3 DEDICA- TION The 2007 Annual for the Baptist Convention of New Mexico is dedicated in honor of longtime home missionaries and New Mexico mission leaders Dalton and Judith Edwards. Dalton Edwards, who was raised in Fort Sumner, began his ministry as an Army chaplain during the Vietnam conflict. He went on to serve as pastor of First Baptist, Shiprock, ; catalytic missionary in northwestern New Mexico, ; and founding director of the Ethnic Leadership Development Center in Albuquerque, He retired in 1992 after six years as director of missions for Western and Mountain Baptist associations in New Mexico. During those years, Judith Edwards, also an eastern New Mexico native, served alongside her husband as a chaplain s wife then a home missionary for 24 years. Along with holding WMU and other leadership positions in her church and association, she served as president and recording secretary of the New Mexico WMU, an ASSISTeam leader, a certified seminary extension teacher, and a frequent speaker and conference leader at local, state and national meetings; and she served on a long-range strategy planning work group for the BCNM. The couple moved to Birmingham, Ala., when she was called to serve on the staff of national WMU. They returned to New Mexico in 1996, when she accepted the BCNM s call to be director of missions education/promotion and executive director of the state WMU. A couple of years later, her assignment was changed to director of missions education and women s ministries, and in 2006 she became the first leader of the BCNM s new missions mobilization team. During her tenure, she began the work of coordinating partnerships for the state convention and led in the establishment of the missionary residence at LifeWay Glorieta Conference Center. She retired Dec. 31, 2007.

13 ARTICLES of INCORPORATION of THE BAPTIST CONVENTION OF NEW MEXICO (As Amended October 27, 1999) Pursuant to the provisions of Section NMSA 1978 of the Nonprofit Corporation Act the undersigned Corporation adopts the following Articles of Amendment to its Articles of Incorporation: 1. The name of the Corporation is The Baptist Convention of New Mexico. 2. The following amendment to the Articles of Incorporation was adopted by the Corporation on the 27 th day of October, 1999, in the manner prescribed by the New Mexico Nonprofit Corporation Act: The present Articles of Incorporation as amended are deleted in their entirety and the following Articles of Incorporation are substituted in their place: ARTICLE ONE: Name. The name of the Corporation is The Baptist Convention of New Mexico. ARTICLE TWO: Duration. The period of its duration is perpetual. ARTICLE THREE: Purpose. The purposes for which the Corporation is organized are purely religious. These purposes include missionary, educational and charitable purposes, the carrying on of missionary work, the support of public worship and the spread of the Gospel of Jesus Christ throughout the world, and the education, training and enlistment of the people and ministering to the needs of the sick, helpless, aged or infirm. ARTICLE FOUR: Charitable Nature. No part of the net earnings of the Corporation shall inure to the benefit of, or be distributable to its members, trustees, officers, or other private persons, except that the Corporation shall be authorized and empowered to pay reasonable compensation for services rendered and to make payments and distributions in furtherance of the purposes set forth herein. No substantial part of the activities of the Corporation shall be the carrying on of propaganda, or otherwise attempting to influence legislation, and the Corporation shall not participate in, or intervene in (including the publishing or distribution of statements) any political campaign on behalf of or in opposition to any candidate for public office. Notwithstanding any other provision of these Articles, the Corporation shall not carry on any other activities not permitted to be carried on (a) by a corporation exempt from federal income tax under section 501(c)(3) of the Internal Revenue Code, or the corresponding section of any future federal tax code, or (b) by a corporation, contributions to which are deductible under section 170(c)(2) of the Internal Revenue Code, or the corresponding section of any future federal tax code. ARTICLE FIVE: Members. A. The Members of this Corporation shall be members of Baptist churches which are in friendly cooperation with the Convention and which are sympathetic with the Convention's purposes and work, and who are elected by their churches as messengers to the Convention in session, and who are properly registered and seated by the Convention. B. These Members shall be called "messengers." The messengers shall constitute the Convention in session. A messenger enjoys rights as a member of the Corporation only during the period of the specific meeting to which the messenger has been elected by

14 the messenger's church and seated and not unseated by the messengers constituting the Convention in session. C. The rights of individual messengers, and the rights of the messengers constituting the Convention in session, shall be those described in these Articles of Incorporation and the Bylaws. A messenger must be present to vote. In addition to any right granted a messenger or the messengers constituting the Convention in session found elsewhere in these Articles, in the Bylaws, or as Members under the provisions of the New Mexico Nonprofit Corporation Act, as it may be amended, messengers shall have the right to vote on: the amendment of the Articles of Incorporation; the amendment of the Bylaws; merger or consolidation and dissolution; the sale, lease, exchange, mortgage, pledge or other disposition of all or substantially all, the property and assets of the corporation; the election and removal of those persons constituting the State Executive Board, the committees of the Convention, and officers as provided in the Bylaws; the adoption of the Convention's annual budget; and to allow the Convention to become the Member of, and to exercise the rights of The Baptist Convention of New Mexico as the Member of, any other corporation. ARTICLE SIX: Meetings of the Messengers. A. Annual Meeting. Unless an emergency is declared by the State Executive Board, there shall be a two-day annual meeting of the messengers constituting the Convention at such time and place as the messengers may select, this selection being made at least two years in advance. In the event of an emergency, the State Executive Board may cancel or change the time and place upon giving reasonable notice to the churches. B. Special Meeting. A special meeting of the messengers may be called by the messengers in session, by the State Executive Board, or by any two of the following officers: the President, the Executive Director, or the Chairman of the State Executive Board. The body or persons calling the special meeting shall, at least twenty days prior to the meeting, notify the churches of the meeting, its time, place and purpose, in writing by mail, and shall cause notice to be published in Baptist New Mexican. No other notice of meetings shall be required. C. Quorum. The presence of a majority of the registered and seated messengers shall constitute a quorum. ARTICLE SEVEN: Composition of the Board of Directors. The Board of Directors of this Corporation shall be called the State Executive Board. The State Executive Board shall be composed of the President of The Baptist Convention of New Mexico and thirty persons elected by the messengers constituting the Convention in session as provided in the bylaws. Vacancies occurring other than as the result of the expiration of a term or as the result of an increase in the number of persons constituting the State Executive Board may be filled temporarily by the affirmative vote of a majority of the remaining directors, though less than a quorum of the State Executive Board, until the messengers constituting the Convention in session fill the vacancy for the remainder of the term of the person vacating the position. ARTICLE EIGHT: Duties of the State Executive Board. The State Executive Board shall exercise the rights and powers granted to a board of directors by the New Mexico Nonprofit Corporation Act, these articles and the bylaws. The State Executive Board shall act for The Baptist Convention of New Mexico on all matters not reserved in these Articles and the bylaws as matters to be acted upon by the messengers constituting the Convention in session. In the event the messengers constituting the Convention fail to act, or act on the basis of demonstrably incorrect or misleading or insufficient information, the State Executive Board may act on a matter otherwise to be acted upon ex-

15 clusively by the messengers constituting the Convention. The State Executive Board may exercise the Convention's right as the Member of another corporation to remove a director of that corporation if the Board of Directors of that corporation requests the removal. ARTICLE NINE: Books and Records. The Corporation shall keep correct and complete books and records of account and shall keep minutes of the proceedings of its members, board of directors and committees having any of the authority of the Board of Directors. The Corporation shall keep at its registered office or principal office in New Mexico, and during a period when messengers constitute the Convention at the site of the session, a record of the names and addresses of its members entitled to vote at that moment and those entitled to vote in the previous session of the Convention. All books and records of the Corporation may be inspected by any messenger, his agent or attorney, during the period when the person is a messenger, and for any proper purpose and at any reasonable time. ARTICLE TEN: Registered Office and Agent. The address of its registered office and the name of its registered agent at such address is: Dr. Joseph Bunce, Executive Director, 5325 Wyoming Blvd., Albuquerque NM ARTICLE ELEVEN: Dissolution. Upon the dissolution of the Corporation, assets remaining after all liabilities and obligations shall be paid and discharged, or adequate provision shall be made therefore, shall be distributed as provided in the New Mexico Nonprofit Corporation Act to one or more organizations which are organized and operated exclusively for one or more purposes described in section 501(c)(3) of the Internal Revenue Code, or the corresponding section of any future federal tax code. ARTICLE TWELVE: Amendment. These Articles may be further amended in the following manner: The State Executive Board shall adopt a resolution setting forth the proposed amendment and directing that it be submitted to a vote of the messengers constituting the Convention in annual or special session. No notice shall be given of the proposed amendments except: The State Executive Board shall cause the proposed amendment to be published in Baptist New Mexican prior to the session in which the amendment will be considered; and the proposed amendment shall be given in writing to the messengers in the first meeting of the session and consideration shall be had on the amendment in a subsequent meeting of that session. A proposed amendment shall be adopted upon receiving at least two thirds of the votes of messengers present when the vote is taken. 3. This Amendment was adopted by the messengers constituting The Baptist Convention of New Mexico on the 27 th day of October, 1999, in its annual session at which a quorum of the messengers entitled to vote was present and the Amendment received at least two-thirds (2/3) of the votes of messengers present at the time the vote was taken. This Amendment was also adopted by the Board of Directors (State Executive Board) by a vote of a majority of the Board of Directors in office on the 27 th day of September, 1999.

17 THE BAPTIST CONVENTION OF NEW MEXICO BYLAWS (As Amended October 25, 2006) ARTICLE ONE: Autonomy and Cooperation. The Baptist Convention of New Mexico (the or this Convention) recognizes and shall steadfastly honor and respect the autonomy and independence of each church. This Convention, while seeking fellowship with all Baptist bodies which share the Convention's purposes, shall be independent and sovereign in its own sphere and shall never attempt to exercise any authority over any other Baptist body, church, association, convention, or auxiliary body. ARTICLE TWO: Seating of Messengers. Section 1. At any meeting of the messengers, messengers shall be seated upon presentation of proper credentials or satisfactory evidence of their election by their churches. The credentials shall be signed by the moderator or clerk of the church electing the messenger, and shall indicate the date of election. Credentials shall be presented to the Credentials Committee of the Convention before being seated. Section 2. Churches wishing to send messengers to the Convention for the first time shall present to the Credentials Committee in care of the Executive Director, at least thirty days prior to the annual meeting of the Convention to which the church desires to send messengers, evidence that the church is in friendly cooperation with the Convention and sympathetic with the Convention s work, and evidence of their faith and practices, which are not in conflict with the Holy Bible, the Old and New Testaments. Section 3. As an autonomous Baptist group, the Convention reserves the right to determine what constitutes a cooperating Baptist church. Churches shall be considered in friendly cooperation who are sympathetic with the purpose and work of this Convention, having demonstrated cooperation by contributing a minimum of $250 to the Cooperative Program through the BCNM during the twelve months immediately prior to the call to order of the annual or special meeting of the Convention. The faith and practices of each cooperating church, in the opinion of the Convention in session, shall not be in conflict with the Holy Bible, Old and New Testaments. The Convention in session shall be the final judge of the qualifications of its members. Section 4. Each church shall be entitled to two messengers and one additional messenger for every twenty-five members or major portion thereof above twenty-five; but in no case shall any church be entitled to more than eight messengers. ARTICLE THREE: Officers. Section 1. The Convention shall have a President, a First Vice-President, and a Second Vice-President. These officers shall be elected annually by the messengers constituting the annual meeting, and shall enter upon the duties of their respective offices at the close of the session, and shall continue in office for one year or until their successors are elected. Section 2. In addition the Convention shall have the offices of Executive Director, Treasurer, Recording Secretary, and Assistant Recording Secretary. The Policy/ Personnel Committee will propose a procedure for electing an Executive Director Search Committee. A. Executive Director. The State Executive Board shall elect a committee of seven to nominate an Executive Director to be elected by the messengers, in annual or

18 special meeting, to serve an indefinite period. If the office becomes vacant while the Convention is not in session, the State Executive Board shall designate an acting Executive Director who will serve until the Convention acts to elect a successor. The Executive Director shall be considered the Chief Executive Officer of this Corporation and shall become upon election a salaried at-will employee of the Convention. The Executive Director may be suspended without pay and benefits by the State Executive Board if the State Executive Board deems such suspension in the Convention's best interests. The Executive Director or the Chairman of the State Executive Board may sign legal documents on behalf of the corporation. B. Treasurer. The Treasurer shall be the person employed by the State Executive Board as Business Administrator. C. Recording Secretary and Assistant Recording Secretary. These officers shall be appointed by the Executive Director. Section 3. The duties of these officers shall be those described in these Bylaws and those usually pertaining to their respective offices in accordance with parliamentary law. Section 4. The Recording Secretary, and in his/her absence, the Assistant Recording Secretary, shall have the duty to make and preserve a written record of the proceedings of the Convention in session and of the State Executive Board meetings. Minutes of each session of the Convention shall be kept up to date, to be read upon request of any messenger. The minutes of the State Convention and the State Executive Board shall be published, the cost of printing paid by the Convention. The Recording Secretary, if not a Convention employee, shall be allowed such remuneration for his or her services as the Executive Director deems just. Section 5. One may not simultaneously be a salaried employee of the Convention or of any corporation of which the Convention is the Member, nor the spouse of an employee, and serve as an officer of the Convention except in the offices of Executive Director, Treasurer, and Recording and Assistant Recording Secretary. ARTICLE FOUR: Eligibility for Election. Persons elected by the messengers of the Convention or by the State Executive Board or appointed to serve as officers of the Convention, officers of the Corporation, members of Convention committees, members of the State Executive Board or the Boards of Directors of the corporations in which The Baptist Convention of New Mexico is the Member, shall be, and shall have been for one year prior to their election, active members of Baptist churches which are in friendly cooperation with the Convention and which are sympathetic with the Convention's purposes and work. The membership requirements shall not apply to the Executive Director or Treasurer. ARTICLE FIVE: Convention Committees. Section 1. Committee on Committees. The President of the Convention shall appoint a five member Committee on Committees prior to the Convention. It shall be the duty of the Committee on Committees to nominate a Nominating Committee consisting of five members, none of whom is a member of the State Executive Board; a Program/Order of Business Committee consisting of five members of which the President shall be chairman; and a Resolutions Committee consisting of three members. The Committee on Committees shall nominate all other committees that may be ordered by the Convention during its session, unless otherwise directed by the Convention.

