External Factors to be Considered in Curriculum Planning 11.1 Economic Situation/Development The development of the program will be in accordance with the Tenth National Economic and Social Development Plan B.E ( ) and the National Education Act B.E and the Education Reform Act B.E which identify both internal and external paced environmental and social changes, together with the rapid globalization trend leading to economic and social changes, opportunities, and risks. Educational management, applications of knowledge in Buddhism are, therefore, targeted by the Ministry of Education and the Eleventh National Economic and Social Development Plan focusing on social development in intellectual and sustainable happiness. The curriculum also responds to the key missions of Mahapanya Vidayalai in producing Mahayana religious personnel knowledgeable in Buddhism and research methodology to propagate and conserve the culture, knowledge and faith in Buddhism Social and Cultural Situation/Development To conform with current circumstance or social and cultural development, two core courses: Buddhism and World Religions, and Buddhism in the ASEAN community, and one elective course Human Resources Management and Development, are added to the curriculum. These three new courses are aimed at the students to have better understanding of cultures, background knowledge, drawbacks and strengths of all member countries of the ASEAN Community. With this knowledge the students can develop themselves in accordance with the current trends in human resources development. 12. Reasons for Curriculum Development 12.1 Curriculum Development The current country s economic development and economic coalition of the ASEAN Community prompt the university education to adapt and develop to social changes when people from different cultures will be coming to the country and this might cause social problems. Therefore the graduates in Buddhism will have more responsibilities in mental development and rehabilitation due to rapid social changes. The Standard of Higher Education Curriculum B.E (2005) and Criteria for Standard of Higher Education Curriculum have assigned the reformation of the curriculum by revising indexes for standard and quality of education in every five-year period. 4

5 12.2 Its Relevance to the Mission of the University/Institute Every dimension of social change which has impacts on the mission of Mahapanya Vidayalai in developing qualified graduates in Buddhism in Mahayana studies as good practitioners with good characteristics such as faithful practice, intellectual curiosity, spiritual and intellectual leadership, and capacity of developing one s own virtue and morality, enthusiasm to learn and sensibility, creativity, vision, adaptation to change, faith and sacrifice to extend Buddhism, morals and moral practices, public mindedness, skills in information technology and research in Buddhism, which are all qualifications contributing to their duties in propagating Buddhism. The curriculum reform is done to improve the mission of Mahapanya Vidayalai by adding more contemporary learning contents to enforce the students knowledge in order to adapt to rapid social changes. 5 Section 2 Specific Information of Curriculum 1. Philosophy, Justification and Objectives of the Curriculum 1.1 Curriculum Philosophy Mahapanya Vidayalai is an affiliate of Mahachulalongkornrajavidyalaya University which is an Ecclesiastical University founded by His Majesty King Chulalongkorn (Rama V) for the study of Tipitaka and higher subjects for monks, novices and the public. The aim of the university is to develop students good characteristics such as faithful practice, intellectual curiosity, spiritual and intellectual leadership, problem solving skills, being knowledge and adaptable to social change, and having the awareness capacity of developing one s own virtues and morality. To accomplish these goals, the curriculum of Mahayana Buddhism in Mahayana Studies B.E will provide 30 credits of general education to equip the students with general knowledge to adapt well within the globalized world and the courses in Buddhism (specific courses) to give them well-rounded understanding in Buddhism via activities, giving them insight and to help them to develop themselves according to the philosophy and objectives of the curriculum. 1.2 Justification of the Program The Bachelor of Arts Program in Mahayana Studies provides groups of specific subjects emphasizing all dimensions of Mahayana Buddhism adopted around the world such as Mahayana Buddhism in South Asia, North Asia such as in Tibet, and Bhutan, and in the Far East and South East Asia, and provides core subjects in Theravada Buddhism with emphasis in concentration (7 courses of practicum dharma). The Bachelor of Arts Program in Mahayana Studies trains and educates graduates to adopt the philosophy of the curriculum and propagate Buddhism accordingly.

