2 AAC NOVEMBER, 1, MEETING JAMES IGNATOWSKI: I would like to bring to order the November, 1, Chili Architectural Advisory Committee meeting. All Board members are present and this will be considered a legal meeting. When called to the podium please state your name and the name of the firm you represent, and at the end of your presentation please give your card to our Stenographer. Introductions, to my left is Matt Emens, I'm James Ignatowski, Chair, and to my right is Bob Latragna. Our first applicant up will be a review of the proposed Chili Square Renovation. And I forgot to say please spell your name for our Stenographer. DAVID COX: Good evening, Board Members. I'm David Cox, with Passero Associates, that's C-o-x. And last time we were here we had not gone to the ZBA yet, which we have gone to the ZBA and we have received approval for the signage on the building. One modification from what we previously submitted was the Pet Supplies Plus sign is smaller now. The Board requested a smaller sign so we did reduce that. That is shown in the revised documents here. The other thing we did was look at the screening of the rooftop units. So we put () -

3 AAC NOVEMBER, 1, MEETING together a little display here showing that from feet out from the building you won't be able to see any of the rooftop mounted units, so they will be completely screened there. And then we also prepared full elevations of all the way around the building and the back of the building, the brick and the block, repainting. And then the one last thing you wanted us to look at was just to go through our design and look at Chapter to see how our design was -- Dustin, come on up here. DUSTIN WELCH: Hi, I'm Dustin Welch, W-e-l-c-h. We reviewed the building's proposed design against the Architectural Advisory Committee's Chapter. So in general we found we are already kind of meeting a lot of the design guidelines you have spelled out in here. Some of those for example are, you know, design details that are consistent with the overall style and proportion of the building. I mean, we've done our best to break up the facade, we've got the kind of wainscot color with a break, that breaks it up vertically. The different canopies are going to break it up horizontally so it doesn't look so monolithic and it becomes a little bit more human () -

4 AAC NOVEMBER, 1, MEETING scale. Again, I can go through each of these if you want to, but I think the major points would be we were avoiding a lot of the things that are not recommended. So, you know, excessive sameness is one of the things you guys called out. We tried to break up the facade and make it varied enough that it doesn't read like different buildings and make it a little bit more personable. We are adding the decorative cornice, one of the items that are on the design guidelines references roof height and roof lines. So we've added an increased height to the parapet and we're adding a decorative cornice through the whole building. We are adding the parapet, it's going to increase the amount of screening, so we're going to put some of that rooftop stuff behind some screening. And then a few of the things we weren't really -- so one of the recommendations in here was about materiality. It's recommending brick and block, we are going to be using EIFS. That's the proposed finish for the building. Brick and block is cost prohibitive. I think it also helped us to use EIFS in terms of a backdrop to help beautify () -

5 AAC NOVEMBER, 1, MEETING the building architecturally. It will make it a more cohesive design rather than trying to break it up with brick and block and all of the different storefronts that they're going to have in the buildups. And then they asked for integral signage, so the signage is all incorporated into the building design. The different canopies are both useful, which is something that's spelled out in the AAC guidelines, and functional, they're going to create different shadow lines and help break up the front of the building, and again you'll get less of a wall. There are a number of recommendations here that do not really apply, I think. So there's a whole section of windows and some of the architectural detail in that I think is spelled out in the window section are less relevant for this building typology. They're asking for protruding sills and decorative trims and things like that that sort of don't fit this building style. And then there's a section of decks, supports, and balconies, again, not applicable. And then I think that's about it. Did you have any specific questions in regard to the AAC guidelines? () -

6 AAC NOVEMBER, 1, MEETING MATT EMENS: Just a couple of general questions. So the perspective here, what's the elevation set at that we're seeing that from? DUSTIN WELCH: feet MATT EMENS: So it's not really, I mean, Chili Avenue is not feet above, so that's just kind of a random, it looks nice rendering? DAVID COX: Yes. MATT EMENS: Okay. I was just going to say that does the opposite for you of what your drawing to show the roof screening does. DAVID COX: But even at feet, which is up higher, it still shows that it does a pretty darn good job of screening. MATT EMENS: Yeah, and to be clear you said the proposed screening, but you are not proposing screening around the units, you're saying -- DAVID COX: The parapet. MATT EMENS: -- last month that the -- right. The new front elevation -- DAVID COX: Right. MATT EMENS: -- being built up higher to achieve screening? DAVID COX: Correct. MATT EMENS: And one of the things I think we () -

