2 1 PREPARATON OF MANUAL - RGHT TO NFORMATON BLL i). Q!!jectives & Functions of CFQC & TRFCLs The Central Fertiliser Quality Control & Training nstitute (CFQC&T), Faridabad was established in as a subordinate office in the end of 4th Plan and continuing since then. t has set up 3 Regional Fertiliser Control Laboratories (RFCLs) located at Navi Mumbai, Chennai and Kalyani during The nstitute presently has a total staff strength of 95. The main objectives are drawal, inspection and analysis of both ndigenous and mported fertilisers, training of State Enforcement Officers & Analysts including Officers of Developing countries, development of methods of analysis and acting as a Referee Laboratory besides an Advisory body on the issues relating to Fertiliser Quality Control. The nstitute and RFCLs have techno-legal functions and it is. notified as Recognized laboratory under Clause 29 of FCO for analysis of samples for entire country and an exclusive training institute for the training of State nspectors and Analysts under Clause 27A/29A of FCO. The Fertiliser nspectors of the nstitute are authorized nspectors under Clause 27 of FCO having jurisdiction throughout the country. The nstitute is also a Member of Central Fertiliser Committee constituted under clause 38 of FCO to advise the Central Government on all aspects offco. Main activities :-. nspection and analysis of imported fertilisers at discharged ports for ensuring its quality.. Analysis of Fertiliser samples received from State Governments/other Government Agencies.. Mandatory training of State Enforcement Officers and State Fertiliser Analysts.. Random inspection of manufacturing units/dealers from the field and its analysis. Oreanizational setup:-. The CFQC&T, Faridabad is a sub-ordinate office of NM Division, Department of Agriculture & Cooperation, Ministry of Agriculture. t is headed by the Director (Rs /-) and supported by One each of Joint Director (Rs /-), Dy. Director (Rs /-) & 5 Asstt. Directors (Rs /-). These officers undertake various activities like analysi~ of samples, imparting training and other technical -~ J
3 2 activities, etc. n addition there are 5 Sr. Fertiliser nspectors who have the responsibility of inspection of imported fertilisers and periodical inspection of indigenous fertilisers from the field.. The RFCLs are headed by a Dy. Director (Rs /-) and supported by 1/2 Asstt. Directors (Rs /-). Their duties are same as of technical officers of CFQC&T. They are also supported by Senior Fertiliser nspectors/fertiliser nspectors, whose duties are similar to those at CFQC&T. Bo~h nstitute & RFCLs are independent in technical functioning as a separate notified laboratory under FCO provisions. The different ministrial staff are responsible for various administration, store and accounts matters.. The activities of nstitutef!u'cls being mostly techno-legal nature, the activities are performed strictly as per prescribed procedure. The fertilizer sampling and inspection procedure has been notified under Schedule A of FCO, 1985 (issued under ECA, 1965). The specification of all fertilizers have been notified under Schedule - A of FCO, 1985 and the methods of analysis are in Schedule - B of FCO, This being statutory in nature and is required to be followed scrupulously. ii) The Powers & Duties of its officers and employees :-. Supervision of Office, Accounts and stores and ncharge administration. Routine office administration, stores and accounts etc. iii) The procedure followed in decision makine process, voluntary channels of supervision and accountabilitv :- Every decision on the various issues are taken as per Rules and Regulations prescribed by the Government of ndia. The channel of submission of papers are as under:- Administrative Matters :- Assistant ---+Office Superintendent ---+ DDO/Store ncharge (Assistant Director) ---+ Head of Office ---+Head of Department. The Head of Department has been assigned certain delegated powers by DAC under DFP Rules. Technical Matters:- Asstt. Director ---+ Head of Department. Deputy Director ---+Joint Director-+ Power beyond of Head of Department - Proposal initiated at various levels are routed through Head of Office/Head of Department to NM Division, DAC for approval.
5 4 iv) The norms set by it for discharee of its function:- Administrative Matters:- As per rules prescribed by Govt. of ndia and guidelines issued by DAC. Technical Matters:- As per provisions prescribed under FCO (1985) and periodical guidelines issued by DAC. v) The rules. reeulations. instructions. manuals and records used by its employees for dischareine its functions:- The rules, regulations, instructions, manuals and records etc which are issued by the Ministries and Departments of Government of ndia, which are directly concerned to the nstitute, are strictly followed. - The list of Rules and RegulationslManuals etc, which are of general nature and in use are as under: CCS Leave Rules, 1972 CCS Pension Rule, 1972 CCS commutation of Pension Rules CGES, 1980 FR& SR Medical Attendance Rule CCS Conduct Rules GPF (Central Services) Rule DFPR Receipt and Payment Rules Reservation and concession Rules Hand Book for Establishment Hand Book for RR Manual of office procedure etc n addition, the instructions issued by Ministries/Departments of Government of ndia on various matters, are also used in the nstitute/rfcls. The sampling and analysis is carried out as per procedure prescribed in FCO, vi) A statement of cateeories of the documents held by it or under its control :- Analysis Reports of indigenous and mported fertilizer and relevant document besides the routine administration, store and accounts papers are maintained at nstitute/rfcls respectively. The periodical review/weeding of papers/files are carried out as per established Government procedure.
6 vii) The particulars of any arran2ement that exists for consultation with. or representation by the members of the public. in relation to the formulation of policy or implementation thereof :- Since nstitute/rfcls do not deal directly with any public partly, it is not applicable.. The salient achievements of nstitute/rfcls in respect of review/testing methods etc are utilized for official work by Ministry of Agriculture for developing Policy matters/monitoring of programmes etc and need based amendments in FCO, viii) A statement of the boards. councils. committees and other bodies consistin2 of two or more persons constituted by it.