6 1.3 Objectives To manage higher education in Mahayana Studies for local and international monks and novices in both Theravada and Mahayana Buddhism, using English as the medium of instruction To produce graduates with morals and virtues as spiritual and intellectual leaders To enable graduates to apply Buddhist Dharma in propagating Buddhism and to develop their lives and society. 2. 7 Section 3 Academic System, Procedure and Curriculum Structure 1. Academic System 1.1 System The dual-semester system: one academic year consists of two semesters of no less than 15 weeks each. The summer semester is non-compulsory but if there is one, the learning hours must be equivalent to those of the regular semesters, in compliance with the regulations of Mahachulalongkornrajavidyalaya University 1.2 Summer Semester Implementation Based on the considerations of the curriculum committee of Mahapanya Vidayalai 2. 9 2.8 Academic System The classroom based learning system and out of class learning in some courses 2.9 Transfer of credits and courses and cross-university registration Students from other universities, when being admitted to the Bachelor of Arts in Mahayana Studies program, can have their study credits transferred to the new program in accordance with the rules and regulations of credit transfer and study results transfer of Mahachulalongkornrajavidyalaya University B.E (2004) and the transfer of Bachelor s degree programs B.E (2008) (2 nd version). 3. Curriculum Administration The curriculum is administered by the Curriculum Committee with the Department Head acting as the curriculum president and a committee with a membership of academic staff. The faculty dean supervises, recommends and directs the policies for the curriculum committee. The committee together with the faculty administrative staff and instructors are responsible for the teaching and learning plans and continuously follow up and collect information for curriculum reform and development. Labor market and/or employers satisfaction on the graduates The Bachelor of Arts Program in Mahayana Studies provides 30 credits of general education courses such as science, humanities, social studies, and mathematics. These general education courses provide the students with basic knowledge and skills for further studies for a master s degree and for seeking jobs locally or in international organizations.. The courses in Buddhism provide the students with the knowledge and skills to disseminate and spread Buddhism to the public. 7. Key Performance Indicators Working Procedure: Meet with the requirements of the institution of higher education standard, students are knowledgeable for a master s degree program and they can graduate with a bachelor s degree in the allocated time, they can get a relevant job in the dissemination of Buddhism in their home town or in an international organization. 98 98 Mahachulalongkornrajvidyalaya University Regulation Concerning Bachelor s Degree B.E (1999) For determining the educational administration in the University, the regulation of Mahachulalongkornrajvidyalaya University Act B.E (1997), the Council of Mahachulalongkornrajvidyalaya University in the Conference No. 2/2542, continuing on 25 th February B.E (1999) has unanimously promulgated this regulation. General Provisions Item 1: This regulation is entitled Regulation of Mahachulalongkornrajvidyalaya University on Bachelor s Degree B.E.2542 (1999). Item 2: This regulation is effective after the date of announcement. Item 3: All other rules, regulations, statues, specifications, orders or announcements in conflict with what is being stipulated in this regulation shall be totally invalid. Item 4: In this regulation: Student means a person who has already been registered as a student at the Bachelor s Degree level. Item 5: The Rector shall enforce the compliance of these regulations. Item 6: The qualifications of the applicants to a Bachelor s Degree are : 6.1 The qualifications for monk and novice students An applicant must have passed the Pali Grade 5 or higher than this level An applicant must have passed the Pali Grade 3 and completed upper secondary school education or other certificates recognized by the University or, Have finished upper secondary school education from the Phrapariyattidhamma School or, Have finished upper education or received other certificates recognized by the University. In such a case, the student who is admitted to the University is to study the Pali or the University assigns at the minimum of 24 credits or,

99 6.1.5 Being an ecclesiastical monk or a teacher of the Phrapariyatti-dhamma School who has finished upper secondary school education or equivalent standard and has passed the third Dhamma Studies level and has been appointed for a period of not less than 3 years The student whom the University approves in a special case to receive a degree in the criteria determined by Academic Council of the University The student who has good health, without serious illness or any obstacles in studying The student who has never been expelled or dismissed from any educational institutions, because of misbehavior and misconduct. 6.2 The qualification for the lay student shall be according to the University regulation. Item 7: The committee of the university is responsible for accepting new students for admission for Bachelor s Degree in each academic year. Item 8: The University may approve the Bachelor s Degree student in one major, or the student from another University to be registered as a student in another major by the decision of the committee of the Faculty, or the committee of the University. The committee of the Faculty of college has the authority to evaluate the credits earned by the student or sets the condition and credits to be studied, the total cumulative credits to be studied must be at the minimum of 60 with remaining minimum of 3 usual semesters. Item 9: University will annually announce the working date in the regulation. Section I The Arrangement and the Method of Education Item 10: The education system of the University is a Semester Credit System dividing the time for study into two semesters in each academic year The first semester consists of 16 weeks The second semester consists of 16 weeks. The summer session following the second semester consists of 6 weeks by adding credit hours to be equal to the usual session. The summer session is not compulsory. Item 11: The minimum length for general studying of Bachelor s Degree is of 8 semesters and the students have to do some works according to the regulations of the University for 2 99

100 semesters. With the exception in Item/No. 8 for the student who studies a continuous curriculum, the length of study is required to be according to the University s regulation. Item 12: The students shall study the subjects in the University s curriculum of Bachelor s Degree. Item 13: Credits is the credits earned in each subject. Item 14: The determination of the value of credit in each subject is as the following: The subject of which the student attends the lecture for 1 hour in each week throughout semester is equal to 1 credit The subject that student practices in discussion or on a seminar 2-3 hours each week including 3 extra hours in each week throughout a semester is equal to 1 credit. Item 15: Each Faculty or College shall set up the curriculum and credits including the core subjects in Buddhism and the basic subject fixed by the university in each curriculum. Item 16: Choosing or changing major subject is the duty and responsibility of the Faculty of the University. Item 17: Each Faculty of College shall inform the subjects to be taught in each semester to the Registration and Evaluation Office before registration date. After the registration date, if the Faculty of College necessarily wants to open the another subject or cancel any subject, the approval must be done by the committee of the Faculty and the decision will be reported to the Registration and Evaluation Office within 15 days after the opening of the academic semester. Item 18: The University shall set the regulation for the student to transfer to another Faculty within the University or to transfer from another institution with minimum of 3 semesters in the Faculty and the minimum of 60 credits are required. Item 19: The University shall determine the class level of the students by credits registered and the passing of the examination after the end of each semester. Item 20: The classification of the students: 20.1 The students on Promotion are the students who have the cumulative grade average of 2.00 and above The students on probation are the students who have the cumulative grade average below

