2 CHARTER Preface In order that the ministry of this church body may prosper for the cause of Christ, that its duties may be performed with Christ-like faithfulness and consistency with spiritual teaching, and that this body may be governed according to scripture, we declare and establish the following charter and declarations of faith as the foundation for the preservation of the principles of our faith. Name This local church body, located in Franklin, Indiana, shall be known as the Church of the Bible. This local assembly does not claim affiliation or association with any specific denomination. However, we do believe, teach, and practice a strong fundamental independent doctrine based on biblical scripture as found in the King James Bible and accepted as God s Word for his people. The Doctrine We stand on the clear, unmistakable scriptural declaration that salvation is obtained by grace and grace alone. We cannot in obedient faith accept other doctrine which teaches that salvation is attainable by good works, water baptism, external appearance, second or third works of grace, keeping the Ten Commandments, or any other work or self-effort which implies that man is able to overcome his fallen state without the Divine assistance of God. Were this true, then the sacrifice made by Jesus would be rendered totally unnecessary and without merit. 2

3 DOCTRINAL STATEMENT AND PURPOSE OF CHURCH OF THE BIBLE We Believe: In one God, Creator and sustainer of all things, infinitely perfect and eternally co-existing in three persons-father, Son and Holy Spirit. That human nature derives from two historical persons, male and female, created in God s image. They were created innocent but they sinned, plunging themselves and all human beings into sin, guilt, suffering, and death. The Scriptures, both Old and New Testaments, are the inspired, inerrant, and trustworthy Word of God, the complete revelation and final authority for all matters about which it speaks. In the virgin-birth of Jesus, His sacrificial, substitutionary death on the cross paying the penalty for all sin, past, present and future, that His death and resurrection provide the only ground for justification, forgiveness, and salvation to all who believe, and only those who trust in Him alone are born of the Holy Spirit and are the true members of His Church. The Holy Spirit is the agent of regeneration and renewal for believers in Christ, that He makes the presence of Christ real in believers, that He comforts, guides, convicts, and enables believers to live in ways that honor God. In the bodily ascension of Christ Jesus to Heaven, His bodily return to earth to give all believers, both in the grave and those living, their glorified bodies and then take them home with Him, to forever be with the Lord. Using this Doctrinal Statement, it is the sincere hope and aspiration of this local church body to: Be a dynamic, spiritual organization empowered by the Holy Spirit to share Christ with as many as possible, in our local assembly, in our community, and throughout the world. Be a worshipping fellowship experiencing an awareness of God, recognizing His authority and rightful role in our lives, and responding in obedience to His leadership. Experience an ever-increasing, meaningful fellowship with God and fellow believers. Be a church that ministers unselfishly, and in Jesus name to the community and throughout the world. Help others experience a growing knowledge of God and His relationship with man. Be Christ-like in our daily walk with our time, talents, and finances to the cause of Christ. 3

4 CHURCH OF THE BIBLE AND CHURCH OF THE BIBLE MINISTRIES, INC. The state of Indiana requires any non-profit organization, which receives monies or engages in any financial transaction to be governed by a Board of Directors or trustees. In order to legally protect the local church assembly, it became a part of Church of the Bible Ministries, Inc. effective January 13, This association of Church of the Bible, a local church assembly meeting in Franklin, Indiana with Church of the Bible Ministries, Inc. is to enable our local assembly to comply with state law and provide a legally recognized management structure. It does not in any way minimize, replace, or undermine the charter, articles of faith, or pastoral authority of the local church. The by-laws of the Church of the Bible Ministries, Inc. are enacted to provide a management structure, which enables its Board of Directors to oversee the operation of the local assembly and ensure that all state laws and regulations are satisfied. It is the intent of the Board of Directors that no by-law be in conflict with anything that affects the spiritual or practical operation of the Church of the Bible. Effective January 13, 1995, the Board of Directors resolved that the position of President of Church of the Bible Ministries, Inc. and Pastor of the Church of the Bible are to be held simultaneously by the same individual. Should the church be without a pastor, the Board is to appoint a President until the church elects a pastor. Given that the Pastor and the Board s President is the same individual, it is acceptable that the Board of Directors also be called the Pastor s Board. Regardless of the name, the Directors functions and responsibilities remain constant. 4

