4 Our Objective Strengthening the Aaronic Priesthood The Lord will inspire you during the Philmont Scouting experience to strengthen the Aaronic Priesthood as you make plans to: Achieve real growth through Scouting. Strengthen shepherds. Lead and engage boys and young men in fulfilling their duty to God. Learn, Act, Share Throughout the week, you will participate in the Learn, Act, Share process as found in Duty to God. This process helps parents, leaders, and advisers lead and engage young men in fulfilling their duty to God and becoming faithful priesthood men. Learn: Seek learning, even by study and also by faith (D&C 88:118). Seek to be taught by the Lord at all times. Listen to the Spirit as you participate in learning sessions, discussions, prayerful study, and private reflection. Capture impressions and inspiration in your journal. Act: Bind yourselves to act (D&C 43:9). Act... in all diligence (D&C 107:99). Exercise your faith and experience Philmont with real intent. Develop inspiring plans to act upon. Commit to the Lord that you will diligently fulfill them. Share: You shall ever open your mouth in my cause (D&C 30:11). During the week, freely share your feelings, experiences, and plans with one another and your family. When you return home, continue to learn, act, and share, and invite others to do the same. ii

6 1 Resources Philmont Overview The Lord s instruction through the Spirit this week. Philmont setting: in the great outdoors, gathered with faithful Saints and faculty. Philmont guidebook: learning outlines, handbook references, schedule, etc. Your journal: Write the words which I speak (2 Nephi 29:11). The most important resource you will take from Philmont will be created by the Lord through you. Use your journal to capture instruction and inspiration, to synthesize and liken unto yourself, and to develop plans you will share and fulfill. The Process of Learn, Act, Share See page ii in this guidebook. Our Objective Strengthening the Aaronic Priesthood I want to see the power of the Priesthood strengthened.... I want to see this strength and power diffused through the entire body of the Priesthood, reaching from the head down to the least and most humble deacon in the Church. Scouting has power to help boys become self-reliant men. Scouting activities build relationships. Scouting is a bridge: Invite all to come unto Christ (D&C 20:59).

7 God Parents Shepherds Peers Priesthood and Family Young Men Strengthen Shepherds True shepherds are vital. Identify key relationships for boys and young men. And if any man among you be strong in the spirit... (D&C 84:106). Be what you want them to become characteristics of strong shepherds for boys and young men. Stake leaders oversee, orient, support, and strengthen ward leaders and advisers. Little Philmonts. Lead and Engage Boys and Young Men in Fulfilling Their Duty to God Baptismal covenant: Serve him and keep his commandments (see Mosiah 18:8 10; D&C 20:37). 8 2 The Role of Stake Leaders and the Partnership with BSA Learning Objectives: During this learning session, priesthood leaders will: 1. Understand the BSA partnership and relationship with the Church. 2. Review the BSA organizational structure and policies as they relate to the Church. 3. Discuss the roles of stake leaders as they relate to Scouting and the Aaronic Priesthood. Learn: 1. The Church is the largest and longest tenured charter partner with BSA. Why the Church adopted Scouting. The first BSA charter was given to the Church on May 21, Current BSA membership and units throughout the Church. Scouting is the activity program for Primary boys and the Aaronic Priesthood. A quality program will retain our youth and create opportunities to invite others. 2. Partnership is supported by BSA and the Church. President Thomas S. Monson s role. Other LDS members of the National Executive Board and committees. Structure: national, region, area, council, district, and unit. Who is my council Scout executive? Scouting is a volunteer-run organization that is professionally guided. Youth protection, adult leader training, and the new Tour and Activity Plan. 3. Stake leaders: See that Scouting is organized in each ward. Ensure that boys, young men, and adult leaders are registered with the BSA in each pack, troop, team, and crew. Provide unit commissioner support (stake Young Men presidency and high councilors). Develop a positive working relationship with the local BSA council and district. Serve on the LDS-BSA relationships committee. Provide leadership in conducting a Little Philmont in your stake. 4

