6 PREFACE AND ACKNOWLEDGMENTS Since the rise of the modern state system there have been many proposals for its reform. This book is concerned with the nature of, and relationship between, two specific cases of the desire to progressively alter the nature of international politics, one philosophical and the other ideological. In 1795, Immanuel Kant first published "Perpetual Peace," an essay that offers a series of philosophical claims about the necessity and possibility of rendering the relations among sovereign states more peaceful, just, and-ultimately-compatible with the freedom of human beings. Since that time, Kant's claims have often been appropriated by liberal ideologyan ideology that, when applied to the relations among states, also aims to explain why international reform is necessary, in addition to prescribing what individuals, peoples, and governments must do to attain it. This diverse body of ideas is known as "liberal internationalism:' Any desire to reform international politics presupposes certain things about human beings, political societies, sovereign states, and the type of interactions that generally occur among them. In the case of Kant, a complex "critical" philosophical system is the foundation by which he justifies why, and explains how, a change in the putative nature of international politics is required. This book aims to explain Kant's conclusions and, further, to speculate why his particular answers to the twin problems of war and injustice have been so popular yet so difficult to interpret equivocally. Interpreting Kant's meaning is important because his legacy has been central and yet ambiguous within the context of an evolving liberal internationalist tradition-a tradition that has become revitalized, if not hegemonic, since the end of the Cold War. A recent renaissance of liberalism has led many scholars in the field of International Relations to look to the past for "founding fathers" of the vision of a more peaceful and more just world order. Even though Kant has been invoked as such a foundation, it is, ultimately, impossible to perceive a coherent or unified intellectual and ideological product; this is because contemporary liberals are divided on the very same political and ethical conundrums on which Kant's texts are, I think, unable to render decisive judgments. Accordingly, this book also
7 x PREFACE AND ACKNOWLEDGMENTS forwards reasons why the renewed interest in Kant in recent years has only exacerbated-rather than conclusively settled-a series of preexisting tensions within liberal internationalism, tensions that will likely grow more salient in the future. Although I see liberalism as an inherently crisis-prone ideology, many of its core political commitments can and should be reconstructed to reform and transform today's global order. A central element of this reconstruction is the cosmopolitical democratization of the emerging institutions of global governance. There have been many previous efforts to interpret Kant's international theory, many of which reflect upon the tendency of other scholars to misinterpret his meaning. The best of these interpretations recognize both that Kant's thoughts on international relations cannot be viewed independently of his larger "critical" system and that, ultimately, this system is fraught with paradoxes and dualities that do not necessarily cohere with existing approaches and paradigms in International Relations. The aim of this book is not merely to rehearse these two points with which I largely agree. Rather, it is to argue something specific about the nature of Kant's international thought and the limitations and possibilities it has created for a distinctly liberal ideological tradition of international theory. Central to this argument is the claim that Kant's international reform project is shaped by his vision of justice. However, his view of justice is only partially and schematically articulated in "Perpetual Peace;' and, as a result, far too many scholars have attempted to give an account of this reform project without recognizing its inherent dependence on the problematic nature of Kantian justice. It is, I advance, the most disconcerting feature of his theory of justice-a deeply entrenched if not dogmatic commitment to sovereignty-that renders his legacy difficult to accept without substantial modification. The nature of this modification is not, however, a foregone conclusion. If liberals are to convincingly articulate the required principles and mechanisms of progressive political reform in today's worldand I think that, in principle, they must-a critical debate aimed at rethinking state sovereignty is required. Such a debate may indeed fruitfully draw on certain aspects of Kant's legacy of reform, but it must at a minimum start with an awareness of the crippling limitations that his theory of justice imposes upon his relevance as an intellectual foundation. These limitations, I submit, are particularly significant in light of the globalizing nature of politics, in which progressive and just transformation ought to be conceived in global, rather than the traditionally interstate, terms. This book is a significantly amended version of the doctoral dissertation that I defended at Carleton University in Ottawa, Canada, May 1999.