5 CHURCH OF THE BIBLE MINISTRIES, INC. BY-LAWS 1. Church of the Bible Ministries, Inc. is a non-profit corporation organized exclusively for religious purposes, including for such purposes, the making of distributions to organizations under section 501 (c) (3) of the Internal Revenue Code of 1954 (or corresponding provision of any future United States Internal Revenue law). 2. No part of the net earnings, or revenue, of the corporation shall inure, or come, to the benefit of, or be distributed to its members, trustees, Directors, officers, or other private persons, except that the corporation shall be authorized and empowered to pay reasonable compensation for serviced rendered and to make payments and distributions in furtherance of the purposes set forth in Article 1 above. 3. No substantial part of the activities of the corporation shall be the carrying on of propaganda, or otherwise attempting to influence legislation. The corporation shall not participate in, or intervene in any political campaign on behalf of any candidate for public office (including the publishing or distribution of statements). Not withstanding any other provisions of these articles in the corporation s by-laws, the corporation shall not carry on any other activities not permitted to be carried on: (a) by a corporation exempt from federal income tax under section 501 (c) (3) of the Internal Revenue Code of 1954 (or the corresponding provision of any future United States Internal Revenue law) or (b) by a corporation, contributions to which are deductible under section 170 (c) (2) of the Internal Revenue Code of 1954 (or the corresponding provision of any future United States Internal Revenue law). 4. Upon the dissolution of the corporation, the Board of Directors shall, after paying or making provisions for the payment of all of the liabilities of the corporation, dispose of all of the assets of the corporation exclusively for the purposes of the corporation in such manner, or to such organization(s) established and operated exclusively for charitable, educational, religious, or scientific purposes as shall at the time qualify as an exempt organization or organizations under section 501 (c) (3) of the Internal Revenue Code of 1954 (or the corresponding provision of any future United States Internal Revenue law), as the Board of Directors shall determine. Any such assets not so disposed of shall be disposed of by the Court of Common Pleas of the county in which the principal offices of the corporation is then located, exclusively for such purposes or to such organization(s), as said Court shall determine, which are established and operated exclusively for such purposes. 5. Before any real estate or personal property can be sold or any new real estate can be bought, it will take the majority of the church members in good standing plus two-thirds (2/3) of the Directors in good standing to agree. 5

The Church of the Bible Ministries, Inc. affirms that the Church of the Bible, and any other local assembly so administered, shall recognize and adopt the scriptural method of Tithes and Offerings as the principal source of revenue. A monthly report shall be made available to all church members of all income and expenses. The church treasurer and/or assistant treasurer will be responsible for the receipt and depositing of all monies and shall prepare the monthly Income and Expense report. 7. Meetings held by the local church will occur either as worship services or business meetings. Worship Services will be open for all people and will be held on the Lord s Day. Mid-week worship services will be held on a day suitable to the local church. Special worship services will be held at a date and time suitable to the purposes of the service. Prayer, praise, preaching, instruction, and evangelism shall be the primary purpose of any worship service. Any worship service shall be conducted under the direction of the Pastor, or such other persons as selected by the Pastor or the Board of Directors. The Lord s Supper shall be celebrated at appointed times in accordance with scriptural doctrine and shall be recognized as a church ordinance to be observed. Business Meetings for the local church are to be held as the need arises. It is the position of the corporation that the Board of Directors should fulfill its responsibilities to discharge all administrative and/or management issues. By doing so, the Board releases the local church to focus on the spiritual edification and growth of its members, individually and collectively. Should a business meeting for the local church be required, no such meeting shall be held without the Pastor in attendance and functioning as moderator. If the Pastor so chooses, another individual may be designated as moderator for a specific meeting or portion of a meeting. Should the Pastor s position be vacant, the Pastor s Board will designate a moderator. 8. The Board of Directors, a.k.a. the Pastor s Board, shall coordinate and manage all activities of the local church. If the Board determines that a matter should be brought before the local church, a special business meeting of the local church will be arranged for this purpose. The Pastor s Board shall be composed of the Pastor, the Directors of Church of the Bible Ministries, Inc. and others as selected by the Board. Anyone serving on the Board, in any capacity, must be a member in good standing of the local church. The Board shall meet at least once quarterly, or as deemed necessary by the Board President. 9. The Church of the Bible Ministries, Inc., resolved to follow scriptural guidance, believes that the local church should have individuals placed in Offices of the Church that meet scriptural requirements. 6

