The report shows tht 37 pece officers sttewide hd their licenses revoked or proted, or surrendered their licenses voluntrily during investigtions from Oct. 1, 2006 to April 1, It is our responsiility to ensure tht officers throughout the stte re individuls of good, lw-iding chrcter, Jmes sid. The process for disciplinry ction for pece officer strts with complint from ny source tht violtion or cuse for ction hs occurred. POST Progrm officils then review ll ville informtion to determine whether ction should e tken. If the officer is found to e suject to ction, forml complint is filed with the Administrtion Hering Commission (AHC). The AHC will then hold hering to determine if the director of Pulic Sfety hs cuse to discipline the pece officer. The director is required to hold pulic hering within 30 dys of his notifiction to determine disciplinry ction including the proting, suspension or permnent revoking of the pece officer s license. This chnge will eliminte some of the dministrtive costs ssocited with providing helth insurnce nd llow employers to etter predict future costs. More importntly, it will llow employees to shop the mrket for the helth insurnce pln tht est fits the needs of their fmilies. In ddition, employees will hve the option of tking their helth insurnce pln with them when they move to new jo. Trditionlly, employees re locked in to whtever options for helth insurnce their employers cn provide. Under the system we propose, the power of choice would e put in the hnds of the employee. Once they find suitle pln they would e le to keep it even when moving to new plce of employment. Another importnt chnge we included in this legisltion will llow employees to py their insurnce premiums with pre-tx dollrs. This will level the plying field for oth lrge nd smll employers y giving ll employees the sme federl nd stte tx dvntges for the purchse of helth insurnce. All of these things will men greter flexiility nd more options for the employees of smll usinesses in our stte. Employers will e le to help their employees purchse nd own the helth insurnce pln tht est suits their needs nd the needs of their fmily. This will in turn llow smll usinesses to e more competitive when trying to otin the est employees ecuse they will e le to offer the enefit of n ffordle helth insurnce pln. It lso will men helthier, more productive Missourins in the yers to come.