7 AAC NOVEMBER, 1, MEETING talked about was on the sign there was some veneer brick and when you mentioned that brick and block were cost prohibitive on the project. So I think one of the things that still kind of just hurts a little is that I like the sign. It's a little more modern which is fine, it ties to the building which is something that we're going to talk about when we get to Number. But, you know, the use of the same materials it's unfortunate that we can't get some of that masonry tied in somewhere in a smaller quantity that would just kind of make something pop. You know, I just kind of appreciate the EIFS and the cost effectiveness of this and the large expanse of the front of the building. I'm just saying that maybe there's a few spots we could do something to just really tie that together. In general, I think the shadow lines, the overall look of it, you know, I understand it a little bit better. I think the renderings that you brought this month really do it a lot more justice than the last time, so thank you for that. And I guess the only other thing I'm interested in is, if you have any material samples specific to either the Aldi's, the overall plaza. () -

8 AAC NOVEMBER, 1, MEETING DUSTIN WELCH: We have overall plaza samples. I think your earlier point, I think what we're trying to do is to kind of create a cohesive pallet so these will be for the monument sign and then for the building. So I think the idea would be to make sure these things are all speaking in concert and working together. So these are for the monuments. Basically the idea is to try to make these things all speak to each other just to help tie the whole space together. It's a difference in bricks. DAVID COX: Just talking to the owner here and one of the suggestions he had hearing about the brick or block is maybe on the columns that come out from the canopies, doing around the base have some block or brick that would really accent that. Do you think that would work? MATT EMENS: Yeah, I mean, anything as long as it's not -- I think that that would work as long as the colors, you know, back to Dustin's point about the colors, making sure it doesn't look like something totally different because then it's going to look funny, I think -- DAVID COX: Okay. MATT EMENS: -- if you added it onto the () -

So I think that that could work as long as the colors of the EIFS and -- only the people in this room will know, you know, that was the intent that there was some masonry and there's some EIFS and they are the same color and you look at it, it blends together. DUSTIN WELCH: That's the general intent. MATT EMENS: I'm fine with that, that's just my general thinking. JAMES IGNATOWSKI: Do you have other questions, Matt? MATT EMENS: I think I'm good right now. ROBERT LATRAGNA: So I wasn't here at the lasting meeting. I did see the original plans and I like the fact that you have incorporated to my colleagues' comments some brick into the facade here, that water table. I think the signage is improved and I like the coloring on it and the fact that the roof line's been broken up. I'm going to hold any further comments. JAMES IGNATOWSKI: What's the height of the brown EIFS on the main portion of the building, the wainscoting? DUSTIN WELCH: I think it's at three foot six. JAMES IGNATOWSKI: Have you put any design, () -

10 AAC NOVEMBER, 1, MEETING Dumpster design together for the committee? DAVID COX: It was just out way behind JAMES IGNATOWSKI: Do you have any drawings of it now? DAVID COX: They're shown on the site plans that were submitted. JAMES IGNATOWSKI: On the Aldi, how far does that roof span project out? DOUGLAS LEVEY: Hi, Doug Levey, L-e-v-e-y, APD Engineering and Architecture. The upper canopy on the slant projects out about 1 inches. The lower canopy over the cart area projects out about feet. JAMES IGNATOWSKI: Is that free span or is that tied back into the building with supports of any type? DOUGLAS LEVEY: There's no column supporting it, it's structurally canopied out. JAMES IGNATOWSKI: All right. I have seen on some of your other past projects you actually took wires and tied it back into the building, so that's not happening here? DOUGLAS LEVEY: Correct. JAMES IGNATOWSKI: All right. On the metal cloakings on T-, how high is that in terms of the () -

