1 The Vanderburgh County Board of Commissioners met in session this 2 nd day of October, 2018 at 3:01 p.m. in Room 301 of the Civic Center Complex with President Bruce Ungethiem Presiding. Call to Order President Ungethiem: Good afternoon. I would like to welcome you all to the Vanderburgh County Board of Commissioners meeting for October 2, Attendance Roll Call President Ungethiem: The first item of business is attendance please. Commissioner Musgrave: That is my granddaughter. President Ungethiem: Oh, okay. Commissioner Musgrave: Do you want to introduce her? President Ungethiem: Any students in the audience? No students today? Go ahead. Commissioner Musgrave: I am so delighted to introduce my granddaughter. My only grandchild. This is Poppy Pfaff, being held by my daughter, Margaret, and her husband, Andrew Pfaff. So, she s coming to her first public meeting. President Ungethiem: Alright. Starting them off early. Commissioner Shoulders: Hopefully not her last. President Ungethiem: In that tone, or in that vein, you might notice that one of our normal participants in the meeting is not here today. It gives me great pleasure to announce that Kristin Comer, who normally sits in the chair over here, gave birth to a girl on Monday, seven pounds eight ounces, 19 inches, and her name is Emma. So, congratulations to the Comers, and I think everybody is doing fine. She ll be, if she s not already home, she ll be home soon, and we say congratulations and we definitely will miss Kristin for a few weeks.

2 Page 2 of 32 President Ungethiem: One other thing that we needed to note that we didn t note at the last meeting, although we had the information, and Brian asked this question, was about healthcare and the voluntary vision plan, and we did get a letter from Tony Brian Gerth: I got it. President Ungethiem: You got that? That our vision care was going to be extended for another 36 months at the same rate. So, that s good news. It s not often that you get something like that where you don t have an increase as you go along, but for the next 36 months, the county vision care will be the same as it is this year. Permission to Open Bids for VC : Concrete Repairs in Deerfield & William Wortman Subdivisions President Ungethiem: The next item on the list is permission to open bids for VC , concrete repairs in Deerfield and William Wortman Subdivisions. I would entertain a motion to give Todd the authority to open those bids. Commissioner Musgrave: So moved. Commissioner Shoulders: I will second the motion. President Ungethiem: At the last meeting we talked about our Sheriff being named the Sheriff of the Year in the State of Indiana. We also have another announcement that our County Surveyor, is Jeff here? Commissioner Shoulders: He is. President Ungethiem: There he is. You usually sit over there. Jeff Mueller: Well, I (Inaudible, not at microphone.) President Ungethiem: Our County Surveyor, Jeff Mueller, was presented an award with the Association of Indiana Counties Annual Banquet, and was selected from the 92 other Surveyors in Indiana as the best Surveyor in the State of Indiana. So, congratulations, Jeff, well deserved. Thank you very much, and I think that deserves a round of applause. Commissioner Shoulders: Round of applause for Jeff Mueller. 3 Page 3 of 32 Economic Development Presentation by Tara Barney of the Chamber of Commerce President Ungethiem: Okay, now moving on to the economic development presentation by Tara Barney from the Chamber of Commerce. Tara Barney: Thank you, sir. I m Tara Barney, and this is my first official time being in a Commission meeting. So, I want to introduce myself, ever so briefly, even though I ve gotten to know you all, but I do head up the Chamber of Commerce for these past few months. I m new to the region, and I really enjoyed making this my new home. So, it s a pleasure to be here, and I appreciate the chance to just share a little information with you today. I m going to make sure I do this properly. What I m going to share is a conversation that Chambers and Economic Development Organizations have been having around the State of Indiana, that really came out of the success that we ve seen in the Regional Cities Initiative. From the perspective of the Southwest Indiana Chamber, and I think our colleagues, it s been an extraordinary opportunity to re-examine how we support the work of growing Indiana and making Indiana a great place to live and work. So, I was asked to share some slides, I ll do it fairly briefly, because there s a fair number of them and I don t want to take up your whole agenda. And, I m obviously happy to come back and keep you informed or answer questions, but really I m just here to communicate some thinking. Not to ask any action, in particular, but it is something that we think is a worthy conversation for the State, and a particular opportunity to acknowledge and recognize how transformative the program has been in these first couple of years in the State of Indiana. So, we re calling this Economic Development 2.0, to really highlight the fact that Indiana has been very successful