1 MISSION GRANT PROPOSAL RESOLUTIONS 1. Tuition Assistance for Students Seeking a Lutheran High School Education $60, WHEREAS, the Lutheran high schools of the Minnesota South District seek to provide a Christ Centered education to all families of the District; and WHEREAS, these Lutheran high schools support and encourage students to enter church work and mission education fields (i.e. teaching ministries, pastoral ministries, music ministries, youth ministries, etc.); and WHEREAS, these Lutheran high schools encourage students to promote Christian education at home in their communities, and in their respective congregations; and WHEREAS, numerous unbelieving students in our schools have come to faith in Jesus Christ in the past two years as a result of the Gospel being shared with them; and WHEREAS, in recent years the Minnesota South District has had to reduce aid to families who might send a student to a Lutheran High School; and WHEREAS, the cost of tuition during the last two years has risen an average of 2% in the District s four Lutheran high schools; and WHEREAS, the per-pupil cost of education continues to increase, making it increasingly important that financial assistance be offered through a Student Aid Program so that no student be denied the opportunity for Christian secondary education due to financial limitations; and WHEREAS, economic uncertainty has made the need for additional need-based financial assistance more necessary than ever; and THEREFORE BE IT RESOLVED, that the Minnesota South District of the Lutheran Women s Missionary League approve a grant of $60, to sponsor scholarships for needy, deserving students at the four Lutheran High Schools of the Minnesota South District. The grant would be apportioned on an equal bases $15,000 per school. 2. TRINITY / HOPE $5, WHEREAS, Christ instructed us in Matthew 28:19 to go and make disciples of all nations and commends those who have fed the least of these brothers of mine in Matthew 25:31 and following; and WHEREAS, the Lutheran Women s Missionary League s goal is to share their faith in Jesus Christ, their loving Savior, with people of the communities and the world; and WHEREAS, Trinity/HOPE has demonstrated that providing a noon meal for the hungry children in our Lutheran schools in Haiti is a powerful witness used by the Holy Spirit to discredit the Vodou teaching that God in unapproachable and non-responsive to Haitians; and 21

2 WHEREAS, children in our Lutheran schools in Haiti are coming to faith in response to the Word and its witness faster than any other population segment and often later are instruments in bringing their whole families to the knowledge of Christ; and WHEREAS, Trinity/HOPE has demonstrated both its ability to successfully run these feeding programs to their current level of over 20,600 meals for children and their teachers each school day in 104 schools; and WHEREAS, Trinity/HOPE has consistently demonstrated over the past 16 years its ability to expand its donor base annually to continue 100% of all programs started; and THEREFORE BE IT RESOLVED, that the Minnesota South District of the Lutheran Women s Missionary League assembled in convention at Mankato, MN on June 24-26, 2016 grant the sum of $5,000 to partner with Trinity/HOPE, the local Lutheran Church and the people of Haiti to feed and Feed the children daily. 3. CAMP OMEGA ROOTED * CELEBRATING * GROWING CAPITAL CAMPAIGN $20, WHEREAS, Camp Omega has a rich history of passing on the Christian faith to the children and young people in the churches and communities around our District; and WHEREAS, this ministry also raises up leaders, providing a ministry and sustains people throughout their lives; and WHEREAS, it is time now that Camp Omega begins to build-on and enhance these same faith-saving experiences to families and adults; and WHEREAS, current facilities, bunk beds and communal bathrooms, do not appeal or accommodate several adult groups and families with young children; and WHEREAS, the congregations of the Minnesota South District need comfortable and welcoming facilities for spiritual renewal retreats, marriage retreats, leadership retreats, and other ministry planning events; and WHEREAS, the new proposed Adult/Family Retreat Center will transform the ministry at Camp Omega to reach all generations; and WHEREAS, the new proposed Adult/Family Retreat Center will provide Camp Omega more relevant facilities to attract outside groups giving opportunity for the sharing of Jesus; and WHEREAS, the new proposed Adult/Family Retreat Center will touch the lives of thousands of people for generations to come with the life-giving Spirit of Jesus, therefore be it; and THEREFORE BE IT RESOLVED, that the Lutheran Women s Missionary League, Minnesota South, after prayerful consideration in convention hereby grant the sum of $20,000 to Camp Omega for the purpose of building the proposed Adult/Family Retreat Center to be dispersed according to determined 22