11 AAC NOVEMBER, 1, MEETING build out? How far does it build out when you start putting everything together there? DUSTIN WELCH: I'm not sure I understand the question, I'm sorry. Is it the height? JAMES IGNATOWSKI: No, I'm saying that it looks like it's corpoled out. DUSTIN WELCH: Yeah, right now it's tentatively designed as a corpoled decorative cornice, but I don't know if we have a specific design for it just yet. It's probably the matter of a couple inches. JAMES IGNATOWSKI: Okay. The width of the corners on the ends of the building, you have those pilasters, what's the width on those? DUSTIN WELCH: They're basically pilasters so they only come out a few extra inches. I think if you're looking at it in elevation they're about two feet. JAMES IGNATOWSKI: All right, and the intermediates? DUSTIN WELCH: They are the same elevation width. JAMES IGNATOWSKI: They look a little wider, the corners, but narrower in terms of between each individual entrance. () -

12 AAC NOVEMBER, 1, MEETING DUSTIN WELCH: It might be a little wider, but I thought they were two feet out. JAMES IGNATOWSKI: Okay. I notice that there's secondary doors on the front. What's the reason for those? DUSTIN WELCH: There's some existing doors, but also various tenants have different -- they have some extra doors they need in the front in terms of egressing and what have you. JAMES IGNATOWSKI: Okay. The only issue that I have with the whole project, on mass it looks great but in terms of Aldi's I'm just not totally sold on the model pitch roof. It's the only one there. Everything else either has straight corners or arched. I think that needs to get looked at in one way shape or form. It's the only one on that elevation, I just think it's out of character with the rest of the building. That's my only comment in terms of anything else with the plan itself. Any other questions? STAN GLANTZ: Excuse me, Mr. Chair. My name is Stan Glantz, I'm with KATZ Properties. Last name is spelled G-l-a-n-t-z. I know your comment about the slope of the roof on Aldi, one of the things we take pride in is the fact that we brought () -

13 AAC NOVEMBER, 1, MEETING Aldi to the town. It is one of the most sought after tenants by residents and this is the newest prototype for Aldi. They're trying to make a splash here in Chili, and the fact that they are our anchor we'd like them to look a little different. But I would also point out the Dollar Tree does not have the same entrance element as T-, as T-, as T-1. So there are some differences and we actually appreciate having some flexibility and differential between each of the tenants. JAMES IGNATOWSKI: I guess my only concern with that is the rest of the tenants' entrances are what I would consider a traditional motif and the monopitch is a modern motif, so you're mixing different elements together. STAN GLANTZ: Difference of opinion. I considered it all to be pretty modern. JAMES IGNATOWSKI: Any other questions? ROBERT LATRAGNA: No question. MATT EMENS: The point about the man doors, those are just going to be painted, hollow metal egress doors? DUSTIN WELCH: Yes. MATT EMENS: So I think the only thing is, is () -

14 AAC NOVEMBER, 1, MEETING that Jim's got a good point, with them kind of being that dark they kind of stand out. Those would be good examples of something we would want to go away, I think, so maybe a lighter color to blend in DUSTIN WELCH: I think the intention would be they would blend in with the wall. We're not having the best time with the printer either, so just to be in terms of the specific colors I think the intention would be to match with the wall. MATT EMENS: Okay, yeah. If you could make note of that because I think that's important, especially with the long expanse and then all of a sudden to have one man door that isn't really -- you don't want to attract attention to it because it's not a way in it's really just a utilitarian way out or an egress or whatever. DUSTIN WELCH: Yes. JAMES IGNATOWSKI: One other thing is I just noticed on the drawings that none of the colors are spelled out in terms of what you're using. There's no catalog number addressed with it, so I think you need to provide that to the Town. DUSTIN WELCH: I have selected colors here, they just didn't make it on the drawings. I can () -