in the economic development game for many decades. In fact, I ve worked all over the Midwest region, and I said to a few of you, I m happy to now live in Indiana where I can be on the winning side of a lot of these state to state competitions, because I ve lost a lot of them when I was in Ohio, or Illinois or Iowa. But, it s fair to say that Indiana has been very deliberate, over the years, of building a good foundation to make this a great business climate. We ve listed a few of these great policy elements of that business climate. We ve also, as a state, achieved some terrific rankings. So, Indiana is regularly rated by credible organizations as being a great business climate and a high value place to do business. You can see some of them up there, and I m sorry it s in white, I apologize, but you ve got it on your screen so you can read it. That said, I think one of the points that s come out through Regional Cities, is Indiana has also not been where we d like it to be in some of the other rankings that have to do with how we position ourselves as a place to live and work and strive to build a great place in this country. Some of those, you know, we re a little less than where we d like to be in workforce, in quality of life and in some of those rankings. The premise that we re operating from is Indiana has got to grow. We hear that from our businesses. I know you hear it from your constituents every day. Right now, if you look at the projections from 2010 to 2040, Indiana is projected to shrink, essentially. You can see Vanderburgh County there, we re going to hold our own, but if you look at the state-wide map, you can see that the vast majority of the counties in Indiana are expected to lose population, not gain in the coming years. In fact, that s true all over the Midwest. So, if you looked at every Midwestern state and every job that s open, that would still be the case. You could not put every job with an available worker in it and still get there in the entire Midwest. So, this is not a unique challenge for Indiana. That said, I would submit that Regional Cities has done a nice job in giving us some things to talk about. Just to give you specifics, if we took all of the unemployed Hoosiers, and this is four month old data right here, just to be accurate, and filled every job, we d have an unemployment rate of.43 percent, which is just never going to happen. But, if we d been able to keep Indiana, over the past years, growing at the same rate the rest of the country had grown, on average, we d have another 80,000 residents in Indiana in jobs and paying taxes, and they would have put forth, in these past couple years, another $323.4 million to build into this next biennial budget. So, in sales tax and income tax and those sources of just routine tax revenue, we could have seen that kind of additional resource to work with as a state. Just to give you some context and why some of the branding campaigns and things that are under way are important, Gallup, which is pretty well regarded internationally as being a source of ready and current data, regularly puts forth a Community Pride Index. That s what citizens think of where they live. Out of 186 regions that they ve surveyed, you can see where Indiana ranks. The Evansville region is not exactly knocking things out of the park, but I

4 Page 4 of 32 would say, as new resident in the past couple years, I think we could all say that the people that live here feel pretty proud of what s going on in this region. Some of that has to do with Regional Cities. Not all of it, many other great things are going on here as well. But, it does set up the conversation about how do we make sure we are doing what we can to grow our population. Just to give some quick context, and I won t try to over explain any of these, but I m always happy to answer your questions, if we benchmark Indiana against our peer states, so those states that we look at that are somewhat comparable in the Midwest, you can see that our GDP is not growing as fast as some others. Iowa, where I moved from, happens to be knocking, knocking it out of the park right now. I want to say just a little bit about domestic migration, because it sets up a conversation I ve heard a lot of since I came to town. Domestic migration is when people choose which state they are going to move to. So, they re the folks that can decide, I m getting out of college and I want to live here or here, and they can go locate themselves there. That s not just college students, but anyone that can make that choice. If you look at how Indiana is comparing with its peer states, we have been losing population. Not as bad as some other states, and frankly, if Illinois were on there, that would be an even worse number, but Indiana has lost people over the past couple of years. A couple thousand in 17, more like 5,000 in 16. Just to drill that down one closer point, what I think is really germane is we have wonderful academic institutions here. I think we do a very nice job of migrating those graduates into our local, regional economy. But, as a