1 Dominion of Melchizedek Sovereign Body-Politic: 1 st Emergency Session February 21, 2015 Official Transcript of the History of the Dominion of Melchizedek as Told by the two longest standing members - Prime Minister: David Williams and Minister of Education and Humanitarian Aid: Dr. Dewey Painter. * = additions to transcript to provide more clarity or depth I want to thank everyone for coming out. This is the first time that I know the Dominion of Melchizedek has actually had a meeting of the Body-Politic in one location. So I will start by introducing everyone. Ambassador William Trevino; who will at some point in time is doing a name change from the notices and everything that have to be given (I will go through that here in just a second about notices). Tabitha is the wife of Ambassador William Trevino. Deputy Minister of Foreign Affairs, Brian-Scott: Smith. Our Minister of Foreign Affairs, John-Rufus: Herndon. Our Minister of Education, the Honorable Dr. Dewey Painter and before I go any further; the Dominion of Melchizedek owes a large debt of gratitude for Dr. Painter in the area of Humanitarian Aid and assisting me in getting to a point where things could start to be put on a more firm footing and moving forward with what needs to be done in terms of the DoM, it s future, and the Right of Self-Determination. Ambassador Randall: Robertson, a long time friend going back to 2001 and things we did.. AMB Robertson Crazy stuff Yes, we tried to change the entire language of how the legal system operated! And I am of course Prime Minister David Williams. What I want to do first is start with the agenda. We are going to have Dr. Painter cover as much of the history of the DoM as he is the oldest member, since 1998 is that correct? Officially Officially 1998, unofficially even before. Before that we actually had a council meeting with everybody in 96 or 97, so this would be the second one. Really? How many people were at that meeting? I don t know, 8 or 9? Ok. Well this is the reason we are recording too, because in looking at how Nation States naturalize their citizens, like in the United States of America; they have to be here 5 years (according to American law), before someone can naturalize into the United States and they have to learn US history. Of course the process with them (US) is you

2 have to go before a Judge and their naturalization is signed off on. I will go through naturalization stuff just a few minutes as we progress. So, we are going to start with Dr. Painter. He has done some presentations for us that we are going to be going through. He sent us power points, but he printed them out for us today so we could go through them in paper form. But it is already in digital form. The history and then meeting about where we are now as far as contacts with other countries in doing humanitarian aid and doing education projects which is going to include IEPAA which Dr. Painter will discuss. We will probably go until lunch, break for lunch, and then Dr. Painter will be leaving us. Then we will reconvene.the first thing I will do is go through the history of how I got to be in this position, going back to 1999 and the year 2000 when this all started after coming back into the United States and the things Randall and I did there. Do you have that envelope I gave you yesterday? Is it in my folder? Ok, so, well break for lunch and after that we ll get into deeply and however long it takes to cover States business. So at this point I will go ahead and turn this over to you Dr. Painter to discuss this history going back to 1996 when they apparently did the first Congress. (Handing out a folder to Members) This contains everything I know. (Members laugh) I ll pass these out. It will give you a little history about me. I found out years ago that the food chain at the bottom is very expensive to get to the top when you re dealing with governments because everybody has this what s in it for me attitude. AMB Trevino The sandpaper effect. Yes. So some years ago, actually I was in Romania - we were sending containers over there and I found out that if you start at the top and come down, you can get more done. I have always been like who am I? Well, it doesn t really matter who I am, it s what am I trying to do. But I found out in certain areas you need to bring credentials and I found that my credentials got me to executive parts of government without any questions. So I started with the Presidents, Ministers of Foreign Affairs, Minister of Education and worked down. That became more impressive that way. In 1996, 97; I first became acquainted with the DoM through Bill Carter and we went out to meet with