19 Section 2. Nominating Committee. During each annual Convention, the Nominating Committee elected by the previous Convention shall nominate: members of the State Executive Board, persons to fill vacancies on the Christian Life Committee, the Historical Committee, and the preacher and alternate for the sermon for the next annual convention. The committee shall also recommend the place and date for the annual meeting of the Convention three years hence. In every election by the Convention, nominations may also be offered by any messenger from the floor. Section 3. Program/Order of Business Committee. The Program/Order of Business Committee shall prepare and publish a program for the next annual Convention at least two weeks before the Convention convenes and shall present the program, which, when adopted, shall be adhered to throughout the Convention unless changed by vote of the Convention. The committee shall serve throughout the Convention, making provisions for such adjustments in the program as shall be directed by the Convention. This committee also suggests to the Convention an order of business. It shall provide for periods of time during the Convention for the introduction of all matters requiring a vote not scheduled on the agenda, and, when introduced (unless the Convention gives its unanimous consent for the immediate consideration) shall fix times for the consideration of the matter. The committee may suggest to the Convention standing rules. Section 4. Resolutions Committee. The Resolutions Committee shall report to the Convention on all resolutions referred to it by the Convention and bring to the attention of the Convention such resolutions as it may deem necessary. Section 5. Christian Life Committee. The Christian Life Committee shall seek to mobilize the Convention in addressing moral issues of concern to New Mexico Baptists. It shall consist of six members who shall serve terms of 3 years, allowing two of the terms to expire each year. The committee shall make interim reports to the Executive Board. Section 6. Credentials Committee. The Credentials Committee shall be chaired by the First Vice President, or the Second Vice President in the absence of the First Vice President, and shall be constituted by two other members appointed by the President at least 45 days before the annual convention. The Credentials Committee shall receive petitions from churches desiring to seat messengers for the first time. The Committee shall recommend to the Convention whether messengers should be seated after the Committee studies the request, arranges for a meeting with church officials if needed, and communicates its recommendation to the church. When seating messengers is challenged at a regular or special meeting and the chair refers the issue to the Credentials Committee, this committee would hear the messenger challenging the seating and the messenger or messengers being challenged, and make any other inquiry the committee deems appropriate and report its findings and recommendation regarding the challenge to the body. The Convention would determine whether or not to seat the messengers. The Credentials Committee s term begins at the time of appointment and continues until another committee is appointed. Section 7. Historical Committee. The Historical Committee shall be composed of six persons who shall serve terms of 3 years, allowing two of the terms to expire each year. This committee shall collect and preserve historical data for the Convention.

20 ARTICLE SIX: Election of Boards of Directors. The members of the Board of Directors of those corporations in which the Convention is the Member and entitled to elect the directors, those corporations presently being The New Mexico Baptist Children s Home, Inlow Baptist Camp and Conference Center, Sivells Baptist Retreat and Conference Center, The New Mexico Baptist Church Finance Corporation, and The New Mexico Baptist Foundation, shall be nominated and elected as follows: the present board of directors of each corporation may present to the State Executive Board in the Board's July meeting suggested nominees for each vacancy on the Corporation's board. If the State Executive Board believes it should not agree to nominate a suggested nominee, the Corporation's board of directors who suggested the nominee shall be advised of the State Executive Board's position and shall be invited to submit other suggested nominee (s) to the State Executive Board. Those suggested nominees acceptable to the State Executive Board shall be nominated by the State Executive Board to the Convention. If the State Executive Board declines to nominate a suggested nominee or if a board of directors for a corporation fails to suggest a nominee, the State Executive Board shall nominate a person of its choosing. ARTICLE SEVEN: State Executive Board. Section 1. Nominations. The Nominating Committee shall nominate persons for service on the State Executive Board. Section 2. Eligibility. Salaried employees of The Baptist Convention of New Mexico, or of any corporation of which The Baptist Convention of New Mexico is the Member, or the employees' spouses, shall be ineligible to serve on the State Executive Board. No person serving on the current Nominating Committee, or on any board of directors of any corporation entity of which The Baptist Convention of New Mexico is the Member, shall be eligible to serve on the State Executive Board. Section 3. Composition. It is intended that the thirty elected members of the State Executive Board shall include at least one person whose church is in the geographical area of each Association, and that a person shall not be elected to the State Executive Board if the election will result in more than one elected person serving at the same time from the membership of any church. Nominations, whether from the Nominating Committee or from a messenger from the floor of the Convention in session, which would cause this composition goal to be violated shall not be in order. In filling vacancies as authorized by the Articles of Incorporation, the State Executive Board shall conform to this composition rule. A person shall be deemed to have resigned if the person moves his or her church membership to a church outside the geographical area of the Association from which the person was elected. A member of the State Executive Board elected to the office of president of the Convention shall, upon assumption of that office, be deemed to have resigned his position on the State Executive Board. Section 4. Lay Participation. At least ten of the elected persons constituting the State Executive Board shall be lay persons. Section 5. Term. Persons shall be elected to serve on the State Executive Board for a term of three years, except in cases when one is elected to fill an unexpired term. If otherwise qualified, a person may be elected to serve a second consecutive term of three years, provided that no person may serve more than two consecutive full terms. Members elected to serve unexpired terms shall serve until the end of the term they were elected to fill and may be re-elected to serve a successive full three-year term. Persons having served on the State Executive Board six consecutive years will be ineligible for election to the State Executive Board until three years have expired since their last service.

21 Section 6. Quorum. A majority of the elected members of the State Executive Board then in office shall constitute a quorum. Section 7. Duties. In addition to the duties and powers described in the Articles of Incorporation, The State Executive Board: A. Shall have charge and control, except when otherwise ordered by the Convention, of all work of the Convention in interim of its sessions; B. Shall act to exercise the rights of the Convention as the Member of any other corporation as that power may be delegated to the State Executive Board by the Convention's Articles of Incorporation, these Bylaws, or by the messengers constituting the Convention in session; C. May fill vacancies occurring on the Nominating Committee; D. Shall elect or provide for the employment of such persons, other than the Executive Director, necessary to carry on the work of the Convention; and E. Shall make a full and complete report to the annual Convention setting forth the condition of the work. This report shall give an accurate accounting of the finances of the Convention and shall be printed and distributed to the members of the Convention at its first session. Section 8. Officers. The State Executive Board shall elect from among its members a Chairman and a Vice-Chairman in the September meeting to begin service at the adjournment of the following annual meeting of the Convention. Each of these officers shall hold office for one year and until his or her successor shall have been elected and qualified. Section 9. Meetings. Regular meetings shall be held on Monday night before the third Tuesday in January, April, July, and September. The Board may, upon resolution, change the time and place of holding its meetings. Special meetings of the State Executive Board may be called by the Executive Director or the Chairman of the Board at any time on a five-day notice to all members. ARTICLE EIGHT: Indemnification. The Corporation shall indemnify any director, officer, employee or any former director, officer or employee of the Corporation against reasonable expenses, costs, attorney's fees actually and reasonably incurred by him in connection with the defense of any action, suit, or proceeding, civil or criminal, in which he is made a party by reason of being or having been a director or officer or employee. This indemnification shall include any amounts paid to satisfy a judgment or to compromise or settle a claim. The director, officer or employee or former director, officer or employee shall not be indemnified if he shall be adjudged to be liable on the basis that he has breached or failed to perform the duties of his office and the breach or failure to perform constitutes willful misconduct or recklessness. Advance indemnification shall be allowed of a director, officer or employee for reasonable expenses to be incurred in connection with the defense of the action, suit, or proceeding provided that the director, officer, or employee must reimburse the Corporation if it is subsequently determined that the director, officer or employee was not entitled to indemnification. ARTICLE NINE: Parliamentary Authority. The rules of order for the Convention, The State Executive Board, and all committees of the Convention and of the Board, shall be the current edition of "Robert's Rules of Order Newly Revised." In case there is no provision in Robert's, the President or other presiding officer shall exercise his discretion,

22 subject to appeal by the body. ARTICLE TEN: Motions Dealing With the Work of the Corporations. A motion, otherwise in order, which deals with the work of a Corporation of which the Convention is the Member shall be referred to the Board of Directors of that Corporation. The Board of Directors shall report back its comments and opinions regarding the substance of the motion at the next annual meeting of the Convention. Whenever such a report comes before the Convention, the Chair may invite the officers and Board of Directors of the Corporation(s) involved to speak. A motion offered in any meeting of the messengers or in a meeting of the State Executive Board, or in any committee of the Convention or the State Executive Board shall be out of order if the motion would require the Convention to act in regard to a corporation of which the Convention is the Member in a manner not within the Convention s legal power to act as the Member. ARTICLE ELEVEN: Amendments. These bylaws may be amended at any regular meeting of the Convention by a two-thirds vote of the messengers present at the time the vote is taken, provided notice of the proposed amendment is given at the first session of the Convention.

CONVENTION THEME: God s Purpose, Our Destiny Tuesday Afternoon, October 23, 2007 Rick Sullivan, Presiding The New Mexico Singing Churchmen led in music worship President Rick Sullivan called the convention to order at 1:47 p.m. Garland Peek, Minister to Adults of Sandia Baptist Church, led in prayer and welcomed messengers. BUSINESS SESSION Seating of Messengers: Garland Moore, chairman of the credentials committee in the absence of First Vice-President David King, presented a motion to seat messengers that have registered and who will register and that Alamogordo Primera, Las Cruces Sierra Vista, Mora Valley and Tijeras Forest Meadow who have never seated messengers before and have petitioned to do so be seated. They also recommended the seating of messengers from churches that have not seated messengers since 2001 who provide a statement that they had seated messengers at a previous meeting. Eugene Baker, messenger of Farmington Totah, moved to so seat. Seconded Carried. Appointment of Committees: Sullivan appointed Jay McCollum of Gallup First and Gavin Vaughan, Artesia Hermosa Drive, to serve on the Credentials Committee. First Vice-President David King chairs the committee and second vice-president Garland Moore also serves. He also appointed Tim Marrow, Albuquerque First West; Joe Byers, Deming First; Richard King, Las Cruces First; Dick Ross, Clovis Central; and Richard Grisham, Roswell Bethel to serve on the Committee on Committees and Francis Wilson and Jim Roach to serve as parliamentarians. Janet Saiers, Albuquerque First moved to approve the program, Richard Grisham seconded. Carried. Executive Board Report: Clark Henderson, chairman of the State Executive Board, presented their report, the proposed 2008 budget and the entity board nominations listed in the book of reports. These items were to be voted on the next day. NEW BUSINESS: A motion was presented by the Sivells Board to amend their Articles of Incorporation to change their board terms from three terms of three years to two terms of three years. This was to be voted on the next day. 5. 27 Minutes New Mexico Woman s Missionary Union Annual Meeting October 23, 2007 Del Norte Baptist Church Albuquerque, New Mexico The 2007 WMU Annual Meeting was held prior to the Baptist Convention of New Mexico Annual Meeting. The theme for the annual meeting was Go! Pray! Send. Pat Rodgers, a member from Del Norte Baptist Church, Albuquerque, NM played the piano. Dr. Robert Myers, pastor of Del Norte Baptist Church began the meeting by welcoming everyone and then led in prayer. Kevin Warner, Associate Pastor and Minister of Education at Del Norte Baptist Church led everyone in group singing. Myra Gates of the Baptist Convention of NM brought special music. Sharon Montgomery, NM WMU President also welcomed everyone and introduced program personnel. Margaret Hale, Endowment Consultant shared the prayer calendar. Debbie, a representative of IMB shared about her work in Hong Kong and China and her service in East Asia. She shared about what a huge task there is in this work. Tuesday Morning Business Session October 23, 2007 Del Norte Baptist Church Albuquerque, New Mexico Sharon Montgomery, NM WMU President called the 96 th Annual Business Session into order. Diane Johnston, NM WMU Vice-President read greetings from Wanda Lee, President and Kaye Miller, Vice-President of National WMU. Diane Johnston, NM WMU Vice-President then presented the Woman s Missionary Union Scholarship Report. She gave the amount in this fund and encouraged everyone to continue giving. A report was then given by Diane Johnston, Camp Director on GLOW (Girls Loving Our World). There were approximately 106 girls in attendance with 5 professions of faith and several with special prayer needs. She also encouraged everyone to send their girls to camp this summer, Carolyn Laughlin, Partnership Coordinator gave the partnership report. She is excited about our partnerships. She thanked Judith Edwards for starting the partnerships. At this time we are finishing up partnerships with Birmingham, England and Brazil. We are starting a partnership with Canada. She encouraged others to go and to pray about your involvement in these partnerships.

