2 Opposed: None Committee Chair Appointments: TRTAC (Tourism) MOTION made by Mayor Cameron, second by Councilor Stone, nominating Councilor Egbert to serve as chair of the Tourism Committee. DISCUSSION: Councilor Boggs felt someone else should serve in this position as Councilor Egbert becomes emotional when it comes to how the tourism dollars are allocated. Councilor Meir felt there was a perceived conflict for Councilor Egbert due to his wife being the Treasurer of the Blackberry Festival, one of the groups receiving tourism dollars. In Favor: Councilors Egbert, Stone, and Mayor Cameron Opposed: Councilors Boggs, Klassen, McKnight, and Meier Motion failed. MOTION made by Councilor Boggs, second by Councilor Klassen nominated Councilor McKnight to serve as chair of the Tourism Committee. DISCUSSION: None In Favor: Councilors Boggs, Egbert, Klassen, McKnight, Meier, and Stone Opposed: Mayor Cameron Motion carried. Parks Committee MOTION made by Mayor Cameron, second by Councilor Egbert nominating Mayor Cameron to serve as chair of the Parks Committee. DISCUSSION: Councilor Boggs was concerned Mayor Cameron may not have time since he is involved in so many other committee/boards, and groups in town. In Favor: Councilor Egbert, Stone, and Mayor Cameron Opposed: Councilors Boggs, Klassen, McKnight, and Meier Motion failed. MOTION made by Mayor Cameron nominating Councilor Egbert to serve as chair of the Parks Committee. Motion died due to lack of a second MOTION made by Councilor Meier, second by Councilor McKnight nominating Councilor Boggs to serve as chair of the Parks Committee. DISCUSSION: None In Favor: Councilors Boggs, Klassen, McKnight, Meier, and Stone Opposed: Councilor Egbert and Mayor Cameron Motion carried. Committee Appointments Councilor Boggs suggested, since there are so many applicants, any decision be postponed until the next meeting, while hearing introductions tonight. Mayor Cameron would like and opportunity for discussion regarding certain applicants. Councilor Klassen felt since all applicants were encouraged to attend this meeting they should be considered for appointment tonight. Councilor Meier felt with 17 applicants for the Budget Committee Council ought to consider taking more time in reviewing the applications before filling the five vacant seats; she did not see an issue with making appointments tonight to the other committees. 3 MOTION made by Councilor Boggs, second by Councilor Meier to postpone making any appointments to the Budget Committee until a later time. Introductions of all applicants will be heard tonight. DISCUSSION: None In Favor: Councilors Boggs, Egbert, Klassen, McKnight, Meier, Stone, and Mayor Cameron Opposed: None Planning Commission Applicant Introductions: Adam Sarnoski (New) Past Council member wants to stay involved; has no specific planning experience outside of city council involvement. Rita Jost (Reappointment) Served the last two years as chair of the commission. 10-yr resident; wants to see the city progress. Four years on planning commission. Mayor Cameron was concerned there was an ongoing problem between himself and Jost. She was asked by Cameron to speak to a planning commission ordinance that was sent back to the commission for additional review. Jost did not feel this to be an ongoing issue and did not feel a council meeting was the proper place or time to discuss the matter. Michelle Sumner (Reappointment) was appointed to complete a term one year ago; enjoying the experience and would like to continue serving. Was asked if there had been any issues that made her uncomfortable when making decisions while serving on the commission. Sumner felt there had been ample time for review of all matters coming before the commission with adequate assistance from staff. Mike Meier (Reappointment) was recently appointed to complete remainder of a term; would like to continue to serve. Meier has previous experience working with planning commissions. Councilor Klassen announced she would not be voting to appoint or reappoint any spouses or family members of any council members to serve on advisory committee, referring to Meier being the husband of Councilor Meier, including her own husband who has applied to the budget committee. Meier was understanding of her decision but noted he has no vested interest in anything in the City and does not feel it would be a conflict. He has no problem reclusing himself from any issue that would be seen as a conflict. Mayor Cameron takes no issue with family members serving. Councilor McKnight felt having a spouse serve would be more of a problem on a committee the council also serves on such as the budget committee. He felt we should take advantage of those not related who have applied and are willing to serve. Floyd VanSickle (Reappointment) was appointed to complete remainder of a term serving for the last year and a half. Would like to continue serving; attends council meetings, as well and has a good working relationship with Community Development Director, Dan Huff. He feels he is a good candidate to return for another term. Mike Flick (New) Resident of Sutherlin since Owns construction business. Councilor Boggs questioned type of construction Flick is involved in? Residential and small commercial. Terry Parrish (New) Not present for introductions. Currently under contract with the City as Business Development Manager; does not see this as a conflict. J R Guthrie (New) Six-year resident of Sutherlin. Local business owner; wants to be involved; has no government budget experience, only private sector; insurance investment experience. Michelle Sumner (New) Wants to learn more about the City; involved with budget with communication division of police department; wants to contribute. John Lahley - (New) twenty-four