David Korem, getting an appointment in a mansion that must have been a pretty good place because when he moved out, Michael Jackson moved in. It was a pretty elaborate piece of property, but that is where we met. We began a progression of trying to do things and I saw a real potential in having a government to government relationship. The unfortunate thing is that in building things up and name dropping (DoM) here, there and all the connections I had in 70 countries. I just want to say one thing here I want you to do what your doing but for the sake of this recording and making sure that were covering things among us if you have any questions, please get his attention so we can ask Dr. Painter. Because we want t fully make sure we covered everything. For instance, what would you say to us as a

3 group, since we weren t there at the beginning; that you found to be the mission and the intent and the purpose of the Dominion of Melchizedek? Well from the surface it looked to be a very honorable operation and there was a lot of good potential to it. I saw that they were digging some holes for themselves: For example, when we were there meeting, David Korem had brought a guy forward to be Minister of Finance and I started to ask 246 questions about this guy and he could probably answer 3. well he is a nice guy well yeah, but what does he know about finances? What kind of background does he have? Have you investigated him? The thing about it is I saw the leadership at that time was grasping at straws to get people in to fill their slots and so therefore when you do that, you get in some shady characters. Somewhere in the mix of things they got a guy by the name of McDonald that came along and unfortunately David Korem was rather naïve because when this guy came on board, he gave him all the official documents, all the official history everything that proved the existence of DoM without any copies or anything. I don t know if he ever got those back because of what happened. Then McDonald came into the presidency and wanting to do things in Russia making a financial obligation of k USD to build a building in Russia for a school and place of Diplomacy. Without knowing anything about it he jumped into it. I don t know who paid for it but it was evident to me that there was something that didn t smell right here. *The Russian that they were working with - I began to check out and found out; he had been in Belgium and the school program he was promoting was listed by the Department of Education [their version of Minister of Education] as a diploma mill. His name was Nazar is that correct? Right, right, right. The reason I m asking this and I ll let you continue even through all of this, you would agree that the DoM s intents have been peaceful and humanitarian in nature and not to be obstructive or intentionally be involved in anything that would be considered nefarious? Absolutely. The problem didn t come from the DoM, the problem came from individuals that tried to use DoM for their own agenda ok, which this Russian guy did. I found out by communicating with the Department of Education in Belgium that this guy was on their hit list. He tried to do some things there they labeled him as a diploma mill for what he was doing. They made an application to get the school in Russia to be accredited under the Ministry of Education for DoM which was my responsibility and they said, Look he s got a website. Anybody can have a website, that don t mean anything or prove anything. I gave them a list of documents and things I went through to see if his school was legitimate and to send someone independent of this decision to visit the school. I was turned down right away, in fact I was ordered by the McDonald, acting as President to go ahead and sign the Accreditation. *As the Minister of Education I refused to do so and throw away my integrity. I m going to speak to that real quick so that you guys know the exact history of what he s talking about. Richard McDonald was not actually the President at that point in time. I wrote a fourteen page paper to the founder and to the Grand Council at that time that McDonald s actions for the 2 years he had already been involved were bordering on interfering with the internal politics of another Nation State and based on the fact that the federated State is viewed as a sole person, my contention was that he was ultimately interfering with another country and getting the DoM into some serious hot water. At that time the founder (David Korem) approached the President after reading my letter and all my concerns, they ask McDonald to resign and step down. This occurred in June of 2008.