whole, the State of Indiana is moving in people with less credentials than those that are moving out. So, if you think about what that means to our ability to attract the workforce we need in the future, it s not a trend we want to see continue. We want to find a way to reverse that trend. So, we re losing people, and we re losing the higher credentialed citizens as well. I ve got a quick slide here on innovation, only because patents is a common way that economic development professionals look at states, and it s kind of a canary in the cage about states that are setting themselves up to become more successful over time. So, we looked at Indiana s rankings, we are kind of in the lower middle part of the pack. I will tell you while I m standing here though, that Southwest Indiana is an anomaly here. We are, we knock it out of the park for the entire State of Indiana. So, our local numbers are much better than these. So, we ve got something to build on there. But, you can see that some other states, primarily in the South, are being more successful in the patent space. So, we are going to have a conversation with the business community, and certainly with all of our colleagues and with you, about how we make sure that we re doing all we can to change this trajectory. What are those things we can do to start to turn this path. We think it is very much about continuing to focus on quality, as well as a low cost business environment, which we ve done magnificent work in. I ve been in economic development my entire career, I ve got professional colleagues in the room that have as well, and I can tell you that economic development of 20 years ago is not economic development of today. It was location, location, location; big sites; cheap energy, things that mattered in the past to be successful in economic development are still important. So, I don t want to take the eye off those, but even more important now is quality of life and being able to attract the workforce that we need, and to keep the workforce we have. So, the new economy is very much about quality of life, about making sure we re building a sustainable regional economy, and about making sure that we ve got a workforce that is growing and prepared to be the pipeline into our employers in this region. We think that Indiana has done a stellar job. The EDGE Credit is a valuable tool, and Indiana has a good set of incentives. I think they re well used. They re certainly well used by our part of the state. You can see some quick numbers here about what s been invested in job creation incentives over the past few years. And, here s what I really want to point out, our Regional City return on investment, for the State, is fantastic. Again, Southwest Indiana is even better than these numbers. So, those of you that are involved with the Coalition know that we re talking generally about a billion dollars that s been invested in support of the $42 or $43 million? I can t remember. Two or three million dollars that was the state s investment in our work here. So, we ve done fantastic work. But, state-wide, it s a 9:1 return on investment, so far, and these numbers are six or eight months old. The state s gotten 45 percent of their money back already, just from taxes that have been paid in the early years, and we projected, actually Ball State, to be clear, has projected that these projects are attracting almost 8,000 new residents to the state. So, it s a pretty great investment in what we re trying to do in the State of Indiana. We think that continuing Regional Cities is a really good idea. And, we re going to be talking with the Legislature, and, as I said, with other businesses, about how that can be done, how it can be factored

5 Page 5 of 32 into the conversation in the legislative session coming up this year, and we are also very interested in looking at a Regional Development Tax Credit as a way to incent more investment in our state. So, this is a tax credit that would not be paid out unless new investment comes. I always like to clarify that with folks, because I think often times the question is how do we pay for it? And, I think the question really needs to be, how do we make sure that we are setting up our state for success? This is a quick slide that shows you what Indiana invests per capita, compared to our peer states, to support the work of economic development. Now, the last thing I m doing is lobbying for more investment, because I think we do well here in Indiana at making sure that we have a robust set of investments by the private sector. I think that s how we want it. But, Indiana is pretty efficient, I will say, in what we invest to support the work of economic development, compared to my former state, Iowa, which is spending a lot of money in that space. So, we want to engage the conversation about how successful Regional Cities has been, and how important we think it is for Indiana to continue to focus not just on the great high value business climate we have, but also in making sure that we re building quality into the work of our cities and our counties and our