3 needs, so that the valuable ministry will be enhanced with new facilities all for the sake of the mission of Jesus Christ. 4. LUTHERAN THEOLOGICAL SEMINARY IN TSHWANE, SOUTH AFRICA $15, WHEREAS, there is a great need on the continent of Africa to continue to train and prepare Lutheran pastors, and deaconesses in confessional theology for service in a number of churches across that continent; and WHEREAS, the most vital need in the Church of Africa today is to hear the Gospel of Jesus Christ preached and taught faithfully as Christ commanded; and WHEREAS, there is a great urgency that pastors are well trained and equipped to address the diverse contextual issues in a confessional, responsible, and effective fashion; and WHEREAS, theological training is expensive. The average cost per student including tuition, books, travel, and other fees, is around, $11,650 per student per year; and WHEREAS, students often come with families, whose children are enrolled in the local school and/or the newly developed seminary kindergarten; and WHEREAS, the seminary is trying to assist these families by strengthening and expanding the kindergarten school to help assist the seminarian and family to care and educate these children; and THEREFORE BE IT RESOLVED, which the LWML Minnesota South District in convention provide $15,000 for the Lutheran Theological Seminary in Tshwane (Pretoria), South Africa, for the purpose of student assistance to be used for student tuition and /or other educational expenses. 5. CONCORDIA SEMINARY, ST. LOUIS FOOD BANK $5,000 WHEREAS, seminarians struggle to afford the cost of providing healthy food for their children, spouses and themselves because they are stretched to the max with other expenses like housing, health insurance, tuition, books and, in many cases, college loans; and WHEREAS, the Concordia Seminary, St. Louis Food Bank makes seminary preparation more affordable by providing healthy food and personal care items at no cost to seminarians and their families; and WHEREAS, the Food Bank s ministry is a critically important blessing that helps seminarians and their families month after month as they answer God s call to prepare for the Holy Ministry and to one day serve congregations like your own; and WHEREAS, the Food Bank depends on the generous financial support of caring Christians to make possible its ministry to future pastors, missionaries, deaconesses, and their families; and THEREFORE BE IT RESOLVED, that the Minnesota South District LWML in convention, knowing that...the harvest is plentiful but the laborers are few, (Mt. 9:37) will literally put food on the table of future servants of Christ and their families with a mission project gift of $5,000 to the Concordia Seminary, St. Louis Food Bank. 23

FAMILY SHIELD RADIO EXPANSION IN MN SOUTH $10, WHEREAS, the United States is now the third largest mission field in the world; the family was created by God to be the primary place for spiritual nurture, and the need to reach those who do not know Christ and equip Lutherans to go first into their home is more important today than ever before, and WHEREAS, Family Shield Ministries (Eph. 6:16) mission is to educate and equip people to know Christ, grow in His Word and to strengthen individuals and their families, share the law and gospel, and strengthen today s families for Christ (Romans 1:16, Eph. 2:8,9, and John 6:16); and WHEREAS, the weekly Family Shield radio program is currently heard on 52 stations in 27 states, and allows us to reach 800,000 people each week; and WHEREAS, Family Shield Ministries, a Recognized Service Organization of the LCMS, proclaims the law and Gospel by meeting needs in a relevant way through radio programs on family life, spiritual growth, and learning to witness (Romans 1:16, Eph. 2:8,9, John 3:16), promotes LCMS ministries and services; and WHEREAS, Family Shield Ministries has a 22-year history that documents its effective family ministry, education and evangelism work that reaches and equips individuals and families; and WHEREAS, Family Shield will expand its radio program, if this grant is approved, to KKMS AM 980, a Salem radio station in the Twin Cities; and SO THEREFORE BE IT RESOLVED, that the MN South District of the Lutheran Women s Missionary League in convention adopt a mission grant of $10,000 for the biennium to allow us to pay for radio airtime for the South MN (Twin Cities) station for two years. 