15 AAC NOVEMBER, 1, MEETING give you all of those JAMES IGNATOWSKI: I would just have them with the drawings when you submit them to the Town, that's all, so the building inspectors can basically coincide it to what we said here happens on the building. Okay? DUSTIN WELCH: Uh-huh. JAMES IGNATOWSKI: Next up will be the sign for the Chili Square Renovation. DAVID COX: We also went to the ZBA Board and did receive all the requested variances for height, size, internal illumination for that, and the number of sides. So as it is presented here it is fully approved by the ZBA. MATT EMENS: Internally lit, though? DAVID COX: Yes, internal illumination, correct. MATT EMENS: Is that going to be on a timer or is that going to be hours? DAVID COX: It's on a timer. MATT EMENS: Okay. Obviously you planned ahead for the additional tenants? DAVID COX: Correct. MATT EMENS: And this is double sided? DAVID COX: Yes. () -

16 AAC NOVEMBER, 1, MEETING 1 MATT EMENS: The only thing I don't see on it, which I'm surprised they haven't mentioned, is the numeric. DAVID COX: Oh, it is. The address you are referring to is down here on the base. MATT EMENS: That's pretty small. DAVID COX: This is the side that faces the road. MATT EMENS: Okay. I don't have anything else at this time. ROBERT LATRAGNA: I have no questions. JAMES IGNATOWSKI: It was hard for me with my drawings to tell but the colors on the sign also coincide with the colors on the main building? DAVID COX: Yes. JAMES IGNATOWSKI: I do echo Matt's suggestion that the materials that are shown on the sign should be present somewhere on the main portion of the building. And where in the site plan are these signs going to be located? DAVID COX: So there's just one sign now. There was previously two, but the ZBA did not approve the second location. So we originally had one sign down here on Chili Avenue and the other one on Chili Center Coldwater Road. The ZBA did () -

17 AAC NOVEMBER, 1, MEETING not approve the monument sign on Chili Center Coldwater Road. This will be the only sign, monument sign for the property. ROBERT LATRAGNA: And that would be located where the current sign is? DAVID COX: There's no current sign. JAMES IGNATOWSKI: I have no further questions, thank you. Next up will be the ATM for Bank of America located on the same premises. DAVID COX: So also had some changes to this since the last time we were here. Previously we had the ATM down at this side of the island so that you would come in and drive around, stop at the ATM and then exit this way. After some meetings with Town staff and DRC it was suggested that we reverse the direction so that people can come right in and pull in. It also pulls the ATM further back so we don't need a variance any longer. So it's at the -foot front setback. And we're providing additional screening around the back and sides, and then here is a -- the color didn't come out very well in the printing, but this is a natural brushed silver-type color. The by 1 show it better. It's a pretty () -

18 AAC NOVEMBER, 1, MEETING standard ATM, with a canopy over it to protect anyone trying to make a transaction from any rain or anything like that. MATT EMENS: The lights that are in the canopy, looks like they're showing lights in there. DAVID COX: Yes. MATT EMENS: What are those? DAVID COX: Those are just small LED lights just really to light up that area. There's a light pole right next to it that lights the whole entire area which meets the full candles Federal guidelines. MATT EMENS: So this is really just lighting the sign? DAVID COX: It's lighting the ATM. MATT EMENS: So that would be on hours, is that a security thing or it's showing that it's open? DAVID COX: I think it's a security thing, so I think it would be on all of the time. MATT EMENS: Okay. And the tree, if I understand this correctly because the one we have in this shows it the old way, it's now flipped. DAVID COX: Correct, it's flipped now. MATT EMENS: So is that existing tree it says () -

19 AAC NOVEMBER, 1, MEETING its got a -inch caliper. How big is that tree, do you know by any chance? DAVID COX: I think it's probably feet. MATT EMENS: So really, that tree is taller than this proposed ATM? DAVID COX: Yes. MATT EMENS: Okay. I don't have any other questions. ROBERT LATRAGNA: Can I have that page that my colleague is using? That tree, is that the only screening for the ATM? You mentioned there would be some screening. DAVID COX: Yes. In this new island that we're putting in on the north side, there's new landscaping going in there and around the back and on the side. So there's pretty much a screening all the way around except for right in front where the transactions happen. ROBERT LATRAGNA: I don't have any further questions. JAMES IGNATOWSKI: I don't have any questions, I think it looks great. Thank you very much. DAVID COX: Thank you. JAMES IGNATOWSKI: Next up will be the review of proposed Calvary Assembly Renovations in Chili, () -