regions. I put this in just to add a little levity to your day, but if you remember the Yugo, that was all about being a high-value and cheap, and it's not made it in the long term. But, I share this in all seriousness, because I think that the leadership you ve shown around Regional Cities and that our businesses and organizations that have made that happen, for someone new that s come in, like me, it s a pretty fantastic story to tell. I think it is a story that sets Southwest Indiana up to have a great future, and I think that if we can continue to work with our State to provide this kind of directive toward regional collaboration and using a small amount of public investment to leverage very significant private investment, it s a win for everyone. So, I really am just here to compliment you on what s happened here so far, and to tell you, as someone new, I m enthusiastic about how this conversation might go in the coming years. So, thanks for your time, and I m happy to answer questions, and I m happy to come visit if you ever invite me back. President Ungethiem: Any questions for Tara? Commissioner Shoulders: Just simply thank you, Tara, for taking time today. I wanted to congratulate you on another successful annual dinner last week. Tara Barney: Thank you. Commissioner Shoulders: It really was a wonderful event. Tara Barney: Well, we hope to be telling the story of this community s successes. Commissioner Shoulders: Absolutely. Tara Barney: And, I think that it was a nice opportunity to do so. So, I appreciate you being there. Commissioner Musgrave: Tara, I just wanted to thank you for coming today, and to point out that the quality of life that a community offers is probably going to be key to attracting future investment. Tara Barney: Uh-huh. Commissioner Musgrave: Could you just give us maybe one or two examples of what quality of life projects are? Tara Barney: Sure, well, I think that everyone points to downtown, which is a very nice example, because if you talk to the younger community, they really welcome and see having a good urban setting as something that has to be on their checklist, if they re going to consider a community. So, I would start by pointing to that downtown, but I would also speak to other commercial centers in our region, because I think they are just as important. So, West Franklin, Haynie s Corner, Mt. Vernon and Posey County, those are areas that are becoming part of the clusters. But, beyond that, I think our quality of place is very much enriched by our trail system that we re building, which I think is a huge asset, and one that regularly gets brought up by people that are interested in our community. Because they are seeking the opportunity to be seen as moving to a place that embraces,

6 Page 6 of 32 not just being outdoors, but being in a healthy environment. So, I think that that s a really nice second example. I would be remiss if I didn t point to the great strategic insight of locating the Stone Center here, because that, to me, is a quality of place play that seven or eight years ago some of you started, and it s going to, I think, be a hit it out of the park success for our region. So, I would leave those with you. Commissioner Musgrave: Well, we look forward to you being successful, along with the team from around the state, in achieving additional Regional Cities funding, because I know the Commissioners will have some projects that they will want to apply for. Tara Barney: I m sure you ve got a list. Commissioner Musgrave: So, let us know what we can do to be helpful. Tara Barney: Alright, well thank you for your time. Commissioner Shoulders: Thank you, Tara. Tara Barney: I appreciate the opportunity. President Ungethiem: Thank you, Tara. Burkhardt TIF Road & Path Development Presentation President Ungethiem: Okay, the next item is a discussion of the Burkhardt TIF Road and Path Development presentation. John, I think, has a couple of slides he wants to share with us. John Stoll: Now, I ve got it set up. I wanted to go through what s planned for TIF District, as well as what we ve done in the past. For starters, somebody might ask, just what is the TIF District? That s the district that s shown in green up there. It s an area that was designated years ago where the revenues that are generated by commercial land can be captured, and then turned around and reinvested in projects that either are in the TIF District, or would benefit the TIF District. You can see it s pretty well bounded by the Lloyd Expressway, the county line, Millersburg Road, and then Green River and then a line that runs from Heckel to Millersburg up to the vicinity of the soccer park. That slides hard to see, but earlier this year the county had finalized a Capital Improvement Plan that identified numerous projects throughout the county that were needed. Some were the TIF Districts, some were not, but the ones that we re pursuing right now are show outlined in those red blocks in that slide that s hard to see on the screen, but it identified several projects that were top priorities, as recommended through the Capital