Notes nd Queries. 365 NOTES AND QUERIES. IRotes. A FRENCHMAN'S COMMENTS ON THE DISCIPLINE OF THE AMERI- CAN AND BRITISH ARMIES IN Extrct from the New Jersey Gzette, nd contributed by Frncis B. Lee, Esq., Trenton, N. J. BEADING, STATE OF PENNSYLVANIA, NOV. 28, My Der Count, Generl Howe hs t lst gined possession of the city of Phildelphi, but not without being obliged to fight two bttles for it. The forts on the Delwre were gllntly defended. Count de Donop, so well known for his exploits in the lte wr, fell in n unsuccessful ttck upon Fort Mercer smll unfinished work, on the Est side of the Delwre. Fort Mifilin, on Mud-Islnd, stood furious ttck from bombs nd rtillery, for upwrds of month. After every gun on it ws dismounted, nd the works torn nd burnt in such mnner, tht no covering ws to be hd for the men, it ws evcuted with degree of conduct tht equlled the brvery with which it hd been defended. Generl Howe, it is true, forced his wy into the city of Phildelphi, but the city owns his brother, Lord Howe, s its conqueror; for it could not hve been tken without the ssistnce of the nvy of Britin. Hd his Lordship filed of opening the nvigtion up to the city, the Generl must hve decmped, or fllen into the hnds of Generl Wshington. I hve tken some pins to mke myself cquinted with the chrcter of Generl Howe, nd to know upon wht springs his good fortune hs turned in the course of the lst cmpign. I m told tht he is brve soldier, nd n exct officer; but tht he possesses none of the tlents of gret generl. His eduction ws slender, nd his understnding is moderte one; but he hs hd prudence enough to supply his deficiencies in both, by clling into the cbinet Sir Willim Erskine, Brigdier Generl nd Qurtermstr of his rmy. This gentlemn hs pssed through the regulr stges of militry eduction, nd served with gret reputtion in the lst wr in Germny, under Prince Ferdinnd. He is indeftigble in business quick in expedients bold in his enterprizes decisive in council nd intrepid in ction. He is not only fvorite of Generl Howe's, but is eqully der to ll the officers in his rmy. They sy of him, tht he is "An ngel in the cbinet, nd lion in the field." The Troops in Generl Howe's rmy being composed of English, Scotch, Irish, nd Germn corps, full of spirit of emultion, nd this my be given s nother reson for their successes over the Americns. The Americns, it is true, re of different Sttes, but common dnger hs united them so closely, tht the principle of emultion cts s yet but feebly upon them. Perhps the custom of blending troops from different Sttes into one commnd, which I observe in some instnces in the Americn rmy, hs contributed to prevent the growth nd opertion of this principle mong them. The superior discipline of Howe's rmy hs hd lrge shre in crowning it with success. By discipline I do not men superior

366 Notes nd Queries. knowledge in the use of rms, but superior sense of order nd subordintion mong both officers nd soldiers. Their whole rmy, I hve been told, is compct piece of mchinery, put in motion only by the breth of the Commnder in Chief. I m t loss to ccount for the wnt of n equl degree of order nd subordintion in the Americn rmy. It hs been scribed to n excess of tht spirit of liberty, which nimtes both officers nd soldiers ; but I m fr from entertining n opinion so degrding to the scred cuse of Americ. I think I hve discovered degree of docility nd trctbleness in the Americns, which I never before sw in ny other people. If the cuse which hs been ssigned, ws just one, it would be more uniform in its effects; but history tells us of FREEMEN who deposed tyrnts, nd vnquished whole rmies of vetern mercenries, by nothing else but the perfection of their discipline. But the principl dvntge of Generl Howe's rmy over Generl Wshington's, in the two bttles fought by them, must be scribed to their being more trined to the use of the byonet. The Americn rmy know their superior dexterity in firing well, nd rely entirely upon it: The British rmy know it likewise, nd dred it. Hence in ll enggements the British soldiers rush on with the byonet fter on^ fire, nd seldom fil of throwing the Americns into confusion. Hbit, which forms men to ny thing, I m persuded would soon render these brve people s firm t the pproches of byonet, s the whistling of musket-bll. Generl Lee, I hve been told, took gret pins to erdicte the universl prejudice he found mong the Americns, in fvour of terminting the wr with fire rms lone: "We must lern to fce our enemies," sid he, "mn to mn in the open field, or we never shll bet them." The lte Generl Montgomery, who served his pprenticeship to the rt of wr in the British rmy, knew so well tht nothing but the byonet would ever rout troops tht hd been trined to the use of it, tht he once proposed in the Convention of New York, of which he ws member, tht directions should be given, both in Europe nd in this country, to mke ll muskets intended for the Americn soldiers two inches longer thn the muskets now in use in the British rmy, in order tht they might hve n dvntge of their enemy, in chrge with byonets; for, sid he, "Britin will never yield but to the push of the byonet." It gve me gret plesure to her n old sying mong the French officers, tht "Englishmen hve no stomch for the byonet," confirmed by Colonel of regiment in the Americn rmy. He told me tht in the bttle of Germntown, he chrged lrge body of the enemy with his single regiment, nd drove them bove mile without firing single gun. He would hve driven them into Phildelphi, or cut them to pieces, hd he not been unfortuntely ordered to retret, fter the fte of the dy turned in fvour of Generl Howe's rmy. The sme predilection to the use of fire rms which I hve mentioned mong the Americn soldiers hs given Generl Howe severl dvntges over them with rtillery. The Americns it is true hve n excellent trin in their rmy, nd some ble rtillery officers but unfortuntely it is so feebly supported by the musketry, tht in one of their bttles eleven pieces fell into the hnds of the enemy. The English you know were no mtch for the French troops till our ntion tught them the rts of mnging rtillery. The King of Prussi I hve been told relies chiefly upon field-pieces, nd hs prophesied tht in the next century ll wrs will be terminted by them.

