Approval of Meeting Summary April 19, 2016

3 Page 3 of 6 MOTION: ommissioner Davidson moved to approve the April 19, 2016 meeting summary as written. The motion was seconded by ommissioner Muckle. The motion was approved by acclamation and without objection (5-0).. Update from Department of Parks and Recreation Wilmer s Park (Historic Site 86B-037) Mr. Alvin McNeal of the Department of Parks and Recreation (DPR) introduced Glenn Ryan, Yvonne Johnson, Edward Day, Don Herring, and Dennis Doster to the HP. He said that DPR had recently hired John Robbins, architect and preservation consultant, to research the history of Wilmer s Park, and to evaluate the site s potential for interpretation and reuse. Mr. John Robbins showed photographs and maps of the property. He then provided a brief history of the property and emphasized its historical significance and rarity. He said that the property has greatly deteriorated, that the dance hall had completely collapsed, and that restoration and reconstruction of many of the structures would be problematic. hairman Thompson asked why DPR pursued the evaluation. Mr. McNeal said that DPR was recently approached by an interested party to potentially develop a use for the property and DPR wanted to develop some baseline condition documentation. ommissioner ampbell asked what the best use for the property was. Mr. Robbins said that an outdoor music venue could be pursued with significant investment. Mr. McNeal said that they would like to add interpretive signage and hold outdoor events at the site. ommissioner ampbell asked if there were investors interested in purchasing the property. Mr. McNeal said that they are looking to develop a public-private partnership. ommissioner Pruden asked when purchased the property. Mr. McNeal said that it was purchased in ommissioner Davidson asked what the next step was. Mr. McNeal said that they were not sure at this time, but would keep the HP informed. ompton Bassett (Historic Site ) Mr. Edward Day said that staff were mobilizing the subcontractors to repair the chapel. He said that they were testing mortar mixes with bricks salvaged from structures in Baltimore. Thrift School House (Historic Site 81B-003) Mr. Day said that the structure was still standing and that a local resident had initiated repairs on the building on his own accord. The work was halted by DPR staff because there was no approved HAWP for the repairs. Peace ross (Historic Site ) ommissioner Davidson asked when the protective covering would be added to the Peace ross. Ms. Yvonne Johnson said that payment was currently being processed for the covering and that it should be installed in the next 30 days. D. Development Referrals Preliminary Plan Blue Dr. Stabler described the property, showed photographs from 2015, and provided a brief history. The property is adjacent to the Hyattsville Armory (Historic Site ). The proposal for the property is to demolish the two former Blue Bird ab ompany buildings on the site and to build 18 townhouses similar in style to townhouses already built in the area. The Blue Bird ab ompany buildings were already documented using the Maryland Inventory of Historic Properties form. She concluded that the HP could recommend to the Planning Board, the approval of without conditions. Mr. Mark Ferguson, the property owner representative, said he concurred with staff s recommendation to the HP.