Improvement Plan. As a result, the county is now pursuing those. There are a number of projects, there are actually four projects that are listed there. The first one is Boonville-New Harmony Road. The county will pursue a reconstruction of Boonville-New Harmony between Petersburg and State Road 57, and then provide a trail or sidewalk connector between 57 and Green River, as a part of that project. As you can up there, the estimated cost is in the neighborhood of $9 million for the design, right-of-way acquisition and construction. The project will be a three land road, so it will be one lane in each direction, plus a center turn lane. Then we ll also construct a roundabout back at the Petersburg Road intersection. That contract, I have it for my report later today, but the contract will be with Lochmueller Group for the design, the right-of-way engineering and the construction inspection on that project. They have representatives here to answer any questions about their project, if you have any later. As well as we have representatives from United Consulting. The people here from Lochmueller Group are Jeff Whitaker and David Goffinet. From United Consulting, Chris Hammond. From VS Engineering who is doing the Green River Road trail, that s Nick John, and then from American Structurepoint, who they are working on Kansas Road, and then on Oak Hill Road, have Mike McBride and Mark Tuley. Part of the Green River Road Commissioner Musgrave: John? John Stoll: I m sorry. Commissioner Musgrave: Could you go back and talk about the trail that will be built along the road.

7 Page 7 of 32 John Stoll: That s what I was going to show in this next slide. We had just finished the reconstruction of Peck Road, up along the east side of North High School, and as part of that we added an asphalt trail up the west side of the road, as you can see in this photo here. The Boonville-New Harmony project will include a trail like that. This doesn t match exactly what we ll do on Boonville-New Harmony, because Boonville-New Harmony will have three lanes, Peck Road was just two, but that gives an indication of what we re going to have out there along the south side of Boonville-New Harmony Road once the project is complete in several years. The second project, this is the one that s currently under contract with VS Engineering. This is to put a trail along Green River Road. This will run from Lenape Lane, which is at the apartment complex near Lynch and Green River, up to Heckel Road. This will be a separate stand alone trail that will run along the east side of Green River from the apartments up to roughly Hightower Drive, which is the entrance to Keystone Subdivision. Then it will cross over to the west side of the road, and run on the west side of Green River all the way up to Millersburg. Again, this is a stand alone trail that will help provide some connectivity with the projects we ve already completed up there. The, I have no idea why this keeps jumping forward Commissioner Musgrave: It s excited. John Stoll: It s driving me nuts. President Ungethiem: It s speed reading. John Stoll: Back to the trail again. The estimated cost of the trail, the section from Lynch to Heckel is roughly $7.5 million, and then the section from Millersburg to Heckel is over $3 million. The reason the costs are high on that project, it currently involves reconstructing the bridges in order to widen it to provide the trails along five existing bridges along Green River Road. Those bridges were constructed with the project that was completed in 2011, and this would be widening of those structures. It wouldn t be any demolition or anything like that, it s just widening it to pick up the extra width needed to provide the trail. The plan is, as this project moves forward, to try to pursue some federal funds, if they re available. So, that way it can reduce the county s cost, maybe to as little as 20 percent of the construction cost, which would then, the county s cost then would only be $2 million, give or take, rather than $10 million. So, that s an option we re going to pursue. It s just a matter of we ll have to keep our eyes open for when federal funds become available. Commissioner Musgrave: John? John Stoll: Yes? Commissioner Musgrave: The state has already made $90 million available for grants, and these are state funds. So, that s an opportunity that s on the table. We re waiting for them to announce the grant window. The Regional Cities funds could also be another grant opportunity, and that s not federal money either. So, there are multiple pots of money out there. John Stoll: And, like we ve done recently with Community Crossings and federal aid applications and the Local Trax, once they become available we can file the applications and see if we can get the funds. Having the design underway should give us a leg up on any applications we do file. Another contract that s already underway is the reconstruction of Kansas Road, between Petersburg Road and Green River Road. This will also be a three lane road. The typical section for the road shown in the bottom right