28 Election of officers by Sharon Montgomery, NM WMU President. At this time, there will be no election of a president because we need to wait on what the National WMU documents committee decides. We will not know these results until January, Until all of this is resolved, the leadership team of the executive board will be serving as president. They are follows: Betty Eason, Carolyn Laughlin, Connie Dixon, Diane Johnston, Mary Ledbetter, Connie Dixon and Diane Johnston. A recommendation was made that Diane Johnston be presented as the Vice-President for NM. This nomination was presented, approved and accepted. No other business. Motion made and seconded to adjourn. Sharon Montgomery declared the business session closed. Annual Meeting Continued Margaret Hale, Endowment consultant then gave a report on Share the Joy of Missions and Touch Tomorrow, Today funds here in New Mexico. She talked about the history of the Touch Tomorrow, Today fund. A DVD was played from David George, President of the WMU Foundation. He announced that a large amount of money honoring Judith Edwards because of her faithful service and upcoming retirement had come into the WMU Foundation. There is approximately over $18, now in this fund from New Mexico Baptists for New Mexico. The women of New Mexico are doing an awesome job. Now that the endowment has reached over $10,000, 2.5 percent of the fund value will be available to state WMUs,.2 percent to national WMU for the Vision Fund and.5 percent to the WMU Foundation. The women of New Mexico have been giving to this fund secretly since last June as a special surprise for Judith Edwards. Congratulations on a job well done. There was a surprise reception for Judith Edwards honoring her as she retires in December, Group Singing with Kevin Warner, Del Norte Baptist Church, Albuquerque, NM Sharon Montgomery, NM WMU President introduced Dr. Joseph Bunce, Executive Director of the Baptist Convention of NM. Dr. Joseph Bunce encouraged everyone to be faithful in their giving. He then said what a privilege it has been to serve with Judith Edwards these many years and also what a privilege it is to serve you the women of New Mexico. Jeremy Daugherty, grandson of Judith Edwards brought special music. Kaye Miller, President of National WMU brought a message. She spoke about the Missions Banquet the night before and how meaningful it was to her. She talked about her call to missions from her parents to herself. She wants everyone to listen for God s call. Special Music by Bob and Betty Bynum of Cedar Crest, NM. President s message was brought by Sharon Montgomery, NM WMU President. She presented a message about the time she went to the International Learning Center in Richmond, Virginia to a Director of Missions Retreat. It was an exciting time to see this place where missionaries go to get ready for service over seas.

29 Judith Edwards, Missions Mobilization Team Leader gave a report about the Missions Mobilization Team and how they are busy telling the story of Jesus. Special Music by Kevin Warner, Associate Pastor and Minister of Education, Del Norte Baptist Church, Albuquerque, NM Director s Report by Connie Dixon, NM WMU Executive Director. She wants to assure everyone that just because Judith Edwards is retiring that things are not going to change. She related the story of how she became involved with New Mexico WMU and how it totally changed her life. She thanked everyone for all that they do and said that she has great plans for NM WMU. 33 Minutes of the State Executive Board The Baptist Convention of New Mexico Del Norte Conference Center, Albuquerque January 15, 2007 Chairman Clark Henderson called the meeting to order. Secretary Nancy Faucett called roll. Those with excused absences were Glenn Pipes, Hugh Rogers and Dale Shook. Jack Corder was also absent. Steve Mosely moved to go into executive session. Mike Hattabaugh seconded. Carried. The secretary and all others not on the board left the building. Chairman Henderson called the board into regular session and allowed the secretary and others to return. Lee Black read John 15:1-11 and led in prayer. Clark Henderson led the board in How Great Thou Art. He then asked for guests to be introduced. David Englehart introduced Scott Wilson who will be the new BSU director at San Juan College. David Brittain introduced John Burton, a member of his church. Minutes of the September meeting were presented. Lee Herring moved to accept the minutes. Jim Prince seconded. Carried. Old Business: None REPORTS OF CONVENTION ENTITIES/SPECIAL COMMITTEES New Mexico Baptist Foundation: President Lee Black presented the report. He said that they are in the process of closing out their accounts for the year. All accounts will be audited before the final distribution. In the years that Lee Black has been at the foundation assets have gone from $2.8 million to over $28 million. He then announced that he would retire July 7, Dr. Bunce thanked him for 26 years of service. New Mexico Baptist Children s Home: Geraldine Dooley presented the report. She said that they have 25 children. They are currently looking for two sets of house parents. They brought in over $1 million in She asked Aaron Green, the assistant administrator, to share about upcoming fundraising. He said that he will be going into the churches in the state encouraging support of the Home. Inlow Baptist Camp: Chairman Andy Donalson presented the report. He said that 2006 was the strongest year for decisions at the camp. They are really excited about Camp Wilbegoway, which will replace CentriKid. They have a team from Wayland coming to help with recreation. Their 2007 camping season is filling up fast. Sivells Baptist Camp: Manager Wynelle Kloper presented the report. She said that they had an excellent 2006 and started 2007 with their second annual youth retreat. They are excited that the April Board meeting will meet at Sivells. They are still working with the Environmental Agency in Santa Fe to gain occupancy of the new building. They are in the process of building an obstacle course and still have a few dates available in Chris Pate is their new chairman. Christian Life Committee: Lee Herring brought the report. He said that there will be a conference on gambling Thursday, January 25 at 1:30 at First Baptist Church of Santa Fe. Barry Duke of the Ethics and Religious Liberty Commission will be leading the event. There will also be a meeting that evening at the church to which state legislators were also invited. We can have a great impact at the state level, he said. The next morning, January 26, will be the annual Legislative Breakfast. It will be at the Hilton Hotel at 7:00 a.m. He encouraged attendance and invitations to state representatives and

34 senators. REPORTS OF COMMITTEES Executive/Information Services Team: Chairman Toby Dolan presented the report. He said that he had reports from three of the four areas they are responsible for: business, associational strategy and information. Dr. Bunce will report on the executive team in his report. He said that Stan Albright has been working closely with the associations to try to find directors of missions for several areas and there are some really good things happening in the Native American work. The Information Services has worked hard to relate information to New Mexicans through the Baptist New Mexican. Evangelism/Discipleship Team: Chairman Bobby Fuller presented the report. He said that they have had a transitional time during the reorganization of their team. They were also at a disadvantage at their committee meeting because Dayton King was in the hospital. They discussed the third objection in the 10 by 10 objectives, which is to have 5,000 baptisms by That is twice what is currently being accomplished. They are putting together a strategy team in the next few weeks to see how that the goal can be accomplished. Their strategy needs to be at NAMB by sometime in March. Leadership Development Team: Chairman David Brittain presented the report. He showed in the Baptist New Mexican the story about Crown Ministries. He said that every sponsor at BCNM camps will be required to have a background check and that every church should have background checks done on all of their workers. The State Convention has purchased the rights to show the movie, Facing the Giants. s will be sent to inform churches how they can buy a site right for showing the movie. He asked Dr. Bunce to share about a Transitional Training opportunity available in the near future. He also said that progress is being made in the installation of a new server for the Baptist Building that will allow us to access leadership training through a Canadian partnership and video conferencing. Missions Mobilization Team: Chairman John Hinze presented the report. He brought a recommendation for Atherton Trust Funds for Paul Herzog, Counter Culture Church, Albuquerque for $700 per month; Art Rayburn, Life Quest Church, Rio Rancho for $400 per month and Mike Engle, Mission Valley, Los Lunas for $300 per month. Carried. Recommendation 2: For Harrison Trust Funds for Totah Baptist Church for $2,390, Native American Revival for $790, Indian Camp Scholarships for $1,000, Indian Camp Transportation for $300, Native American Conference at Rehoboth for $300, Native American CLD for $8,491 and Scott Tafoya, Golden Gate Seminary scholarships for $840. Carried. Recommendation 3: That the Covenant for new church starts be approved. (Copy in permanent file.) Carried. Recommendation 4: That the allocations for the State Mission Offering be approved as follows: Associational Evangelism Strategy, $40,000; Block Party Trailers, $25,000; Children/Youth Evangelism Events, $25,000; Minister/Family Retreat, $25,000; Partnership Mission Scholarships, $20,000; Collegiate Missions, $15,000; Disaster Relief Response, $35,000; Ministerial Relief Fund, $15,000; Inlow Camp, $20,000; Sivells Camp, $20,000 for a total goal of $240,000. Carried. He reported that their team approved Pastoral Aid requests by Bruce Morrison, Mora Valley Church in Cleveland for $250 per month, William Montoya, Eagle Springs in Cuba for $250 per month for six months, Billy Robinson, Glenwood for $250 per month, Profirio Rodriguez, Mescalero Mission for $250 per month and John Tohtsoni, Sr, Shiprock First for $250 per month. Chairman Henderson said the board would adjourn for the evening. The Policy/ Personnel and Property/Finance committees would meet at 8:30 and the full board would reconvene at 9:30 the next morning.

Also absent were Jack Corder, and Bob Farmer. SPECIAL COMMITTEES Policy/Personnel Committee: Chairman Rick Sullivan brought the following recommendations. Recommendation 1: That the 2006 annual be dedicated to H.L. Bryant. Carried. Recommendation 2: That we define a cooperating Baptist church in our convention as one that is able to seat messengers and completes an Annual Church Profile. Carried. Property/Finance Committee: Chairman Henderson surrendered the floor to President Rick Sullivan in the absence of Vice-President Steve Moseley. He then brought the following recommendations: Recommendation 1: that Dr. Joseph L. Bunce, Executive Director, be empowered to act on behalf of the Baptist Convention of New Mexico in all matters requiring signatures enabling the sale, exchange, transfer, purchase or other forms of conveyance of all the cash assets, securities, bonds, certificates of deposits, notes issued by private, corporate or governmental agencies and real property. This is known as the Corporate Resolution. Carried. Recommendation 2: That mileage reimbursement for the board be changed to be 60 percent of the IRS allotment. Carried. Recommendation 3: That the housing reimbursement for the board be increased to $60 per night. Carried. Recommendation 4: That we sell the BSU property in Las Vegas, invest the proceeds and use the interest from the corpus to support collegiate ministries in the Las Vegas area. The executive board, in consultation with the Northeastern Association, can redirect these monies if necessary. Lee Herring moved to amend the motion to add or it s successor after Northeastern Association. Seconded. The amendment carried. David Brittain moved to table the motion. Seconded. Carried. Chairman Henderson asked if there were any questions concerning the Trial Balance. There were none. Chairman Henderson announced a break. Executive Director s Report: Dr. Bunce said that it is a great day in New Mexico! Since he always recommends a book to the board he recommended the book, Lincoln on Leadership and The Invisible War. He began his report by praising New Mexico Baptists. As of that day the budget had been exceeded for the month by $24, The loan balance on the building was currently $601, The loan on the HVAC unit was currently $81, He has presented the January Bible Study in each of the 13 associations. He said that we are making progress on the 10x10 objectives and eightynine percent of our churches are now supporting the Cooperative Program. He encouraged the board to be active in the legislative process. He said it is imperative that we support strong moral fibers. He thanked Lee Black for his years of service at the New Mexico Baptist Foundation. He told of a North American Mission Board commissioning service that will be held at Hoffmantown Church and that David and April Englehart will be commissioned as missionaries in the state. He thanked the staff who are celebrating anniversaries and specifically named Thomas Eason on his 31 years. NEW BUSINESS: Dr. Bunce said that the deed at Moreno Valley states that if the church ceases to be SBC the building will revert to the BCNM. He asked the board to empower him to exercise what is necessary to speak to the people at the church asking them to either comply with the warranty deed or seek to revert the property. David Brittain moved to approve this recommendation. Durward Wofford seconded. After some discussion Durward Wofford called for the question. Seconded. Carried. The motion

Minutes of the State Executive Board The Baptist Convention of New Mexico Sivells Baptist Retreat and Conference Center April 16, 2007 Chairman Clark Henderson called the meeting to order. Those with excused absences were: Jack Corder, Pedro Escobar, Toby Dolan, Judi Hain, Lee Herring, Barbara Pendleton (who had attended the committee meetings) and Tim Gilliland. Chairman Henderson read John 1:1-13 and led in prayer. David Red led in the Doxology and How Great Thou Art. Guests present were Joe and Rebekah Lightner, Chris Pate, Karen Carleton and Dan Pearce. Minutes of the January meeting were presented. Linvell Tisdale moved to approve. John Hinze seconded. Approved. Old Business: None REPORTS OF CONVENTION ENTITIES AND SPECIAL COMMITTEES Foundation and Church Loan Corporation: President Lee Black presented the report. He said that the work continues strongly. They still have approximately $5 million in loan demand. People can earn up to 7.5 percent on investments. They have made a number of distributions in the recent months from several estates and have distributed over $20 million through the Foundation in the last years. New Mexico Baptist Children s Home: Administrator Geraldine Dooley presented the report. She apologized for not having a printed report. She said that the Home is doing very well. They have started a Peer-Leadership Council composed of resident leaders. Materials for the Mother s Day Offering have been sent to the churches. Cannon Air Force Base will go to the campus to do work on the buildings. They will average 50 people per day for six days. The Home currently has 25 children and has averaged 25 each month this year. Inlow Baptist Camp and Conference Center: Ron had called earlier in the day to say that they had a major plumbing problem at the camp and would not be able to attend. Chairman Henderson and Lamar Morin reported on a successful work project conducted by several church youth groups during their spring break. Sivells Baptist Retreat and Conference Center: Camp Chairman Chris Pate and Manager Wynelle Klopfer presented the report. Chris Pate welcomed board members to Sivells and asked for a show of hands of people who had never been to the camp. There were several. She asked for board members to pray for the camps when they read about them in the Baptist New Mexican. She also encouraged churches to use the camps. She said they are planning a Junior Camp in July. They have a new obstacle course that will open soon called Goliath.