7 Pastor The Pastor shall be the spiritual leader of the church. The church shall support the Pastor with their prayers and finances in such manner as to allow him the greatest time possible for the evangelism and the preaching of the Gospel. It shall be the duty of the Pastor to preach to the church, to administer or cause to be administered the ordinances of the Gospel, to act as moderator at meetings of the local church body, as well as the Pastor s Board and to perform the various other duties incumbent on the office of Pastor. The Pastor shall be elected by the church and shall continue as Pastor until his service is terminated by death, resignation, or by the church. Dismissal of the Pastor is a most serious matter deserving much prayer and careful deliberation. Accordingly, dismissal can only occur after a 2/3 vote of church members in good standing and a 2/3 vote of the Church of the Bible Ministries Board of Directors. Any Assistant or Associate Pastor or teacher shall, under the supervision of the Pastor, assist the Pastor and perform such duties as the Pastor may assign. Scriptural qualifications for the Pastor are found in I Timothy 3: 1-7. Deacons In accordance with the meaning of the work and the practice in the New Testament, deacons are to be servants of the church. Their task is to serve with the Pastor in aiding the pastoral ministries tasks of: leading the church in the achievement of its mission proclaiming the Gospel to believers and especially the unbeliever caring for the local church assembly, both collectively and individually, and others in the local community Deacons shall help administer, when needed, the following special observances of the church: Baptism Lord s Supper Benevolent causes The Board of Directors upon careful examination of the candidate s qualifications and standing in the local church assembly appoints deacons to their office of service. The term of office of a Deacon shall terminate upon death, resignation, or dismissal from such office by the Pastor s Board. Qualifications for a Deacon are set forth in Acts 6:3 and I Timothy 3:

8 Secretary The church secretary, appointed by the Board of Directors, shall keep an accurate record of church correspondence and the proceedings of each business meeting of the church and the Board of Directors. Treasurer The treasurer, or assistant treasurer, appointed by the Board of Directors, is authorized to perform all financial transactions on behalf of the church and at the direction of the Pastor or President of the Board. Teachers Teachers, next to the Pastor, are perhaps the most vital position in a local church. Teachers have the opportunity to teach unto the edification of the church. Accordingly, teachers are to endeavor to study and show themselves approved of God and to relate their spiritual wisdom and knowledge to their students and to be faithful to their class and their church. Board of Directors The number of Directors to serve on the Board for the Church of the Bible Ministries, Inc. shall be at least three (3) and increased according to need. Directors shall be appointed by a simple majority of the Pastor s Board and shall have direct jurisdiction over all church property and physical assets. Any decisions of the Board regarding church property must be brought before the church members. The Directors shall report to the church regarding other matters when the Board concludes that such a report is appropriate and not an infringement upon the church members time. 10. All appointees to church offices or positions of responsibility shall be approved by the Pastor s Board. Any teacher or officer may be dismissed from their office or position when, in the judgment of the Pastors Board, that the best interest of the church and the individual would be served by such a dismissal. Dismissal requires a simple majority vote of the Board of Directors. 11. It is the policy of Church of the Bible Ministries, Inc. that the local church assembly will not require individuals in that assembly to announce, either publicly or otherwise, that they are an official member of the church. Membership is more than having a name in a book, or carrying a card in the purse or wallet. Truly membership is best demonstrated by the faithful attendance and support of the church. It is important to affirm that all who attend are welcome and considered a part of the local body. Periodically as needed, a business meeting of the church will be held to discuss (and perhaps vote on) major issues such as property transactions, election of a Pastor, etc. To be eligible to participate in these meetings a person must be a member in good standing with the church. NOTE: to meet this requirement a person must attend at least three (3) services per month, excluding sickness or extended vacations. 8

9 12. These By-Laws of the Church of the Bible Ministries, Inc. may be amended by a twothirds (2/3) majority of the Pastor s Board. 9