7. FINANCIAL ASSISTANCE FOR CONCORDIA THEOLOGICAL SEMINARY FOOD CO-OP, FORT WAYNE, IN $10, WHEREAS, Christ in His Holy Word commands us to go and teach all nations about Him and what He has done for us (Matthew 28:19); and WHEREAS, individuals from around this country and the world come to Concordia Theological Seminary to prepare to serve God s people here in the United States as well as in mission work around the world; and WHEREAS, when these students make the decision to leave their jobs and come to the seminary with their families, they no longer have the same financial flow of funds that they had before, but continue to have the same financial needs; and WHEREAS, spouses in many student families do find employment in Fort Wayne, but most are marginalized because the employers know that they will only be here for a short time, throwing families into difficult financial positions; and WHEREAS, the seminary seeks to reduce this financial burden by providing students access to a Food Co-op, which currently supplies between 80% and 90% of all families food and household needs each 24

5 month at no cost to the student, relying upon donations from individuals, congregations, and organizations; THEREFORE BE IT RESOLVED, that the Minnesota South District of the Lutheran Women s Missionary League assembled in Convention in Mankato, Minnesota in June 2016 grant the sum of $10,000 for the purchase of perishable items for the Food and Clothing Coop of Concordia Theological Seminary, Fort Wayne, Indiana for the biennium. 8. SHARING JESUS LOVE AND CARE IN THE DOMINICAN REPUBLIC WITH GOD S CHILDREN WHO HAVE INTELLECTUAL AND DEVELOPMENTAL DISABLITIES $8, WHEREAS, people with intellectual and developmental disabilities in God s Word tells us in 1 Corinthians 12:24b-25: But God combined the members of the body and has given greater honor to the parts of the body and lacked it, so that there should be no division in the body, but that its parts should have equal concern for each other ; and WHEREAS, the Dominican Republic generally live very marginalized from the rest of society and the government provides no services to educate or help these people of their families, so they sink further into poverty; and WHEREAS, God continues to bless the LCMS Dominican mission team and the Dominican Lutheran Church in their outreach and ministry with people who have intellectual and development disabilities in several communities, including opening the first group home for six children with developmental disabilities in January, 2011; and WHEREAS, the children are thriving in the care and love of Jesus they receive each day and are a witness in their community; and WHEREAS, there is a need for funds to operate the group home each year, Bethesda Auxiliary is committed to a donation of $30,000 to this project in and invites members of the Minnesota South District LWML to be part of this ministry; and THEREFORE BE IT RESOLVED, that the Minnesota South District of the Lutheran Women s Missionary League assembled in convention in Mankato, MN, June 24-26, 2016, adopt to fund for $8,000 the mission grant: Sharing Jesus Love and Care in the Dominican Republic with God s Children Who Have Intellectual and Developmental Disabilities for the biennium, to Bethesda Auxiliary to help support the group home for six orphan children with intellectual and developmental disabilities, in the Dominican Republic. 9. LUTHERAN SPECIAL EDUCATION MINISTRIES BUILDING BRIGHTER FUTURES $7, WHEREAS, these sacred mandates were given by Christ, Let the children come to me, and do not hinder them; for to such belongs the kingdom of heaven (Matthew 19:14); and 25