of that slide. It will have one lane in each direction, plus a center turn lane. We will put a sidewalk along the side of that one, rather than a trail. We were just restricted on available space to put a trail in. This contract is, this project is already under design by American Structurepoint. We ve got preliminary plans, and we should be moving to right-of-way acquisition here soon on that project. For comparison, this will be similar to what was recently completed on Heckel Road, and what was completed several years ago on Millersburg Road. This is just a slide showing an aerial that shows the project limits. The section between Seib Road and the roundabout won t be addressed, simply because that was reconstructed several years ago as a part of the airport s project. Another project that a contract was recently signed with American Structurepoint is the reconstruction of Oak Hill Road between Lynch and Eastwood. This will mirror the design of Oak Hill Road the city

8 Page 8 of 32 completed several years ago. Again, three lanes, but this one will have bike lanes and a sidewalk. This one is currently planned to be locally funded on the basis that we will get this one moving forward, and then the second phase of Oak Hill, which I ll discuss in a minute, would have federal participation. So, that way we would get this one, hopefully, well under way before the construction of the other phase starts. This one I have a contract on for this afternoon s meeting. This will be designed by United Consulting. Again, it s a continuation of what the city s design on Oak Hill Road was from, I guess, Highway 41 up to Lynch Road, three lanes plus bike lanes and a sidewalk. The one extra aspect of this project is we will also have a separate trail that will run from the roundabout at Millersburg up to Kansas Road. Again, that helps provide connectivity between all of the projects we ve been working on. The application for federal funds for this project has been submitted to the MPO, so, hopefully, we ll know soon if we do get federal funds on this. If we do, then, again, the county would only pay 20 percent on the construction. These are just some conceptual drawings that were in the engineer s report submitted by United Consulting that basically gives us a footprint for what the project would look like. You can see the estimated cost is about $10 million. One of the questions that comes up relative to why are we putting the sidewalks and bike lanes in, it starts connecting everything that s been constructed to this point. We ve got some gaps in the system that s out there right now. These aerials show what we ve got and what s planned. Again, it s hard to see, but the yellow line shows the proposed trail that we would run along Green River Road, in conjunction with the VS project. The red line shows where we ve already completed a reconstruction of Heckel Road that has a sidewalk along the south side of it. The green line indicates the Oak Hill project to be done by American Structurepoint and by United Consulting, it has the bike lanes and the sidewalk. Once we get those done, we ll actually have connections to the city that go all the way back down Oak Hill Road to Highway 41, and then the city s currently doing the Hi-Rail Trail Project that runs along 41 down to, I forget, is it Covert or Riverside, but links to that project. The city is also pursuing a project to do a road diet along Walnut Street, so those projects all link up all the way up to this. This is just a continuation of what s going on. Again, the yellow project, the yellow lines indicate projects that add new trails. The red indicates the existing three lane section on Millersburg Road where we already had a sidewalk. The green is the future Oak Hill project. The orange line on Green River indicates the five lane road we built between Millersburg and Kansas that was completed a few years ago. That has a sidewalk up the west side, and also bike lanes. The light blue line indicates Kansas Road, which would just have the sidewalk alone. This is the northern most limit of everything. The purple line will be the trail along Boonville-New Harmony, and then the green line is a continuation of the bike lanes and sidewalks that will be built in conjunction with Green River Road. So, I couldn t fit all of that on one slide, but if I could put one map together, you could see how well it starts linking all of the different county projects together that have been built over the last few years. It s been an ongoing process. We re getting a little bit at a time, but it s starting to get linked together. In the past we ve done a number of projects in the TIF District already. This all started back in the mid 90 s and it s continued until the completion of Heckel Road back about two years, no, a year and a half ago. The original project was the widening of Burkhardt between the Lloyd and Virginia. That was back in the mid 90 s. The second project was a continuation of that where Burkhardt was widened from a two lane road to a four lane road with medians and turn lanes. We also had a box culvert