LA's program s collectvely supported by most of the companes operatng n the ndustral area east of Montreal. t was ntated n 1960 to collect data and coordnate ndustry acton n regard to ar polluton control. More recently t has extended ts actvtes to nclude water qualty survellance at several ponts n the St. Lawrence Rver. The program has had excellent acceptance, wth good cooperaton and determned acton on the part of the varous partcpatng companes. * * * * * Note: Subjects not necessarly dscussed n the order n whch they appear n these mnutes. Charman Andrews opened the meetng wth a specal welcome to Canadan guests, and thanked Mr. McQure -- untl recently a member of the Commttee -- for havng made such excellent arrangements. Mnutes - May 19-20, 1964 Meetng The secretary reported an omsson on page AQ46-2, frst paragraph, n that Mr. Frank Carman, MCA Techncal Drector, should have been lsted among the luncheon guests. Mr. Wlkenfeld stated that, wth reference to the last paragraph on page AQ46-6 under New York State, the 85% approxmaton of current atmospherc concentratons apples only to ar-borne partculates. Wth these changes ncorporated, the mnutes were declared approved as dstrbuted. 2. Membershp Messrs. dwards and Wnson were welcomed as new members, replac ng Messrs. McQure and Seamans, respectvely. Dr. Colwell's resgnaton was'noted wth regret. Mr. Rosengarten was ntroduced as a prospectve member to replace Mr. Thompson, who wll retre at the end of October. 3. Lason wth MCA Board of Drectors Charman Andrews welcomed Mr. Stauffer n absenta to ths new relatonshp, and told of the very pleasant meetng at whch Mr. Stauffer receved the Commttee offcers for purposes of orentaton on August Lason wth MCA nvronmental Health Advsory Commttee - Jerome Wlkenfeld Mr. Wlkenfeld reported on the statement, "The Chemcal ndustry and nvronmental Health," whch has been approved by the Board of Drectors and wll soon be dstrbuted to member companes. He mentoned brefly the proposed Tourng Symposum on Pestcdes, yet to be approved as a project of the Natonal Academy of Scences - Natonal Research Councl wth MCA fundng. He also spoke of current attempts to draft a statement on legslatve regulaton n regard to envronmental health, for whch he prepared suggestons as to logcal areas of governmental responsblty -- see Appendx No MCA-USPHS Jont Chemcal mssons Study - W. Walbrdge, Charman 1.1 Chemcal ndustry Survey Mr. Walbrdge expressed apprecaton for comments receved on the data tabulatons dstrbuted to members by mal. n support of several regstered opnons, t was VOTD not to release or nclude n the report the tabulaton of data for the Standard Metropoltan Statstcal Areas, but to permt ndvdual Area data to be used as the 1 occason arses upon arrangement wth the Commttee secretary to nsure accuracy. $ 1 Mr. Gbson gave assurance of the preparaton of an excellent report through the cooperaton of the Publc Relatons Department _

5 ~ P 1.2 Medcal Lterature Task Group There was consderable.dscusson about how to develop an effectve means of nterpretng for the chemcal ndustry the accumulatng lterature on the health effects of ar polluton. Several approaches were endorsed: / r, t 1!- t $8 (a) Mr. Wlkenfeld to take up wth nvronmental Health Advsory Commttee. (b) Dr. Kramer and Mr. Wheeler to explore wth Medcal Advsory Commttee. (c) Dr. Andrews and Dr. Kramer to nvestgate current plans of the ndustral Hygene Foundaton to make a medcal lterature survey wth reference to chronc respratory dseases. (d) Dr. Kramer to nvestgate the actvtes of the AP Commttee on Medcne and Health -- Subcommttee on Atmospherc Pollutants. 1.3 Publc Relatons - T. B. Gbson Mr. Gbson told of favorable publc reacton to a publshed artcle concernng ar polluton control measures at one of hs company's plants, and encouraged the development of press contacts by local plant executves. He offered to provde to members some materals that would be useful for ths purpose. 1.4 Workshops New Orleans - Mr. Huguet reported that the Lousana Chemcal Assocaton s presently dsposed to favor a closed workshop (.e., open only to ndustry representatves, but not lmted to the chemcal ndustry), wth emphass on techncal nformaton sources for solvng ar polluton control problems. John. Trygg, Drector, Dvson of Publc Health ngneerng, who s n charge of the State's ar polluton control program, has been approached and found receptve to gvng a luncheon talk. 2. 6 - AQ Federal Mr. Conner told of'hs conference wth New Jersey offcals pror to the latter's partcpaton n the consultaton'called by USPHS on New Jersey-New York nterstate ar polluton problems under the enforcement provsons of the Clean Ar Act, the frst of such actons taken under the statute. These offcals ndcated to Mr. Conner that they found ths prelmnary meetng helpful, and the secretary read a letter of apprecaton receved from the New Jersey State Chamber of Commerce. 