20 AAC NOVEMBER, 1, MEETING New York. CHARLES DAHLKE: Good evening, my name is Charles Dahlke, the last name is D-a-h-l-k-e, I'm with Life by Design Architecture. We are the architects for the building project and we're here, this is the first time before you folks and basically this is a work in progress. So we are looking for input and your perspective of what we're proposing. This is a fairly significant addition to the building. The existing building is about years old and the church is growing. They have a need for a larger sanctuary, so this project comprises an 00-seat sanctuary addition off the front of the building toward Chili Avenue. And we've also expanded the entry off the back, which you can see on the -- I will wander over here -- from the side road we have a back portion of the addition which is to facilitate easier entrance, ingress and egress of the building, to accommodate the larger number of people, and then this portion toward Chili Avenue is the new sanctuary. The view from the road is down here at the bottom of the page and I actually have, it's just a () -

21 AAC NOVEMBER, 1, MEETING massing perspective it's not fully rendered or colored or anything like that. So it just gives you an idea of what this is starting to look like as you're coming down Chili Avenue You can see that actually most of the original building is kind of disappearing behind the front of the building. Again, based on the perspective as you're coming down Chili Avenue that is what you would see. We're experimenting right now with different finishes on the face of the building. Right now we are indicating some synthetic stone in the part on the end view here. The remaining portions of the building would be a cementitious siding similar to what's there now. I believe it's a HardiePlank as a brand name and that's what we're looking at continuing that to try and blend the addition in with the existing so it doesn't look like someone came along and landed a UFO in front of the building. That's kind of where we are right now. Like I said, this is a work in progress, so we are open to comments, suggestions, concerns. MATT EMENS: Without having the floor plan, are there multiple floor levels? CHARLES DAHLKE: The bulk of the addition is () -

22 AAC NOVEMBER, 1, MEETING just one sanctuary. This is the sanctuary itself right here, it has -foot high walls and it's just one large space, so there's no intermediate floors in there. MATT EMENS: So what am I seeing, the double doors? CHARLES DAHLKE: Over here, because of the slope of the site there's going to be a continuation of the existing basement level to create a youth area underneath the first floor on the back of the building, because the site right now from the corner to the back of the building slopes down probably a good or feet. MATT EMENS: So in these three elevations, where is the front entrance? CHARLES DAHLKE: The main entrance to the building is going to be over here and this is off of the existing parking lot. MATT EMENS: So it's the one on the first level, not the lower level? CHARLES DAHLKE: That is correct. That would be the primary entrance for probably the majority of the people on a Sunday morning or any time they're having a service of any sort. They're going to come in through there, it leads into the () -

23 AAC NOVEMBER, 1, MEETING narthex which is a very large space for people to gather and kind of meet and greet before they head into the sanctuary. There's also a fair number of people that will be coming in actually this door which doesn't show up. This is an existing door right now off of the parking lot which would be on the south side of the building. There's basically two parking lots and depending on what people are comfortable with they park in one or the other. So they can either come in this door or they can come in this door depending on which parking lot they park in. MATT EMENS: So -foot walls, what does that make the highest ridge on the new sanctuary, feet? CHARLES DAHLKE: Yeah, between and 0. MATT EMENS: In looking at my package for the Planning Board meeting, the site plans, they don't have a floor plan. The overall shape of this is interesting, which is why it's hard to look at and understand in elevation. You have that drawing, maybe it's a sketch up or something. Is there, I guess I'm asking is there probably that we're going to see something if it's bird's eye view massing? This is pretty massive. () -