101 The classification of students status will be made at the end of in each semester with exception of the first year students of the classification that will be made after the end of the second semester. The Registration and Evaluation Office reports On Probation condition to the student and the academic adviser as soon as possible. Item 21: To take a leave of absence and to return to study again, students may submit their leaving of absence to the Dean of the faculty in the following cases: 21.1 They are drafted for military They have been received the international scholarship or the other scholarship approved by the University They have been so ill that they need a long term medical treatment with doctor s certificate, to be shown to the University 21.4 They have other unexpected circumstances. In the case of the student who asks for taking leave of absence before registration or the opening of the University, the student is required to submit the application to the Dean of the Faculty within 7 days after the opening of the University. The student must pay the tuition fee to keep the student s status. If the student fails to follow the regulation, the student will be dismissed from the University. In addition, if the student asks for leave of absence after registration or in the middle of the semester, he or she is required to submit the application as soon as possible and must attend the class regularly before submitting the request. In case, he has got more than 20% (percent) short attendance in any subject, he will get F for that subject. This will be the cumulative grade average too. Item 22: The Dean or the Principal of the College shall approve the leave of absence at the minimum of 2 semesters each. If the students wish for longer extension, the application should be submitted in the same manner. When the student who is on leave of absence returns to study, the application to study will be submitted to the Dean of the Faculty or to the Principal of the college 15 days before opening the semester. 101

102 The failure to follow the regulation will cause the student to lose the right to register in that semester unless the committee of the Faculty of the college approves the application as a special case. Item 23: The Faculty of the college is required to submit the list of the students on leave of absence and the list of the students for re-enrollment to the Registration and Evaluation Office as soon as possible. Section II Enrollment, Registration, Adding and Withdrawing Subjects. Item 24: Enrollment: 24.1 The student who wishes to enroll is required to submit the required documents to the Registration and Evaluation Office by himself, according to stipulated date and place, and pay the tuition required fee The student who cannot enroll on time is required to submit a report to the Registration and Evaluation Office within 7 days otherwise his/her rights will be lost. After reporting to Registration and Evaluation Office, the student is required to enroll by himself/herself unless in an emergent case, the University allows the authorized person to enroll on his/her behalf within 7 days after opening of the semester. Item 25: Registration of subjects: 25.1 The student is required to register subjects according to the procedure of Registration and Evaluation Office 25.2 Every subject must be registered in each semester and must be approved by an academic adviser with his/her signature on the registration card The student is required to register by himself/herself on the date and place stipulated, paying the tuition fee and balance (if any) in order to be considered as complete registration and the student shall receive only the results of the subjects registered at the end of semester The student registered after the stipulated date is considered being late, it is required to pay late fee The student fails to register within 10 days of each semester or 7 days of summer session shall have to pay for the fee according to article No unless the committee of 102

103 the Faculty of the college approves as a special case, and the period required for paying the tuition fee has not passed for a long time. In such a special case, the student has the right for examination even though the time is less than 80% of requirement but not less than 80% of the remaining time The student who fails to register in any usual semester, he/she is automatically classified into a group of students of taking a leave of absence as Article No.21, the failure to observe the regulation can cause dismissal from the University Within 2 years from the date of withdrawal from the list according to Articles No. 21, 25.6, , the University may approve the renewal of studentship to the student by considering it as a leave of absence. In such a case, the student is required to pay tuition fee and other fees (if any) as if the student takes a leave of absence. Item 26: Total credits the student may register: 26.1 The student on promotion shall register the minimum of 9 credits and maximum of 21 credits with the exception of the students in the Faculty of Education who register the maximum of 10 units in summer session The student on probation shall register the minimum of 6 credits and maximum of 15 credits and the maximum of 10 units in summer session A special student approved in a special case shall register to study the subjects by the advice of an academic adviser. Item 27: The student who intends to register the subjects beside the Article No.26, he/she is required to submit the application to the Dean or Principal for a special case. Item 28: Adding or withdrawing the subjects: 28.1 Adding the subject is done within 15 days of semester or 7 days of summer session by the approval of an academic adviser Withdrawing the subjects by the approval of a lecturer and an academic adviser under the following conditions: If the withdrawal takes place within 15 days of semester or 7 days of summer session, the subjects will not appear in the transcript If the withdrawal takes place after 15 days but still within 45 days of semester, or after the first 7 days but still within 20 days of summer session, the result of that subject will appear with symbol W, together with 80% of class attendance. 103