4 The things Dr. Painter is talking about right now is Richard McDonald took it upon himself to ex post facto, after this event where he resigned (meaning he had no authority in the DoM what so ever). So DoM is sitting in a situation, according to the LAW OF NATIONS, what is called interregnum you have a period of time where your waiting for your successor to come on board, this happens in the United States every time they have and election. You have an outgoing and an incoming. This is not an unusual occurrence at all in international law. The point is that everything that happened after that was he allegedly held a mock trial to appoint a new President and that would have been the gentleman your talking about in Russia. All of that has been disavowed by the founder and by me because when I met with David Korem on Sept 11, we signed documents for me to be President at that time and part of the name change and documents that are going to the UN mention these very situations we re talking about: That DoM sat for a period of time in a state of interregnum and we have a notice of awareness internationally that anything Richard McDonald has done at all since June of 2008 when he stepped down, he s done with no authority what so ever. The real purpose for me asking you this is really to know the intents even before any of us got on board with the Dominion of Melchizedek I wouldn t of joined some kind of organization in 2006 and Pledge to any Nation State and accept an Ambassadorial Appointment if they were involved with what I felt was nefarious activities of any nature. I understand that David had set themselves up according to their Constitution to be a benevolent, Ecclesiastical State to live in Peace and harmony with the rest of the World. At that time I backed off from doing anything with the DoM. I refused to sign anything that was unethical. I was chancellor of Freedom University which had 800 students. I refused to be affiliated or a part of a diploma mill. It wasn t until David Williams came on board that my interest came back up. The main problem I had was that I built up this scenario in quite a few countries.the MFA in Haiti invited me to come there and would accept me on my DoM Passport and after I made my initial visit, agreed to open up a Diplomatic Office. *In fact the MFA met me at the airport, walked me through customs and took me to her office. That would be the first step towards being formally recognized in the country of Haiti. In other countries such as Romania, I had also set this up, unfortunately at my own expense. There were times when DoM came in and gave us checks to help fund Humanitarian shipments. Of course I didn t care who got the credit for it, I didn t need it. So if they wanted to help pay for the shipment let them take credit for it. I did 20+ shipments that the DoM was involved with financially one way or another and that got their name dropping in these different countries. But since that time, over the past two years I have been working to rebuild that presence, that scenario of not knowing me as Dr. Painter or Mission Harvest, but also as DoM and the IEPAA. So progressively this is where we ve come. Now I ve got Pandora s box open and it s spreading like wild fire and the problem I ve got now is if we start and then don t move forward, that is, you get one chance to do it right, fortunately we ve gotten a second chance to do it right and with some are the same people, some are all new people and so we ve got a good scenario built up right now and it needs to move forward and what is preventing us from moving forward is time and availability on my part, having gone through some major medical situations, I can t travel internationally right now but I m hoping in the near future I can. And that is also going to be based on funding. I can t continue to do this out of my pocket. Are there any other questions regarding the history up to this point? Yes, there is a couple things I would like to address because of your background in I have one question about something you went through in the military and what the conclusion was, but I would also like for you to tell us what happened with the DoM between 1998 and 2003 when Richard James McDonald came into the Presidency. During that period of time there was a very friendly attitude, I thought things were coming together. The problem with Richard coming on board was the agenda changed. The agenda was how we are going to make money with this. That was their motivation. It was not the statesmanship. I think David Korem as a person was a good person but I think he was very naïve. He was way, way too trusting and he didn t know how to ask the hard questions to get a

5 good understanding of who he was working with and what they were doing and that is why when you look at some of the negative background in the DoM during that period, you ll see that it was not David necessarily, it was individuals, like this Russian who was using DoM for their own agenda. When I became Chancellor of Freedom University, we had 21 board members. Two I kept, the others were using their credentials of their relationship with that University for their own benefit, but not for the University. First thing I did was get rid of the board and we have three board members.i can operate with three board members! I don t need 21. In fact, I run the organization whether the board likes it or not. I don t want a yes board and I did get challenges, but we worked out the details. But during that period before McDonald got there, I was very confident about the direction of the DoM..I was a Lt. Colonel serving as a Chaplin with the United States Air Force Auxiliary and in fact I was a wing Chaplain. I had 