9 Act: Write your plan to play an active role in supporting the local BSA council and district and what you will do to develop a strong Scouting program in your stake. 10 3 Purposes of Activities in the Aaronic Priesthood Learning Objectives: During this learning session, priesthood leaders will: 1. Discuss the purposes of activities for young men and how they support families and contribute to real growth in the Church. 2. Discuss the needs and characteristics of young men and how they influence the selection and planning of activities. 3. Review responsibilities of quorum leaders and advisers in planning high-quality quorum and Scouting activities for young men. 4. Identify essential principles for selecting, planning, and implementing activities for young men, including the importance of engaging in post-activity reflections. Learn: 1. Youth activities should have a specific purpose and contribute to real growth in the Church (see Handbook 2, 13.1). In addition to providing fun and entertainment, activities should build testimonies, strengthen families, and foster unity and personal growth. Activities should regularly focus on supporting families and inviting all to come unto Christ. Activities may also be centered in part or exclusively on Duty to God experiences. 2. Quorum leaders and advisers have responsibilities when planning activities for young men (see pages 36 37; Handbook 2, 8.13). Quorum leaders should participate in planning and carrying out activities. Quorum activities should be approved by a member of the bishopric. 3. The needs and characteristics of young men are essential to consider when planning high-quality and engaging activities (see Handbook 2, 8.13). Activities should be based on the needs and interests of quorum members. Efforts should be made to reach out to new and less-active members, as well as youth of other faiths. Activities provide shepherds with opportunities to build powerful relationships with young men, helping them feel the Spirit and become worthy missionaries and priesthood men. 6

11 4. Activities for young men should be selected, planned, and implemented with a clear gospel purpose. The new Youth Activity Planner, developed by the Church, will be useful in selecting, planning, and implementing high-quality activities. Conducting reflections following Scouting and Mutual activities provides young men with opportunities to see clearly gospel-centered purposes in their experiences. Act: Write your thoughts about activities as they relate to achieving real growth through Scouting, strengthening the young men in your stake, and engaging young men in fulfilling their duty to God. 12 4 Strengthening Aaronic Priesthood Holders through Quorums Learning Objectives: During this learning session, priesthood leaders will: 1. Review the doctrine of the Aaronic Priesthood. 2. Learn the importance and key elements of a quorum meeting. 3. Consider why it is important that Aaronic Priesthood quorum presidencies sit in council with quorum members. 4. Identify ways to strengthen Aaronic Priesthood holders through quorums. Learn: 1. The doctrine of the Aaronic Priesthood. One of the two grand heads of the Church (see D&C 107:6), the Aaronic Priesthood holds the keys of the ministering of angels, the gospel of repentance, and baptism by immersion for the remission of sins (see D&C 13). Aaronic Priesthood holders have the duty to warn, expound, exhort, teach, invite all to come unto Christ, and be standing ministers (see D&C 20:53 59; 84:111). 2. Quorum meetings have specific purposes. The bishopric attends as often as possible. (See Handbook 2, 8.1.2, 8.3.1, 8.9.3, 8.11). Quorum presidencies hold priesthood keys and preside at quorum meetings and activities (see D&C 107:85 87; 124:142 43; Fulfilling My Duty to God, 91, 97). Quorum leaders and quorum advisers should be called for each quorum (see Handbook 2, 8.3, 8.11). 3. Bishoprics, quorum leaders, and advisers prayerfully conduct quorum presidency meetings (see Handbook 2, 8.11; Fulfilling My Duty to God, 91, 97). During presidency meetings, agendas are prepared to guide quorum presidencies to strengthen each young man. During presidency meetings, quorum presidencies should plan quorum meetings and Scouting and other activities and discuss ways to invite less-active and nonmember friends. 4. Quorums share ideas on how they can strengthen young men (see D&C 84:106 10). Define sit in council and what it includes (see D&C 107:85 87; Handbook 2, 8.3.2). Leaders can help strengthen Aaronic Priesthood quorums (see D&C 107:99). 8

14 5 Fulfilling My Duty to God Learning Objectives: During this learning session, priesthood leaders will: 1. More fully understand the significance of Duty to God as a resource in helping young men fulfill their priesthood duty. 2. See how leaders, fathers, and other shepherds can improve the utilization of Duty to God. 3. Identify ways to significantly improve awareness and use of Duty to God in homes, quorums, and wards in your stake, including methods to regularly assess effectiveness. Learn: 1. Discovering and using Duty to God. Behold, thou art my son... and I have a work for thee (Moses 1:4, 6). [They] have the authority.... Heavenly Father has great trust and confidence in [them] and has an important mission for [them] to fulfill that will greatly bless the lives of those around [them] ( Message from the First Presidency, Fulfilling My Duty to God: For Aaronic Priesthood Holders [booklet, 2010], 5). 