104 If the withdrawal takes place after fixed date according to Article No , it is not permitted, unless the committee of the Faculty of the college approves as a special case. In such a case, the student will receive symbol W in that subject If the withdrawal is without the approval from the committee of the Faculty of the college according to Article No , the student will receive F, in that subject and it will be taken for calculating the grade average The student is not permitted to withdraw below 9 credits left in that semester, unless there is an approval from the committee of the Faculty of the college. Item 29: The University shall determine the fees including the refund of the fees, which will be announced from time to time. Section III Testing and Evaluation Item 30: There shall be the testing and evaluation in every subject registered in each semester. Item 31: The testing can be done in various methods and by examination in every subject registered in that semester. If the examination is not required, the Dean or the principal will announce before registration in that semester. Item 32: The student is required to have 80% (percent) of attendance in each subject to be qualified for examination except the case in Article No The student who does not have enough attendance in any subject and has not receive the approval from the Dean shall get the symbol F in that subject of the cumulative grade average of which is calculated as well. 105 Fair C 2.00 Quite Fair D+ 1.5 Poor D 1.00 Failed F 0 The lowest passing grade is the symbol D Item 34: Grade symbol F shall be given in each of the following cases : 34.1 The student failed the examination The student was absent from the examination without approval from the Dean or the Principal The student withdrew subjects beside the case specified in Article No The student has no right to sit for the examination as specified in Article No The student did not clear incomplete subjects (I) in time according to Article No. 37 in the second paragraph The student violated the examination regulation and had received the judgment of failure. Item 35: Beside the testing as in Article No. 33 the transcript can be given in the other symbols as follows : Symbol Result I Incomplete S Satisfactory U Unsatisfactory W Withdraw AU Audit Item 36: The general subjects in the curriculum of the University may be evaluated without given grade, but the symbols S and U may be used instead. Any subjects that are similar to the general subjects of the University according to previous section will be in the University announcement. Item 37: The symbol I in any subjects can be given in any of the following cases as follows: 105

106 37.1 the student failed to do assignment or missed some testing in the semester the student was absent from the examination owing to illness with doctor s certificate The student was absent from the examination with an approval from the Dean or the Principal or the certain circumstance caused incomplete Assignment and the final test of the student. In the case of Article No. 37.1, 37.2, 37.3 the student should complete the obligation within 15 days after the registration of the next semester, otherwise the failure to observe would cause the symbol I to be the symbol F automatically. The student on conditional status would receive the grade not higher than the symbol C unless it is a special curse and the symbol I has occurred by unexpected circumstances and the lecturer or the adviser and the committee of the Faculty of the college can approve the higher grade than the symbol C Item 38: The symbol S is given to the student in the subjects that he/she has passed and the curriculum specified with those subjects to be learnt and passed without grading. Item 39: the symbol U is given for the subject failed in the examination and the curriculum specified that the student are required to study and to pass the examination without grading. In this case, the students must register and have passed the examination of that subject to receive the symbol S. Item 40: the symbol AU is given for the subject registered and indicated to study without credits to be earned and without testing. Item 41: The symbol W is given for the subject as the case specified in Article No and Item 42: The symbol received not below the symbol D is considered as passing in the subject except the subject specified that the grade should be above symbol D. If the student failed in a core subject, he/she must register in the subject and pass the examination as mentioned in the previous paragraph. If the student failed in the elective subject, he/she might register in that subject or some other subjects instead. 106

107 Item 43 The student who received the grade above the symbol D had no right to register in that subject again except audit subject might be registered again. Item 44: The counting of the cumulative credit must be done only in the subjects the student passed according to Article No. 38 and In the case of registering the subject more than once, the counting of the cumulative credits of the subject can be done only once In the case of registering the subject as equivalent to the counting of the cumulative credits of any one of the subjects can be done. Item 45: The evaluation is done at the end of each semester to calculate Grade Point Average = GPA of the subjects registered, the value is called Semester Grade Point Average = SGPA and to find out the grade-point average of every subject in every semester must be done and called Cumulative Grade Point Average = Cum-GPA. Item 46: The Semester Grade Pointing Average (SGPA) is calculated by bringing the total and adding the result of multiplication between the grade-point per credits of each subjects registered in the semester and by being divided by the total credits registered in that semester. Item 47: The Cumulative Grade Point Average (Cum-GPA) is calculated by bringing the totally adding the result of multiplication between the grade-point per credits of each subjects every semester and being divided by the total credit of the subjects registered whether they are repeated or substituted. Item 48: The Grade-Point average of the subject with the symbol I, S, W AU will not be calculated according to Article No. 46 and 47. Item 49: Using 2 digits decimal point and grade point average. Section IV Warning and Probation Conditions Item 50: The University checks the result of students result of education each semester including the summer session. Students must get Cumulative Grade Point Average not below 2.00, or receive warning (warning 1 or 2) or be on probation at the beginning of next semester, or dismissed from the University. Item 51: The first semester of student in the University, the student who receives the grade average below 1.50, will receive Warning (special warning) from the University and it is not on the condition of Article No