120 Chaplains and a whole list of officers under my administrative control in Florida and there was a guy from California that challenged my even being appointed as Chaplin and challenged it because of my relationship with DoM. He thought that I was going to bring dishonor to the Air Force and stuff like that. He filed a complaint with the Inspector General.now under the provisions of that investigation I am not free to discuss the details. I can say that when they finished their investigations, all charges were expunged. They were false, nothing was found and because as an individual, I had the freedom to associate with anybody I wanted to be and that was not an issue, it was not subversive and there is no negative reason. What he had done was seen some of the background and wrong doing those individuals had done, but all of that was dismissed by the inspector General and all allegations were not sustained. That is the biggest part for me in asking these questions because a lot of people will come and take a look at what we re trying to accomplished and what we try to do and as one of the potential members keeps saying well I just need to know the new DoM is not the old DoM and I m like, you don t even know what the old DoM!. I Do. Yes and your giving us a different picture than say if we go to Wikipedia and what people have said in the past. Your talking about individuals and I ve said this, you ve heard it on the website, you ve heard me say it in conference calls.people say, well what about the people that went to prison that were associated with DoM They didn t get prosecuted as the DoM, they got prosecuted as United States Citizens violating United States law. This has nothing to do with us what so ever. It never had anything to do with the DoM even before we were around. Now since that time and I contend you ve heard me say this as well, it s really interesting how you get lumped into things that have nothing to do with you and yet you have to live this double standard. Where you take a country like the USA or Russia or any of these places where they have elections and the first thing they say when the new guy comes in is well you can t hold me responsible for all the stuff that happened back then. But for some reason on Wikipedia, it does apply! They will write whatever they want, whenever they want. That is my reason for going through this because in my opinion we should not have. WE ARE MOVING FORWARD and we all know that. That is the reason for having this meeting, just to make a statement real quick Dr. Painter and I really do want you to get into what you are doing here, but even on Wikipedia, they got down here what does it say past claims of fraud I m sorry, what does the past have to do with today? This is past and then literally on this on though, talking about the Pedely s and David Korem, and it says in here, two separate regimes have ruled the Micro-Nation that means have ruled the Micro-Nation since the days of the Pedely s with no reports of illegalities. That would be since July of Now does anybody want to make a comment about how many Nation States can say there has been no reports of illegality in their country since 2003? AMB Trevino That is like holding Chancellor Markel responsible for the damages that Adolf Hitler did! Right, Exactly.

6 I think its comical you know that part of the negative press about the guy in the Philippines selling passports for the DoM. Right, exactly. Wait a minute; he was also selling fake US Passports, Fake Russian Passports But wait a minute, he only sold DoM Passports. That is all they got in the news. Not the fact he was selling everyone s Passports! DMFA Smith Well there is even reports today of people in the Philippines selling fake Passports. Well sure, every country does it. You can go to Russia and get any Passport you want. They just had an investigation in the Philippines from someone selling fake US documentation to get Filipino people into the United States, this was just occurred. I mean it was just in the news within the last two months. So the point is that we are making these statements and recording this for posterity sake and to set matters straight that have been out there well before any of us were even around. In relation to the meeting we are having today and any meetings that have happened in the past. As a matter of fact, this article goes on to say it s amazing to me that people say I can t find any positive news on the DoM. I m like really? Well there have been no reports of illegality reported in almost 12 years! That is a pretty good track record as far as I m concerned and those reports of illegality were only allegations. Never has there been a prosecution, never been a crime charged or anything against anybody stating that this person is a member of the Dominion of Melchizedek and we are prosecuting them as such. That never occurred. And so when you go down here at recognition, it says right on this document right here.the DoM asserts, it has territorial claim over the Marshall Island including the Taongi Atoll until th Untied States State Department interceded in the mid 1990 s, although dispute between the DoM and Marshall Island exist concerning the status of DoM Sovereignty, the DoM continues to exert physical position over and governmental rule over Taongi with no challenge by the Marshall Island, the United States or any other Nation. I think that covers everything. I don t know how people can t find positive news when that is the most positive thing I could possibly imagine any report would say about a group of people, a Nation, an international organization or anyone else. So thank you Dr. Painter for indulging me on that and I ll let you continue.