10 DECLARATION OF PRINCIPLES OF FAITH This local church body declares that the following articles of faith do represent the spiritual principles that are the foundation of our faith. * Divine Inspiration of Scriptures We believe that the Holy Bible was written by men divinely inspired by God, and is a perfect treasure of heavenly instruction. We believe that the Holy Bible is without error and reveals the guiding principles for the true believer. We believe that the scriptures clearly declare the plan of salvation and the standards by which God will judge us. We believe that the Holy Bible, God s Divinely inspired Word to us, is the supreme standard by which all human conduct, creeds, and opinions should be tried. REF: 2 Timothy 3:16-17, Hebrews 1:1-2, Acts 3:21, 1 Peter 1:21, Luke 1:70, Isaiah 8:20 * Divine Trinity of the Godhead We believe that there is one, and only one, living and true God, who is an infinite, intelligent Spirit, whose name is Jehovah, the Maker and Supreme Ruler of heaven and earth. We believe that God is inexpressibly glorious in holiness, and worthy of all possible honor, confidence, and love. We Believe that in the unity of the Godhead there are three persons; God the Father, God the Son, and God the Holy Spirit, and that all three are equal in every divine perfection and the each perform distinct but harmonious responsibilities in the great work of redemption. REF: Matthew 28:19, Ephesians 4:6, Isaiah 9:6, John 3:16, Hebrews 9:14, 1 Corinthians 8:6, John 1:1, 3:14, 2 Timothy 3:16. * Fallen State of Man We believe that man was created in holiness, under the Law of his Maker, but by voluntary transgression fell from that holy and happy state. As a consequence, all mankind has been, are now, and will be born as sinners, not by God s will but because of the free-will choice of man. As sinners, we are utterly void of that holiness required by the Law of God, positively inclined to evil, and therefore under just condemnation to eternal ruin, without defense of excuse. REF: Psalms 51:5, Ephesians 2:3, Romans 3:10, 3:12, 3:23. * Plan of Salvation We believe that the salvation of sinners is possible only by the glorious grace of God and through the mediatorial offices of the Son of God, our Lord and Saviour Jesus Christ, who by the appointment of the Father, freely took upon himself the physical nature of man, yet was without sin. We believe that Jesus Christ honored the divine Law by his personal obedience and by his death made a full atonement for our sins. We believe that having risen from the dead, he is now 10