108 Item 52: Students must receive the Cumulative Grade Point Average not below 1.75 at the end of the first two semesters, otherwise their names will be withdrawn from student registration. Item 53: Receiving 2 consecutive warning for 2 semesters and their Cumulative Grade Point Average is still below 2.00, students will be put on probation for next semester and such position will appear in transcript. Item 54: If students still receive Cumulative Grade Point Average below 2.00 on probation in that semester; their names will be withdrawn out of the student registration, except the case in Article No. 54. Item 55: The students who studied and completed all the subjects and credits in the curriculum with the Cumulative Grade Point Average not below 1.75 and not above to 2, the University may allow the student to study further as suitable, by allowing him or her to continue the study in the original Faculty or to change the branch of study or change to study in other Faculty under the regulation No.62.1 and Item 56: In Article No. 55 students must earn the Cumulative Grade Point Average of 2.00 within the next 3 semesters or not over twice (8 years) for usual semester from the date of their registration. Item 57: Under Article No. 56 the changing of the educational branch, or the transferring to another Faculty and taking leave of absence have no effect on Warning and Probation Condition. Section 5 The Termination and the Disciplinary States of Students Item 58: Termination status of students is: 58.1 being graduated with a degree according to Article No getting permission from the Dean or the Principal to resign being dismissed from the University as the following cases: failing to register in any semesters as in Article No failing to pay the University s fees for maintaining the student status after the semester failing to meet requirements or disqualify as in Article No earning the Cumulative Grade Point Average in the first semester of the first year (1 st year or 3 rd year) below 1.25 or earning CGPA of two semesters of the first year below earning CGPA below 1.50 from the third semester. 108

109 earning CGPA below 1.75 for two consecutive semester failing in probation condition failing to fulfill subject in the curriculum of Faculty, or earning CGPS below 2.00 within 2 times of the period of the curriculum using unfair means in an examination failing to choose major or minor subjects (if any) within time requirement in the curriculum having been suspended for more than 2 semesters having serious misconduct and having been considered to leave studenthood transferring to another institute deceased. Item 59: After termination, re-entering students cannot use the Cumulative Grade Point Average on re-entry registration. Item 60: The student violates the rules, regulations, order or other announcements of the University are punishable by: 1. Probation 2. Suspension 3. Termination Item 61: To punish the student using unfair means in final sectional examinations, the committee of the Faculty of college together with the committee of the examination will consider the case as dishonest intention to cheat or others If considered dishonest, it is punishable by: giving F in that subject the committee of the Faculty of college shall give the order of suspension to the students for 1 semester or dismissal. Suspension of the student is done on the next semester and suspension time will be counted as the length of academic year If the violation is beside Article No.61.1 the committee of the Faculty of college may consider other forms of punishment but less severely than Article No The Dean of the Faculty or Principal of college punishes the student by the decision as mentioned-above and reports to the Office of Registration and Evaluation at once. 109

110 Section VI Transference of Faculty and Credits. Item 62: Transfer of Faculty or credits can be done as follows: 62.1 The student has the right to transfer to another Faculty of college after studying in former Faculty of college for 2 semesters, not counting the leave of absence, suspension or termination, and must earn Cum GPA not below The student is required to submit the application in the written from with valid reason for transferring to the Dean or Principal of the students Faculty of college within 15 days before opening the semester. The Dean or Principal of college shall send the transferring application and opinion to the Faculty of college to which the student wishing to transfer. Approval is the decision of the committee of the Faculty of college, the student must pay the fee after the approval Transferring the Faculty of college must be done before registration, unless the Rector gives the announcement of other order in this matter The committee of the Faculty of college receiving the request for transference considers equivalence of subjects and credits earned by the student and credits to be re-studied in the new Faculty of college. The Faculty of college receiving the document of transference is required to finish the process and report to the Registration and Evaluation Office before the registration date of the semester Counting the attendance according to Articles No.56, and 64.1 and the attendance from the former Faculty must also be counted together. Item 63: Students who transfer within the University are required to submit the record of transference to calculate the Cumulative Grade Point Average, (Cum GPV) even though the subjects may not be the same as those in his/her curriculum of new Faculty of college. For students who transferred from other Universities, only the subject studied in that University will be evaluated. In case the students receive approval from the Dean or Principal to register for learning some subjects in other Universities or institutes, the results of those subjects must be calculated Cum GPA. 110

111 Section VII Graduation Item 64: The qualifications of graduation obtained by the students are as follows: 64.1 earning all cumulative credits required in the curriculum within double times of study (8 years) in the curriculum and having Cum GPA not below having passed practical training according to the University s regulation on meditation requirement having no obligations to the University. Item 65: qualifications for Distinguished Honor : 65.1 First Class Distinction The student must have completed all credits required in the curriculum on the limited time having the Cumulative Grade Point Average of all subjects not below never having got grade less than C or symbol U in any subjects having no bad behavior on record Second Class Honor The student must have passed all credits required in the curriculum within limited time having passed and earned Cumulative Grade Point Average not below having never got grade less than D or symbol U in any subjects having no bad behavior on record. Item 66: The student who transfers from another University or institute is not qualified for distinguished honor, unless the student has earned minimum of total cumulative credits in the curriculum of the University. Item 67: The student must apply for graduation to the Office of Registration and Evaluation in the last semester. Item 68: The committee of Faculty of college and the Director of the Registration and Evaluation Offices must consider the student s application before submitting it to the University Academic Council for consideration and submit to the University Council for a degree or a degree with distinguished honor. 111