2. Improving utilization of Duty to God. The need for mentors (shepherds who know and live the gospel and provide intensive care). a. Priesthood leaders b. Advisers c. Parents (including third-party parents) d. Others My priesthood duty for Duty to God. a. Stake presidency b. Stake Young Men presidency and high councilors c. 15 3. Making Duty to God a priority (the incremental process; see 2 Nephi 28:30). Provide leadership, direction, and support. a. Do it and live it. b. Talk about it regularly. Integrate it into quorum meetings, all activities, and the home (parents, siblings, interviews, family home evenings, and casual conversations). Utilize the resources (including the web and mobile apps). Assess utilization and progress. Act: Write inspired promptings you receive and your plans to implement Duty to God more fully in your stake. Share: Share your thoughts, ideas, and preliminary plans with others. Resources: A. 16 6 The Boy Scout Program for Deacons Quorums Learning Objectives: During this learning session, priesthood leaders will: 1. Identify ways to engage the deacons quorum presidency in directing the activities of the quorum. 2. Discuss how to engage quorums in planning and executing monthly themes that use fun and spiritual experiences to build quorum brotherhood. 3. Understand the importance of making Duty to God and Scouting part of every quorum meeting and campout. Learn: 1. The quorum presidency should direct the activities of the quorum (see pages 40 41). Review roles of senior patrol leaders, patrol leaders, and patrols. 2. Quorums should plan a monthly theme and use an agenda (see pages 40 41). BSA program has methods to execute the monthly themes. Themes build each week and culminate in campouts. The process of planning should not be overcomplicated. A meeting without an agenda is an adult-led meeting. Fun and spiritual experiences bind the quorum together. 12

17 3. Duty to God and Scouting should be part of every quorum meeting and campout. Duty to God and Scouting provide opportunities for each quorum member to have weekly assignments and to feel needed and responsible for the outcomes of the quorum. Bringing all young men unto Christ is vital to Duty to God and Scouting. Uplifting spiritual experiences are essential to good Scouting activities. Scouting should build strong relationships and not be overcomplicated. Act: Write your plans to help ward leaders empower Aaronic Priesthood quorum presidency members in planning and executing Scouting activities that use fun and spiritual experiences to build quorum brotherhood. Share: Share your thoughts and impressions with others, considering how this session will play into your stake s overall plan for strengthening the Aaronic Priesthood through the Scouting program achieving real growth, strengthening shepherds, and engaging young men more fully in fulfilling their duty to God. 18 7 The Varsity Program for Teachers Quorums Learning Objectives: During this learning session, priesthood leaders will: 1. Explore the needs of teacher-age young men. 2. Discuss how Varsity Scouting can be an effective tool to support Duty to God and the Aaronic Priesthood in strengthening and engaging young men (see D&C 58:26 28). 3. Understand the importance of adult leaders as coaches and mentors in strengthening young men and their families. Learn: 1. A well-executed Varsity program: Is flexible enough to meet the needs of all sizes of quorums. Builds leaders. Builds confidence and self-esteem. Strengthens relationships with leaders, quorums, and families. Provides opportunities to invite all to come unto Christ. Is a partner with Duty to God (process of becoming and learn, act, share ). Teaches self-reliance. Teaches planning and organizational skills. Teaches young men they can do hard things. Builds quorum and team unity. 2. Varsity Scouting incorporates five fields of emphasis into activities but is flexible to meet the needs of all young men: Advancement High Adventure or Sports Personal Development Service Special Programs and Events Act: Write your plans to oversee the Varsity program and to create and support efforts to organize and sustain Varsity teams in your stake. 14

20 8 The Venturing Program for Priests Quorums Learning Objectives: During this learning session, priesthood leaders will: 1. Identify the elements of an ideal activity program for priest-age youth. 2. Connect the essential elements of an ideal activity program for priest-age youth to the key components of the Venturing program. 3. See how parents, families, and other individuals can be meaningfully involved in Venturing, assisting priest-age youth in fulfilling their duty to God, and creating caring relationships. Learn: 1. The ideal activity program for priest-age youth is characterized by these essential features: It is youth led, interest driven, service centered, and developmentally appropriate. It capitalizes on involving capable and caring mentors and consultants, including family members, talented ward and stake members, and other skilled and knowledgeable individuals in the community in planning and implementing meaningful activities. It empowers young men and teaches them essential planning and leadership skills. It challenges young men and provides them with opportunities to do hard things, such as engaging in and completing high-adventure activities. 