37 Christian Life Committee: John Loudat reported that the Christian Life Committee did a great job during the recent legislative session. There were more s sent out this year than ever regarding important issues before the legislature. They learned during the session that they need to work all year long to be more effective and had scheduled a meeting the next month. Dr. Bunce encouraged churches to place the camps and the Children s Home in their church budget. He then explained what the BCNM staff is working on with five leadership levels. Level 1 is training in the local church, level two is training in the local church to go into the community and see people saved and brought back into the local church, level 3 is where the local church teams up with other organizations to create an evangelism based partnership, level 4 is training pastors or leaders generally through seminary, CLD programs, or mentorship and level 5 are individuals who work with multiple churches. In order to experience evangelism in New Mexico we must focus on levels 2 and 3. He said the board would see more on this in the months to come. Chairman Henderson called for a 10 minute break. TEAM REPORTS Executive Office/Information Services Team: Steve Mosely presented the report. He said that Stan Albright had shared with the committee the progress of four of the associations to have regional missionaries. They are Western/Mountain and Santa Northeastern. He also said that work is under way to call a Hispanic Coordinator for the state. He said the Southern Baptist Convention will be in San Antonio in June. He encouraged churches to use Page 8 of the Baptist New Mexican for their church newsletter. This will be helpful to churches with the upcoming raise in postage. He said to look for a new look to the BCNM website in the coming months. Evangelism/Discipleship Team: Chairman Bobby Fuller presented the report. He said that work is under way on the two state evangelism conferences. Information for summer camps has gone out. The Sportsman s Outreach Banquet will be the end of July. There will be simultaneous revivals in March and April There was a VBS state team trained in Glorieta that then trained 12 of the 13 associational VBS teams. Team- West went to Alaska and information will be forthcoming on Growth Spirals. Leadership Development Team: Lamar Morin presented the report. He said that some changes are being made in the scholarship program for the Contextualized Leadership Training. They are still looking for some locations for the Crown Ministry Training Events. They are developing a Leadership Development Conference for 2008, Redreaming the Dream. The New Mexico Singing Churchmen have 33 people going to Panama in September. Available now at is a new online video training facility that we have partnered with the Canadian Convention on. There are dozens of video training events on the site available to anyone. Missions Mobilization Team: Chairman John Hinze presented the report. They had requests for Pastoral Aid for Gerald Lawton, Rock Springs for $250 per month (April- December); James Hopkins, Trinidad Roswell, $250 per month (April-December); James Eaton, Gospel Victory Bloomfield, $100 per month (April-June); James Tso, Teec Nos Pos, $100 per month (April-June). He also said that they were currently out of money for pastoral aid after these requests were filled. They recommended Atherton Trust Funds be granted for Mark Chandler, Church Rock, $250 per month (April to December). Carried. They recommended that Harrison Trust Funds for a maximum of $500 be granted to James Eaton of Bloomfield Gospel Victory for $50 scholarships for youth to attend camp. Funds will be paid to Inlow Camp after registrations are received. Carried. They recommended that $3,779 be granted from Harrison Funds for Baptist

38 Indian Camp of New Mexico. Carried. Dan Pearce reported on the Disaster Relief efforts during the recent tornados in Clovis and Logan. They confirmed Connie Dixon as WMU Director and heard her vision for WMU in the state. Policy/Personnel Committee: Chairman Rick Sullivan presented two recommendations. Recommendation 1: That a contract position be created for the State WMU Director. Connie Dixon will fill this position beginning July 1. Carried. Recommendation 2: That Joe Lightner be called as State Director of Evangelism. Carried. Property/Finance Committee: Chairman Henderson surrendered the floor to Vice- Chairman Steve Mosely. He said that Santa Fe El Buen Pastor has begun to pay $400 per month in a new lease agreement. He then presented the following recommendations: Recommendation 1: That we go ahead and pursue selling the El Buen Pastor building to the congregation November 1 at the end of their current lease. The Convention will carry the note to secure the integrity of the loan. Carried. Recommendation 2: That since Bethel Baptist Church in Portales has disbanded and they would like to deed the property to Templo Bautista in Portales and in order to protect the integrity of the deed the property will revert to the convention and we recommend that we deed the property to Templo Bautista. Carried. Recommendation 3: That the HVAC system be paid off from operational reserve and that the amount now paid on it each month ($648.65) and the current overage from rent on the Baptist Building ($3,400) be paid on the building loan each month. Carried. Executive Director s Report Dr. Bunce presented his report using an analogy of a ship. He said financially it has been a record breaking year. The crew is doing a great job and there is a sweet spirit among the staff. He thanked Dr. James Semple for the great work he had done in New Mexico for the last four years in evangelism. He said he and Dr. Albright were getting close to finding a Hispanic Coordinator for the state. He told about a uniform contract that has been developed and used for all contract workers. He said there would be a new convention website in the months to come. He said that our convention has become a model for other conventions and praise God for the partnership with these other states. He thanked the Information Services Team and the Christian Life Committee for their work during the state legislature. He said that the compass is guiding the vessel toward simultaneous revivals. He referenced the 10x10 Objectives and the progress that was being made. He thanked Lee Black for 25 years at the Baptist Convention. New Business: Rick Sullivan moved that we as a convention support the Simultaneous revivals to be held in New Mexico in March and April of Linvell Tisdale seconded. Carried. Old Business: None REPORTS OF CONVENTION ENTITIES AND SPECIAL COMMITTEES Foundation and Church Loan Corporation: The chairman of their board, Bob Martin, presented the report. He said that Lee retired July 7, but will be working with the new president for the rest of this year and the first six months of next year. When Lee came 27 years ago the Foundation s assets were $2.5 million. He said that there is 5.7 million invested in building churches. More than $23,428 has been loaned in the last five years. Assets for the Foundation exceeded over $30 million for the first time in April. They have had 3 wills/trusts conferences this year. From them they had 10 estate plans, 6 trusts and 3 wills. He said that Rick Breeden is the new Foundation president. New Mexico Baptist Children s Home: Administrator Geraldine Dooley presented the report. They had received over $71,000 toward the Mother s Day Offering the end of June and $625 has come in since July 1. They currently have 26 kids with all four homes open. They also needed two sets of houseparents. She presented Hayden Smith, Nancy Wagner, Wayne Brazil, Tom Harlan, Illa Vaughn, Rony Hernandez, Kenny Vance and Mike Mataya for another term on their board. Inlow Baptist Camp and Conference Center: Manager Ron Samp presented the report. He said that they had two more week-long camps scheduled in the summer. First Baptist Church Bloomfield had redone the road from the forest road to the camp and the Pill Box. He said they were also working on a 100-yard shooting range. Sivells Baptist Retreat and Conference Center: No report Christian Life Committee: John Loudat presented the report. He said that they had met twice to discuss how Baptists can better support the state legislature and other pertinent issues. They had also enlisted Holly Lindsey to help build prayer support as they expand their ministry. TEAM REPORTS Executive Office/Information Services Team: Toby Dolan presented the report. He said that Mountain/Western Associations and Northeastern/Santa Fe are working to call regional missionaries. They are finalizing the agreements and will soon be looking for missionaries to serve in their areas. San Juan Association has called Dr. Russell Begaye and when his NAMB appointment is finalized he will become the first Native American DOM in New Mexico. John Loudat did a good job reporting on the Southern Baptist Convention. They have received good feedback on the Spanish articles in the Baptist New Mexican and would be interested in someone to help furnish articles in Spanish. Evangelism/Discipleship Team: Joe Lightner presented the report. He presented his strategy for Saturate 08, simultaneous revival during the spring of February 8 will be the State Day of Prayer for revival and May 4 will be Celebration Day. He asked for board members to pray, promote, and participate in simultaneous revival. The Sportsmen s Outreach Banquet will be July 25. He has begun an article called Highlights of

40 the Harvest reporting on different evangelistic events happening around the state. There was a 2 minute break. Policy/Personnel Committee: Rick Sullivan presented the report. He thanked Gerald Farley for serving as the Interim, Part-Time Business Administrator. He then presented a recommendation that Sam Swann fill the position of Student Leadership and Evangelism Director. He then asked Sam to share his testimony and vision for this ministry. Sam and his wife, Brenda, left the room for the vote which Carried Leadership Development Team: Dale Shook presented the report. He drew attention to the new EQUIP website to help train leaders in the local church. He said there are four associations doing Contextualized Leadership Development Training. They have set out some new guidelines for scholarships that are available and set guidelines for instructors. Missions Mobilization Team: Chairman John Hinze presented the report. He said that their team had approved the following requests for Pastoral Aid for July to December 2007: Charles Becknell, Rio Rancho Emmanuel Missionary, $200 per month; James Eaton, Bloomfield Gospel Victory, $200 per month; James Tso, Teec Nos Pos, $100 per month; and Rafael Armengual, Alamogordo Primera, $250 per month. They recommended approval of Harrison Trust Funds for Skylar Maley, who is attending Howard Payne University in the fall, for $500. Carried. They also recommended that the BCNM enter into a formal partnership with Canada. He asked Carolyn Laughlin to give an overview of the partnership. Carried. Dale Shook moved to approve the Old Business: None Auditor s Report: Gerald Farley introduced Nick Loftis, CPA, who presented the 2006 audit report. He said that the audit was a qualified report, which is consistent with years past. Janet Saiers moved to accept the report. Rob Muncy seconded. Approved. REPORTS OF CONVENTION ENTITIES AND SPECIAL COMMITTEES Foundation and Church Finance Corporation: Lee Black presented the report. He said that people can now access their accounts online and that assets at the Foundation have exceeded $20 million. Over $50 million has been dispersed through the Church Finance Corporation. He nominated Larry Irwin of Clovis Central, Linda Dean of Farmington Emmanuel, and Stanley Jones of Portales First to fill new terms on their board; Sara Preston of Farmington Mountain Vista to finish a one-year term; and James Francis of Hobbs First, Bob Martin of Albuquerque, and Randy Patterson of Artesia to serve another term. Seconded. Approved. He then presented Rick Breeden, the new president of the NM Baptist Foundation and Church Finance Corporation. New Mexico Baptist Children s Home: Administrator Geraldine Dooley presented the report. She said that they continue to struggle with keeping house parents. She presented the 2008 budget for the Home and said that a Christian psychiatrist would work with three kids families in the fall. Dr. Bunce said that they have two vacancies on their board. According to the bylaws of the Home the State Executive Board is to fill those positions. Chairman Henderson recommended that the nominating committee of the Executive Board in consultation with Dr. Bunce and Mrs. Dooley find someone to fill these positions and bring it to a vote by mail. Rick Sullivan moved to do so, Jim Prince seconded. Approved. Inlow Baptist Camp and Conference Center: Manager Ron Samp presented the report. He said that they had 4,154 camper days and 43 decisions with some groups still reporting. They relied on volunteers through the summer, which allowed them to have a smaller paid staff. They have weekend camps booked to Thanksgiving. Camp Willbegoway had over 100 campers. They were building a 100 yard shooting range. Andy Donalson, Karen Cortese, Leland Harral and Mary Barnes were nominated to serve another term on the board and Tara Clark from Rio Rancho to fill a two-year term. Jack Corder moved to accept these nominations. Janet Saiers seconded. Approved. Sivells Baptist Retreat and Conference Center: Manager Wynelle Klopfer presented the report. She said that they had a great summer. Doulos was a larger than expected camp which was a challenge, but they survived. They have a great fall booked, with 3-4 new camps. They were still doing work on the hill to help with accessibility. Their internship, Project Timothy, continued to grow. She nominated Bob Moore, R.W. Norris, Karen Carlton and Leroy Lacey to serve another term on the board. Barbara Pendleton moved to accept these nominations, Bobby Fuller seconded. Approved. Christian Life Committee: John Loudat presented the report. He presented a brochure entitled, Impact New Mexico. He said that Prayer Coordinator Holly Lindsey has

42 done a great job in enlisting ways for people to pray for the State Legislature. He said that the committee has met more this year than any other year in the past. Leaders of other like-minded organizations have met with them to try to make more of an impact. They will meet again during the State Convention. Soon there will be a new website for the Christian Life Committee. TEAM REPORTS Executive Office/Information Services Team: Chairman Toby Dolan presented the report. He said that the regional missionary process is moving forward with the combining of two different associations in two different areas of the state Mountain/Western Associations and Santa Fe/Northeastern. Their agreements were finalized and a search team was in place in each instance. Both would undergo NAMB approval. He said that San Juan Association called Dr. Russell Begaye as their DOM. Dr. Albright continues to work with the Spanish and Native American works. The Baptist New Mexican staff continues to work hard to keep Baptists informed. Spanish articles will continue to appear in the paper. Circulation is down slightly. Evangelism/Discipleship Team: Chairman Bobby Fuller presented the report. He said that Joe Lightner had been from one corner of the state to the other meeting with pastors about things that need to be done in the future. There were packets available for Saturate 08. He encouraged churches to register for Saturate 08. The Lives Ablaze Student Conference had 2,200-2,400 people with 514 decisions, 197 of those professions of faith. There were over 750 at the Sportsman s Banquet. He asked Joe Lightner to share what was currently happening at the State Fair. Joe said that this year they experimented with using a video element. They called the booth, Free Gift for Life. The idea is that people will have an opportunity to win a gift if they will fill out a card and watch the video. Since the beginning of the fair they had shared with over 750 people and 381 had indicated a profession of faith. The Senior Adult Days have been well attended in Roswell and Inlow. The Evangelism Conference is well in place. The discipleship area has had Senior Adult Days at Roswell, Ruidoso and will soon have one at Inlow. There have been six age graded Bible study and leadership training events and one was currently taking place in Las Cruces. Leadership Development Team: Dale Shook presented the report. He asked for prayer as 30 of the New Mexico Singing Churchmen were to leave for Panama the following Friday. He said that there were over 35 people who attended a Transitional Pastor training event at Glorieta. He also said that EQUIP is an excellent resource for online training. Over 250 people attended the music camps through the summer and there will be a leadership conference in There were 110 at the Bivocational Conference the previous weekend. He expressed pleasure that Sam Swan had joined the LDT. Missions Mobilization Team: Chairman John Hinze presented the report. He said that it was Judith Edwards birthday and the board sang Happy Birthday. She would be retiring the end of the year, but there are great people in place to continue on. They spent a lot of time reviewing and revising application forms for Church Pastoral Aid and Harrison Trust Funds. They recommended $1,000 per month from the Atherton Trust Fund for Sherlock Vargas at the Hispanic Mission of Albuquerque Monterey for September to December Approved. Policy/Personnel Committee: Rick Sullivan presented the report. He said there were no recommendations. Property/Finance Committee: Chairman Clark Henderson presented the report. He asked Gerald Farley to share about the proposed 2008 budget. He said that there was a different format to the budget this year. All of the money that comes through the