2.2 State Colorado - Mr. Walbrdge reported that a techncal advsory commttee s expected.to recommend emssons standards for the Denver area. llnos-ndana - Several members commented on the current draftng of an llnos-ndana nterstate compact, n whch the Councl of State Governments s takng an actve role. Mr. Thompson mentoned that Blucher Poole, Drector, Bureau of nvronmental Santaton, ndana State Board of Health, has been put n charge of ar polluton control admnstraton. Lousana - Mr. Huguet ndcated that ndustry s generally satsfed wth the new control law passed earler ths year. He thanked Mr. Wheeler and others who asssted durng the,course of preparng ths legslaton, and gave much credt to the Lousana Chemcal Assocaton for marshallng ndustral support. He ndcated that John. Trygg, who s to be Techncal Secretary of the Ar Control Commsson, does not have n mnd the establshment of standards, but ntends to consder problems ndvdually on ther own mert. Mssour - Mr. Wheeler reported that the B-state study (metropoltan St. Lous area n Mssour and llnos) s lkely to make recommendatons for ar qualty standards applcable to the St. Lous area, and n hs opnon a Mssour ar polluton control law s n prospect. Subsequently, he envsons a Mssour-llnos nterstate compact. New York - Mr. Wlkenfeld stated that at the Buffalo hearng on the "Ambent Ar Qualty Objectves," no objectons were rased about the proposed concentratons on partculates, but SO2 concentraton levels were questoned. Mr. Roznoy sad that ol ndustry objectons to SO2 levels were rased at the New York Cty hearng, ths beng the only crtcsm. -!, -,:> CMA

7 AQ47-7 Mr. Wlkenfeld mentoned the October 20 conference scheduled by the Assocated ndustres of New York State to meet jontly wth the Temporary State Commsson on Water Resources Plannng to dscuss tax ncentves for ar and water polluton control facltes. Oho - Consderable concern was expressed over what s understood to be a rulng by the attorney general that stacks do not qualfy as ar polluton control facltes under the new tax exempton law. The secretary was asked to obtan and dstrbute the full text of the opnon for more detaled study. Also, Mr. Bxby was requested to nqure about the atttude of the steel ndustry and the Oho Manufacturers Assocaton, and Mr. Thompson offered to make contact wth the Appalachan Power Co. Rhode sland - Makng reference to a control bll whch faled n the legslature ths year, Dr. Andrews ndcated that re-ntroducton of such legslaton may be expected n the next sesson xemplary Legslaton Members agreed that geographcal dstrbuton should be taken nto account n selectng state ar polluton control laws for the kt of exemplary legslaton, just as a gradaton n cty sze should be represented n the selected muncpal ordnances. n general, the state laws of daho, llnos, Lousana, New York, and West Vrgna were favorably regarded, and the secretary was asked to furnsh copes of the daho and Pennsylvana statutes for examnaton, to supplement those already provded. Consderable dscusson centered around protecton aganst a new state law beng more restrctve than pre-exstng muncpal or other local area requrements, or vce versa. t was agreed that t would be desrable to accompany the selected laws wth ether ndvdual commentares, or a sngle one n relaton to all of them. Mr. Wlkenfeld suggested ncludng some exemplary admnstratve regulatons as well. 3. Techncal Subcommttee - S. S. Past, Jr., Charman 3.1 Compendum of Techncal Data Bearng on Ar Qualty Crtera The secretary was requested to nqure about lterature search servce by the Lbrary of Congress, and about USPHS actvtes along ths lne. 8 AQ Manual Chapter on Odor Thresholds Mr. Past commented on the sparseness of avalable data, and ndcated that an "ASTM abstract" n ths feld would be studed. 3.3 MCA Chemcal Safety Data Sheets Mr. Past turned over to the secretary the Subcommttee's recommendatons wth regard to 1,1,1 trchloroethane and parantroanlne LASON - Jerome Wlkenfeld, Supervsor 1. APCA (Techncal nformaton Commttee No. 2) - J. H. Huguet and C. R. Walbrdge Mr. Huguet reported as follows: The 1964 annual meetng of APCA at Houston set a new attendance record and was most successful n all respects. The techncal program was strongly orented - - toward ndustral case hstores, and ths s generally conceded as beng one of the major factors n the meetng's over-all success. The prelmnary program of the 1965 meetng n Toronto s almost completely devod of ndustral and control equpment sessons, and s strongly orented toward surveys and controls. The lack of general appeal n ths type of program has been ponted out to the presdent and executve secretary, and they have agreed that the program must be modfed. Canadan and U.S. ndustry should consder tryng to develop and submt good papers to help brng ths about. APCA s advertsng for an assstant executve secretary to take over edtoral dutes. They hope to extend Journal advertsng to cover the addtonal cost. There has been some talk of obtanng addtonal funds from USPHS to help out n publcaton costs. The frst vce presdent chosen at the Houston meetng s John Farweather, control offcal at San Bernardno, Calforna. He has a fne record of cooperaton wth ndustry, and undoubtedly wll make an excellent presdent...<---...,... CMA

