4 4 JOB DESCRIPTIONS FOR 2017 and 2018 SYNOD ASSEMBLY ELECTIONS All those nominated/elected must be a current member of an ELCA Congregation within the Southwestern Washingon Synod. SYNOD SECRETARY (2018 Election) JOB DESCRIPTION: The secretary may be a layperson or a clergy and must be a voting member of a congregation of this synod. The secretary is a member of the Synod Council and an officer of the synod. The secretary shall be elected to a term of four years and may serve two consecutive terms. The secretary is responsible to record the actions of the Synod Council, Executive Committee and the Synod Assembly. The secretary shall arrange for the safe keeping of all legal documents. The secretary shall assist the Synod Office Manager to certify a list of the churchwide assembly voting members to the ELCA Secretary. Please see the full job description with constitutional requirements on the last pages of the job descriptions. The Synod council normally meets four times a year on a Saturday for a full-day. QUALIFICATIONS: This person needs a vision of the mission of the church, a record of leadership in their local congregation, and a commitment to Christ expressed in the stewardship of one s gifts. They must have the ability to record the actions of the legislative groups of the synod concerning the policies and mission of the church and synod. The Secretary will have an extensive background check. SYNOD COUNCIL (2017 and 2018 elections) Each Conference shall nominate one member to the Synod Council and may nominate an additional two At-Large positions, for three-year terms. Elections for the At-Large position shall take place at and by the Synod Assembly. The Conference Representative position shall be elected by their conference and shall be confirmed by the Synod Assembly. JOB DESCRIPTION: The Synod Council shall be the board of directors of the Synod and shall serve as its interim legislative authority between meetings of the Synod Assembly. It may make decisions which are not in conflict with actions taken by the Synod Assembly or which are not precluded by provisions of the constitution and bylaws of the ELCA. The council normally meets four times a year on a Saturday for a full day. The term is three years and is eligible to serve two consecutive full terms.

5 5 QUALIFICATIONS: Persons needs a vision of the mission of the church, a record of leadership in their local congregation, and a commitment to Christ expressed in the stewardship of one's gifts. They must be able to share openly in the decisions concerning the policies and missions of the church, and be ready to assist the Bishop of the Synod in working with the agencies, institutions, conferences, congregations and clergy in implementing the work of the church. SYNOD CONSULTATION COMMITTEE (2017 election) JOB DESCRIPTION: The Synod Consultation Committee (12 members) is a constitutionally mandated committee to advise the office of the Bishop and as requested to investigate situations that are potentially matters of formal ecclesiastical discipline. The committee meets at the request of the Bishop. Occasionally individuals are selected from the Consultation Committee to assist congregations in processing matters of conflict or community relationships within a local parish. The committee serves in an advisory capacity. The members serve a one six-year term and not eligible for a second consecutive term. QUALIFICATIONS: The gifts requested for a successful ministry on this committee include the ability to listen with discernment, to act impartially during investigations, to reflect prayerfully and to articulate helpful guidance in situations of pain and difficulty. SYNOD DISCIPLINE COMMITTEE (2017 and 2018 elections) JOB DESCRIPTION: The Discipline Committee (12 members) is a constitutionally mandated committee which acts to administer a thorough review and, as necessary, discipline process upon congregations and rostered individuals; clergy, associates in ministry, diaconal ministers and deaconesses. The Discipline Committee meets upon call of the Office of the Bishop should charges be either pending or submitted. The term is six years with no reelection. QUALIFICATIONS: The primary gifts required for this ministry are the ability to reflect critically over the unfolding of events or incidences; the discernment of ethical requirements of ministry in the name of Christ; the ability to listen and the sensitivity to sit in humble judgment upon another Christian individual or body.

6 6 SYNOD NOMINATING COMMITTEE (2017 and 2018 elections) JOB DESCRIPTION: The Synod Council Executive Committee s two at-large members, serving as the Synod Council Nominating Committee, are responsible to secure nominees for the Synod Nominating Committee. The positions are also open to floor nominations at the Synod Assembly. The Nominating Committee shall consist of ten members, one from each conference. This committee obtains the needed nominees for vacant Synod positions and prepares the list of nominees for the Synod Assembly. The term is three years. QUALIFICATIONS: Should have a record of leadership in their local congregation, and a commitment to Christ expressed in the stewardship of one s gifts. Should be willing and able to attend as many meetings as necessary to develop forms and disseminate information regarding positions open for election and process for nomination to conferences and congregations in a timely manner. PLU MEMBER REPRESENTATIVE (2017 and 2018 elections) JOB DESCRIPTION: The Member Representative, in addition to their corporate duties of one corporate annual meeting at Pacific Lutheran University per year during Convocation in September, help to further the objectives of the University where possible in their conferences or congregations by creating and developing greater interest in PLU as an institution of Christian higher education. Member Representatives assist in increasing student enrollment at PLU from congregations of the Synod, and assist congregations in providing financial support to the University. Terms shall be three years. Each conference has 2 delegates to the corporation meeting, usually one clergy and one lay person. Member Representatives are eligible to serve two consecutive 3-year terms. QUALIFICATIONS: Member Representatives need to have a deep concern for spiritual and educational values, and a concern for the well-being of the entire University. They should also have an understanding of commitment to the preservation of an independent, church-related University. Member Representatives should have a willingness and ability to speak or communicate in a positive way on behalf of the University. CHURCHWIDE ASSEMBLY VOTING MEMBERS (2018 election) JOB DESCRIPTION: The Southwestern Washington Synod is normally assigned nine (9) voting members, including the Bishop and the Synod Vice President, to attend the Churchwide Assembly, one (1) of whom should be a Young Adult (age 18-30) and one (1) should be a youth,