43 BCNM is now listed including all special offerings. The CP budget represented a 5.21 percent increase. Chairman Henderson relinquished the floor to Vice-Chairman Steve Moseley while he recommended the 2008 budget. Approved. Executive Director s Report: Dr. Bunce said that there is a 3.5 percent increase in the salaries of the BCNM staff included in the 2008 budget. He also said that since the last meeting he has had the privilege to speak at numerous churches as well as represent the BCNM at meetings of the International Mission Board and the North American Mission Board. He also has begun doing January Bible Study Overviews in the associations. In returning to the budget he said that for the first time a holistic budget has been presented. He was proud of the staff for identifying where all of the money comes from and it is all on the proposed budget. For the first time the proposed budget will be printed in the Baptist New Mexican before the state convention. He said that he will be involved in a vision trip to Canada to investigate the mission partnership with them. He also said that the South Carolina Convention has sought a partnership with New Mexico Baptists. He said that it is imperative that we as Baptists protect our children. He mentioned several websites available to aid churches in this endeavor. He thanked members for the work that has taken place in preparation for the state convention and asked them to pray for convention leaders. He also asked for prayer for Saturate 08. CP gifts are at an all time high. He said that when he came as executive director 26 percent of the churches were not giving to the Cooperative Program and the list is currently down to 35 churches. He shared a list of churches that have not given to the Cooperative Program and directed attention to a letter that was sent to these churches. He recommended the book, Spiritual Leadership by Henry and Richard Blackaby. New Business: Chairman Henderson called for election officers. Jack Corder nominated Steve Mosely for vice-chairman. Hugh Rogers seconded. Approved. Mike Hattabaugh nominated Clark Henderson for chairman. Jack Corder seconded. Approved. Dr. Bunce asked the entity heads to be dismissed and moved the executive board into executive session. Janet Saiers moved to do so. Edna Romero seconded. Approved. As the board came out of executive session Chairman Henderson stated that the purpose of the executive session was to deal with real property. John Hinze made a motion that we pursue Southern Baptist work in Eagle Nest. Bobby Fuller seconded. John Hinze then amended his motion to include Angel Fire and Bobby Fuller agreed. John Hinze removed his motion. Glenn Pipes then moved that the BCNM employee legal council to pursue the reversionary clause contained in former deeds in Angel Fire and Eagle Nest and do everything possible to exercise the reversionary clause. 45 Dear New Mexico Baptist: EXECUTIVE DIRECTOR S REPORT I want to express my deepest appreciation for the commitment that has been made across our convention to fulfilling our 10x10 Objectives. The state convention provides an exciting time of fellowship and encouragement and the attendance of messengers during the convention affords us the opportunity to fulfill the first objective. Last year at our state convention we had a near record attendance and I believe that we will have an outstanding attendance in Albuquerque as well. I especially want to express my appreciation for the incredible response and affirmation to our mission s commitment through the Cooperative Program. Eighteen months ago 26 percent of our churches were not financially engaged with the convention in missions giving through the Cooperative Program. Praise God the vision of partnership is beginning to take hold in a new and exhilarating way. That number at the end of September is down to 11 percent. Often times we fail to celebrate the impact that Cooperative Program dollars make. I remind Southern Baptists that our Cooperative Program dollars not only under gird 10,000 plus missionaries, they under gird six Southern Baptist seminaries as well. Thank you New Mexico Baptists for making missions and evangelism the main thing. It is still my prayer that we as a convention will baptize at least 5,000 a year by the close of Our Lives Ablaze Student Conference and our evangelistic emphasis at the state fiar booth this year have given us hundred of people that have made a commitment to Christ and how need follow-up. Our Sportsman s Banquets have also yielded a large number of individuals who have responded to Christ. Please pray for our churches, not only in these special event evangelistic opportunities, but also in the daily opportunities to share our faith. These are exciting days as a fresh wind of evangelism blows across our convention. We are beginning to see an increase in new church starts and there are some Hispanic Bible studies that potentially will create new congregations in the near future. Some of the churches in New Mexico, about 30 in number, may need the assistance of a sister congregation to revitalize and sense fresh the mission and vision that God has put forth. I would encourage our congregations to look within their own associations to see what churches can be fortified and strengthened by an inter-associational partnership. New Mexico is becoming more missional than ever. Large numbers of our congregations are reporting that they are involved in a mission partnership at home and abroad. As I prepare this report I am preparing to lead a vision trip to a potential mission partnership with the Canadian Convention. Many of our churches are still heavily involved in partnerships in Thailand, Vietnam, Brazil and now Canada will afford us another avenue of mission work. I want to encourage New Mexico Baptists to embrace the opportunities to fulfill the Great Commission as we look to the Nation to our north. The sixth objective dealt with encouraging our existing churches to re-dream and seek a fresh vision from our Lord concerning what God would have them to do within their own congregation. There are several of our churches that are experiencing a fresh word from our Father. A part of re-dreaming as congrega-

46 tions is beginning to move our focus back to missions and evangelism and realizing that the church exists, not for the people within, but for the list outside. It is my prayer that our focus on simultaneous revival, Saturate 08, will provide an encouraging boost for re-dreaming our dreams. We are also making large strides in the area of revitalizing and empowering our associations. Four associations in our state have chosen to work together in creating new regional positions and the creations of a regional area missionary that will be working with Santa Fe and Northeastern Baptist Associations and another regional area missionary working with Western and Mountain Baptist Associations. Please pray as God directs these associations to the individual that He would have work in these incredibly important areas. I want to especially say thank you to our Baptist Convention of New Mexico staff for their incredible response and hard work as we have been moving in the process of restructuring. It has been exciting to see the enthusiasm and the creativity of the BCNM staff. New Mexico Baptists have been extremely blessed with dedicated people and I would ask that you would take every opportunity to express a word of gratitude to BCNM employees as they truly have given 110 percent. WE would like to welcome to our staff Joe Lightner, our Director of Evangelism; Gerald Farley, our Interim Director of Business; Connie Dixon, our WMU Director; Sam Swann, our Student Leadership Development and Evangelism Director and his assistant Tammy Dixon. I also want to take time to express appreciation to Judith Edwards. Judith has done an outstanding job as our Missions Mobilization Team Leader. As you are aware, Judith has announced her retirement and we bid her God speed as she begins a new chapter in her ministry. Her retirement will afford her an opportunity to focus on writing and spending more time with Dalton. Judith is an incredible lady who is abundantly gifted and her smiling, encouraging spirit will be greatly missed. Thank you Judith Edwards! There has also been a change at the helm of the New Mexico Baptist Foundation. I would like to formally welcome Rick Breeden as our new Foundation president. Rick comes with a vast amount of experience in the area of finance having served as an auditor for the FDIC. I also would like to say thank you to Lee Black for 26 years of outstanding service as he has masterfully lead our Baptist Foundation. Lee s heart for New Mexico has often been illustrated by his tireless service. I pray that Lee and Sandi will be greatly blessed in their retirement and we overwhelmingly say thank you! I pray that New Mexico Baptists never forget the ethnic diversity of our state. Fifty-one percent of our 2 million plus New Mexicans are Hispanic. There is a major cultural shift taking place within our Nation. It is expected that by the year 2037 there will be 400 million Americans with 100 million of those being Hispanic. We must continue to explore every avenue and make the most of every opportunity to reach this growing population segment. Roughly 10 percent of New Mexicans are Native Mexicans. New Mexico has also become a melting pot as the world moves to our state. For example, there are over 6,000 Vietnamese in the city of Albuquerque along. There is presently significant development in regard to a seminary presence in New Mexico. Southwestern Baptist Theological Seminary is exploring a potential New Mexico extension. This would afford our New Mexico students the abil-

47 ity to receive an outstanding theological education and remain in the Land of Enchantment. There is still much to be done before an actual presence takes place, but I am excited that this potential partnership seems to have gained incredible momentum these past months. It is a joy to serve you, Love Dr. B EXECUTIVE OFFICE/INFORMATION SERVICES TEAM John L. Loudat, Team Leader The Baptist Convention of New Mexico s executive office/information services team (EIT) has completed its first year under the BCNM reorganization approved by the executive board in July of last year. Staff members of the team s four offices executive, associational, business and information services have completed the work of identifying the team s purpose and tasks and determining which office is responsible for each task. The convention s financial statement has been rearranged, and directors of EIT offices have developed and implemented the necessary new procedure for the development and submission of budget requests. EIT personnel also have worked closely with the convention s new Webmaster in the redesign of the convention s Web site. The EIT has undergone a definite and noticeable transformation in carrying out the board s directive, and its staff members have completed numerous assignments specifically designed to move the convention toward its goal of achieving its 10 X 10 Objectives. THE EIT ASSISTS EACH TEAM AND ENTITY OF THE STATE CONVEN- TION IN ACHIEVING THE BCNM S 10 X 10 OBJECTIVES Annual Report Ministry over the past year has been shared between associational strategy development and reorganization, associational leadership development, Native American ministry, and Spanish ministry. 1. Associational Strategy Development and Reorganization 2007 has been an exciting year for associations to re-dream the dream of what the Lord desires to do in and through their churches and their cooperative fellowship. Four of our associations have entered into mutual partnerships to seek new leadership, a new vision, and a new cooperation for ministry. Mountain, Northeastern, Santa Fe, and Western Associations have remained faithful in mission and ministry with the absence of a Director of Missions. Several of these associations have endured for several years without a DOM. During this past year, Mountain & Western Associations, and Northeastern & Santa Fe Associations entered into partnership with one another to seek a different type of associational leadership. Instead of continuing the traditional Director of Missions position, each partnership agreed to seek a new type of leader, a Regional Associational Missionary (RAM). The RAM position has been designed to assist associations which have experienced difficulty in financing a fulltime Director of Missions ministry, and are willing to cooperate with another association in a regional ministry. By partnering

48 two associations in one region, the Baptist Convention of New Mexico can become a more significant partner with these associations through leadership and church development, missions involvement, strategy planning, and financial assistance in the selection of a regional missionary. Also, this ministry process allows the cooperating associations the opportunity of financing the remainder of the cost of a regional missionary without too heavy a financial burden. In July of 2007, both partnerships (Western & Mountain Associations and Northeastern & Santa Fe Associations), voted to officially enter into partnership with one another in seeking a Regional Associational Missionary. Regional Advisory Teams have been selected for each partnership, and the candidate search process has begun. Please continue to be in prayer for these associational partnerships as they seek a Regional Associational Missionary, and as their partnership of ministry and mission develops into what the Lord desires them to become. 2. Associational Leadership Development. Two additional associations remain without leadership at this time. They are San Juan and Southwestern associations. San Juan Association has called Dr. Russell Begaye to become their new Director of Missions. Dr. Begaye is projected to be on the field of service by mid-october. This is a historical event for San Juan, the BCNM, and the Native Peoples of New Mexico. Dr. Begaye is a member of the Navajo Nation, and originally from the Shiprock area. This will mark the first time in the BCNM s history that a Native American has served in the position of a Director of Missions. Dr. Begaye will bring a wealth of experience and knowledge to this position from his 25 years of service with the Home Mission Board and North American Mission Board of the Southern Baptist Convention. Please join me in welcoming Dr. and Mrs. Begaye back home to New Mexico. Southwestern Association continues to seek leadership for their association. The BCNM is a significant partner with Southwestern Association in their search for the leadership they desire. Pray that the Lord will give direction to the search team and wisdom in meeting the needs of the association. Associational leadership development has continued in each of our associations. A couple of significant events that have occurred in 2007 other than what has already been mentioned are: Rio Grande and Southeastern Associations have agreed to enter into the NAMB Associational Assessment process. This process is and effective way of identifying the needs of the churches of the representative association and incorporating those needs into the corporate strategy and administrative planning of the association. This process is known as field based strategy planning. The result is that the association becomes an entity that exists to resource, train, and helps strategize with the local congregations in reaching their communities for Christ. Strategy visits have been conducted in each association to discuss the needs and potential partnerships with the BCNM. This process will continue into

49 2008. The DOMs, State Director of Missions, and their wives attended an IMB Dialogue / Briefing during the month of August in Richmond, VA. The purpose of the meeting was to better understand how the state convention and local associations (and their respective churches) can develop on-going partnerships with IMB. Native American Ministries: During 2007, a strategy planning process was initiated through the Indian Quarterly Fellowship to investigate the most effective way to minister to Native American peoples and congregations in New Mexico. An advisory team was selected to help identify such things as critical needs, determine purpose and vision, and suggest a possible name change for review by the Fellowship. The advisory team reported on their work to the Indian Quarterly Fellowship at their quarterly meeting in January. As a result, the Native American Leadership Council was developed. The Council was directed to continue their work of identifying critical needs, purpose, and vision. Dave Deutsawe currently serves as the Team Leaders of the Native American Leadership Council. Pray for the Native American Leadership Council and the Native congregations that they represent. Our Native American population in New Mexico, by percentage, is the state s largest unreached people group. Pray that the Lord will give direction, wisdom, humility, and courage in reaching this significant population. For the first time in the BCNM s history, the Indian Camp Committee decided to conduct camp outside of their partnership with the BCNM. Attempts were made to enter into dialogue with the Indian Camp Committee to clarify concerns and offer solutions, but the committee chose not to meet with the BCNM and Inlow Camp representatives before making the decision to move camp to a different location. As a result, the BCNM did not have an official Indian Camp this past summer. An independent Indian Camp was conducted by the Indian Camp Committee in Las Vegas, NM. A follow-up meeting was held on Tuesday, July 17, with significant Native Leaders to discuss this past year s Indian Camp issues. After much discussion, the BCNM decided they would host a BCNM Indian Camp at Inlow Camp in the summer of An additional meeting has been called for Monday, September 10, to allow each Native American congregation to have a representative present to discuss the organization of next year s camp. At this time, a BCNM Indian Camp Committee will be selected to promote, organize, and lead the camp. Spanish Ministries: A search process was begun in 2007 to identify a significant leader to lead the BCNM in relating to our Spanish populations and congregations as a State Spanish Strategist. The search continues to identify God s man for this position. The responsibilities of the State Spanish Strategist will include church planting, church strengthening, evangelism development, leadership development, and serving as a liaison with the Spanish Baptist Convention of New Mexico. Pray that the Lord will lead us to His man in the near future.