installed so that the legal drain became a piped storm sewer, instead of being an open ditch. Again, that improved the aesthetics of that area for future development. This was a federally funded project at the intersection of Morgan Avenue. We added turn lanes and also widened Burkhardt Road. The last segment of Burkhardt was the construction up to Lynch Road. That was a five lane section. Due to all of the traffic from the development, we went back then and had to do some additional turn lane work at Burkhardt and Virginia. We added turn lanes, or extended turn lanes on each approach of that intersection a few years ago. We also constructed Cross Pointe Boulevard, the road didn t exist prior to this project, but the road, again, a four lane divided road with medians and turn lanes was constructed between Virginia Street and Morgan Avenue. That opened up significant areas for future development. As we ve seen since that was completed several years ago, a lot of new developments have taken place out there. Green River Road, we completed this back in This was the first county project to have bike lanes built in conjunction with the road. Heckel Road we just completed that, I believe it was early last year. Didn t have bike lanes, but it s a three lane road and a sidewalk. Then Millersburg Road was also

9 Page 9 of 32 completed a few years ago, three lanes with a sidewalk. The grand total of everything that s been done up through Heckel Road was roughly $65 million. So, a substantial amount of work s been done, but with all of the new projects we re pursuing, quite a bit more is coming. That s all I had, unless you ve got any questions on any of that. Likewise, the consultants are all here to, in the event you had any specific questions about any of their projects. Commissioner Musgrave: You didn t happen to do a study on the assessed valuation growth on the areas where we ve been spending TIF money, did you? John Stoll: That s out of my league. Commissioner Musgrave: Yeah, I imagine it would be incredibly substantial, just taking, you know, a visual look at what it looked like before we started that, and the Commissioners, I m speaking of the Commissioners in the 90 s too, when they built Burkhardt Road. That s an amazing transformation all by itself. Commissioner Shoulders: Absolutely. Commissioner Musgrave: Thank you though for the work that you did, and to the engineers who I know that you were in constant contact with over the weekend. Thank you everyone for bringing that information to the table. It s very useful. Basically what this ordinance will do is establish a line item in the Solid Waste budget. Commissioner Musgrave: County Highway Department budget. We ve established this, now we need to provide for funds to make this happen on an annual basis. So, that s what this is about. Commissioner Musgrave: I believe that we ll be hiring employees, probably contract until we can get the appropriate Commissioner Shoulders: Yeah. Commissioner Musgrave: --other things done. So, it s a brand new program to pick up litter on county roads. It s the very first one, and it should be sustainable. We re starting with just a few roads, so that everybody gets the hang of it. Because some of these county roads are very dangerous, like Green River Road, where our County Engineer was, not the engineer himself, staff was unfortunately rear ended today President Ungethiem: Today. Commissioner Musgrave: --while they were out trying to figure out which patches to patch. So, and this is where we re going to be building that trail. So, an incredibly dangerous road, so we re not going to start with those incredibly dangerous roads with the litter program. We ll be practicing on some of the other ones. Commissioner Musgrave: I had a meeting with the Lieutenant Governor, and she discussed the broadband ready activity that is happening at the state level. She directed me to speak to the director of the organization, and he gave us three tasks to do. The first task is to establish this ordinance, which will set up a point person in Vanderburgh County to help those who wish to invest in broadband, hopefully in our rural areas. We would also

11 Page 11 of 32 agree to waive permit fees and otherwise expedite the permitting process. The second step will be to exempt investment in future broadband in the county from personal property taxes. This is viewed as something that the Commissioners can do, but our attorney is looking into that, but we ll be moving forward with requesting it however that happens. So, basically, if a company wanted to come in and invest in broadband capability anywhere in the county, they would be exempt. They would first get expedited help and be exempt from personal property taxes on that investment in perpetuity. The third thing that we need to do, probably concurrent with the first two, is establishing a committee, a task force, to help us get moving on this. Because this is trying to bring broadband to the last mile. So, it s primarily focused on rural areas, and areas that don t have broadband, and increasing the broadband