year superintendant/school administrator working with budgets, twenty-four years of clean audits with public funds; past city planning commissioner; wants to get involved again. Tadd Held (New) Fifty-four year resident of Sutherlin; small business owner the past twentyfour years; would like to help out. Larry Bahr (New) Retired public service out of California operated Wastewater Treatment plant handling budget of 4.5 million dollars a year; wants to see the city stay solvent; would love to participate; 3-yr Sutherlin resident. Dave Hyland (New) Nineteen-yr Sutherlin resident; concerned citizen interested in getting involved. Past experience working with City of Sutherlin budget and Fire District 2. Bertha Egbert (New) Sutherlin resident since 1985; serves on the planning commission; member of Lions and Lioness Clubs, volunteers to better the city; would be happy to serve. Pam Cameron (New) Resident of Sutherlin for twelve years; involved in multiple community organizations and non profits; would hate to see spouses of council members not have an opportunity to participate if they so desire. 5 Joe Roberts (New) Private business owner the past two years; feels it is a good time for him to get involved; plans on staying here and wants to see where the tax dollars are going. Floyd VanSickle - (New) Withdrew his application. Dan McCormick (New) Withdrew his application; interested in applying for the Library Board Tim Bradley (New) Not available tonight due to work schedule J Johnson (Reappointment) Not able to attend tonight s meeting due to illness. John Klassen (New) Not able to attend tonight due to work schedule. Rick Murphy (New) although in attendance he was on work duty with Fire District 2 therefore was not able to speak tonight. Consensus: Each member of council will choose their top five applicants and the list of names to City Recorder by Friday the 18 th. The results will be announced at the January 28 th meeting. Ad-hoc Committee Annual Finance Overview Staff Report: Finance Director, Ron Harker, reported the Financial Oversight policy requires designated member(s) of city council meet with the City Manager and the Finance Director to review and ask a series of financial oversight questions on a semi-annual basis. Answers to questions to be documented and signed by the City Manager and the reviewing council members. Staff recommends council appoint two of its members to a financial oversight ad-hoc committee to fulfill the council s responsibilities as designated in the oversight policy. Councilors Boggs and Klassen volunteered to serve on this committee. City Manager, Gillham, requested the most recent chair of the budget committee (recently elected to city council) also be appointed to participate in this process. MOTION made by Mayor Cameron, second by Councilor Egbert, to appoint three members of Council to serve on the ad-hoc committee. DISCUSSION When will the committee duties end? At the end of the review Will their findings be brought back before Council for an action item? DISCUSSION: The committee to meet twice a year; the next meeting may be the same council members or may be newly appointed. 6 CONSENT AGENDA December 10, 2012 Minutes of Regular Meeting December 10, 2012 Minutes of Workshop MOTION made by Councilor Boggs, seconded by Councilor Klassen to approve the Consent Agenda as submitted. In Favor: Councilors Boggs, Egbert, Klassen, McKnight, Meier, Stone, and Mayor Cameron Opposed: None ACTION ITEMS Resolution Council Vision and Goals Staff Report: City Manager, Gillham, provided a brief overview of the process that has taken place to date. This will be a formal adoption of the vision and goals previously submitted. An Action Plan will be created from this document which will result in a work program for each department. There have been no changes to the originally proposed vision and goals. Mayor Cameron suggested the Vision Committee be an advisory committee to the Council. Council has received no minutes from any meetings having been held with this group. Mayor also concerned updating of the municipal code may get left out of the work plan/strategic plan. Gillham assured the mayor updating of the code will be included. Councilor Stone wanted to see something that would address how to better catch attention to Sutherlin from the freeway. Attracting people at the freeway was discussed but the group agreed they wanted to beautify the main downtown area of town first. Councilor McKnight questioned ODOT money that might be available to make improvements at the freeway. City Manager, Gillham, is working on a plan that will include ODOT dollars. Councilor Stone questioned if Sutherlin is even in ODOT s plan for a new freeway interchange? Not for several years. MOTION made by Mayor Cameron, seconded by Councilor Egbert to not adopt Resolution No DISCUSSION: The Mayor was asked what his objection was: Cameron felt the goals were too vague, left open to interpretation; not specific enough. He did not feel Council had been included since there have been no minutes from the Vision meetings. He does not know what the list of goals means in order to support the resolution; wants to know how the goals are going to be used. Final documentation will need to be approved and adopted by the Council. City Manager, Gillham, reported the finer points will come through the next phase and future meetings of which the Council will all be a part of. Councilor Egbert felt the City went through a similar thing when the Parks Master Plan was presented. Excess dollars were spent for a design we couldn t even use due to wetlands. Volunteer groups had no input into the process. It was wasted money based upon these same types of goals; he doesn t want to do that again. Councilor Meier said no money would need to be invested to move into the next step which would provide more specifics to the goals. Councilor McKnight asked Councilor Egbert if he had another plan. Councilor Egbert suggested we just move forward, that we do not need to adopt a resolution to start adopting goals. City Manager, Gillham, assured Council they would create the break down and details of these goals. 