6 WEHREAS, children with learning disabilities attending Lutheran schools in Minnesota are not guaranteed a free and appropriate education under the Individuals with Disabilities Education Act (IDEA) and receive little to no special education services from the public schools; and WHEREAS, Lutheran Special Education Ministries, who for over 140 years has been helping children with learning needs to receive a Christian education, provides programs and services to build brighter futures for children with learning needs and their families through partnerships with Lutheran schools and congregations in Minnesota; and WHEREAS, Minnesota South District, Concordia University-St. Paul and Lutheran Special Education Ministries have renewed their commitment to work together in a Consortium to provide special education services; and THEREFORE BE IT RESOLVED, that the Minnesota South District Lutheran Missionary League, assembled in convention in June, 2016 adopt a mission project for the biennium, with a grant of $7,500 to Lutheran Special Education Ministries to increase consultation and instructional resource services to Minnesota South District Lutheran school and churches so that children with learning needs will not be hindered and come to Jesus. 10. MISSION CENTRAL CURRENT MISSIONARY NEED THE TIME IS NOW! $10, WHEREAS, since we have the ability to act NOW on verse 10 of Galatians Chapter 6: Therefore, as we have the opportunity, let us do good to all people, especially to those who belong to the family of believers ; in this case those of our family are missionaries who often have their families with them; and WHEREAS, Jesus has called our LCMS missionaries to go into all the world to proclaim Him and they are required to provide the necessary resources to serve; and WHEREAS, these needs and resources can change over time, such as between now at the time this request is written and up to possibly late 2018 when funds are available it is prudent to be ready to act when the time is right; and WHEREAS, it is the desire of the LWML and of Mission Central to serve missionaries who desire in turn to serve Him who sent them and to achieve this goal as soon as possible; and WHEREAS, the staff at Mission Central are daily involved with the very most current LCMS missionary needs and updates and will put the Minnesota South mites to the best and most urgent need; and THEREFORE BE IT RESOLVED, that the Lutheran Women in Mission of the Minnesota South District LWML, assembled in convention in 2016 grant the sum of $10,000 for the biennium and in so doing answer the prayers and needs of the missionary or missionaries it will most benefit as the time it is available. 11. COMPASS INTERNATIONAL FAMILY CENTER OUTREACH MINISTRY $5, WHEREAS, Christ compels us to share the Gospel and love our neighbor despite differences, languages, age, or political ideology; and 26

7 WHEREAS, part-time church workers are necessary to carry out this commission in a ministry and educational setting; and WHEREAS, the supplies and salaries to achieve this goal are needed; and WHEREAS, the NWILHMS Board is aware of this need, but is unable to fully finance the cost; and THEREFORE BE IT RESOLVED, that the Minnesota South District of the Lutheran Women s Missionary League assembled in convention in Mankato, Minnesota on June grant the sum of $5,000 to the Compass International Family Center to enable this Education-based Outreach Ministry to continue providing this necessary service. 12. CATECHISMS FOR SUDAN AND MINNESOTA S SUDANESE IMMIGRANTS $8, WHEREAS, our Lord Jesus Christ has commanded us to make disciples of all nations through the Word (teaching them all that I have commanded you ) and Sacraments (baptizing in the name of the Father Son, and Holy Spirit ); and WHEREAS more than 115,000 Sudanese and South Sudanese refugees are living in the United States and Canada and are in need of hearing the Gospel of our Lord Jesus Christ in their heart language, including the Nuer, Dinka, Zande, Acholi, Bari, and Moru; and WHEREAS, Luther s Small Catechism has been the primary tool for teaching the faith in the Lutheran Church for almost 500 years and has demonstrated its effective use in Sudan and with Sudanese immigrants for evangelism, instruction in the faith and church planting; and WHEREAS, more than 2,000 Sudanese immigrant have settled in Minnesota and a least 5 Minnesota South LCMS congregations have established Sudanese outreach ministries; and WHEREAS, LCMS pastors and evangelism teams are requesting books to assist Sudanese immigrants study the Word of God, particularly through Luther s Small Catechism, in a language they can easily read and understand; and THEREFORE BE IT RESOLVED, that the Minnesota South District LWML assembled in its 2016 Convention, adopt as a mission grant for the biennium the allocation of $8,000 for providing over 1,000 Catechisms for Sudan and Minnesota s Sudanese Immigrants. 13. PASTORAL TRAINING FOR ALASKA NATIVE $12, WHEREAS, in Psalm 18:16-19, David writes, But me he caught-reached all the way from sky to sea; he pulled me out of that ocean of hate, that enemy chaos, the void in which I was drowning. They hit me when I was down, but God stuck by me. He stood me up on a wide-open field; I stood there saved-- surprised to be loved! (The Message); and WHEREAS, suicide, directly linked to domestic violence and sexual abuse is six times higher for Alaskan Natives than any other people group. Alaska has the highest homicide rate for female victims of domestic violence with 75% of Alaskan Native and American Indian women having been physically assaulted; and 27

