Kmberlng, one tme deputy chef of the New Jersey State polce. The appontment of Major Kmber- _ g as superntendent of the Reformatory had been practcally agreed upon by the State Board of nsttutons and Agences. The appontment was confrmed Monday by the new board. Newton A. K. Bugbee, State Comptroller at Trenton was elected presdent of the board. C. P. Boynton, of Woodbrdge, was named vee-prasednt, and H. The parade was made up of the varous organzatons of Avenel and school chldren n costume, scouts and the tre department whch fostered the celebraton. The judges of the prze wnnng floats and costumes were W. H. Gardner, Mayor Ryan and James Wght. The throng of happy young. sters who used to have such good tmes n the Pearl street playground s mssng. Perhaps some of those youngsters wnder why bg folks dont manage thngs better. nqury was made ths week as to why the playground has not been opened and from the nformaton gathered t ap pears that lack of money s the man cause and that a secondary cause s the theory that some offcal body should have control of the playground. The Townshp Commttee, t s reported, was asked to take over the whole proposton and the members were agreeable but the request was made too late to get an appropraton ncluded n the present years budget. t s understood that the commttee wll make provson for the playground next year. Ths means that so far as the present summer s concerned, the lttle folks are out of luck. The playground was organzed and equpped by a group of men most of whom happened to be Rotarans but t was not a Rotaran project and that club s n no way concerned. The organzers ncorporated wth Fred Anness as presdent; Johr Concannon, secretary, and E. H, Boynton as treasurer. The death of Mr. Anness left the ncorporators wthout a head and they have not snce re-organzed. From what could be learned from some of the organzer? of the playground about $6 would cover the cost of makng some small repars on apparatus, puttng the ground n condton and provdng supervson. t s unfortunate that ths condton has come about. The beneft of a playground to a communty s recognzed today all over the country. Experts who have studed condtons surroundng chldhood have proclamed far and wde that when there are.plenty of playgrounds there are no juvenle crmnal;- and juvenle delnquency dsappears. To deny the chldren of the town tho beneft of a playground for so small a consderaton as $6 seems to us tobe poor economy. Ether the Townshp Commttee or the Hoard of Educaton should take the playground over at unco. The fact that t s closed should be regarded as an emergency and money tc open t should be provded by the means used to meet other emergences.
