meetings with staff individually (to discuss eligibility and outputs, October 2012, April 2013), the law school REF group meetings (every 2-3 weeks), and university REF meetings e.g. mock REF meetings in December 2012 and May I drafted research directorate guidelines, elements of which have since been adopted. I am Director of the Centre for Law and Religion and sit on the editorial boards of several journals, e.g. the Ecclesiastical Law Journal (Cambridge University Press), and the Cambridge monograph series Christianity and Law (est. 2013) and act as law school contact for our many visiting scholars in law and religion. I am also Editor-in- Chief of the new Routledge Research Series in Law and Religion (2013- ) and Editorin-Chief of the new Brill Research Perspectives in Law and Religion (2016- ). The LLM in Canon Law: I set up the Masters Degree (LLM) in Canon Law in 1991 (the first degree of its kind in the UK), with support from the Ecclesiastical Law Society, to provide scholarship for those involved in the administration of canon law, primarily in the Church of England. The LLM has attracted students of the highest quality, including senior judges and bishops, from around the world. Over the years I have widened the objects of study to comparative church law and civil law on religion in Europe. One aim is to encourage academics to set up similar courses at their own universities; this has happened at (e.g.) Newcastle, Durham and Bangor universities. Each year, the LLM graduates have a reunion: I usually deliver a paper at this event. The LLB Module Law of Religion: I was responsible for introducing this module in The increase in legislation and litigation in recent years, relating to freedom of religion particularly, and the social and political issues which this generates, has attracted growing numbers of students to this course over the years (65 for ). 2

3 I now deliver the module with Dr Russell Sandberg (himself a student on the course whilst an undergraduate at Cardiff and, later, a PhD student of mine in this field). The Centre for Law and Religion: I established this in 1998 with the approval of the law school and university in order to promote research and its dissemination in this field. I am its director. Its activities are carried out in relation to the theory and practice of substantive law concerning religion, the focus being principally upon religious law and national and international law affecting religion, with regard to their historical, theological, social, ecumenical and comparative contexts. The Centre has a core of research fellows and associates (both at Cardiff University and around the world). Its tenth anniversary was celebrated with a major conference on religion, law and the family, and publication of The First Ten Years of the Centre for Law and Religion, Cardiff University in 10 Ecclesiastical Law Journal (2008) Information about the Centre may be found at its website: Colloquium of Anglican and Roman Catholic Canon Lawyers: This was set up in 1999 by the Centre for Law & Religion in collaboration with the Pontifical University of St Thomas Aquinas in Rome, and latterly Pontifical Gregorian University, Rome. I am a founding member. The initiative arose as a result of a lecture I gave at St Paul s Cathedral in The colloquium explores the respective legal systems in order to identify opportunities for greater visible communion between Anglicans and Roman Catholics. It meets each year (and has done so in e.g. Rome, London, Cardiff, Malta, Johannesburg, Boston, Dublin) and publishes its proceedings. Meetings have included audiences with Popes John Paul II and Benedict XVI, and various Vatican and Anglican bodies, and it has fed some of its findings to the International Anglican and Roman Catholic Commission on Unity and Mission. On the back of the Colloquium, I set up in 2008 an ecumenical fellowship in comparative canon law at the Venerable English College in Rome, with fellows appointed in 2009 and Interfaith Legal Advisers Network: The first of its kind in the UK, the Interfaith Legal Advisers Network was established under my direction by the Centre of Law and Religion in It was developed in response to the large number of recent high profile court cases involving religion, e.g. on religious dress, discrimination, and faith schools and the considerable challenges for faith groups posed by State law. It consists of lawyers from different faith groups (e.g. Jewish, Christian, Islamic, Sikh and Buddhist), seeks to facilitate an ongoing discussion providing members with a greater understanding of their respective religious legal systems and the common civil law issues they face, and meets annually (and has met twice at Lambeth Palace). Law and Religion Scholars Network: I was responsible for the initiative to set up the Law and Religion Scholars Network (LARSN), which was established by the Centre in It is designed to bring together for the first time academics in the UK who are interested in all areas of law and religion: national and international law affecting religion and religious law. It now has over 200 members (from UK law schools, as well as from overseas). The Network meets annually; 100 attended European Consortium for Church and State Research: This was established in 1988 for the study of the laws on religion of the member states of the European Union. I was elected as a permanent member in 1999, the second representative from the UK. It has annual conferences, publishes its proceedings, and runs a journal. I have delivered many papers at its annual conferences and I have edited one set of acts 3