2. Venturing reflects precisely the features of an ideal activity program for priest-age young men. 3. The Venturing program carefully articulates the roles and responsibilities of the young men and their advisers. 4. The outcomes of Venturing are centered on character development, fitness, and citizenship, including leading and teaching others, developing new skills, and becoming caring and responsible priesthood men. 5. The Venturing program makes use of the following tools: Duty to God, Program Capability Inventory (PCI), the Venturing Activity Interest Survey, and the Venturing Activity Planner. Act: Write your thoughts about establishing high-quality Venturing programs in your stake activities for priest-age youth that could contribute to real growth, assist stake and ward shepherds, and help young men fulfill their duty to God. 16

22 9 Cub Scouts in Primary Learning Objectives: During this learning session, priesthood leaders will: 1. Discuss the why of Primary. Learn how counseling with Primary leaders will help to meet the needs of 8- to 10-year-old boys. 2. Learn how the priesthood gives guidance as the Primary prepares the plan for Cub Scouting. 3. Discuss how the Faith in God and Cub Scout programs can work together. Learn: 1. Priesthood and Primary leaders counsel together to help meet the needs of 8- to 10-yearold boys. Review the purposes of Primary (see Handbook 2, 11.1). Together, Primary and Cub Scouting can be a force for good and include nonmembers and less-active members. We should teach Primary-age boys what we want them to understand when they are Priesthood gives the vision and Primary creates the plan for working with Cub Scouts (see Richard G. Scott, The Doctrinal Foundation of the Auxiliaries, Worldwide Leadership Training Meeting, Jan. 10, 2004, 7). Scout committees should be functioning properly (see page 45). The role of parents is key to the success of the Cub Scout program (see page 44). 3. The Faith in God and Cub Scout programs work together to strengthen boys and their families (see page 44). The Faith in God program benefits boys and their families. Faith in God and Cub Scouting help boys keep their baptismal covenants and serve their families and others. Act: Write your plans to organize and sustain strong Cub Scouting programs in your stake, including calling good role models to serve as Cub Scout leaders. Share: Share your thoughts and impressions with others, considering how this session will play into your stake s overall plan for strengthening the Aaronic Priesthood through Cub Scouting achieving real growth, strengthening shepherds, and engaging young men more fully in fulfilling their duty to God. 18

24 10 Scouting for 11-Year-Old Boys in Primary Learning Objectives: During this learning session, priesthood leaders will: 1. Learn the value of the Scouting program for 11-year-old boys in Primary. 2. Recognize the value of strong Scout leaders and Primary teachers for 11-year-old boys. 3. Discuss how Scouting for 11-year-old boys helps prepare them to receive the priesthood. Learn: 1. The Church has a Scouting program for 11-year-old boys (see Scouting Handbook, 6.2; page 44 in this guidebook). Because of the unique characteristics of an 11-year-old boy, the Church supports a patrol for 11-year-old boys. The Scouting program for 11-year-old boys functions as part of the Scout troop but in their own patrol under the direction of the Primary presidency. 2. It is important to have strong Primary teachers and Scout leaders for the 11-year-old boys (see Scouting Handbook, 6.2; page 44 in this guidebook). Strong leaders can be good examples for 11-year-old boys as they prepare to move from Primary to an Aaronic Priesthood quorum. 3. The Scouting program for 11-year-old boys helps strengthen and prepare boys for the Aaronic Priesthood (see Scouting Handbook, 6.2; page 44 in this guidebook). The Faith in God program, coordinated with Scouting, can help 11-year-old boys prepare to receive the Aaronic Priesthood. The Priesthood Preview will help prepare boys to receive the Aaronic Priesthood (see Handbook 2, ). Act: Write your plans to support stake and ward leaders in organizing and sustaining successful Scouting programs for 11-year-old boys in your stake. Share: Share your thoughts and impressions with others, considering how this session will play into your stake s overall plan for strengthening the Aaronic Priesthood through Scouting for 11-year-old boys achieving real growth, strengthening shepherds, and engaging young men more fully in fulfilling their duty to God. 20