24 AAC NOVEMBER, 1, MEETING CHARLES DAHLKE: We can certainly look at generating other views to give you a better understanding of what the overall mass of the building is going to look like. At this point we thought one of the primary concerns might be what does this thing look like as you're traveling east on Chili Avenue as you're approaching the building. So that's why we chose this view to start with. MATT EMENS: No, I agree with that. This is an example of a time, where to the elevations, other than showing existing versus proposed, really don't do much for it. So I think that that would be important to understand what it looks like from the road and also to see that massing. CHARLES DAHLKE: Sure. MATT EMENS: But in general, I think you're obviously matching existing materials or complimenting at least the existing materials. You had said masonry, where would the masonry -- CHARLES DAHLKE: Basically this end elevation right now you can kind of see it. This portion right here what we're showing is like synthetic stone, veneer, that would go up to the roof line and wrap the corners, so that this end projection would be all stone on the two sides and on the end, () -

25 AAC NOVEMBER, 1, MEETING then we would do a stone veneer wainscot on the next step back. Again, without a floor plan it's kind of hard to see exactly where we're talking about So that's basically where we are looking at as far as any kind of stone or masonry. And again, some of those decisions haven't been finalized yet as to what that material is going to be. But right now there is no -- well, there's brick on the existing front entrance to the church but that entrance is going to be removed. That whole area is going to be encompassed into the addition when we build it, so all that brick that is visible now will be gone. We have flexibility to put basically anything that is deemed appropriate there. We are not trying to match anything else that would be on the building. MATT EMENS: And this is -- what you have there is quite a bit different than what we have here in terms of the windows on the upper level. CHARLES DAHLKE: Yeah. When we put that together we had a meeting with the church and that was one of the comments that came up, they didn't like the sparseness of the walls. And it really () -

26 AAC NOVEMBER, 1, MEETING doesn't work with their business model, if you want to say it that way, of being an open and inviting congregation. MATT EMENS: Yeah, because that one looks a lot better than this one. You are headed in the right direction. Okay. And so the roof, is there any thought of, I don't know, I guess it's just going to be a lot of roof. I would be scared and excited to see the roof blend. But I'm wondering if there's an opportunity to play with some different roof materials here to maybe compliment it and make it kind of pop? CHARLES DAHLKE: Okay. MATT EMENS: I don't know if that's true or not. CHARLES DAHLKE: You're talking about the actual roofing itself? MATT EMENS: Yes. Just look at something that maybe does the same thing that the veneer is going to do, if the veneer is going to break it up a little bit. CHARLES DAHLKE: Sure. MATT EMENS: It might not work, I don't know. It's going to be a complex roof for this specific () -

27 AAC NOVEMBER, 1, MEETING addition. Maybe it happens somewhere else, I don't know, but it's just something to think about as you're working through that. CHARLES DAHLKE: Okay. MATT EMENS: I guess, as I say that then my question would be is, when I look at the west elevation that I have, and I can't tell from your drawing at this distance, but you're showing different hatching. Is it actually different material or are you just not -- CHARLES DAHLKE: The existing building actually all have -- this is an interesting kind of deal when you're putting the drawings together -- we ended up using some imagery from the original drawings from when the building was built years ago, and the elevation's of what was drawn is not what was actually built. So this shows vertical siding but that's not what's there, it's actually horizontal. There was some technical issue. MATT EMENS: And there's asphalt shingles? CHARLES DAHLKE: Yes, it's all -- MATT EMENS: Yeah, that's the way I -- CHARLES DAHLKE: Yes. MATT EMENS: Okay. That's all I have right now. () -

28 AAC NOVEMBER, 1, MEETING ROBERT LATRAGNA: What is the ceiling height of the sanctuary? CHARLES DAHLKE: It will be a -foot high ceiling. ROBERT LATRAGNA: So I do like the windows that show in that view. I think as long as the ceiling height allows as a measurement, I think you could put some additional welcome windows in the front at a little higher level, it might improve the architectural appeal. CHARLES DAHLKE: Okay. ROBERT LATRAGNA: It is going to be a massive building, but it is covered, hiding most of the rest of the building, so I'm not opposed to that. I don't think I have anything else. JAMES IGNATOWSKI: And without a site plan or a floor plan it's kind of hard for me to get a feel for the scope of the project in terms of how it's going to look from all elevations. But I have to agree with you that whatever elevation that is facing Chili Avenue is going to be your town elevation and that has to be probably the best looking elevation. I liked your suggestions you talked about in terms of the materials, in terms of horizontal and () -