4 and jointly edited two others. I organised its 2002 conference in Cardiff on the portrayal of religion in the media and the arts (with funding from amongst others the Welsh Assembly Government). I was elected President and served as such in Valleys Law Initiative: I established this in 2003 to encourage sixth formers to consider studying law at university. It began with my visiting schools in the South Wales valleys, and running a summer school. I have since collaborated with Swansea Law School, which joined the scheme in 2006, and Bangor joined for Each summer school has a theme; these have included law and: government, sport, media, war, and environment. I run it, now also part of the Cardiff Widening Access scheme. Impact: Christian Law Symposium: Law is the missing link in the global ecumenical movement. A panel of experts met in Rome 2013 to test the thesis in my book Christian Law: Contemporary Principles (Cambridge, 2013) summed up in a briefing paper prepared by me. The panel brings together theologians and lawyers from eight traditions worldwide: Roman Catholic, Orthodox, Anglican, Lutheran, Methodist, Presbyterian, Reformed and Baptist. They include the former Procurator General of the Dominican Order, the Secretary General of the Franciscan Order, the Moderator of the General Assembly of the Church of Scotland, and the President of the Methodist Conference GB. The panel concluded that the category principles of Christian law exists and that its articulation should be fed into the work of the World Council of Churches Faith and Order Commission. In Rome 2014, the panel submitted a response to the Commission report The Church: Towards a Common Vision (2013) with my briefing paper appended - encouraging it to explore the value of law in promoting ecumenical unity. The 2015 Rome meeting - part-funded by the Impact Acceleration Account - agreed a first set of principles of law drafted by me. The panel is to consider two more sets, which I have drafted, in Rome Sept The aim is to produce a Statement of Principles of Christian Law (c. 300) to submit in 2017 to the World Council of Churches for debate and adoption (by its Faith and Order Commission) - to conceptualise law in Christianity as a force for global unity and common action. This will be the first time for global Christianity to recognise how laws unite Christians worldwide. The project will form the basis of an Impact Case Study for possible inclusion in the REF 2020 (along the same lines as my 4* Anglican canon law and covenant ICS for the 2014 REF). Each meeting has included an event hosted by the British Ambassador to the Holy See, two have been attended by Vatican representative, and the last two have been attended by Archbishop Sir David Moxon, Representative of the Archbishop of Canterbury to the Holy See. English Cathedrals: Study leave has been used, in part, to work on a book The Legal Architecture of English Cathedrals (to be published by Routledge in 2017). This elucidates national law and the constitutions and statutes of cathedral of the Church of England, and assesses (in interviews with deans) how these laws are experienced in practice. I have been asked during interviews to do a presentation for all deans on the book to initiate debate about reform proposals. I pursue this in II. ACTIVITIES OUTSIDE CARDIFF LAW SCHOOL Over the years I have been consulted by outside bodies on a range of matters in the field of church law. I highlight the following three from the last ten years or so, which were used as my Impact Case Study which was rated 4* in the REF

5 Principles of Canon Law Common to the Churches of the Anglican Communion: In 2000 I was asked by the Archbishop of Canterbury, George Carey, to speak to the Primates of worldwide Anglican Communion. At the Primates Meeting in 2001 (held in the USA), I proposed there are principles of canon law common to the churches of the Anglican Communion, which may be induced from the similarities of the laws of each of the 44 autonomous member churches of the Communion, and are capable of articulation both to promote Anglican identity and unity and for use as a resource in ecumenical dialogue. The Primates decided to test this at a consultation of lawyers from member churches worldwide. The hypothesis was tested and accepted by a specially-convened Anglican Communion Legal Advisers Consultation (Canterbury, March 2002) such a meeting had never before taken place in Anglicanism - and, in turn, the common law was accepted by the Primates as a so-called fifth instrument of Anglican unity (April 2002). The Anglican Consultative Council then established the Anglican Communion Legal Advisers Network (Hong Kong, Sept. 2003) to work on articulating the principles. I was appointed as consultant to the Network and my function was to draft a statement of principles for it (February 2003). My draft, with around 650 micro-principles, was examined by a Network drafting group, in Toronto (2005) and Nassau (2006). The Network approved a text (Principles of Canon Law Common to the Churches of the Anglican Communion, Anglican Communion Office, London, 2008), launched at the Lambeth Conference at Canterbury in August The Lambeth Commission: In October 2003, I was invited by the Archbishop of Canterbury, Dr Rowan Williams, to join the Lambeth Commission (chair, Archbishop Robin Eames). The commission was set up at the request of the Anglican Primates of to examine the implications of consecration as bishop of a practising homosexual in the USA and the blessing of same sex unions in Canada. The commission had 16 members from 14 countries. For its first meeting (Windsor Castle, Feb. 2004), I was asked by the chair to draft initial questions and a position paper: N. Doe, Communion and autonomy in the Anglican Communion: nature and maintenance : hatisitfor.pdf). I had at the Primates Meeting 2001 also proposed the creation of an Anglican Covenant (see below). The Windsor Report (October 2004) of the Lambeth Commission contained in an appendix a preliminary draft of an Anglican Covenant. The Anglican Communion Covenant: As a result of the Windsor Report (2004) recommendation for an Anglican Covenant (to foster relations and common decisionmaking), I was appointed in December 2005 by the Anglican Communion Office to the Covenant Working Group to advise on how to proceed with the Windsor proposal. This led to the establishment of the Anglican Communion Covenant Design Group and I was appointed by the Archbishop of Canterbury as Consultant to the Group for its London meeting in January 2008, and subsequent meeting in Singapore in 2008 and its final meeting in Cambridge in March The Cambridge draft covenant was considered by the Anglican Consultative Council at Jamaica in May 2009, revised, approved by the ACC and is now before the churches for ratification or rejection (in 2013, 9 churches had adopted the covenant). The Church of England has not adopted the Covenant; the process worldwide is on hold. I also contributed to five self-select sessions, on canon law and covenant, at the Lambeth Conference in Other consultancy work: 5