Notes nd Queries. 367 I hve conversed with some individuls who scribe Howe's good fortune to the greter spirit of his soldiers, nd to the superior tlents of his officers. But this is fr from being true. On the contrry I believe there re not finer mterils for n irresistible rmy in the whole world thn the troops now under the commnd of Generl Wshington. Howe's soldiers re ctuted by nothing but rge nd lust for plunder. Wshington's re ctuted only by courge nd superltive love of their country. They hve been defeted it is true, but they hve never been conquered. I hve been often stonished not only t their ptience, but t their cherfulness under cold, ftigue nd ll the common hrdships of soldiers life. Hd Howe's rmy suffered only hlf s much s these brve fellows hve done, I m sure, from the common chrcter of Europen rmies, their spirits would hve been broken long go, nd Howe would hve been left before this time with scrcely regiment to cover his flight from this country. Nor do I think the blnce is in fvour of Generl Howe's officers. You nd I know of wht stuff mny of them re mde. Two scholrs to regiment is rre sight in the British rmy. How mny of them hve we seen trvelling with their interpreters, or, s they re clled in Englnd, Berleders, through Frnce, distinguishing themselves only by their debucheries. The Americn officers it is true, from the nture of their eduction, pper to be less men of the world. Some of them too hve been reproched with being trdesmen, but trdesmn in Americ is quite different creture from trdesmn in Europe. Some of the best fmilies in this country bring up their sons to trdes, nd, long before the present wr, trdesmen filled some of the most importnt offices in government. I hve been chrmed to find mny of them whose mnners were liberl nd whose minds were enlrged with considerble cquintnce with politicks nd history. But by fr the gretest prt of the Americn officers re frmers nd frmers sons of independent or esy fortunes. Mny of them hve been bred to the lerned professions. I hve the plesure of knowing some of them who would not pss unnoticed in the politest court in Europe. But I vlue them most for their brvery nd zel in the service of their country. They hve not been whipped from schools, nor driven by necessity into the rmy. Their py is no llurement to them, for from the scrcity of goods, nd the deprecition of the money, it is hrdly sufficient to support them. They re bove the common mxims of your "Soldiers of fortune," nd hve no other wish but to estblish the liberties nd independence of their country. The tking of Phildelphi will probbly mke noise in Europe but it hs no bd effect upon the minds of the people in Americ. They sy tht Generl Howe hs only chnged his prison from Brunswick to Phildelphi, for t no time hs he possessed more territory here thn he could cover with his out-posts. I m clerly of the opinion tht his tking Phildelphi will be rel dvntge to this conntry. It hs long been the jkes of disffection to the Americn cuse, nd the snctury of tories nd tritors who hve fled from every other prt of the Continent. I hve constntly observed tht Americ cquires strength by the progress of Howe's rmy for where-ever he goes he confirms the timid nd the neutrl chrcters in the cuse of Americ, nd t the sme time like good scvenger crries wy ll the tory tilth with him tht lies in his wy.

368 Notes nd Queries. I refer you to my letter of Februry lst for n ccount of Generl Wshington, the mible nd illustrious commnder-in-chief of the Americn rmy. His persevernce nd mgnnimity hve not forsken him. Adieu my der friend, nd believe me to be with the gretest ffection, Your most sincere friend nd Most humble servnt, DE LISLE. NEW YORK October 14 th 1764 DEAR SIR, I hve received your Letter of the 30 th of Sept r nd herewith trnsmit you the memorndum mentioned before, concerning your wrrnt; which upon nicer Inspection I find, tht I hd entirely mistken. The vouchers to be lodged in the secretry's office here, re for the Southern Deprtment only, nd do not concern you. I therefore return you the only voucher you sent me, so tht ll is right gin. It is not esy to Judge wht the Shwnese nd Delwres will do, or wht Colonel Brdstreet will do ; if He is fed up with Hopes, nd his People not come in. I ws from the Beginning of opinion tht the Indins would keep them, looking with some Eeson upon their Negotitions only s Deceit. The Phildelphi Pper which rrived yesterdy still mentions their infesting the Frontier of Virgini.

The French seem resolved to give us ll the Trouble they cn, I ws in Hopes they were moved wy by this time, nd hd given np New Orlens to Spin. I hve hd no news from the Southwrd this long Time. The Number of your Deputys, Interpreters &c. should be incresed, nd the severl Ntions with whom they re to del, llotted to them. To begin t Detroit nd tke in the whole Country from thence round by Missilimkink nd by the Ilinois River to Fort-Chrtres, nd from thence down the Mississipi nd up the Ohio to Fort-Pitt, seems the Trct of Country immeditely under our Considertion. The Tretment of the Indins t the Posts is likewise Mteril, nd tht shll be regulted. You know the Posts we occupy, the Quntity nd nture of the Presents to be furnished the officers Commd g nd on wht Accounts they re chiefly to be given deserves lso to be mentioned. This ppers to be mere stroke of those persons to void your giving your votes t time when they re more necessry thn it ever ws t ny election, becuse wht it to be done by the Convention is to lst while the Government lsts. The Committee in their resolves set out with n bsolute flsehood becuse they sy this County ws not represented in the lte house ot Assembly, which is not so s three Members of the County were there, beside if this County ws not represented in Assembly how cou'd. this County be represented in Committee when not more thn twenty persons were there, who were not quorem under the resolve fs d.