7 7 (under 18 years old). These positions rotate through conferences based on the prior clergy or lay male and female positions during the last five (5) churchwide assemblies. The youth position must be a confirmed voting member of a synod congregation, under 18 years old during the dates of the Churchwide Assembly in early August of Exact dates and location to be announced. According to ELCA Churchwide Constitution QUALIFICATIONS: Voting members of the Churchwide Assembly need to have a deep love and concern for the ELCA at large. The issues that come before the assembly have a deep impact on the ministry of the whole church. The voting members need time to study and digest the issues that will come before the assembly. The voting members need to take time to listen to members of the synod, the church-at-large and the Holy Spirit s guidance as they vote their conscience. Southwestern Washington Synod Council Member Full Job Description & Selected Southwestern Washington Synod Constitutional Provisions and Bylaws SOUTHWESTERN WASHINGTON SYNOD COUNCIL MEMBER GENERAL JOB DESCRIPTION Synod Council members will carry out the constitutionally defined duties and responsibilities of the Synod Council. In doing so, each Council member will: 1. Guide the work of the whole synod as directed by the Southwestern Washington Synod Assembly. 2. Be an active member of a Southwestern Washington Synod congregation. 3. Prepare for and attend all Southwestern Washington Synod Council Meetings: three Council meetings per year (either face-to-face or conference call, Saturday 10am 3pm

8 8 in varied locations in Southwestern Washington), plus one Council meeting during the annual Southwestern Washington Synod Assembly. 4. Be able to receive documents electronically and participate in online meetings. 5. Represent the synod strategic work; be prepared to help develop, speak to, and promote synod goals and priorities. 6. Attend all meetings of the Southwestern Washington Synod Assembly. 7. Participate on task forces and committees as needed to carry out the business of the council between meetings. 8. Engage in Biblical work, prayer, and other faith practices both in and outside of Council meetings. 9. Serve on one synod board, committee or task force to further the work of the synod and report work of board, committee or task force back to Synod Council. 10. Gain understanding of the current environment and skills required in the work of the Southwestern Washington Synod, including: Learning about and understanding changing culture Understanding and developing adaptive leadership skills Maintaining a positive attitude and approach to the work together Practicing good relational skills and building relationships with others Treating others with respect, even in disagreement Listening with empathy Responding in a timely manner to requests for information, ideas, and input Engaging in open, honest conversation SOUTHWESTERN WASHINGTON SYNOD CONSTITUTION EXCERPTS Below are relevant excerpts from the Southwestern Washington Synod Constitution that define the duties and responsibilities of the Southwestern Washington Synod Council and Southwestern Washington Synod Council Members. 9 9 SYNOD COUNCIL Defined in Southwestern Washington Synod Constitution, Chapter 10 +S10.02: The Synod Council shall be the board of directors of this synod and shall serve as its interim legislative authority between meetings of the Synod Assembly. It may make decisions which are not in conflict with actions taken by the Synod Assembly or which are not precluded by provisions of this constitution or the Constitution and Bylaws of the ELCA. S The functions of the Synod Council shall be to: a. Exercise trusteeship responsibilities on behalf of this synod. b. Recommend program goals and budgets to the regular meetings of the Synod Assembly. c. Carry out the resolutions of the Synod Assembly. d. Provide for an annual review of the roster of ordained ministers and of other official rosters, receive and act upon appropriate recommendations regarding those persons whose status is subject to reconsideration and action under the constitution and bylaws of the Evangelical Lutheran Church in America, and make a report to the Synod Assembly of the Synod Council s actions in this regard. e. Issue letters of call to ordained ministers and letters of call to associates in ministry, deaconesses, and diaconal ministers as authorized by Chapter 7 of the constitution and bylaws of the Evangelical Lutheran Church in America. f. Fill vacancies until the next regular meeting of the Synod Assembly, except as may otherwise be provided in the constitution or bylaws of this synod, and determine the fact of the incapacity of an officer of this synod. g. Report its actions to the regular meeting of the Synod Assembly. h. Perform such other functions as are set forth in the bylaws of this synod, or as may be delegated to it by the Synod Assembly. SYNOD COUNCIL MEMBERS +S a. Each person elected to the Synod Council shall be a voting member of a congregation of this synod. b. The term of office of members of the Synod Council with the exception of the officers and the youth member, shall be three years. S : Synod Council members shall be eligible to serve two terms. A partial term of less than 18 months shall not preclude two full terms.