27 11 Scout Committees, Internet Resources, and Finances Learning Objectives: During this learning session, priesthood leaders will: 1. Discuss the purpose and organization of a Scout committee. 2. Identify responsibilities of Scout committee members. 3. Become familiar with Internet resources. 4. Review guidelines for financing youth activities. Learn: 1. A Scout committee should be organized as follows (see page 41): A Scout committee assists the bishop and Scout advisers in organizing and carrying out Scouting activities. The organization of Scout committees can and should be flexible. Scout committees may include multiple wards. COR (Bishopric member) Scouting committee chairman Advancement and membership Activities and equipment Training Finance 2. Responsibilities of Scout committee members include the following (see page 41): Supporting Scouting activities in the ward. Working to involve parents and individuals of other faiths. 3. 28 4. Guidelines for financing youth activities include the following (see Handbook 2, , , 13.5, ; Scouting Handbook, 8.13): Most activities should be simple and have little or no cost. Expenditures must be approved by the stake presidency or bishopric before they are incurred. Stake and ward budget funds should be used to pay for all activities, programs, and supplies. Members should not pay fees to participate. Nor should they provide materials, supplies, or long-distance transportation at their own expense. However, if the ward budget does not have sufficient funds to pay for one annual extended Scout camp or similar activity, leaders may ask participants to pay for part or all of it. If funds from participants are not sufficient, a stake president or bishop may authorize one group fund-raising activity each year for the following purposes only: To help pay the cost of one annual camp or similar activity. To help purchase equipment that the unit needs for annual camps. If a fund-raising activity is held, it should provide a meaningful value or service. The activity should not advertise or solicit beyond the stake or ward boundaries nor sell commercially produced or packaged goods or services door to door. It should be a positive experience that builds unity. In no case should the expenses or travel for an annual camp or similar activity be excessive. Nor should the lack of personal funds prohibit a member from participating. Voluntary contributions may be accepted from families of young men and boys of other faiths participating in Scouting activities (see page 41). Act: Write your plans to: Organize and sustain Scout committees in your stake. Help stake and ward leaders be aware of Church Internet resources. Verify that Scout units are aware of guidelines for funding activities. Thereafter, he instructs and encourages bishops in regular priesthood interviews, in meetings with bishoprics, and in other settings. However, local leaders are encouraged to hold periodic stake and multistake activities when these activities are better able to accomplish the purposes outlined in YOUTH CONFERENCE 13.4 Youth conferences are usually held once each year on a ward or stake level. The stake activities committee consists of a chairman (a high councilor), one or more stake activities directors, and stake activities specialists (if needed). In addition to helping plan stake activities, members of the stake activities committee may advise, support, and instruct ward leaders in their efforts to plan ward activities. Unlike the temporary committees that plan ward activities, the stake activities committee usually plans more than just one stake activity. STAKE ACTIVITIES DIRECTORS AND SPECIALISTS Stake activities directors may help plan and organize service activities, cultural arts activities, sports and fitness activities, and other activities. Administration of Scouting Programs Stake Ward Quorum STAKE PRESIDENCY Young men ages 16 and 17 should be registered if they are pursuing rank advancements or if the stake president or bishop chooses to sponsor Scouting programs for young men of this age. See page A counselor in the stake presidency sees that Scouting is organized and functioning in each ward in the stake; that young men, boys, and leaders are registered; and that all Scouting units are chartered. He also develops a positive working relationship with the local BSA council and district executive and serves as a member of the council LDS-BSA Relationship Committee. He registers as a member-at-large for the council. See page An LDS-BSA Relationships Committee should be organized in each BSA council to help maintain and strengthen working relationships between the Church and the BSA council. An assigned Area Seventy chairs or designates a stake president to chair this committee, which includes a member of each stake presidency within the local BSA council. If designated, the stake president provides the Area Seventy with regular reports at coordinating council meetings or at other times. The BSA council Scout executive or his designee serves as an adviser to this committee. See page 4. BISHOP 4.1 The bishop provides general direction for Scouting in the ward and ensures that it is properly organized and functioning. He is registered and serves as the executive officer for the ward Young men ages 16 and 17 should be registered if they are pursuing rank advancements or if the stake president or bishop chooses to sponsor Scouting programs for young men of this age. BISHOP S COUNSELORS Each member of the bishopric oversees the Scouting program for the Aaronic Priesthood quorum he oversees. 