46 Report of the Superintendent of Schools To the Superintending School Committee of Belgrade: In accordance with the School laws I submit to you and to the citizens of Belgrade my sixth annual report, which is for the municipal year The school census of April 1, 1923 found 129 boys and 122 girls, a total of 251 persons in town between the ages of 5 and 21 years. The enrollment for the fall term was as follows: High School 43 pupils, common school 128 pupils. Of this number in the High School 4 were tuition pupils from other towns. HIGH SCHOOL Another year of progress for the Belgrade schools has passed. This winter the pupils and the teachers have appreciated having rooms that were warm and comfortable at all times. In the new building, properly equipped with laboratory, library and recitation rooms conditions have been favorable for the commendable work which has been accomplished. At the end of the spring term we lost the services of both of our teachers, but these vacancies have been very satisfactorily filled by the employment of Mr. Robert B. Dow of Andover as Principal and Miss Laura Pratt of Troy as Assistant. Both of these instructors are teachers of experience and have been able to pick up the work with very little loss of time. We are enjoying the courses in Agriculture under conditions similar to those of last year. This year, however, the instructor, Mr. Roy F. Thomas, one of the State Vocational Agents, holds 14

47 recitation two days each week rather than one. These courses are open to all boys who desire to enroll, and carry credit toward graduation. In addition to the regular class room work a definite project must be carried out at home during the season by each student. In the Poultry projects several flocks of hens are making good records and over 700 baby chicks have been ordered for the coming season. Considerable interest is being shown and the time may come soon when we can have a regular course in Agriculture. Instruction of this kind is very practical and tends to show our young people the advantages of country life. NEW BUILDING Early in the Spring the new building was completed and properly dedicated. At that time the schools were favored by a visit from Governor Baxter and Commissioner of Education, Dr. A. 0. Thomas, who inspected the building and gave very interesting addresses. Considerable work has been done on the building that was not included in the contract. According to the original plans the spare room was to be left unfinished until needed. The Building Committee, however, decided that it would be cheaper and better for the town to have the work completed while the carpenters and masons were on the job. The room was therefore finished and has provided an excellent place in which the children can eat their lunches under the supervision of the teachers. Three commodious cupboards have been built, two to protect the laboratory apparatus and equipment, and one in which to store the books and supplies for the various schools. Suitable electric lights have been installed in the assembly room, corridors and basement. First class finished hardware was secured for the entire building. There are still a few more things that are badly needed. A floor should be laid in the town hall in the basement and a cement coalbin should be built in the near future. 45

48 COMMON SCHOOLS At the beginning of the Fall term the Lakeside, Franklin, Lowell and Whittier schools were temporarily closed and the pupils were combined in two graded schools in the new building. Under the instruction of Normal trained teachers, Mrs. Ada L. Page in the Grammar room and Miss Erma Tillson in the Primary room, most commendable progress has been made. In such schools the advantages over the one room schools are many. The teachers have fewer classes, therefore more time to devote to each class. The instruction can be more closely adapted to each child. A larger number of pupils of the same age and ability is found in each class, thus producing keener competition and more interest. Now that we have a well appointed central building the principal problem in combining our schools is to provide suitable conveyance. Two regular school transport bodies, equipped with heaters, and one Ford truck have been purchased. A second Ford truck has been furnished by one of the drivers. These two transports have been conveying the children from the three outside schools. If the town had another transport it would be much more convenient for the children from the Lowell school. They could leave home at least a half hour later in the morning, and get back at night at least a half hour earlier, if the transport on which they ride did not make the extra trip for the " Lakeside " children. A series of tests is being given to compare the work accomplished in this school with that of the one room outlying schools. The State Commissioner is ready to apportion another allotment of $ if the town will raise an equal amount for the purchase of school transports. I believe that better conveyance can be furnished at a smaller cost if the town owns the conveyance vehicles, than can be secured if each driver has to provide his own transport. This question is coming before the citizens at the annual town meeting and it will be for them to decide 46

49 whether the work of centralization shall go on or whether at the end of the Spring term the children shall go back to the one room schools. APPROPRIATIONS After carefully considering the needs of the schools your school committee recommends the following appropriations for the coming year. Common Schools, $5,000.00; High School, $3,000.00; Text Books and Supplies, including High School Library, $650.00; Repairs and Material, $ Wherever an increase is recommended it is because the need is urgent. The amount of Common school tuition received from the town of Rome has been steadily decreasing. At present there is only one pupil attending school from the town of Rome. We have several pupils attending the Wing School in Mt. Vernon, so that at the present time their tuition nearly balances the tuition received from Mt. Vernon from pupils attending the Lincoln School. As has been stated before we have purchased two transport bodies and one Ford truck. Our State common school apportionment is $ less than a year ago. These facts have left us with a deficit of $ in our Common School account. We are asking for an increase of simply enough to cover this deficit. It costs slightly less to maintain our central school than it did the four one-room schools, but in some of the outside schools the expense has increased slightly, so that the actual running expenses of our schools for the coming year should be practically the same as for the past year. The appropriation recommended will leave that amount available. In our High School Account a certain situation exists which should be remedied. In the past one-half of the teachers' wages have been paid before town meeting and the other half has been paid after town meeting, before the end of the school year in June. We have been starting our High School earlier in the Fall and about two-thirds of 47