50 It was a privilege to attend the Spanish Pastors/Wives Retreat in April, the Spanish Family Camp in June, and the Spanish Baptist Convention in July. It was a time of wonderful fellowship and commitment. In July at Gallup, NM, I was honored with the responsibility of preaching the commissioning for the new officers of the Spanish Baptist Convention. It is my desire to continue to develop healthy, positive relationships with our Spanish congregations through the state office and the local associations. Please pray for this very important ministry as we seek to reach the 51% of our state that are Spanish speaking. 10 X 10 Objectives Served: Associational Strategy Development, Church Strengthening, Church Planting, Leadership Development, Mission Partnerships, Hispanic Ministries, and Native American Ministries. Respectfully Submitted, Stan Albright State Director of Missions INFORMATION SERVICES John Loudat, director BCNM information services personnel continue to work hard at collecting information about Baptist work in the Land of Enchantment and sharing it with New Mexico Baptists. During the entire history of the state convention, since 1912, the Baptist New Mexican has been the convention s primary tool for accomplishing that vital task. In the early 1990s, that which was previously only a printed piece became available to anyone with access to a computer on the World Wide Web. While our 11,117 current subscribers to the print edition are happy to have a state paper they can hold in their hands, we recognize that a growing number of people would rather read that same information from their computer screens, so we publish the BNM there, as well. The number of subscribers Aug. 31 represented a decrease of 145, or 1.3 percent, from the number reported in July. Our office continues to send s about breaking news to churches, associations and their leaders as needed, and forwards to them e- mails from other BCNM offices as requested. Readers have, no doubt, noticed an increase in the number of stories printed in Spanish, which we recognize is the native tongue of many of those we seek to serve. Feedback has been nothing but positive, and we plan to continue, if not expand, the practice in the coming year. Seventeen churches and two associations, the same number as last quarter but one more than this time a year ago, continue to take advantage of the service provided by this office to print their newsletters on the back of the Baptist New Mexican. We expect that number to continue to grow now that new postal rates for publications went into effect in July. This office also has the assignment of assisting the BCNM s Christian Life Committee in its work. This year the committee sponsored its first Ethics and Religious Liberty Forum prior to its annual Legislative Breakfast in Santa Fe, was busier than ever during the legislative session, met more frequently than ever before, and is in the process of significantly expanding what it does in or-

51 der to make a greater impact for Christ in our state. We are thrilled that the CLC has enlisted the services of the BCNM s prayer coordinator, Holly Lindsey, in its important work. ALL OF THE ABOVE SUPPORTS OUR EFFORTS TO ASSIST EACH TEAM AND ENTITY OF THE STATE CONVENTION IN ACHIEVING THE BCNM S 10 X 10 OBJECTIVES. EIT committee members are Toby Dolan (chairman), Bob Bruce, Jack Corder, Lee Herring, Steve Mosley and Ed Meyers. Evangelism Ministries EVANGELISM/DISICPLESHIP TEAM Dayton King, Team Leader Transition: This year has been one of transition for the Evangelism Team. In the 1 st Quarter, the BCNM Executive Board called Joe Lightner as the new Director of Evangelism. His responsibilities began May 21 st, having relocated his family from Texas. To guide this transition, he developed a 12 month transition plan. This plan engaged him into the ministries of our state while outlining a process to develop a statewide evangelism strategy. Evangelism Strategy: A structured dialogue has been facilitated by the Director of Evangelism with pastors in each association concerning a Statewide Evangelism Strategy. There has been an exchange of ideas in the following areas: Evangelism Training, Event Evangelism, Pioneer Evangelism, Evangelism Conference, Evangelism Resources, Evangelism Leadership Development and Support Evangelism Movements. The information gathered will be taken through a process of prioritization and prayer and then delivered to the state. Simultaneous Revival: In the 1 st Quarter, the BCNM Executive Board voted to approve Simultaneous Revival in New Mexico for spring The Evangelism Team received this initiative and developed a strategy to implement. This initiative is themed Saturate 08, praying that God would saturate our churches, so that they can saturate this state with the hope found in Christ. Evangelism Conference The Hispanic Evangelism Conference met January in the Del Norte Baptist Church in Albuquerque. Dr. Herman Rios from the Florida Baptist Convention was the featured speaker. The Statewide Evangelism Conference convened at the facilities of the Hoffmantown Church in Albuquerque, January New Mexico Baptists were blessed and encouraged by great preachers, including Junior Hill, Thom Rainer, John Avant, Rob Zinn, and Jeff Harris. Worship music was led by Mike Harland and a New Mexico favorite son, Fernando Ortega. Plans have already been made for the 2008 Statewide Evangelism Conference which will be held January th, at Hoffmantown Church in Albuquerque; and the Hispanic Evangelism Conference January th, at Del Norte Baptist Church in Albuquerque. With the Executive Board s decision to have Simultaneous Revival spring 2008, the conference is rightly themed, for such a time as

52 this Saturate 08. The tone of the conference will encourage pastors as they prepare to participate with Saturate 08. We are excited to host program guests such as: Frank Page, Tom Eliff, Bill Britt, John Avant, Twila Paris, Richard Vera, Billy and Cindy Foote, just to name a few. Lives Ablaze Student Conference: Over Labor Day Weekend at the Glorieta Conference Center, the BCNM hosted the 2007 Lives Ablaze Student Evangelism Conference. The theme this year was Connect and our students connected with program guests David Nasser, Skillet, KJ-52, Bob Smiley, Billy and Cindy Foote, and Chad Childress. State Fair: The BCNM utilized a new model for the booth at the State Fair. The booth themed Free Gift For Life implemented audio visual equipment to share the gospel. Attendants registered for a free New Testament that they received when they had viewed a video that presented the gospel. Sportsmen s Outreach: July 27th, the BCNM hosted the 3 rd Annual Sportsmen Outreach Banquet to expand the Kingdom of our Lord. The event hosted program guests Joey Hancock, Eddie Salter, and Justin Todd Herod. The event drew over 750 attendants that yielded 74 professions of faith and 110 rededications. Camps: There were 5 BCNM camps from the Evangelism Team that were successfully completed in the summer of 2007 (Wilbegoway, Connection, Centrifuge Sivells, Centrifuge Inlow, and Doulos Sivells). With the restructure of the convention, these camps stem from the Evangelism Team. This year, Wilbegoway was implemented to replace CentriKid which was discontinued by LifeWay. We are continuing to pray through our camp strategy in preparation for the future. Discipleship Ministries Thank you, for the privilege of partnering with you as we reach New Mexico for Christ. We are doing all we can to help pastors, church staffs, and church leadership to focus on evangelism, discipleship, worship, missions, and fellowship as the most effective strategy for growth. Our major events calendar and budget reflected that strategy. The Discipleship Ministries area is made up of the following disciplines: Sunday School/Bible Studies, both on and off campus, Age Group Training, Discipleship Training, Children s and Youth Bible Drill and Youth Speaker s Tournament, Church and Associational Leadership Training, Vacation Bible School, Ministry Assistants and Secretaries, Demographic interpretation, FAITH resource, Senior Ministries, Church Weekday Education, Church Library, and Materials Resources. Vacation Bible School Game Day Central, Where Heroes are Made was our 2007 Theme for Vacation Bible School. On January 11-13, our New Mexico State VBS Team received their training. On February 9-10, we trained our Associational teams at Del Norte Baptist Church, Albuquerque. Twelve of our thirteen associations sent teams. Reports that we have so far from churches around the state have been extremely positive.

Church Media 2007 A statewide conference was held in Albuquerque in September. Special thanks go to Fran Allen, Del Norte, and Linnie Hyde, Eastern Hills for their leadership. Preschool/Children s Weekday Education Conference Our Fifth annual Conference was held at Sandia Baptist in October. Special thanks go to Kelly May and our State Preschool and Children Consultants for planning this very important and timely event, and for Sandia Baptist Church for hosting. Collegiate Ministries We have Baptist collegiate ministries on eight campuses in New Mexico. Each ministry is commissioned by the Baptists of New Mexico to saturate the campus with the gospel and to raise up qualified laborers for the global harvest. The university system is one of the most powerful influences on the world. It is vital that we give great effort at reaching students and seeking the Lord s favor in changing the world through the collegiate ministry. We have ministries on these campuses: New Mexico State University in Las Cruces, Eastern New Mexico University in Portales, University of New Mexico in Albuquerque, New Mexico Tech in Socorro, New Mexico Junior College/ College of the Southwest in Hobbs, San Juan College in Farmington, and Western New Mexico University in Silver City. The ministry at New Mexico Highlands University in Las Vegas is currently inactive as we seek a qualified person to serve as director. Baptist Student Unions in New Mexico have three annual retreats. The Leadership Training Conference is held at Sivells Baptist Camp in April, National Collegiate Week is held at Glorieta Conference Center in August, and the Fall Retreat is held at Glorieta Conference Center in October. Student Missions efforts are year-round on the campuses. Abundant opportunities exist for local and regional ministry projects. There are also opportunities for students to serve in North America as summer and semester missionaries through the North American Mission Board. And there are opportunities for students to serve overseas through the International Mission Board. Applications for summer projects are due in January. Fall project applications are due in March. In 2007 there were 25 students who served in overseas assignments. One of the primary goals I have as state director is to provide training for local directors. We had a staff development and training retreat in Ruidoso in June. I spent time with each director in one on one settings and set vision and purpose standards for all campuses in New Mexico. Additionally, I have begun to have individual directors visit Las Cruces and spend time on the campus of New

55 Mexico State University with our staff and students. It is a time for sharing the gospel and training the local directors in foundational campus ministry skills. It is a privilege to have served New Mexico Baptists as the director of the Baptist Student Union at New Mexico State University since 1985 and I am genuinely excited to simultaneously begin this new aspect of ministry as the State Collegiate Director. Eastern New Mexico University Box 2005 ENMU Portales, NM (505) Brian Townsend, Director On behalf of the students at the ENMU BSU, I want to express our gratitude for your support! Our ministry to the campus at Eastern would not be effective without your prayers, giving, and encouragement. I want to take the opportunity to summarize some of the highlights of this past year. WORSHIP On Thursday nights we gather together for a worship event we call Renovation. There were a few occasions in the Fall where we maximized our seating capacity of 100. Our Spring semester attendance averaged in the 60 s. We had several students make open rededications through this event and two come to faith in Christ. SMALL GROUPS: One of our major concerns at Eastern is the small group ministry that began 3 years ago. We had 6 to 8 small groups meeting through the school year with between 50 and 80 students regularly involved. We have partnered with 2 local churches which have small group ministries. They view this partnership as a way to plant indigenous churches to reach the college campus! EVANGELISM Last year, we witnessed 7 students commit to follow Christ on our campus. Most of these students placed their faith in Christ as a result of personal relationships with other students and involvement in House Church. At Eastern, we don t have access to go into the dorms and knock on doors, and there are few accessible hang out places where students gather and the gospel can be shared. Our students have to be very intentional about building relationships with their pre-christian friends. MISSIONS: We had a team of 5 students/staff spend their summer in East Asia. Our students lived in the dorms at a university of 22,000. They were the only Americans on the campus. They had the opportunity to share with several students and see 4 students come to faith. My wife and I also had a chance to spend 2 weeks with our team and the local missionaries. We are looking at a long-term partnership with them. We also had a student in Bosnia, two in India, and another who helped lead a team of high school students into Japan. RELIGION COURSES: I have the honor of teaching religion courses for the University. I teach