115 Mahachulalongkornrajavidyalaya University Regulation Dealing with the Education at the level of Bachelor s Degree, (The 3 rd Edition) the Rectified Edition of B.E (2008) As it is regarded suitable to improve and rectify the Regulation of Mahachulalongkornrajavidyalaya University dealing with the education at the level of Batcher s Degree B.E.2542 (1999) to be more appropriate. By virtue of the content in provision 19 (2) of the Act of Mahachulalongkornrajavidyalaya University B.E (1997) and the Resolution of the University Council at the meeting of 5, B.E. 2551(2008) on Thursday, July 31, B.E. 2551(2008), the following regulations shall be issued:- Item1: This regulation is called Mahachulalongkornrajavidyalaya University Regulation dealing with the education (the 3rd Edition), rectifying and adding of B.E (2008). Item 2: This regulation shall be used for the students from the educational year of B.E (2008) onwards. Item 3: Any rules, orders, regulations, instruction, specification, or other announcement which are contradictory to this regulation, this regulation shall be in force instead. Item 4: The Rector shall be on duty according to this regulation. Item 5: The Regulation No.10 of Mahachulalongkornrajavidyalaya University dealing with the education at the Bachelor s Degree level of B.E (1999) shall be cancelled and the following statements shall be used instead :- No.10 In the management of education in the university the semester credit system shall be used, by dividing the educational time of each year into 2 usually educational semesters The first semester consists of the time for study not less than 15 weeks The second semester consists of the time for study not less than 15 weeks. Besides, a summer session shall be arranged for the students after the second semester with period of time for leaning not less than 6 weeks, but the hours for learning each subject shall be added to be equal to the general education. The summer session is not a compulsory one. Item 6: The regulation No.11 of Mahachulalongkornrajavidyalaya dealing with the B.A. education of B.E.2542 (1999) shall be cancelled and the following contents shall be used in stead:- 115

116 No.11 The period of time for education according to the curriculum of B.A. The time for studying of B.A. levels shall not be more than 8 educational years, and the students must practice the work provided by the University. Regarding the course of study in the Faculty of Education, the period of time to study is not more than 10 educational years. The practice of work in this Faculty as assigned education by the University is counted as the 5th year of education. This is with the exception of No.8 which must be according to what is fixed by the University. Regarding those who come to study in the continued course of study, the period of study shall be according to what is fixed by the University. Item7: The 15th regulation issued by Mahachulalongkornrajavidyalaya University dealing with the education at the B.A. level. In B.E.2542 (1999) shall be cancelled and the following statement shall be used instead:- No.15 Each Faculty of each college shall assign the curriculum and the number of credit to be learnt with Buddhism as the main subject and the general subjects as assigned by the University in each curriculum. Item 8: The regulation No.16 dealing with the education at the B.A. level, B.E issued by Mahachulalongkornrajavidyalaya University shall be cancelled and the fallowing statements shall be used instead :- No.16 The selection and the change of the subject of the main subject shall be the duty and the responsibility of the Faculty of the college in issuing the order and fixing the norms. Item 9: The regulation No.26 dealing with the educations at B.A. level, B.E (1999) issued by Mahachulalongkornrajavidyalaya University shall be cancelled and the following statements shall be used instead:- No. 26 The numbers of credits which the students may register for leaning are as follows: The students of complete state shall register for learning the subject in the usual educational Faculty of not less than 9 credits and not more than 22 credits. This is with the exception of the students in the Faculty of Education who have to follow the curriculum of the Faculty which the University has already announced to be in use. Regarding the summer course of the study, the students shall register to learn the subject of not more than 10 credits The students who are in the state of waiting for being punished in the general semester shall register for learning the subjects of not less than 6 credits and not more than 15 credits. In the summer educational faculty, the subjects of not more than 6 credits shall be registered for learning The students who are allowed to study in a special case by the University, shall register for learning the subject advised by the advising teacher. 116