8 WHEREAS, Rick McCafferty, an Inupiaq Eskimo born and raised in Kotzebue, knows personally the wounds of the heart that affect his fellow Alaskan Natives, including domestic violence, sexual abuse, and suicide. He understands that drowning feeling the Psalmist talks about and has come to know the hope and healing found in our Savior, Jesus Christ; and WHEREAS, during his 20 year career with the Department of Corrections, Rick witnessed three generations of men and women unable to break the cycle of trauma in which they were raised and now perpetrators of the offenses; and WHEREAS, Rick, who began his seminary training through the Ethnic Immigrant Institute of Theology (EIIT) program at Concordia Seminary in St. Louis, and is being mentored by his pastor at Anchorage Lutheran Church and Rev. David Sternbeck, (Nu-chah-nulth) Missionary-at-Large serving with Lutheran Indian Ministries in Alaska, desires to bring the message of hope and healing of Christ to his own people; and THEREFORE BE IT RESOLVED, that the Minnesota South District LWML, assembled in convention at Mankato, Minnesota, on June 24-26, grant the sum of $12,000 to enable Alaskan Native, Rick McCafferty, to continue his pastoral training by providing tuition assistance, educational resources and travel expenses for ministry to villages of Alaskan Native. 14. LOVE WORKS AT LUTHERAN BRAILLE WORKERS WORK CENTERS $10,000.00_ WHEREAS, Lutheran Braille Workers mission is to passionately share the message of salvation through faith in Jesus Christ to blind or visually impaired individuals throughout the world; and WHEREAS, 95% of people who are blind and severely visually impaired are unchurched; and WHEREAS, Lutheran Braille Workers has one hundred and twenty-four Work Centers throughout the United States, aided by LWML member volunteers, who produce Braille and Large Print materials sharing the Good News of Jesus with the visually impaired; and WHEREAS, donations to these Work Centers limit activities and production; and THEREFORE BE IT RESOLVED, the Lutheran Women s Missionary League of the Minnesota South District in convention, adopt as a Mission Grant, the allocation of $10,000 to be used in the biennium for the production of God s Word in Braille and Large Print provided free to visually impaired people throughout the world. 15. MINNESOTA SOUTH DISTRICT STUDENT AID SCHOLARSHIPS $40, WHEREAS, the Minnesota South District offers scholarships to qualifying students that are members of district churches looking to study for professional church work in the Concordia University System (CUS); and WHEREAS, tuition costs continue to rise at CUS institutions; and 28

9 WHEREAS, student debt totals are also rising accordingly; and WHEREAS, cost of education should not factor into a student s decision to enter into a professional church career; and WHEREAS, our Lord Jesus asks us to send workers into His mission field; and WHEREAS, the mission of the Minnesota South District is to cultivate leaders intentionally engaged in the mission of God ; and THEREFORE BE IT RESOLVED, that the Minnesota South District LWML approve a grant request of $40,000 to support scholarships for student preparing for professional church work over a two-year period beginning August MINNESOTA SOUTH DISTRICT NEW CHURCH INCUBATOR $20,0000 WHEREAS, research shows that the most effective means for reaching new believers in Jesus Christ is planting new churches; and WHEREAS, the New Church Incubator is the District s mechanism and methodology for matching the right church planter with the right church planting plan in the right church planting place and giving that newly planted congregation the greatest possible chance for becoming, in four years, a self-sustaining congregation of the District; and WHEREAS, the Minnesota South District has a goal of planting new churches every three years using the