capability in those areas that are weak. Clearly the private sector has not invested in this. The Governor has made $100 million available for grants to providers. They are, like the $90 million that he s recently made available for trails, they are in the process of drawing up those rules and specifications for those grants. But, taking these three steps will put us in a position to help the investors, the providers, qualify for those grants. Because that s the target of those grants, not government. It s to the providers to build this infrastructure. So, we re taking the very first step today, which is the first reading on the ordinance to make us broadband ready. President Ungethiem: Comment, Ben? Any comments from the public? As you can see, we ve got a tremendous opportunity here. The state is making $100 million available. We want to be in a position to take advantage of that. That s the reason for the ordinance, so that we re in that position to use state money to help us spread broadband throughout Vanderburgh County. Any further comment? Blaine Oliver: Good afternoon. We have our consultants here for the University Parkway Corridor Draft Plan. We ve had two public hearings so far in the process of developing the draft. Our consultants completed work with staff on the draft just a couple of weeks ago. That s been provided to you guys. We ve sent out approximately 400 letters to residents within 500 feet of the corridor, or property owners within 500 feet. So, we re here tonight to give you a presentation on the plan, to bring you up to speed, and to hear any questions or comments you guys have, as our third public hearing, and comments that the public might have. So, with that, I ll, unless you have any questions of me, I will bring up Cynthia Bowen of REA and she will present the plan. Commissioner Shoulders: Thanks, Blaine. Cynthia Bowen: Good afternoon. Thank you. As Blaine said, my name is Cynthia Bowen. I m the Director of Planning for Rundell Ernstberger and Associates. This is our second or third time I ve been here before you to talk about this plan. We were here last Tuesday to talk to the Plan Commission and the public about the recommendations of the University Parkway Corridor Plan, as well as discuss the Overlay District. So, we thought before we move into the official adoption process, that it would be best to come in and make these presentations for you all to ask questions, for us to make any final adjustments in the plan before they go through the official hearing process. Being mindful of time, I m going to try to keep this relatively brief, because I know everyone is fairly busy here. This thing does not, has a mind of its own. President Ungethiem: John had that problem. Cynthia Bowen: Okay, well, let s see if I can just scroll. So, what I m going to do is give you a quick overview of the process, the study area, the recommendations of the Plan and spend a little bit of time on the Overlay District. So, if you ll remember, the purpose of why we are doing this is, it was precipitated by the fact that it was identified within the Comprehensive Plan that a special corridor study needed to be completed for this area, and with the lift station being under construction, we know that, from a land use standpoint, utilities often drive additional development. So, it was important that we put a plan in place to manage the type, location, intensity and scale of any type of development that s going to happen out there, and that it s consistent with what s existing. So, the purpose of this plan is to really develop that overall vision, to make sure that we protect and preserve those natural resources, that we re making sure that we re having safe and efficient movement of traffic, providing additional multimodal options, managing the access along the Parkway, and making sure then we have regulations and the policy in place to guide future growth and development. So, our process consisted of four different phases. The discovery phase, which is where we spent a lot of time talking to stakeholders and getting up to speed about the specifics of the project. We had a public workshop where we got the, we got some feedback regarding the vision, and started to develop the goals and the objectives. We then moved into the planning phase to develop the actual framework plans of the land use and transportation, took those out to the public and asked for their feedback, so we could select the most appropriate land use plan. Then we moved into implementation, where we put together the next steps, as well as the costs and phasing and preparing the final presentation. During this process, as Blaine said, we ve had quite a bit of output on this. Probably more than what you would typically see on a plan like this, because we have a lot neighbors who s really concerned about what s going on in that area, and, of course, they want to have some input into this process. So, in each different phase, we made sure that we had a variety of input opportunities, as well as online surveys. We had a tremendous response from that, over 100 responses from