4.2 The bishop s counselors help the bishop by overseeing the Scouting programs. The bishop assigns a counselor to serve as the ward s representative to the local Scouting district and council. This counselor registers as the COR. AARONIC PRIESTHOOD QUORUM LEADERS The bishop usually appoints the quorum president or one of his assistants in the priests quorum to serve as the youth leader of the Scouting program. However, he may appoint other young men as youth Scout leaders Where there are few young men, a Scout troop may be organized to serve multiple wards and branches or, in some instances, an entire stake or district. YOUTH LEADERSHIP 5.2 Scouting is part of the deacons, teachers, and priests quorum presidency s responsibilities. Planning for Scouting activities should be done at presidency meetings and in the Scouting unit leadership meetings. Sunday quorum meetings should not become Scout planning sessions. Each Scouting unit should be led by a young man who is nominated by the bishopric and sustained by the quorum members. For Scouting purposes this constitutes an election. This leader is usually the quorum president or an assistant in the priests quorum, but may be another worthy young man, whether a member of the Church or not. Other young man leaders of the Scouting units are nominated by the quorum presidency, approved by the bishopric, and sustained by the quorum members. See page 14. STAKE YOUNG MEN PRESIDENCY 3.3 Under the direction of the stake presidency, [the stake Young Men presidency] conducts training and coordinates support for the individual Aaronic Priesthood Scouting programs in each ward. They register as unit commissioners and serve as liaisons to Scouting units within the stake. They also participate in district committee meetings and roundtables. (See Handbook 2, ) STAKE PRIMARY PRESIDENCY 3.4 Under the direction of the stake presidency, the stake Primary presidency provides ongoing encouragement, support, and instruction for ward Primary presidencies. They coordinate support for the Scouting programs in each ward and encourage ward Primary Scout leaders to participate in basic and other approved training. See page 5. WARD YOUNG MEN PRESIDENCY Where Scouting is authorized by the Church, members of the Young Men presidency are generally called to serve as Scout leaders, but they may be called to serve as assistant Scout leaders (see ). SCOUT LEADERS Where Scouting is authorized by the Church, assistant quorum advisers are generally called to serve as assistant Scout leaders, but they may be called to serve as Scout leaders (see ) The children s Primary teachers may serve as Scout leaders, or the bishopric may call others to serve as Scout leaders. Leaders ensure that Scouting activities follow the guidelines in and in chapter 13. SCOUT COMMITTEES , 4.3 The bishopric organizes ward Scouting committees to ensure that Scouting functions properly as a supporting activity for Aaronic Priesthood quorums. The bishopric calls several capable adults (including fathers and mothers of boys and young men) to serve as committee members. One of the committee members is called to serve as the chair. Qualified adults,whether members of the Church or not, may serve on these committees. Each committee should include a member of the bishopric. See page 23. The quorum presidency, with help from their quorum adviser(s), meets to correlate each Scouting activity with other quorum activities. The president presides at and conducts the meeting. If another young man is called to be the youth Scouting leader, the president should invite him to conduct the Scouting portion of the meeting and show support for his leadership. Quorum advisers attend this meeting to provide adult support and direction to those who preside over the meeting. All Scouting meetings should open and close with prayer and may include an inspirational message by the adult unit leader (such as a Scoutmaster s Minute). See page , 8.15 Young men and boys of other faiths who agree to abide by Church standards should be welcomed and encouraged to participate in Scouting activities. Expenses for their participation are paid in the same manner as for other youth. Voluntary contributions from their families may be accepted and handled in accordance with Church policy. 41

