Leath Presiding Prelate, Thirteenth Episcopal District I was glad when they said unto me, let us go into the house of the Lord, our feet shall stand within thy gates, O Jerusalem. Congregation: For a day in thy courts is better than a thousand. I had rather be a doorkeeper in the house of my God than to dwell in the tents of wickedness. Because of the house of the Lord our God, I will seek thy good. Congregation: Those that be planted in the house of the Lord, shall flourish in the courts of our God. Blessed are they that dwell in thy house. Lord, I have loved thy habitation, the place where thy honor dwelleth. RICHARDSON Presiding Prelate, Eleventh Episcopal District A Celebratory Litany in Honor of the Investiture of John Franklin White President of the Council of Bishops Life that leads to here, tonight, a celebration, a praise offering is seldom made in a straight line, and "not without laughter" (as Langston Hughes has reminded us); and not without tears (as events have taught us); occasional flair and flourish made the journey look far too easy; starts, stumbles and setbacks were more the norm, but starting again was the genius on the journey, unfaltering faith and the gift of prayer prayed by others. We praise God holy air inhaled in Conversion, Calling and Consecrated Service. From Boynton Beach, and Baptism, and the Cradle Roll at the St. Paul Church, and a license to exhort. Gospel Words spoken among those who first heard him preach were family and friends; Boy Scout Troop 147, and YPD, then the "State-Tri Convention," famous among AMEs of a certain era in Florida, to right here, right now, cannot best be measured in miles, but by factors that include Grace. We praise God for sacred memories; places made holy by our experiences there. Classrooms at Carver High School, Edward Waters College, Turner Seminary, Florida Atlantic University, and Nova Southeastern University with a terminal degree, and graduate diplomas in between, and lessons that are not found in the syllabus of a core curriculum, but are important steps that will bring us only part of the way to this night in the Fourth Episcopal District.

5 We praise God for intelligent minds; and the appetite for learning satiated only by opportunities for study. There are Cornerstones cemented on the sides of buildings on two continents with his name etched on them, and church ministries birthed out of a fertile imagination to minister meaningfully to the marginalized, the stigmatized, those diagnosed with HIV and AIDS. A hallmark of Relationships built in Phi Beta Sigma Fraternity and brothers and sisters of other mothers. We admire in him a work-ethic and an impatience with anything that looks sorry or lazy, or half-done, or done half-heartedly. We praise God for desire to make full-proof of ministry, making a difference, and being a blessing. Representing Jesus in itinerant ministry, and a church that elected him to serve as a bishop, the itinerancy has taken him to 30 countries and counting. He has found a passion for ecumenical ministry -- driven as if to say "the world is my parish!" He is a family man: husband, father, grandfather; a beloved brother; confidante and friend. We praise God for ministry that embraces the universe and friendships that embrace our hearts, maturing with each passing year. Surrounded by family and friends, we celebrate this remarkable achievement. We honor the man of God, the 130th Elected and Consecrated Bishop in our denominational history, life, and witness: the Right Reverend John Franklin White, President of the Council of Bishops and "titular head" of the African Methodist Episcopal Church. We praise God for the privilege of standing among family and friends to celebrate servant leadership, a journey that brings us here, and because of it a new generation will have this experience to count among our own. 7 The Right Reverend (Bishop) Dennis Vernon Proctor A native of Buffalo, New York, and a graduate of the Syracuse, New York public school system, he received his Bachelor of Arts (Summa Cum Laude) from Livingstone College, Master of Arts in Pastoral Care and Counseling from Ashland Theological Seminary, a Clinical Pastoral Experience Diploma from Western Reserve Psychiatric Habilitation Center, a Juris Doctor from The Ohio State University College of Law, and a Doctor of Ministry (Samuel D. Proctor/Otis Moss Fellow) from the United Theological Seminary. He was inducted into Martin Luther King, Jr. Board of Preachers at Morehouse College, Atlanta, Georgia. He was honored by his Alma Mater to receive the Doctor of Divinity from Hood Theological Seminary and Livingstone College. He was a featured lecturer at the prestigious Hampton University, Hampton Minister s Conference. He was appointed by the University to be the Conference Historian, becoming the first Methodist to serve as an officer in the organization's history. In addition, one of his sermons is published in the book of Outstanding Black Sermons Volume 4" Judson Press, and a contributing author in "Doing Church Vol.2" New Seasons Press. He has served as a Fellow to Study the Presidency of the United States, a North Carolina Legislative Intern, North Carolina Institute of Political Leadership Fellow, Clerk for the Ohio Attorney General s Office, Lt. Governor of American Bar Association Law Student Division, President of The Ohio State University Black Graduate and Professional Student Caucus. He is the Founding President of the Congress of National Black Churches, Baltimore Affiliate. He served on his denomination s Connectional Budget Board, Overseas Missions Board and co-authored Christians Under Construction. Bishop Proctor has held three pastorates: St. James A.M.E. Zion Church in Massillon, Ohio, where he led the congregation in the building of a new church and purchased a parsonage. His second pastorate was the St. Luke A.M.E. Zion Church of Wilmington, North Carolina. There he led the congregation in remodeling the church, purchasing a new parsonage and commissioning a life size mural. His last pastorate was the historic Pennsylvania Avenue A.M.E. Zion Church in Baltimore, Maryland. Remodeling the facility, acquiring additional property, creating a full-time ministerial staff and implementing over twenty ministry areas are among his many accomplishments there. Each of his pastoral appointments accepted the challenge of technological development and biblical stewardship as a means of financing the work of Kingdom building. In Atlanta, Georgia, during the 48 th Quadrennial Session of the A.M.E. Zion General Conference, the Rev. Dr. Dennis V. Proctor was elected by the world church and consecrated the 97 th Bishop in succession of the African Methodist Episcopal Zion Church and assigned to the Western Episcopal District. At the 49th Quadrennial Session of the A.M.E. Zion Church's General Conference he was assigned to the Alabama- Florida Episcopal District and serves as the Presiding Bishop. With the passing of Bishop Roy A. Holmes the Board of Bishops assigned him to to preside over New York, Western New York, and the United Kingdom. The 50th General Conference assigned him to preside over the North Eastern Episcopal District (The New York, New Jersey, New England, London-Midland and Bahamas Conferences) He is a fifth generation preacher and the son of the late Rev. Emory C. and Rosie T. Proctor. He is married to the former Deborah Diane Wilson and the father of four adult children. They reside in Montgomery, Alabama.
