Volusia County Division of Corrections 1 MISSION STATEMENT The Volusia County Division of Corrections promotes and supports the protection of the public through quality and cost-effective correctional policies and provides visionary leadership to anticipate and meet the needs of our community. 3 CORRECTIONS ACADEMY Correctional Officers receive training in: Interpersonal Skills Legal Issues First Responder Emergency Preparedness Correctional Operations Defensive Tactics Firearms Volusia County Division of Corrections 5 Officer candidates are required to complete 564 hours of training at a certified Criminal Justice Training Center. After completing the initial training, these staff members must also pass the Florida Department of Law Enforcement State exam to be considered a Certified Corrections Officer. Corrections Officers are required to by Florida State Statute to continue their training and education throughout their careers. Volusia County Division of Corrections Citizen's Academy 3

7 METHOD OF RELEASE Over half of all releases post bond and the majority of them are surety bonds Other 33.3% 9,275 4,220 14,374 Bond 51.6% 22.6% 77.4% Cash Surety ROR 15.1% Release type Release by bond type Volusia County Division of Corrections 13 HOUSING UNITS Once the inmate is booked into the jail, the inmate is interviewed by medical staff and then assigned to an intake unit pending a First Appearance hearing, usually within 24 hours of jail admission. 8 PROGRAM SERVICES Program Services oversees and directs the provision of a wide variety of educational, counseling, religious, and recreational opportunities for inmates. Selfimprovement programs include: Education (GED and ABE) HIV testing and counseling Alcoholics Anonymous Narcotics Anonymous Life Skills Volusia County Division of Corrections 15 Inmates are assigned to a variety of selfimprovement programs including GED GED Diplomas issued since inmates took the GED test and 64 passed for a success rate of 62.1%! 9 CORRECTIONS VOLUNTEERS Volunteers save the county an estimated $1 million annually Volunteers reduce costs for taxpayers. Volunteers become "ambassadors," educating their family and friends about corrections and the county. Volunteers can convey to inmates, in a way that staff sometimes cannot, the larger community's concern for their welfare. 17 VIDEO VISITATION To provide a more secure environment for the visitors and inmates, to enhance safety for detention personnel, and to curtail the introduction of contraband in the jail. 10 INMATE WORK DETAILS Inmates perform a variety of duties inside and outside the jail and at several sites countywide. The work assigned is consistent with their ability, interest, medical status as well as the needs of the institution and other agencies. The average daily cost of confining an inmate increased from $61.02 in FY to $70.09 in FY These costs do not include any capital improvement expenditures. The higher the ratio, the more cost-effective the operation. In 2008, Volusia County employed one officer for every 5.1 inmates incarcerated. The most recent figures for other highly populated Florida counties for FY 2000 include: Manatee (8.2), Polk (4.8), Brevard (6.2), Sarasota (5.6), Orange (5.4), Duval (5.6), Hillsborough (5.5), Palm Beach (4.0), Pinellas, (3.7). 14 Green Initiatives In past year, VCDC has changed how inmate supplies are distributed: Change to reusable containers (linen or plastic) instead of paper bags. With approximately 20 housing areas and the supplies that accompany each meal, the three-times daily change in distribution procedures is significant. Change to low-use paper towel dispenser in staff restrooms. Chemicals used in the building are green. In past several years, working with FPL, installed low flush valves in all toilets, showers, and sinks in both institutions. In past several years also installed more energy-efficient lights in all housing, program, and office areas. 27 NEW TECHNOLOGIES Corrections, as part in the ICJIS project, has recently installed a new stateof-the art Jail Management System. The new system integrate functions such as booking, case management, mugshot and fingerprints, incident reporting, inmate banking, visitation scheduling and reports. Major technological advancements include electronic inmate tracking using bar-coded wristbands, remote electronic tracking using hand-held PDAs, and inmate kiosks.