New Church Incubator model; and WHEREAS, each church planter will be funded at $50,000 per year for four years (for a total of $200,000); and WHEREAS, funding for the New Church Incubator comes from congregations, individuals, and other organizations; and WHEREAS, the Minnesota South District convention approved the New Church Incubator as the preferred method for planting new churches; THEREFORE BE IT RESOLVED, that the Minnesota South District LWML approve a grant request of $20,000 to support the New Church Incubator over a two-year period beginning August COMPUTERS FOR THE LIBERIAN BIBLE TRANSLATION AND LITERACY ORGANIZATION (LIBTRALO) $7, WHEREAS, the Great Commission of our Lord and Savior, Jesus Christ, commands us to teach out to all at home and abroad; and WHEREAS, Lutheran Bible Translators (LBT) is the only Lutheran organization whose sole purpose is to help make the Word of God accessible to those who do not yet have it in the language of their hearts; and 29

10 WHEREAS, LIBTRALO, an indigenous Bible translation and literacy organization, whose partnering organization is Lutheran Bible Translators (LBT) and is providing Bibles in mother tongue languages for partnering churches of the LCMS in Liberia; and WHEREAS, computers are needed for keyboarding translated Scripture and learning materials in 15 of Liberia s languages; and THERFORE BE IT RESOLVED, that the Minnesota South District of the Lutheran Women s Missionary League assembled in convention at Verizon Wireless Center Ballroom in Mankato, MN on June 24-26, 2016 grant the sum of $7,500 to Liberia Translation and Literacy Association (LIBRALO), partnering with Lutheran Bible Translators, enabling this organization to carry on the important work of providing God s Word in the heart languages of the Liberian people. 18. THE DWELLING PLACE - GENERAL OPERATING SUPPORT FOR OUR DOMESTIC VIOLENCE PROGRAMMING TRANSITIONAL HOUSING, PROGRAMMING AND SUPPORTIVE SERVICES $10, WHEREAS, we believe that domestic violence is statistically consistent across all racial and ethnic boundaries and that the Christian community is not exempt; and WHEREAS, we believe that Jesus Christ is the only true author of healing, and that His healing is available to all who seek Him; and WHEREAS, we believe women who have been battered need both the healing available through Jesus Christ as well as supportive services for themselves and their children; and WHEREAS, we believe that it is through Biblically-based education and discipleship that women are provided with tools to make healthy choices for their lives and the lives of their children; and WHEREAS, The Dwelling Place is Christ-centered transitional housing that brings safety, healing, wholeness, and freedom to families affected by the tragedy of abuse; and WHEREAS, we confirm that women who come to The Dwelling Place arrive greatly distressed, without hope or peace, but depart with renewed hope, peace, and direction for their lives; and WHEREAS, women who seek shelter at The Dwelling Place most often arrive with little or no funds to provide for themselves and their children; and THEREFORE BE IT RESOLVED, that the Lutheran Women s Missionary League, Minnesota South, after prayerful consideration in convention, thereby grant the sum of $10,000 to The Dwelling Place for expanded housing and ongoing programming for women and children, so that more victims of domestic violence can find healing and hope in Christ. 19. SOLDIERS OF THE CROSS $5, WHEREAS, Scripture states (1 Cor. 12:26): If one member suffers, all suffer together; if one member is honored, all rejoice together ; and 30

11 WHEREAS, church workers dedicate their time and effort to instruction in the Word, or to assisting the pastor so that his is free to teach the whole counsel of God according to the Word; and WHEREAS, together, as the Church, we seek to care for our faithful servants who are suffering; and WHEREAS, many pastors and church workers often face ongoing challenges to meet their most basic living expenses and at times have sudden transitional or emergency financial needs; and WHEREAS, The Lutheran Missouri Synod Church maintains a program called Soldiers of the Cross, which depends solely on contributions through the Synod and requests are increasing each year; and THERFORE BE IT RESOLVED, that the LWML Minnesota South District assembled in convention during the biennium grant the sum of $5,000 to LCMS Office of National Mission Soldiers of the Cross in support of church workers in need.