Scout Training Stake 3.3 The stake Young Men presidency, under the direction of the stake presidency, conducts training and coordinates support for the individual Aaronic Priesthood Scouting programs in each ward. They receive appropriate Scout training and participate in district committee meetings and roundtables. See page Stake Young Men and Primary presidencies also offer ongoing training and support for ward Young Men, Primary, and Scouting leaders. 2.2 In cooperation with the Boy Scouts of America, the Church holds an optional Priesthood Leadership Conference on Scouting at the Philmont Scout Ranch in Cimarron, New Mexico. This weeklong course for stake presidency members emphasizes the priesthood basis for Scouting in Church units and teaches how Scouting can be used to reinforce priesthood purposes and gospel principles. Ward All adult Scout leaders should register before they begin their service and should receive proper training in their responsibilities. In the United States, registered adult leaders receive liability protection from the Boy Scouts of America The Primary presidency ensures that all boys ages 8 through 11 are registered in the Scout program and that all Scout leaders are registered and receive proper training. For more information about Scouting, including guidelines for planning annual day camps, see the Church s Scouting Handbook and the Day Camp Guide for Eleven-Year-Old Scouts. 2.0 Young Men and Primary leaders who are called to Scouting responsibilities should receive training in Scouting principles, policies, and procedures as used by the Church. Trained Scout leaders who understand and live the gospel, understand priesthood governance, and understand the Scouting program are better able to serve young men and boys involved in Scouting activities. Accordingly, adult leaders are considered trained when they complete the following training: Youth Protection (available online, to be completed before service with youth begins and repeated every two years). Position-Specific Training for Cub Scouts, Boy Scouts, Varsity, and Venturing, or Troop Committee Challenge for troop committee members. Introduction to Outdoor Leadership Skills for Boy Scout, Varsity, and Venturing leaders (offered by local BSA districts and councils). Scouting in Primary Stake Ward Ward Primary STAKE PRESIDENCY 3.3 Under the direction of the stake presidency, the stake Primary presidency provides ongoing encouragement, support, and instruction for ward Primary presidencies. STAKE HIGH COUNCILOR 3.4 The stake presidency may assign a high councilor to assist the stake Primary presidency. The high councilor informs the stake Primary presidency of training opportunities and helps them provide support and assistance to the ward Primary organizations. STAKE PRIMARY PRESIDENCY 2.1 Stake Young Men and Primary presidencies also offer ongoing training and support for ward Young Men, Primary, and Scouting leaders. In addition, the BSA provides monthly roundtables to help leaders learn Scouting methods and skills; it also offers a variety of optional training courses such as Wood Badge, The Trainer s EDGE, and others. BISHOPRIC Responsibilities of the counselor assigned to oversee the ward Primary include directing the planning of the Priesthood Preview and overseeing Scouting for boys ages 8 through 11. See page A member of the bishopric conducts the Priesthood Preview, and at least one member of the Primary presidency attends. Other leaders, including members of the deacons quorum presidency and Young Men presidency, may also attend. See page 20. WARD PRIMARY PRESIDENCY 6.5 The ward Primary presidency, under the direction of a counselor in the bishopric, has responsibility for Scouting for eight-, nine-, ten-, and eleven-year-old boys. A member of the presidency is responsible to see that Scouting is organized appropriately. The presidency member should: 1. Register with Boy Scouts of America, receive BSA training, serve on the appropriate ward Scouting committee, and ensure that Church policies are followed. 2. Coordinate Scouting with the Faith in God program. 3. Encourage leaders to attend Scout training. 44 FAITH IN GOD 6.0 In Primary, the Faith in God program should be coordinated with Scouting to lay a foundation that prepares a boy to keep his baptismal covenants, better serve his family, and receive the priesthood. Scouting supports boys and their families by giving them an additional opportunity to put into practice the gospel principles they learn at home and in Primary. Parental involvement and help is a key to success in this program. See pages 18, A member of the ward Primary presidency should coordinate Scouting with the Faith in God program. See pages 18, To maintain a gospel focus in Scout activities, leaders use the Faith in God for Boys guidebook as one of their resources. As boys fulfill requirements in the guidebook, they also qualify for religious awards in Scouting. See pages 18, The Faith in God program helps boys ages 8 through 11 live gospel principles, develop testimonies, and prepare to be righteous Aaronic Priesthood holders. The ward Primary president ensures that each boy who reaches age 8 receives a copy of Faith in God for Boys. She helps parents understand that they can use these guidebooks as resources for activities with individual children and with the entire family. See page 20. 