7 MOTION made by Mayor Cameron, seconded by Councilor Boggs to adopt Resolution No with the stipulation that any future processes generated from these goals will include council members, executive committee of the task force and staff. DISCUSSION: Councilor Stone concerned we may not be able to afford what is necessary to attain these goals. In Favor: Councilors Boggs, Klassen, McKnight, Meier, and Mayor Cameron Opposed: Councilor Egbert and Stone Motion carried. REPORTS Update Ballot Measure Fire District 2 Annexation/Charter Amendment Staff Report: City Manager, Gillham, reported staff is not yet ready to present a final document to Council for consideration. Fire Chief, Marlar, reported although it was planned to present a resolution tonight for Council adoption it was decided, after receiving some feedback from community members, to conduct a thorough survey. A professional agency out of Portland, who specializes in survey questionnaires regarding bond levies, annexations, and ballot measures, has been secured to conduct this survey. The questions will address several options with well-balanced questions to minimize any bias. The surveys will be conducted in two separate sections of Sutherlin. Results should be available to be reported back to Council at the January 28 th meeting. The plan is to use the option which has the highest chance of being successful when presenting on the ballot. If all options receive highly negative responses nothing will be proposed for the ballot. The hope remains to have a question on the ballot in the May election; that could be delayed until the November election. Mayor Cameron asked for a copy of the survey questions. A copy of the questions was not available but are along the lines of, Are you in favor of annexation at the Fire District current tax rate of $3.16 which result in an increase of $1.31 over what they currently pay. If they are in favor they will then be asked, If the election were held today how likely would you be to vote yes? Other questions would be posed depending on whether they answer the first one favorably or not. There will be five questions on each option. Councilor Klassen asked if the survey addressed continuation of the current contract with Fire District 2. No, the Council may want to consider that in the future if an annexation is not approved by the vote of the people. Councilor McKnight questioned how long it would be to actually reform the entire district. It would likely not be ready for a vote until November as it would be a bit more cumbersome process. Councilor Egbert referred to our contract that started at $750,000 of which Fire District 2 keeps the 3% annual increase on those dollars. We cannot continue to function in the long run without those dollars; it comes to over $20,000 a year. Mayor Cameron asked what the fire union did as far as wages this past year. They have had no increases over the past two years and are currently in negotiations. CITY MANAGER UPDATES Apologized for using the work attacked earlier in the meeting; it was wrong terminology. Central Avenue grant hoping to get a large grant to get work completed. A presentation was made to the area Commission of Transportation where we received a very favorable response. This would fund new sidewalks and storm drains from Umatilla to the railroad tracks. Sutherlin City Council Meeting of January 14, 2013 Page 7

8 Is working with Warehouser and DEQ to get funds to pave Red Rock Road; believes they are close to coming to agreement. (State Street to Waite Street) Easement for the Rodeo should be coming back to Council for approval by February. Part of that agreement is working with the Blackberry Festival and Rodeo at relocating the power supply to provide more power for their events. 4 th Ave. repair behind East School project is out to bid. Foundation pours for the new walk bridge at Everett Ave. has been completed. The bridge should be installed by the end of April at which time the final phases of that project will be completed. Questions: Is the Ridgeview Repair Project completed? Yes Mayor Cameron questioned status of items on the To Do List. Council Rules and Policy Workshop Cameron called for a workshop after the next regular meeting on January 28 th. Signage for bikes and skate boards in the downtown area and community banners? This has been moved to the Parks Committee for consideration and recommendation Signage at the train in Central Park? A sign has been posted that notices people they must come into City Hall to make any request to hang signs. As a temporary fix approved signs will be up no more than 2 weeks before an event and will come down within 2 days after. Options to reconfigure Council Chambers? City Manager has been working with Community Development Director developing a concept that can be accomplished at very little cost. Tourism policy? City Manager will be working with the new Tourism Committee charging them to come up with recommendations for Council to approve. Mayor Cameron reminded Gillham of a document (recommendation) produced from an Ad-hoc committee which was approved by City Council several years ago. COUNCIL COMMENTS Councilor Boggs Welcomed new Councilors McKnight and Meier. Requested an update concerning salvage on property located on S. Comstock. There are actually two businesses located there. One is an auto sales lot; the City is working with them to get their