56 two courses per semester to about 40 students. It is a great opportunity to impact students who don t normally walk through the doors of the BSU. Every year through the relationships I build with students in the classroom, I have a chance to share Christ with them outside of the class. This year I had the opportunity to lead a young lady to faith in Jesus after class! I also had some wonderful opportunities to help offer advice and counsel to students- most of whom I would have never met apart from the privilege of teaching them. We see God working on our campus, though we know we have much room to grow. We attempted several kinds of outreaches, but found worthwhile our efforts on the following fronts: in missions, the English Conversation Club, Language Partners, and the International Women's Tea; in evangelism, sharing as the Holy Spirit led us in the relationships we were building for that very purpose; in discipleship, the Sunday morning collegiate Bible Study held at First Baptist Church, (the only Southern Baptist Church in Socorro) as well as meeting with students one on one for assessing their spiritual maturity and potential for leadership; and in enlistment, dinner fellowships hosted by FBC church members and a weekly Game Night and Devotion. In June, seven us went on a rafting retreat in Taos. As we were an international group, we spent one evening discussing the Christian world view and our hope of salvation. By the end of the academic year, nine-teen international students or their wives regularly participated in our outreaches. In Bible Study, twenty-two

57 students have attended at least once a month. The BSU club president and his wife have now graduated, and are planning on going into full-time ministry. In this year to come, we expect our presence to become more prominent and our impact to deepen as we meet more students and continue the journey begun with others. In addition to the activities aforementioned, for the year we have set aside an hour each week in "cold turkey" evangelism and time for preparing student leaders to disciple others. We also hope students will participate in either student missions opportunities or a mission trip through First Baptist Church- Socorro. May God's will be done in our campus ministry and may He be glorified in all that has been accomplished thus far. Thank you for your continued prayers and support. New Mexico State University 1313 E. We call them our DNA: God s Glory God only really has one supreme agenda and that s to bring glory to his name. Our desire is to raise up generations of university students who live their lives for his glory whatever it takes. God s Heart for the Nations The natural result of living for God s glory is to have a passion for his fame among all the peoples of the earth. This requires a biblical theology that is often overlooked. We challenge students to live a global lifestyle with a burden for seeing God worshipped to the ends of the earth. We have established three overseas partnerships to target the unreached peoples there: East Asia since 1995 North Africa since 2002 Former Soviet Republic since 2003 In 2007 we have sent 15 students to serve on 8-week projects in these partner cities. In addition to these short term projects, we have 3 alums serving for two years in East Asia, 5 alums serving for 2+ years in North Africa. In our Former Soviet Republic partner city, we have one alum serving in a career assignment and 2 alums serving for 2 years. We are also excited to have 9 additional alums currently in the process of seeking 2 year and career assignments through the International Mission Board. Throughout the rest of the world, there are 15 more alums of the BSU at NMSU serving in career IMB assignments. Multiplying Disciples Our conviction is, More time spent with fewer people leads to greater lasting impact for the kingdom. The most efficient and effective way to raise up generations of disciples who are passionate for God s glory is through one-to-one discipling relationships. This is the primary method of ministry in the BSU at State. In 2007 we have averaged a little over 100 students

58 who attend our weekly campus worship meeting on Thursday nights. In comparison, there are 97 students who are involved in one-to-one discipling relationships. It is here that we are most successful in truly making disciplemakers. Personal Evangelism Our assignment is to saturate NMSU with the gospel. We are raising up students who are learning how to effectively share their faith in any setting. This evangelism training strategy involves one student equipping one other student by trusting the Lord to open spontaneous witnessing opportunities each time they go on campus. This past year more than 500 students heard the gospel from BSU students as they shared on campus. Forty-two of our students are involved in sharing the gospel through this strategy and are challenged to be confidently telling their friends about Jesus. In 2007 we have seen 28 students trust Christ through our students influence. Our prayer is that God s power will be unleashed through the proclamation of the gospel and hundreds of Aggies will repent and put their faith in Christ. We focus on these 3 things: Evangelism, Discipleship, and Missions Our Strategy: One on One relationships on campus living out our faith, personally praying for and discipling others Small Groups where we invite others to join us as we teach and talk about our faith journeys in small group settings and enjoy fellowship Large Group where we gather all together to worship and hear from someone who has professional experience in studying and teaching God s word Our Rationale: Our setting is unique in that we are the third largest campus in New Mexico, but we are a commuter campus. Since we do not have a building, we have the opportunity to use the facilities at the campus in a positive way. We meet in one of the student club rooms every week for leadership training. We will begin to use one of the large auditoriums on campus for a large group gathering in October of All of these facilities are free to use since we are an established club. Since the schedules of our students are so hard to coordinate, we are working with several key students to become leaders. They will in turn lead small groups at various times all over campus. Their main goal is to reach students, talk about matters of faith, and give fellowship opportunities. They will aim to shepherd these students. Finally, our large group ministry will be open to anyone on campus who wants to come. We will begin with talking about Spiritual Disciplines and move to hard questions about God. We hope to attract

59 some new students with this ministry, but mostly to give all of our students an opportunity for corporate worship and Bible teaching aimed at the collegiate. We are just getting re-started in our work at San Juan College. The Lord has sent us several new students who have a great leadership capacity. Ted completed a Perspectives course. The GraceLife Baptist Student Union is a very exciting place to serve and be served! The mission emphasis is one area where God is using staff, former and current students, and local church volunteers to impact the world. We have two alumni who are serving or will be serving within the year outside of the United States. We have the opportunity to see new international students as they first arrive in Albuquerque for school through the Great Garage Giveaway, held at the beginning of the Fall semester, and the Welcome Party, held at the beginning of the Spring semester. These ministry opportunities are made possible through a joint effort of the Office of International Programs and Studies (OIPS), International Students International (ISI), and local churches who are interested in helping to make the transition a little smoother for these students. Last Spring at the Welcome Party there was a man who met 4 Chinese students and began having a Bible study with them. Three of these students have come to know the Lord and the fourth one is very close to making that commitment. Another aspect of the international ministry is the Thai Café which is in the BSU building. Tina works very hard to cook and serve Thai food to people from all over the world. We have several students who have volunteered to help Tina and to make friends with the international students who come to eat her great food. The International Bible Study will begin on August 30 th. George Kyei will be leading this study. George is a doctor from Ghana who is here working in the medical school researching TB. His call is to disciple fellow Christian international students as well as reach those who do not believe. Our students at the BSU are also very interested in enlisting fellow students believers and non-believers. Every year the staff meet many new students through orientation, youth ministers bringing their incoming freshman, and friends bringing friends. We held leadership training before school started as well as having a Welcome Back party the first Friday of classes. We also have several students who are contacting fellow students, both returning and new, to encourage them in their walk with the Lord and to be involved in ministering through the BSU. The evangelistic call at the BSU is a focus for our group this year as well. We will be training students to share their faith, be involved in conversations on campus with UNM students about spiritual things, and crew for hot air

61 balloons. We have students who will be preparing to share their faith with people they encounter every day. This emphasis will involve scripture memory and prayer for the UNM campus, friends, and co-workers. There are several volunteers who work with the BSU to be on campus and talk with students about spiritual matters and to engage the students about their faith. One of the ways these volunteers do this is by showing intelligent design videos and then following up with interested students to discuss their interest in a Designer. This leads to an easy witness for the Lord. Good Air Crewing has 34 students and others enlisted. Five churches from around New Mexico are also involved with this ministry. Good Air exists to be the presence of Christ in the ballooning community. As such, we frequently have the opportunity to share our faith. Good Air also serves to disciple students by teaching them to serve those around them in Christ s name. We have several students who are involved with the BSU who are not Christians. We see this as a perfect opportunity to show them the love of Christ and to meet their needs for spiritual growth. We pray these individuals will come to know the Lord! Discipleship is very important at the BSU as well. We have Cell where students get together to study the Bible and pray. We have about 50 students who are learning scripture verses. We are going to have a prayer journey in September where students come to the BSU specifically to pray for everything from a clean heart to the students at UNM to the salvation of the world. There were also about 30 students who attended part of collegiate week at Glorieta in August. This was a time of Bible study and worship with college students from around the United States. Another important ministry involves the local church. UNM is a commuter campus and most of our students are already connected to churches and the community. We affirm their relationship with the local church, understanding that students need to fulfill their commitments to their churches. We also encourage the local church to connect with the campus through the BSU. We see campus ministry as a joint venture. Several of our former students have or are currently serving as youth ministers. Several students serve on the worship teams in their churches and numerous students are involved in discipleship roles. We work hard to have a healthy relationship with pastors, staff and lay people. One of the ways we do this is through our lunch on Wednesdays where local churches bring food for the students. This is a great opportunity for the volunteers to see what we are doing to minister and serve as well as giving the churches a time to serve the college students who are involved in the BSU. Western New Mexico University 909 W. College Silver City, NM (505) Nathan Yost, Director We arrived in Silver City the first part of June. Between starting a new job and living in temporary housing things were pretty crazy most of the summer. In mid-july we moved into our new home and started the process of getting settled. The main effort this summer was to 1) familiarize ourselves with the administrative needs (i.e. paying bills, depositing checks, upkeep of facility, etc.) and 2) scheduling local churches for the Fall semester for the weekly High Noon meal on Wednesdays.

62 Looking ahead to the upcoming school year, the primary goals will be: Connecting with existing students Recruiting freshmen and sophomores Encouraging student participation and leadership. The purpose statement/ministry philosophy/discipleship process of the BSU is: Worship God-Follow Jesus-Serve the Body-Tell the World This describes not only our mission but also the process of discipleship to move students from convert to missionary. The logo symbolizes that this process is interactive and even as one progresses through the process, the previous elements are never outgrown. In the upcoming months existing programs will be evaluated and modified to align with the purpose statement. School started on August 20. The first High Noon meal was on August 29. There have been four High Noon meals so far. There were about 40 people at the meal on September 19. A weekly Bible study started on September 11. That study will be going through the book of Ecclesiastes. Please pray that God s favor would pour out on this ministry as we strive to bring glory to Him on this campus. LEADERSHIP DEVELOPMENT TEAM David Red, Team Leader The New Mexico Singing Churchmen has a membership of 47 men representing 43 BCNM churches. The group presented 4 concerts in the concert season, Eastern Hills Baptist Church, Albuquerque; Central Baptist Church, Clovis; Emmanuel Baptist Church, Farmington and Church on the Butte, Elephant Butte. Thirty members of the group made a mission trip to Panama City, Panama helping Don Jordan dedicate a new hymnal in the language of the Kuna Indian tribe. They also held music and leadership workshops with Spanish churches in the city. The Churchmen raised more than $18,000 participate in the mission trip. A Transitional Pastor Training Conference was held on April 30-May 3 at the Taylor Memorial Baptist Church cabin on the grounds of Glorieta Conference Center, sponsored by the BCNM and facilitated by LifeWay Christian Resources Pastoral Ministries division. There were 45 participants at the event, 25 being BCNM pastors. The BCNM offered scholarships to the first 15 NM pastors attending the conference. Southeast Baptist Association offered scholarships to all participating from that association. A new online video training website is now available for the purpose of training church staff and lay leaders. E-quip, located at is free to the public and can be accessed from any internet location. There are currently 111 training videos available for viewing,

63 with new training online on a regular basis. The Youth and Children s MusiCamps were July 9-13 and July respectively. There are 250 campers enrolled in the 2 camps. The Leadership Development committee of the BCNM Executive Board is developing the first New Mexico Baptist Leadership Conference on September 22-24, The event will feature successful ministries of New Mexico churches. Conference sessions will be taught by NM pastors. The Contextualized Leadership Development program in NM is a valuable tool for the training of persons who presently serve or are planning to serve BCNM churches in NM, but do not have advanced ministry training received in college or seminary. The four CLD centers in NM had a student enrollment of more than 100 in The Bi-vocational Ministers and Family Retreat was held at Glorieta conference center, September 7-9, The 110 attendees received training in various aspects of church leadership as well as a great time of worship and fellowship. A new staff person was added to the Leadership Development Team of the BCNM. Sam Swann, formerly the Minister to Students at Calvary Baptist Church, Las Cruces, will work jointly with the Leadership Development and the Evangelism/Discipleship Teams to develop evangelism and leadership training events and strategies for church staff, lay leaders and students. MISSIONS MOBILIZATION TEAM Dr. Judith Edwards, Team Leader Our Vision That every congregation and association be intentionally on mission locally and globally Our Purpose In order to win people to Christ and bring about His Kingdom, we will partner with congregations and associations to help them define, facilitate, resource and/or accomplish their mission objectives Objective To intentionally strengthen existing networks so that we can empower New Mexico for Christ Acts 1:8 Promotion We currently have 27 New Mexico churches that are registered with NAMB as Acts 1:8 churches In the fall and winter of 2006, the Missions Mobilization Team which includes: Judith Edwards, team leader, Cricket Pairett, Connie Peek, Dan Rupp, Carolyn Laughlin, Holly Lindsey, Richard Gomez, Thomas

64 Eason and Stan Albright began to be a team for the first time. Connie Dixon became a member of our team in July, The team began to discuss their plans for the future, the Covenant of the BCNM and the BCNM 10 x 10 objectives as well as specific objectives and goals for the Missions Mobilization Team. Church/Community Ministries Baptist Builders Continued working with Lynn Boynton on the Buenas Nuevas building project as well as giving building assistance to other churches throughout the state. Began new building project at Glenwood Baptist. Literacy Missions - Sponsored a literacy banquet honoring literacy workers and conducted a literacy training event in April, Church Planting - Assisted in communicating the Church Planting BackPack Training as well as securing location for this training. Several participants completed the BackPack Basic Training. Conducted onsite consultations with several associations regarding church planting as well as many other church planning concerns. Completed demographic and psychographic research for two church planting projects and one associational church planting study. Received advanced training in the use of Percept demographic research tools. Cooperative Program Promotion Put together a display at both Spanish and State Wide Evangelism conferences and gave promotional materials to several churches. Developed a Cooperative Program brochure to use during the year. Spoke to several churches about the importance of the Cooperative Program. Developed a promotional DVD to promote the Cooperative Program in New Mexico. Demographics - Prepared demographic materials for several churches. Completed a new study on changes in worship attendance for each county in New Mexico from 2000 to Prepared for and attended Percept Training. Encouraged leaders to register to use Link2Lead. Disaster Relief - Set up arrangement for Unmet Needs Training and attended training meeting at Elephant Butte. Planned, promoted and implemented the annual Disaster Relief Celebration. Worked to arrange Disaster Relief for Clovis, NM and Logan, NM as well as Kansas. Researched and purchased a Phone Tree to provide better communication with all disaster relief volunteers. Harry P. Stagg Offering Promotion Began making preparations for the Harry P. Stagg Offering as well as wrote articles and secured photos for the state mission offering portion of the Baptist New Mexican. Mailed out all materials (posters, bulletin inserts, offering envelopes) to the churches to promote this offering.