50 the school year is past before town meeting. The result is that at that time this year our teachers will have taught seven weeks for which they have received no pay. Last year we had an overdraft of $ In the new building of course, our janitor and fuel bills have been somewhat larger, so that we have an overdraft of $ We need the $ to cover the overdraft and pay our bills more promptly. An article is being inserted in the warrant relative to the old high school building. If there is any one in town interested in having this building retained for a High School Dormitory or to rent to High School pupils this is an opportunity for them to let their wishes be known. In conclusion, I wish to express my appreciation to the teachers, the school committee and the citizens of the town for the friendly interest they have had in all school activities. 73 Warrant To Chas. B. Stuart, Constable of the Town of Belgrade. Greeting: In the name of the State of Maine you are hereby required to notify and warn the inhabitants of the said town of Belgrade, qualified by law to vote in town affairs, to assemble at Belgrade Grange Hall in said town on Monday, the third day of March, A.D., 1924, at ten o'clock in the forenoon, to act on the following articles, to wit: First To choose a moderator to preside at said town meeting. Second To choose all necessary officers for the ensuing year, including one member of the Cemetery Committee. Third To see if the town will vote to have one or more road commissioners and to choose the same. Fourth To see if the town will vote ''yes" or "no" on the question of appropriating and raising money necessary to entitle the town to State Aid as provided in Section 19 of Chapter 25 of the Revised Statutes of Fifth To see if the town will appropriate and raise extra money for State Aid Highway No. 2, in order to take advantage of Section 21, Chapter 25 of the Revised Statutes of 1916 as amended by Section 5, Chapter 258, Public Laws of 1917, which provides for towns making additional appropriations and receiving additional aid and a bonus, and if so, what sum.

74 Sixth To see if the town will appropriate and raise the sum of Five Hundred and Thirty-Three Dollars ($533.00) for the improvement of the section of State Aid road No. 2, as outlined in the report of the State Highway Commission in addition to the amounts regularly raised for the care of ways, highways and bridges, the above amount being the maximum which the town is allowed to raise under the provisions of Section 18, Chapter 25 of the Revised Statutes of Seventh To see if the town will vote to raise money and what sum, for the maintenance of State and State Aid Highways during the ensuing year within the limits of the town under the provisions of Sections 9 and 18 of Chapter 130 of the Public Laws of 1913, or under the provisions of Section 21 and Chapter 25 of the Revised Statutes of Eighth To see if the town will vote to grant and raise the sum of Five Hundred ($500.00) Dollars, for the purchase of a chemical engine and other supplies for fire protection at Belgrade Depot. Ninth To see if the town will vote to grant and raise the sum of Seven Hundred and Fifty ($750.00) Dollars to gravel the road leading by the residence of Samuel Chandler and J. J. Guay, on the West Road, so-called. Tenth To see if the town will vote to grant and raise the sum of Five Hundred Dollars ($500) to gravel the road from Batchelder's Bridge, so-called, to the residence of F. S. Kelley, on the Winthrop and Oakland Road. Eleventh To see what sum of money the town will grant and raise for the support of roads and bridges for the ensuing year. Sixteenth To see if the town will vote to extend the water system in Pine Grove Cemetery No. 2, and raise the sum of Two Hundred Dollars ($200.00) for the same. Seventeenth To see if the town will vote to grant and raise a sum of money for an appropriate Memorial Day address, and exercises, and to appoint a Committee to have charge of the same. Eighteenth To see if the town will vote to grant and raise a sum of money for the purchase of a new road machine for the North End. Nineteenth To see what action the town will take in regard to the old High School building. Twentieth To see if the town will vote to grant- and raise the sum of Twelve Hundred Dollars ($ ) for a fire truck and other appurtenances for fire protection at Belgrade Lakes, and to be expended under the direction of the Trustees of the B31grade Village Corporation. Twenty-first To see if the town will vote to grant and raise the sum of Thirty Dollars ($30) per year for seven hydrants for fire protection at Belgrade Lakes and to be expended under the direction of the Trustees of the Belgrade Village Corporation. Twenty-fourth To see what sum of money the town will vote to grant and raise for the support of common schools for the ensuing years. Twenty-fifth To see what sum of money the town will vote to grant and raise for the support of the Free High School for the ensuing year. Twenty-sixth To see what sum of money the town will vote to grant and raise for the purchase of school books for the ensuing year. Twenty-eighth To see if the town will vote to close the Lakeside, Lowell and Whittier schools for an indefinite period. Thirty-fourth To see if the town will vote to reimburse Stephen Blaisdell of Belgrade the sum of One Hundred and Sixty-One Dollars and fifty cents ($161.50) for expenses and damages caused by town officials on the road across said Blaisdell's land at Belgrade Depot. Thirty-fifth To see if the town will vote to grant and raise the sum of Four Hundred Dollars ($400.00) to repair the road on the back side of Belgrade Hill. Thirty-sixth To see if the town will vote to grant and raise the sum of Two Hundred and Fifty Dollars ($250.00) to repair the Narrows Road from the West Road to the State Aid Road. Thirty-seventh To see if the town will vote to grant and raise the sum of Five Hundred Dollars ($500.00) to gravel the road from Rockwoods Corner running north to the residence of Willis Childs on the Winthrop and Oakland Road.