117 26.4 The curriculum of B.A. shall be studied by the student at not less than 6 semesters. For the Faculty of Education, it must not be more than 8 general semesters. Item10: The regulation No.28 issued by Mahachulalongkornrajavidyalaya University dealing with the B.A. education, B.E (1999) shall be cancelled, and the following statements shall be used:- No. 28 to add and to withdraw the subject for learning To ask for more subjects to study can be done within 15 days after the opening of the general education or within seven days after the opening of the education in summer. This must be permitted by the teaching teacher or the advising teacher To withdraw any subject must be permitted by the teaching teacher and by the advising teacher under the following conditions and the results: If the withdrawal is done within the first 15 days of the summer semester, or the first 7 days of the summer semester, the students are ordered to stop the education for some time, the withdrawing will not appear in the sign of W in the registrar If the withdrawal is done after 15 days, but is in first 15 days of the semester, after the first seven general day, but it is still with the first 24 days of the summer semester, it is regarded that the students withdraw themselves from the study of the that subject and they will receive the symbol of W in that subject. That is to say, the students must have got the learning time of not less than 80% The withdrawal after passing the limit according to No , cannot be done without the approval given by the Faculty committee or the college committee. In this case, the student will receive the symbol of W in the subject which the committee allows to withdraw In the withdrawal not approved by the Faculty committee or the college committee according to No , the student will receive the F Level in such the subject which can also be brought for calculating the average The students cannot withdraw the subject up to the remaining credit lower than 9 in the regular semester unless they receive the permission from the Faculty committee and the college committee Item11: The regulation No.32 of Mahachulalongkornrajavidyalaya University dealing with the education at the level of B.A., B.E shall be used instead of that :- No. 32 The students must have the time for learning each of the registered subjects not less than 801 of the whole learning time. In that term, the student will have the right to sit for examination of that subject with the exception of the case in No The student who has not the full time of learning any subject and does not receive a permission from the Dean of the college, Director will get F in that subject which must also be brought for calculating the average. 117

118 Item12: The regulation No.65 of Mahachulalongkornrajavidyalaya University dealing with the education of the level of B.A. B.E shall be cancelled and the following statements shall be used instead:- No. 65 The student who is to receive the honorary degree shall have the following additional qualities: The first class honorary degree The student must receive a full credit completely in curriculum within the limited time fixed in such the educational curriculum The student has passed the examination with the collected average of each subject not less than The student has never got the mark of less than C or the symbol U in each of the registered subjects The student has no a history in the list of education as the one who used to behave very wrongly during the time of studying The secondary honors The student must have the complete credit according to the curriculum within the fixed period of time in such the curriculum The student has passed the exam with the accumulated average of every subject not lower than The student has never got the mark lower than D or got the symbol of U in the registered subject The student has never got the historical note of being the one who behaved wrong doing during the time of his study. 119 Mahachulalongkornrajvidyalaya University Regulation Regarding the Transfer and Comparative Grade Transfer for Graduated Studies B.E To comply with the rule no. 8, 18, and 62 of the Mahachulalongkornrajvidyalaya University Act regarding Graduated Studies B.E. 2542, the University Council approved the Mahachulalongkornrajvidyalaya University Regulations regarding the Transfer and Comparative Transfer of Graduated Studies. By virtue of clause 19 (2) of the University Act of B.E. 2540, themahachulalongkornrajvidyalaya University Council, has enacted the regulations at the 3rd University Council meeting, on the 29 th Day of April, B.E. 2547, as follows: Section 1 These regulations are called the Mahachula-longkornrajvidyalaya Regulations of Transferring and Comparative Grade Transfer for Graduated Studies, B.E Section 2 These regulations are in force after its announcement. Section 3 All existing regulations, provisions, rules, code of practice, announcements and orders relating to those promulgated in these regulations or contrary to or inconsistent with the provisions of these regulations are annulled and henceforth replaced by those in these regulation Section 4 In these regulations, Transferring means transferring grade result and number of credit in bachelor degree level under subject level. Section 6 The Rules and Conditions for Transferring and Comparative Transferring are as follows; (1) Students who has been studied Bachelor degree, or equivalent, or graduated from other educational institutions that has been approved by the university; must make a written request to the faculty or college where they would like to transfer to within fifteen days before the beginning of the regular semester. (2) The list of subjects that the student would like to transfer should cover the list of subject in the faculty or college where they would like to transfer not over than two third of the total credit of the bachelor degree curriculum. (3) The Program Committee will agreed to authorize the transfer process of the student only the list of subject in the undergraduate level or equivalent not less than C or S or Grade point of 2.00 or equivalent to the faculty or college where they would like to transfer to (4) The number of credit and the result of the transferred subject will be accounted to the transferred curriculum and will not be counted toward the Grade Point Average (GPA). (5) The student is required to earn at least 60 credits of the second degree and attended at least 3 regular semesters. 122 122 Mahachulalongkornrajvidyalaya University Regulations Regarding the Transfer and Comparative Grade Transfer for Undergraduated Studies (2 nd Edition) B.E It has been necessary to revise some parts of existing Mahachulalongkornrajvidyalaya University Regulations regarding the Transfer and Comparative Grade Transfer for Graduated Studies B.E to be more appropriate. By virtue of clause 19 (2) of the University Act of B.E. 2540, the Mahachulalongkornrajvidyalaya University Council, has enacted the regulations at the 5th University Council meeting, on the 31 th Day of July, B.E. 2551, as follows: Section 1 These regulations are called the Mahachula-longkornrajvidyalaya Regulations of Transferring and Comparative Grade Transfer for Graduated Studies (2 nd Edition), B.E Section 2 These regulations are in force after its announcement. Section I General Provisions Item 1: These regulations are called the Mahachulalongkornrajavidyalaya University Regulation on Religious Internship B.E (2003) Item 2: All rules, regulations, statues, specifications, orders or announcements in conflict with what is being stipulated in this regulation shall be totally invalid. Item 3: These regulations are cancelled: (1) The regulation of Mahachulalongkornrajavidyalaya University on Religious Internship of students who completed the curriculum of Bachelor s Degree B.E (1979). (2) The announcement of Mahachulalongkornrajavidyalaya University in Royal No. 2/2532 on the practice of students. Item 4: These regulations are enforced on the day after it is announced. Item 5: In these regulations, Committee means the committee who is religious internship. Religious internship student means monk or novice who studies completely the curriculum of Bachelor s Degree and who is the religious internship. Religious activity means the supporting of Sangha Community s activity and work according to the mission of University. 125 Section II Committee of Religious Internship Item 7: The committees of religious internship are composed of: (1) The chairman shall be Rector or Vice-Rector who is a person appointed by the Rector. (2) Ex officio committees are Deans. (3) Academic representative committee, the member of three monks or persons which are chosen by Academic Council from the one who take a position of the Vice-Rector and Director. (4) Academic representative committee, the kind of teacher of the Faculty, the member of four persons which are chosen by Academic Council from the part of each Faculty. (5) Qualified committee, the member of three monks or persons which are appointed by the Academic Council according to the advice of the Rector. (6) Committee and secretary are the Director of Student Affairs. The Chairman with the agreement of committee chooses a monk committee to be Vice- Chairman. The Chairman may be appointed as a position of Head, Student Religious Internship Section and Student Activities Promotion Section. Item 8: The committees of Item 7 (3), (4), and (5) have remained in the position for 2 years and may be reappointed once again. In case of the period of expiration of the committee s term of setting Item 7 (3), (4), and (5), (1) death (2) resignation (3) being disqualified of that committee. In case of the period of expiration of the early committee s term in Item 7 (3), (4), and (5), a new committee may be appointed, and be in power for the period of time remaining to the previous committee. Item 9: The authority and duty of the committee are as follows: (1) Specification of the policy, the characteristic of satisfied religious internship, framework of regulation and the method of religious internship. (2) Setting the orientation program, following up, promoting and supporting the religious internship in academic and necessary resource for religious internship. (3) Manage and bring the result of religious internship follow the policy, plan, and objective. (4) Call students and the person concerned come to explain in front of the committee and suggest the rules of punishment to student who violated the rules. (5) Setting the sub-committee or person who works for anything under the duty of committee. (6) Other works that are assigned by University. (7) 125