9 AQ47-9 Mr. Walbrdge stated that the T-2 Commttee has an addtonal lst of processes under consderaton for reportng as to the ar polluton control problems they present. 2. ACh (Ar Commttee) - W. R. Taylor n M r. Taylor's absence, the secretary advsed of a phone conversaton wth Dr. Aaron J. Teller (Cooper Unon, New York Cty), charman of the Ar Commttee, who untl then was unaware of Mr. Taylor's servng as lason representatve. Dr. Teller gave assurance that Mr. Taylor would henceforth receve all nformaton pertanng to meetngs and actvtes. 3. ASA Sectonal Commttee R. S. Hunt Mr. Hunt sad there has been no actvty snce that reported on prevously. 4. ASTM Coordnatng Commttee on Contamnaton Control - R. S. Hunt fall. Mr. Hunt wll attend the meetng beng planned for later ths 5. ASM (mssons Study Subcommttee) - W. R. Chalker Mr. Chalker's wrtten report n letter form s attached as Appendx No Natonal Socety of Professonal nqneers - S. S. Past, Jr. Mr. Past sad there was nothng new to report. 7. USPHS-SC -. P. Wheeler Mr. Wheeler suggested that the secretary henceforth assume ths lason responsblty, nasmuch as most of the contacts nvolved are wth USPHS staff located n Washngton. Ths was agreed to. The secretary drew attenton to regulatons on grants for state and local ar polluton control programs publshed n the FDRAL RGSTR for September 15, 1964; members asked that copes be sent to them. Menton also was made of the avalablty of a 174-page booklet, Publc Health Servce Publcaton No. 979, "Ar Polluton Publcatons - A Selected Bblography ," lstng more than 1000 techncal artcles by Dvson of Ar Polluton personnel and others ,'?, CMA

10 AQ47-10 recevng Federal ar polluton program funds. The booklet s avalable from the Government Prntng Offce at $1 a copy. Dr. Kramer suggested consderng more formal lason wth AP, ths havng been accomplshed nformally over the years through Commttee members havng drect petroleum nterests and through staff contacts. Dr. Andrews felt lason wth ACS mght be useful. He commented crtcally about an ACS news release on a techncal paper gven at an ACS meetng: he sad the news release mproperly suggested an ar polluton hazard whereas none was ndcated n the paper. He furnshed a copy of the news release to the secretary to pass on to Mr. Settle, MCA Drector of Publc Relatons. V. GORDON RSARCH CONFRNC Mr. Wheeler reported brefly on the plannng now gong forward for the Conference on nvronmental Scences: Ar Polluton to take place n June Mr. Wheeler s a member of the Steerng Commttee. He sad that Dr. Allen D. Brandt of Bethlehem Steel s headng ths effort. The program wll be devoted entrely to sulfur doxde, and good ndustral representaton s much to be desred. V. APPRCATON OF 0. C. THOMPSON Dr. Andrews and members of the Commttee pad glowng trbute to Mr. l'hompson n affectonate recognton of hs comng retrement. Hs outstandng servce over the years, culmnatng n a term as charman recently completed, have establshed for hm a lastng place of honor n the Commttee's hstory. Mr. Thompson recprocated the members' apprecaton of workng together n a feld ROW emergng as one of crtcal mportance to the chemcal ndustry's future, n whch "0. C." has played a leadershp role n the poneerng perod. All good wshes for a long and llappy future for hm and Mrs. Thompson were heaped upon hm. Sulfurc Acd Study., The second draft of the Sulfurc Acd Report was completed n August and s now beng revewed by members of the Steer'ng Comttce. Ths draft ncorporates numerous changes found necessary to the frst draft t3 correct errors, clarfy meanngs and rprove readablty. The ntal reacton to ths draft has been favorable. Whle sdme swgestons for modfcaton have been offered, these are generally of a mnor nature. At the next meetne; of the Steerng Commttee on September 29 t s hoped that the fnal changes can be determned so that the report can be put nto fom. t3 be approved for publcaton by M@ and USPHS. The target date for appearance of the fnshed report s early Ntrc Acd Study... dupont denomours and Co. has made avalable the servces of Mr. Ralph F. Petersen, who wll serve as prncpal nvestgator for MCA on the Ntrc Acd Study. Hs counterpart for the Publc Health Servce s Rchard W. Gerstle.! On June 16th the twd prncpal nvestgators met at the MCA offces for an orentaton meetng. Also attendng were W.F.Bxby and J. 1,. Snce ths meetng the prncpal nvestgators have nscected a drpont ntrc acd plant and have organzed the program for obtann? e9sson data. A questonnare has been submtted to all U.S. ntrc acd manufacturers to obtan nfornaton for a tabulaton of U.S. plants whch wll nclude nomnal capacty and type of process. n addton, tflcal emsson data have been requested from 16 selected plants. Arrangements have also been made to perform n-plant testng n one of WA's plants. Ths test program s scheduled for the week of September 21st and wll be wtnessed by Mr. Petersen and Mr. Gerstle Phosphorc Acd and Phosphate Study. West Vrgna - r On August 5 a contract was sgned for a two-year ar polluton st>dy of the Kanawha Valley, Ths contract was between the U. S. Publ: Health Servce and rhe West Vrgna Ar Polluton Control Commsson. The study s estmated to cost $l92,000.