65 Hunger Ministries - Requested and received hunger funds for Issued hunger funds to outreach centers as well as compiled all reports and determined allocations. Language Missions - Attended Hispanic Evangelism Conference. Discussed proposed 2008 budget requests. Worked with language groups for development of all promotion of language camps. Attended annual meeting of Convencion Bautista Hispana de Nuevo Mexico in Gallup. Attended BCNM consultation with Native American leadership. Participated in the leadership training for Hispanic leaders. Promoted mission emphasis in several associations and consulted with Hispanic and associational leaders. Missions Education Assisted in NAMB Commissioning. Prepared and participated in several Spring Training Events throughout the state. Made preparations, registered participants and participated in the BLUME event in July in Kansas City. Missions Camps Made registration for and supported GLOW, (Girls Loving our World) July, 2007 at Inlow Camp and assisted with registration and support of Indian Retreat at Inlow. Also assisted with registration and support of Spanish Family Camp at Inlow. WMU Attended the WMU Board Meeting, Talladega, AL. and hosted, registered, planned and attended the Training Effective Leaders Conference, Rio Rancho, NM. Mailed out all materials (prayer guides, posters, envelopes) to all churches to promote the Lottie Moon Christmas Offering and the Annie Armstrong Easter Offering. Began preparations for participants coming to the WMU Convention and finalized the contract for the Sheraton Hotel for the Missions Celebration Banquet. Also, we began taking registrations for this banquet. RA s Attended a Missions Education Roundtable in Duluth, GA. Missions Resources Prepared and managed the bookstore at the Training Effective Leaders Conference, Rio Rancho in March, 2007 and led three conferences on Chronological Bible Storying at the Missions Leadership Conference in March, 2007 at Glorieta, NM. Planned future work assignments. On Mission Celebrations - Attended OMC update training at the Missions Conference. Made preparations to attend OMC meeting in Oklahoma City. Partnerships Attended the annual meeting of state partnership directors at Shocco Springs, near Birmingham, AL. Traveled to Cochrane, Canada to meet with the staff of the Canadian convention of Southern

66 Baptists to discuss a partnership with BCNM. Spoke on partnerships at First Baptist Church, Grants. Met with a nurse from San Antonio Army Hospital to receive some donated medical supplies for mission trips. Presented a Power Point presentation on the proposed partnership with the Canadian Convention of Southern Baptist at the July Executive Board Meeting. Pastoral Aid - Assisted in redesign of the Church Pastoral Aid Application to include covenant questions. Mailed applications to several pastors. Prayer Strategies Developed prayer strategies for the Missions Leadership Conference, March, 2007 at Glorieta, NM. Discussed prayer strategies during the legislative sessions in Santa Fe. Seniors on Mission Contacted several churches about helping with the construction at a Chinese Baptist church and also to help the Baptist Neighborhood Fellowship repair their pews. Also, attended dedication of First Baptist Church, Cuba. Seniors on Mission had a part in this building project. Summer Group Assignments - Assisted several volunteer groups to find mission projects for the summer. Began coordinating churches and groups for next summer. Volunteers- On three occasions we participated in preparing packets to be mailed to churches. Once with Connie Peek, preparing Annie Armstrong packets and Harry P. Stagg packets and on another occasion with Cricket Pairett preparing packets for the group during the Missionary Commissioning. In February, we participated in a Baptist Builders Round Table Conference. One of the highlights of this year was our participation in a medical mission trip to Nicaragua. This was a very rewarding trip. This ministry is exciting, fulfilling, hard and busy work but above all it is enjoyable. Some of the outcomes that we have enjoyed and have realized are establishing personal relationships with active missionaries, church members, DOMs, and Christian business and professional people. It has heightened our awareness of mission opportunities. Women s Ministries Promoted, prepared, registered and participated in the Women s Weekender event in September, Spoke at several churches to promote women s ministries. Events that the team participated in this year Evangelism Conference in January, 2007 Missions Leadership Conference in March, 2007 Calendar Planning

Began working with Leadership Development Team on Ministers and Family Retreat. Met with representative from Sheraton Uptown and the planning team for the Minister and Family Retreat. Worked on Ministry Assistant s Conference. Served as chairman of nominating committee for this conference. Worked with Carolyn Starks in transfer of tent ministries. Wrapped up issue with tent damage and replaced lost and damaged tent side panels. Attended meeting with DOMs and Hugh Townsend for overview of new associational strategy. Worked on the 2008 budget. Assisted New Mexico Baptist Foundation in testing new WEB site capabilities in viewing foundation accounts. Worked with IMB and DOMS to coordinate travel for IMB Dialogue and DOM Retreat. Assisted in securing local transportation for this event. Assisted in setting up RAT meetings in two regional associational areas. Worked with NAMB on missionary appointment for Sam Swann and prospective Director of Missions. Worked with Leadership Development Team in continued transition of Bivocational Conference. Planned and prepared a display for the Hoffmantown Missions Fair coming up in October, 2007.

91 ARTICLES of INCORPORATION of INLOW BAPTIST CAMP AND CONFERENCE CENTER ARTICLE ONE: Name. The name of the Corporation is Inlow Baptist Camp and Conference Center. ARTICLE TWO: Duration. The period of its duration is perpetual. ARTICLE THREE: Purpose. Inlow Baptist Camp and Conference Center Board shall operate Inlow Baptist Camp and Conference Center as a private religious camp to provide camping facilities for use by the organizations of The Baptist Convention of New Mexico and other churches and organizations whose goals and purposes are compatible with the purposes of The Baptist Convention of New Mexico. ARTICLE FOUR: Charitable Nature. No part of the net earnings of the Corporation shall inure to the benefit of, or be distributable to its members, trustees, officers, or other private persons, except that the Corporation shall be authorized and empowered to pay reasonable compensation for services rendered and to make payments and distributions in furtherance of the purposes set forth herein. No substantial part of the activities of the Corporation shall be the carrying on of propaganda, or otherwise attempting to influence legislation, and the Corporation shall not participate in, or intervene in (including the publishing or distribution of statements) any political campaign on behalf of or in opposition to any candidate for public office. Notwithstanding any other provision of these Articles, the Corporation shall not carry on any other activities not permitted to be carried on (a) by a corporation exempt from federal income tax under section 501(c)(3) of the Internal Revenue Code, or the corresponding section of any future federal tax code, or (b) by a corporation, contributions to which are deductible under section 170(c)(2) of the Internal Revenue Code, or the corresponding section of any future federal tax code. ARTICLE FIVE: Dissolution. Upon the dissolution of the Corporation, assets remaining after all liabilities and obligations shall be paid and discharged, or adequate provision shall be made therefore, shall be distributed as provided in the New Mexico Nonprofit Corporation Act to one or more organizations which are organized and operated exclusively for one or more purposes described in section 501(c)(3) of the Internal Revenue Code, or the corresponding section of any future federal tax code. If at that time The Baptist Convention of New Mexico is such an entity, then all assets available for distribution shall be distributed to The Baptist Convention of New Mexico. ARTICLE SIX: Member. A. This Corporation shall have one Member, The Baptist Convention of New Mexico, a New Mexico religious nonprofit corporation. The annual meeting of The Baptist Convention of New Mexico shall constitute the annual meeting of the Member. Any other meeting of the Member may occur only as provided in The Baptist Convention of New Mexico's governing instruments. B. In addition to the rights granted the Member under these Articles, in the Bylaws, and under the provisions of the New Mexico Nonprofit Corporation Act, as it may be amended, the Member shall have the right to vote on: the amendment of the Articles of Incorporation; merger or consolidation and dissolution; the sale, lease, exchange, mortgage, pledge or other disposition of all or substantially all, the property and assets of the Corporation; and the election and removal of those persons constituting the Board of Directors.

94 BYLAWS of INLOW BAPTIST CAMP AND CONFERENCE CENTER (As amended October 26, 2000) ARTICLE ONE: Name and Location. The name of this organization shall be Inlow Baptist Camp and Conference Center. Inlow Baptist Camp and Conference Center shall be located in the Manzano Mountains of Torrance County, New Mexico, and shall be addressed at PO Box 258, Torreon, NM ARTICLE TWO: Officers. The Board of Directors shall elect the officers described in these Bylaws and other officers as may be deemed necessary. Officers shall be elected in the first regular meeting of the Board following the annual meeting of The Baptist Convention of New Mexico and shall hold office for one (1) year and until their successors are installed. The Board shall employ as an administrative officer a Camp Manager and other such workers as deemed necessary for proper operation of the Camp. The tenure and basis of remuneration for these shall be determined by the Board of Directors. ARTICLE THREE: Duties of Officers. Section 1. President: The President shall preside over all meetings of the Board of Directors and shall perform such other duties as ordinarily pertain to the office of president. The President may also serve as the Chairman of the Board. Section 2. Vice-President: It shall be the duty of the Vice-President to act for the Chairman in his absence or incapacity. The Vice-President may also serve as the Vice- Chairman of the Board. Section 3. Secretary: The Secretary shall keep accurate and detailed records of the minutes and actions of the Board meetings and shall be a custodian of the records, documents, and reports of the camp operations. Section 4. Treasurer: The Treasurer shall be responsible to receive, disburse, and make a true and detailed accounting for all funds of whatever type coming to the Camp. ARTICLE FOUR: Meetings of the Board of Directors. The Board of Directors shall meet four times a year with at least two of the meetings being at Inlow and at least two weeks prior to the meeting of the State Executive Board of The Baptist Convention of New Mexico, and, should circumstances require, at other times when directors shall be given five days notice by the President. A quorum shall consist of a majority of the elected directors then in office. ARTICLE FIVE: Committees. The Board of Directors, by resolution adopted by a majority of the directors in office, may designate and appoint one or more committees each of which shall consist of two or more directors. The committees, to the extent provided in the resolution or in these Bylaws, shall have and exercise all the authority of the Board of Directors, except that no committee shall have the authority of the Board of Directors to amend, alter or repeal the Bylaws, act in regard to the removing of a director or officer or committee member, or act in regard to the election of a director, or undertake to amend the Articles of Incorporation or restate those articles, adopt a plan of merger or consolidation, authorize the sale, lease, exchange or mortgage of all or substantially all of the property and assets of the Corporation, authorize the voluntary dissolution of the Corporation, adopt a plan for the distribution of the assets of the Corporation, or amend, alter or repeal any resolution of the Board of Directors which by its terms provides that it shall not be amended, altered or repealed by a committee.

Mark 10:27 We have transitioned from our summer camp schedule into the fall retreats, usually over a weekend. After the Thanksgiving holiday we will switch into our remodel and maintenance schedule for the winter. With the last-minute cancellation of one of our large summer camps, we are in need of prayer to make sure the financial needs of the camp are met as we enter our off-camping season. This summer we began a volunteer Discipleship program, taking advantage of teens that have a heart to serve in the camping ministry. If accepted into the program, these teens may serve at Inlow for 1-2 weeks, giving them the opportunity to discover if this ministry is where they have been called. The volunteers help with kitchen work, grounds maintenance, cleaning, laundry, and much more. Because of their service, we were able to keep the number of summer staff members to 6 for the 2007 summer. This program has been a great blessing to Inlow and we hope it will help continue the special role Inlow has played in providing a place for young people to search their hearts and discovery God s will for their lives in mission s service. As of today, we have had 4,488 camper days, 299 day campers, 43 decisions (still reporting), and countless hours served by volunteers! For the month of June, we were visited by Centrifuge, Jemez Valley Family Retreat, and the new Camp Wilbegoway. In July, we enjoyed serving Youth MusiCamp, GLOW, Deaf Family Camp, and Children s MusiCamp. We would like to thank the Convention teams for all their support in assisting us to develop Wilbegoway for New Mexico children and we hope to meet the needs of students with another new camp in For recreation, many campers enjoyed paintball, air rifles, archery, mountain bikes, and the new low ropes course. Construction will soon begin on our new climbing wall, for which most of the material has already been purchased, and we continue to work on the 100 yard shooting range. The range has been excavated and we will soon have stalls and racks added to the existing shooting deck. We are praying for provision of a manicured grass field and large pavilion for outside gathering. We are also looking for several churches that would like to build more outdoor covered meeting areas, such as we currently have named Europe and South America. This would only involve a weekend mission trip and minimal material for the foundation, frame, and roof. Senior Day this year was a great success. Thanks go to the Discipleship team from BCNM for their hard work, Claude Cone of Mon-

97 terey in Albuquerque (former BCNM Executive Director) for his uplifting message as guest speaker, and Bob Brittain of First Thoreau for his inspirational music. There were 300 seniors in attendance: all enjoyed God s beautiful fall colors and fresh mountain air, reminiscing about old Inlow days, and a great brisket dinner with all the trimmings! As God blesses this event, we are looking for ways to increase capacity for 2008.