6 I serve as Chancellor of the Diocese of Bangor, appointed and installed at Bangor Cathedral in Sept I decide 50 or so cases each year. The jurisdiction of the Chancellor, as president of the Diocesan Court, is exercised mainly in relation to the grant of faculties under the auspices of the Ecclesiastical Exemption in civil law. I also assist in drafting for diocesan governance (e.g. Ministry Area Guidelines 2013). I was invited to submit written evidence and give oral evidence to the Constitutional and Legislative Affairs Committee of the National Assembly for Wales on lawmaking and the Church in Wales with particular reference to the introduction of same-sex marriages (March 2013) I was cited in the subsequent report. In June 2015, I was ask to submit and submitted an opinion on the blessing of samesex marriages in the Church in Wales to the Legal Sub-Committee of the Governing Body of the Church in Wales; in the same month, I delivered by invitation a seminar to ordinands of the Church in Wales on canon law and ministry (4 June 2015). In the early summer of 2016 I was asked to advise bishops of the Anglican Church Canada. In June 2013, I wrote a paper for the Plymouth Brethren on their system of church polity for negotiations with the Charity Commission (receiving funding of 10,000). Guest Preaching on Law: From time to time I am asked to preach on legal themes; for example: I was the University of Oxford Court Sermon Preacher: Christ Church Cathedral (13 Oct. 2013); St Catharine s College, Cambridge (Feb. 2015); Bangor Cathedral (Oct. 2015); and Corpus Christi College Oxford, Nov. 2016); Previously, I have been consulted by, and submitted invited papers to e.g. Legal Sub- Committee, Governing Body of the Church in Wales (1994: on the right to marry); Constitution Working Group of the Church in Wales (1996: on constitutional reform); Board of Ministry of the Church in Wales (1996: marriage of unbaptised persons); Legal Advisory Commission of the Church of England (2000: burial grounds); Legal Sub-Committee of the Governing Body of the Church in Wales (2004: the legality of a proposed ordination rite); Bench of Bishops and Board of Ministry of the Church in Wales (2004: I write a 50 page draft document, Guidelines for Public Ministry in the Church in Wales); Employment of Clergy Working Group Church in Wales (2004); and West Midlands Police: an opinion on law and the confessional (2007). III. RECENT CONFERENCES, PAPERS AND LECTURES I have been University of Paris XI: Professeur associé at the University of Paris XI since Each year I deliver a series of seminars (in French) on Anglican canon law as part of a doctoral programme (the Gratianus Programme). Since 2013 I have been a visiting professor at KU Leuven where I deliver a similar course (in English) on a Master s programme and I also have responsibilities for marking essays. Harvard: I organised a workshop, Teaching Church Law, Order and Polity in Ministerial Education: Ecumenical Exploration: Harvard Divinity School (Sept 2015). Berlin: I gave an invited paper on Legal Theology at a seminar organised by Professor John Witte, Emory University, Atlanta (16-17 Sept 2015) 6

Sandberg, Law and Religion: Critical Concepts in Law (Routledge, 2017) and Law and History: Critical Concepts in Law (Routledge, 2017). VI. PERSONAL DISTINCTIONS Festschrift: 6 May 2016: the 25 th anniversary of the LLM in Canon Law at Cardiff saw the launch of a book, F Cranmer, M Hill, C Kenny and R Sandberg (eds.), The Confluence of Law and Religion: Interdisciplinary Reflections on the Work of Norman Doe (Cambridge University Press, 2016) pp This has led to several invitations to me to speak at various venues around the world (e.g. Oxford, Halle). Cambridge LLD: On 14 May 2016, I received the award of the higher degree LLD at Cambridge University; it led to an invitation for a paper at a symposium in Nov at Cambridge on the work of the legal historian S.F.C. Milsom who died earlier this. Oxford: Visiting Research Scholar, Corpus Christi College Oxford (Michaelmas Term 2015; and Visiting Fellow at Trinity College Oxford (Hilary Term 2011).