DMV license for that business. The other business is a salvage yard; owner has been contacted; they were given 30 days to clean it up or at least demonstrate noticeable progress. That property is not zoned for salvage; therefore that use will not be allowed to continue. Code Enforcement Officer, Hebard, has this on his list. Councilor Egbert Thanked Police Chief, Sanfilippo, for making note and reporting street lights no longer working; it appears more lights are working now; good job. Requested staff work with Dennis Weathers in his efforts to establish a community garden; suggested there may be some grant dollars available for cities who are working to develop community garden areas. City Manager, Gillham, reported he has met with Mr. Weathers on a couple of occasions and is more than happy to work with him; Gillham to meet with Mr. Weathers and Councilor Egbert to further discuss community garden options. Councilor Klassen Recently had the opportunity to join in a round table discussion with Senator Markley noting the most disturbing statement for her was hearing we have had a substantial decline in enrollment at Umpqua Community College. 9 Thanked the Lions Club for putting on the Christmas Festival; outstanding event. Invited everyone to attend Special Olympics events at the high school this weekend; admission is free and concessions will be available. Councilor Meier Happy to see so many folks applying to serve on the various advisory committees. She suggested anyone wishing to serve, especially on the budget committee, should consider attending the regular council meetings in order to keep educated with current needs and concerns. Thanked the Lions Club for the Christmas Festival and Duane Waller for organizing the annual light parade. Councilor Stone Questioned staff regarding any future improvements to Central down by the freeway. This will likely come through a proposed jurisdictional transfer of ownership of Central Ave. A transfer would come with a negotiated dollar amount; it would then be up to City Council to decide how those dollars are spent. Several options will likely be considered in the negotiation process of any jurisdictional transfer. Central Avenue cannot be improved until the storm drains are addressed. Requested a report detailing all costs incurred with the Ridgeview Slide project. How much will be liened against the property. Asked for an update regarding his previous request to have Wildlife signs posted on Highway 138 near Dovetail. Congratulated new Council members McKnight and Meier. Mayor Cameron Requested agenda packets for advisory committees be sent out to Council members or posted to the city website for review. Asked for response to his earlier request to have signage depicting all significant businesses located in Sutherlin. This will be included as part of the economic development webpage Asked for update regarding future of older sign frames; would like to see something in the budget, maybe part of downtown beautification; would like them covered up with Welcome to Sutherlin signs or something similar. Status of report from League of Oregon Cities Annual Conference; earlier request of staff. City Manager, Gillham, has received reported from staff and will send them out as requested. Requested staff schedule an update on Wastewater. Herbicide Spraying certification; would like to see that training taking place now during the winter months. Any update regarding earlier request made of staff to research the possibility of traffic light installed on the west side of the 136 interchange. Is anxious to hear upcoming report on water liens. Asked for status on connection to Douglas Fast Net services. Public Works Operations just received their connection, computers are in and they are waiting for IT technician to get them hooked up with City Hall. PUBLIC COMMENT - Pheng Lo, owner of The Club House Requested Council consider amending the Municipal Code which would remove betting limits for those establishments allowing social gaming. Lo provided a copy of City of Eugene ordinance as an example of his request. He feels the restriction has stifled growth of the business here in Sutherlin. 10 Councilor Klassen suggested this matter be reviewed by the police chief for a recommendation. Mayor Cameron confirmed Lo is looking for a no limit situation. Police Chief, Sanfilippo, reported he has spoken with Mr. Lo and has begun some follow-up and has spoken with past Police Chief, Mike Mahler. He has been unable to identify why the limits were put in place to begin with and was uncertain whether or not lifting the limits would create any concerns. Sanfilippo requested more time to review and research this request. He proposes to schedule this matter before City Council at the February 11 th meeting. He noted no history of substantial problems with the Club House since it was opened several years ago. Councilor Boggs, and prior Police Chief, reported there was reason behind setting those limits but that he would be happy to discuss it again as a member of council. Mayor Cameron felt if we can improve someone s business without jeopardizing citizen s health and welfare we should do it. Pam Cameron Welcomed new Council members McKnight and Meier. Questioned work that has been requested by certain council members and has not yet been completed; do these requests need to be postponed until the vision and goals process has been completed? She felt the vision and goals process is going to take a lot of time. City Manager, Gillham, reported nothing needs to be postponed if Council so chooses. He does, however, recommend anything that can be postponed should be put into the work plan that will come out of the vision/goals process; this process should be completed within the next sixty days.