126 126 Section III The Religious Practice Item 10: The aims of religious internship are as follows :- (1) To propagate Buddhism (2) To repay the works on Sangha s activities (3) To develop students to achieve the desired property (4) To help the people (5) To respond to the policy and mission of University. Item 11: The qualifications of religious internship students are: (1) To pass the cumulative credits completely according to studied curriculum which is not more than double of the period of studying in accordance with curriculum and have the cumulative grade point average (GPA) no less than 2.00, and students that have the recommendation letter from the Registration and Evaluation Office. (2) To pass the Insight Meditation Practice completely according to the University s regulations. Item 12 : For the period of religious practice, monk students have to practice for 2 semesters, except foreign students have no practice. Item 13: The place of religious practice : (1) Students who are administrative officers have to ask the commander for the request for taking leave from University. (2) The place where students will perform the religious practice, the abbot or the head of such institute has to make a request to University. (2) In the case of religious practice out of temple, students must take a permission from the abbot or head of institute in writing. Item 14: The students have to request for the religious practice to the University for the committee s approval within 15 th May of academic year. If the date is expired, it means that students do not practice, except there is some necessities and approved by the committee. Item 15: University has appointed the University s personnel or proper person to be an advisor for each student.

127 Item 16: Students have to join the orientation which University has specified, if ignored, it means that students do not practice, except there is some necessities and approved by committee. Item 17: During religious practice, if students have necessity to move to another place; inform the abbot or head of institute, write a letter to the abbot or head of the previous place to take a permission. After getting a permission, students have to write a letter to request to committee. Item 18: Students have to report their religious practice to the University at least one time in one semester as the committee has specified. (2) To support the University s mission. (3) To support the policy of government and Sangha Community. (4) To support the people. Item 9: The qualifications of the social services students are as follows :- (1) Students who are studying over the second year. (2) The cumulative grade point average (GPA) no less than Item 10: Students have to practice social services no less than 200 hours, except, the foreign students have no practice. Item 11: Where place to practice, students have to request for services to the University as specified. Item 12: Students have to join the orientation which University has specified. Item 13: During the social services practice, if students have necessity to move to another place, it must be approved by University as specified. Item 14: The report of the social services practice : (1) Students have to report regularly the social services practice to their advisor as the University specified. (2) After completing the practice within 200 hours, students have to report their social services practice as the University specified. Item 15: University has appointed the lecturer to be an advisor to each student.