4 Page 4 of 6 MOTION: ommissioner Davidson moved that the HP recommend to the Planning Board approval of Preliminary Plan without conditions. The motion was seconded by ommissioner Muckle. The motion was approved by acclamation and without objection (5-0-1, hairman Thompson voted present ). Detailed Site Plan DSP Blue Mr. Berger said that DSP is the same property under Preliminary Plan Mr. Berger showed a three-dimensional flyover of the property that depicted the proposed architecture. After working with staff, the applicant refined the material selections for the end units facing the Hyattsville Armory (Historic Site ). He concluded that the HP could recommend to the Planning Board, the approval of DSP without conditions. Mr. Mark Ferguson, property owner representative, said he concurred with staff s recommendation. ommissioner Davidson asked if the height of the townhouses exceeded that of the Hyattsville Armory. Mr. Ferguson said that the townhouses were about level (42 feet) with the main block of the Hyattsville Armory, but were below the higher turrets. ommissioner Muckle commented that 18 townhouses on 0.55 acres was dense. Mr. Ferguson said that the Gateway Arts District Plan encourages higher density development in this location. MOTION: ommissioner Pruden moved that the HP recommend to the Planning Board approval of DSP without conditions. The motion was seconded by ommissioner allahan. The motion was approved by acclimation and without objection (5-0-1, hairman Thompson voted present ). E. Historic Site Evaluation Spalding-Rigoli House (Historic Resource ) Dr. Krause said that the Spalding-Rigoli House was added to the inventory as a Historic Resource as part of the Approved 2010 Historic Sites and Districts Plan. The property owners, Jose and Sandra Miranda, purchased the property in foreclosure in December of The Mirandas were unaware of the historic status of the property and began demolishing the rear portion of the structure without permits. Dr. Krause said that despite recent alterations, the house still retained sufficient integrity to convey its significance and met the criteria for Historic Site designation. Dr. Krause then entered a letter of support for Historic Site designation from the Glenn Dale itizens Association (ase E, Exhibit 1). ommissioner ampbell asked if the property owners intended to make additional changes to the property. Mr. esar Umaña, the property owners representative, said that the property owners purchased the property with plans to keep the existing structure, but build a rear and front addition. However, after a structural engineer evaluated the existing foundation, it was determined that it would be inadequate. The property owners then decided to demolish the structure in its entirety and construct a new house of approximately 8,000 square feet. Mr. Umaña said that if the property were to become a Historic Site the owners would not pursue demolition, but would apply for a Historic Area Work Permit (HAWP) to build an addition and to eventually subdivide the lot. hairman Thompson commented that subdivision and additions were both feasible possibilities for Historic Sites. hairman Thompson asked if Mr. Umaña had any information on why the property should or should not be designated a Historic Site. Mr. Umaña said that the structural engineer drafted a letter describing the issues with the existing foundation. Mr. Umaña entered the letter into the record (ase E, Exhibit 2). ommissioner Davidson commented that the engineer s letter was focused on the foundation s ability to support an addition, and not the existing structure. Mr. Umaña said that there were additional issues caused by the failing foundation that were not included in the letter. For example, the foundation

5 Page 5 of 6 had large cracks requiring extensive repair, and that the foundation had caused damage to the roofing system. hairman Thompson asked if the structural integrity could be considered in the property s designation evaluation. Mr. Berger said that it could be considered. hairman Thompson suggested that the evaluation be tabled until the next HP meeting to allow the property owner time to produce a more detailed report that addresses the structural integrity of the dwelling. Mr. Umaña agreed that the designation should be tabled to allow more time to produce a structural engineer s report. hairman Thompson tabled the evaluation until the July 19, 2016 HP meeting. He instructed staff to re-notify adjacent property owners and interested parties of the new agenda date. F. Update on Property of oncern Admirathoria (Historic Site ) Dr. Krause reminded the HP that they had received a timeline of repairs at the December 15, 2015 HP meeting from the property owner s representatives, and that the property owner s representatives had submitted an incomplete HAWP on April 14, Additional materials to complete the HAWP were not submitted until June 20, hairman Thompson instructed staff to review the permit and to provide an update at the next HP meeting. Ms. Bahrenberg apologized for the delay of the HAWP, and stated that it was their first time submitting an HAWP and were confused about the application requirements. Briarley Academy (Historic Site ) Dr. Krause said that staff received a letter regarding HP Agenda Item F, Briarley Academy. The letter was entered into the record (ase F, Exhibit 3). Dr. Krause said that staff had not received the requested rehabilitation report agreed to by the property owner and her representatives. Mr. Bradley Farrar suggested the HP go into executive session to discuss this matter with legal counsel. MOTION: ommissioner Pruden moved that the HP go into executive session to discuss Briarley Academy (Historic Site ). Mr. Farrar stated that the executive session should include all ommissioners of the Historic Preservation ommission present today, HP legal counsel, and Historic Preservation Section staff. ommissioner allahan seconded the motion, and the motion passed by acclimation and without objection. The HP convened for executive session at 8:22 p.m. The HP returned from executive session at 8:33 p.m. No decisions were made during that time. G. ommission Staff Items 1. Staff Sign-Offs There were no questions regarding the Staff Sign-Offs. 2. Referrals Report There were no questions regarding the Referrals Report. 3. orrespondence Report ommissioner allahan asked about the letter from Mr. hristian arter Addison. Mr. Berger said that Mr. Addison believes that certain lands belong to his family trust, including Addison Family emetery (Historic Site ). Mr. Berger said that staff have met with Mr. Addison on several occasions regarding his interest in the Addison Family cemetery.

Other/New Business Dr. Krause said that the HP ommissioners must complete their online ethics training by November 30th, ommissioner Muckle said that the training can also be completed in-person, if the website is difficult to use. MOTION: ommissioner Pruden made a motion to adjourn. The motion was seconded by ommissioner allahan.