49 Stake Ward Ward Primary 3.4 Under the direction of the stake presidency, the stake Primary presidency provides ongoing encouragement, support, and instruction for ward Primary presidencies. They coordinate support for the Scouting programs in each ward and encourage ward Primary Scout leaders to participate in basic and other approved training. 3.4 The stake Primary presidency may also help ward Primary presidencies understand Church Scouting policies and how the Scouting and Faith in God programs work together. STAKE AARONIC PRIESTHOOD COMMITTEE 3.2 The stake presidency may assign high councilors with assignments relating to the Aaronic Priesthood and Primary to meet as an Aaronic Priesthood committee to discuss Scouting-related matters (see Handbook 2, ). 4. Visit Scout meetings and activities. 5. Help plan day camps. See page , 6.5 The Primary presidency ensures that all boys ages 8 through 11 are registered in the Scout program and that all Scout leaders are registered and receive proper training. SCOUT LEADERS If a ward Primary holds Scouting activities for children ages 8 through 11, the activities may be planned and conducted by the teachers of these children or by other leaders the bishopric calls to fulfill these responsibilities (see and ). SCOUT COMMITTEES 4.3 When more than one Scouting committee exists in the ward, members of the Primary presidency should be assigned as follows: (1) the member responsible for the eleven-year-old boys serves on the Boy Scout troop committee and (2) the member responsible for eight-, nine-, and ten-year-old Scouting serves on the Cub Scout pack committee. 45

50 Strengthening Young Men through Quorums Bishopric Interviews Bishop and His Counselors The bishop or an assigned counselor interviews the deacons quorum president, the teachers quorum president, and the priests quorum assistants regularly. In these interviews, the bishopric member and the quorum leader discuss the progress of individual quorum members and the progress of the quorum as a whole. Quorum Presidency Meeting Quorum Presidency Meeting Each quorum presidency holds a presidency meeting regularly. The bishop regularly attends and presides over the priests quorum presidency meeting, and one of his assistants conducts it. The deacons quorum president and teachers quorum president conduct their presidency meetings, and they preside unless a member of the bishopric attends. Quorum advisers and secretaries also attend these meetings. Secretaries take notes and keep track of assignments. The agenda may include the following items: 1. Plan ways to strengthen quorum members, including new members and less-active members. Also plan ways to fellowship young men of other faiths. 2. Read and discuss scripture passages and instructions from Church leaders that relate to the responsibilities of priesthood leaders. 3. Plan to visit quorum members. 4. Discuss ways to help each young man have success in the Duty to God program. 5. Plan quorum meetings and activities. 6. Consider items to discuss in bishopric youth committee meeting. 7. Receive leadership training from bishopric members or advisers. 46

51 Quorum Meetings and Activities 8.11 Sunday Quorum Meetings The purposes of quorum meetings are to conduct quorum business, learn priesthood duties, and study the gospel of Jesus Christ. Quorum leaders and advisers prayerfully plan the meetings to accomplish these purposes. They encourage quorum members to bring their personal copies of the scriptures where possible. As needed for individual lessons, leaders may also ask young men to bring other Churchapproved resources Activities Quorum leaders and quorum advisers plan activities based on the needs and interests of quorum members. They make a special effort to reach out to all young men, including those who have recently joined the Church and those who are less active. Activities may help young men accomplish their goals in the Duty to God program. Quorum leaders should participate as much as possible in planning and carrying out activities. Plans for quorum activities should be approved by a member of the bishopric. Young Man Purposes of the Aaronic Priesthood Young men are in a time of preparation and personal spiritual growth. Accordingly, parents and the bishopric and other Aaronic Priesthood leaders help each young man to: 1. Become converted to the gospel of Jesus Christ and live by its teachings. 2. Serve faithfully in priesthood callings and fulfill the responsibilities of priesthood offices. 3. Give meaningful service. 4. Prepare and live worthily to receive the Melchizedek Priesthood and temple ordinances. 5. Prepare to serve an honorable full-time mission. 6. Obtain as much education as possible. 7. Prepare to become a worthy husband and father. 8. Give proper respect to women, girls, and children. Parents and leaders help young men accomplish these objectives in family home evenings, family scripture study, meetings, activities, and interviews and by encouraging them to participate in the Duty to God program. 47