11 enthroned in heaven at the right hand of the Father, and has all authority to make intercession with the Father on our behalf. REF: Hebrews 5:9, 7:25, 9:12-15, 10:10, 16-22, Titus 3:5, Acts 4:12, Romans 5:9-10, 8:34, John 1:4, 1 Corinthians 6:11, Galatians 3:13. * Justification We believe that the great gospel blessing, which Christ secures, to those who believe in Him, is justification, which includes the pardon of sin, and the promise of eternal life. We believe that justification is not bestowed in consideration of any works of righteousness, which we have done, but solely through faith in the Redeemer s blood. By this faith is his perfect righteousness imputed to us by God, which brings us into a state of most blessed peace and favor with God and secures every other blessing needful for time and eternity. REF: Acts 13:39, Romans 3:20, 3:24, 3:28, 4:2, 5:1, 5:9, 1 Corinthians 6:11, Galatians 2:16, 3:11, 3:24. * Free Gift of Salvation We believe that the blessings of salvation are made free to all by the gospel, that it is the immediate duty of all to accept those blessings by a cordial, penitent and obedient faith. We believe that nothing prevents the salvation of the greatest sinner on earth, but his own inherent depravity and voluntary rejection of the gospel. Such rejection involves the sinner in an aggravated condemnation. REF: John 1:12, 3:16, 3:18, 3:36, 5:24, 6:40, Romans 10:8-15. * Grace in Regeneration We believe that in order to be saved from the just condemnation as a sinner, we must be regenerated, or born again. We believe that such regeneration consists in giving a holy disposition to the mind; that it is affected in a manner above our comprehension by the power of the Holy Spirit, in connection with divine truth, so as to secure our voluntary obedience to the gospel. We believe that the proper evidence of regeneration is in the holy fruits of repentance, faith, and newness of life. REF: John 1:13, 3:3, 3:7, 2 Corinthians 5:17, Galatians 6:15, Titus 3:5, James 1:18, 1 Peter 1:23, 1 John 3:9. * Repentance and Faith We believe that repentance and faith are sacred duties of the believer, and being deeply convinced of our guilt, danger, and helplessness, and of the way of salvation by Christ, we turn to God with genuine contrition, confession and supplication for mercy. 12 * God s Purpose of Grace We believe that election (grace) is the eternal purpose of God, according to which He graciously regenerates, sanctifies, and saves sinners; that being perfectly consistent with the free agency of man it comprehends all the means in connection with the end; that it is a most glorious display of God s sovereign goodness, being infinitely free, wise, holy, and unchangeable; that it utterly excludes boasting, and promotes humility, love, prayer, praise, trust in God, and active imitation of His free mercy; that it encourages the use of means in the highest degree; that it may be ascertained by its effects in all who truly believe the gospel; that it is the foundation of Christian assurance; and that to ascertain it with regard to ourselves demands and deserves the utmost diligence. REF: John 1:16-17, Acts 15:11, 18:27, Romans 1:5, 3:24, 5:15, 6:14-15, 11:5, Ephesians 2:8, 2 Timothy 1:9, Titus 3:7, 1 Peter 3:7, 2 Peter 3:18 * Sanctification We believe that sanctification is the process by which, according to the will of God, we are made partakers of his holiness; that it is a progressive work; that it is begun in regeneration; and that it is carried on in the hearts of believers by the presence and power of the Holy Spirit, the Healer and Comforter, in the continual use of the appointed means: the Word of God, self-examination, self-denial, watchfulness, and prayer. REF: John 17:17, 17:19, 1 Corinthians 1:30, 1 Peter 1:2, 1 Thessalonians 4:3-4 * Perseverance of the Saints We believe the only real believers are those who persevere unto the end of this life: that their persevering attachment to Christ is the grand mark, which distinguishes them from superficial professors of faith. We believe that a special providence watches over their welfare and that they are kept by the power of God through faith unto salvation. REF: John 3:15-16, 3:18, 5:24, 6:35-40, 6:58, 10:27-29, 11:25-26, 20:31, Romans 6:23, Ephesians 2:1-9, Hebrews 5:9, 9:12, 1 Peter 1:3-5 * Harmony of the Law and the Gospel We believe that the Law of God is the eternal and unchangeable rule of his moral government; that it is holy, just, and good; and that the inability which the Scriptures ascribe to fallen men to fulfill its precepts, arises entirely from their love of sin. We believe the Scriptures reveals the process to deliver man from sin and restore him, through Christ, to a right relationship with God and that this is the one great end of the gospel and of the means of grace connected with the establishment of the visible church. 13 * The Gospel Church We believe that a local visible church is a congregation of believers, associated by covenant in the faith and fellowship of the gospel observing the ordinances of Christ, governed by His Laws; and exercising the gifts, rights, and privileges invested in them by His word; that its only scriptural officers are pastors and deacons, whose qualifications, claims, and duties are defined in the Epistles to Timothy and Titus. REF: Acts 2:41-47, 6:2-3, 12:5, 12:12, 13:1-3, Romans 12:5, 1 Corinthians 12:28, Ephesians 4:11, 1 Timothy 3:1-15, Titus 1:5-9 * Baptism and the Lord s Supper We believe that Christian baptism is the immersion of a believer in water, into the name of the Father, Son, and Holy Ghost; to demonstrate in a solemn and beautiful emblem, our faith in the crucified, buried, and risen Saviour, with its effect, in our death to sin and resurrection to a new life. We believe in the Lord s Supper (also known as communion), which the church by sacred use of bread and wine, are to commemorate together the dying love of Christ; proceeded always by solemn self-examination. REF: Matthew 28:19, 26:26-30, Mark 14:22-26, Luke 22:17-20, 1 Corinthians 11:23-28 * The Christian Sabbath We believe that the first day of the week is the Lord s Day and is to be sacred to worship and devout observance of all the means of grace, both private and public; and preparation for that rest that remaineth for the people of God. REF: Matthew 28:1, Mark 16:1-2, Luke 24:1, John 20:1, Acts 20:7, 1 Corinthians 16:1-2, Revelations 1:10 * The Righteous and the Wicked We believe that there is a radical and essential difference between the righteous and the wicked; that such only as through faith are justified in the name of the Lord Jesus Christ, and sanctified by the Spirit of our God, are truly righteous in His esteem; while all such as continue in impenitence and unbelief are in His sight wicked, and under the curse; and this distinction holds among men both in and after death. REF: Romans 3:3, 3:21-26, 4:3, 4:11, 4:20, 10:3, 11:20, 11:23, 11:30, 11:32, 1 Corinthians 6:9-11, Hebrews 3:13, 4:6, 4:11, Revelations 20:11-15 * The Word to Come We believe in two distinct and separate resurrections and judgments. In the first resurrection, Christ will descend from heaven and the believers shall meet Him in the air and He shall claim His Church out of the world. The saved believers only will appear before the judgment seat of Christ and give an account of their stewardship as a Christian. So shall we ever be with the Lord. 13

14 Then another resurrection will take place. This will be the resurrection of the wicked. After this second resurrection, the lost and only the lost will stand before the great judgment throne of God and be judged according to their works and cast into the Lake of Fire for eternity.
