Executive Committee Steve Taylor 1. Modification to EIDVOAD Bylaws to include COADs a. Vickie Hamilton in Salmon tried to put together a triad, which is now a COAD. Nothing was included in bylaws to include that, so that is being included. b. Question by Rusty Devereaux COAD being a community organization, does that contravene with 3.6 needing to be a nongovernment entity? COAD s are public meetings, whereas

2 VOAD s are private. **ACTION ITEM get ahold of Wade and ask these questions. ii. Salmon COAD Report Kellie Farrar (on behalf of Vicki Hamilton) 1. Meeting January meeting with 30 in attendance. Our presenters were the ID Power Lineman crew from Salmon, a demo and examples of staying warm in winter and a presentation on preparing horses and mules for evacuation. The Youth Council that we started this summer under the COAD volunteered at the Festival of Trees and the Community Dinner Table. They will also be helping with the ARC Pillowcase Project at the schools. 2. They met with our forest supervisor again and have plans going to take kids into the forest for a hand piling of slash. Because of the project, they have received a $500 grant from Disney through Youth Service America. We will also have COAD meetings every other month instead of quarterly. In March we will be back at the Methodist Church. Our presenters will be a method of using wood chips on gardens to reduce the need for water; a talk on the seed saving library that is starting at our local library; a display of 72 hr kits. iii. Membership Committee Kellie Farrar 1. Idaho State VOAD has a webpage IDAVOAD.ORG a. Within this page, EIDVOAD has a space, where agenda and minutes will be put b. Alert sense system notifications are sent out to this group. Updated info by current members is needed, so we can be sure of legitimate s, contact info, etc. REALLY need cell phone numbers from all members that is how notifications will be sent, by and texting. Get the alert sense app iv. Disaster Response Committee Bruce Olenick 1. Everything is up to date. Notes from the next exercise will be utilized to update everything so it is current v. Exercise Committee Troy Nelson (actually Stacey Whitehead and Devin Hughes) 1. Upcoming Exercise (WASATCH WABBLE) May Earthquake through Logan, UT earthquake, significant damage. Focusing on transition from response to recovery shelters, hospital sites, communication. Monday will be start conference calls, etc. Tuesday, tribal managers working to do infrastructure key resources, assessments, etc, of main buildings. Wednesday full scale Bear Lake County, Friend County, Oneida County great opportunity for VOAD. Franklin county 2 medical shelters, focusing on pediatrics and overflow of hospitals. Bear Lake County working with WY and a 50 bed unit interstate communication. Thursday tabletop exercise on recovery students doing

3 d. Question and Answer Session research project presenting what they found financial cost, etc. Friday wrap up and closing off the exercise. VOAD communications could be a great way for us to get involved. EI Public Health Thursday breaking away and doing a different exercise locally (no name at the moment) with hand radios (VOAD interested?) Communication is the key. Steve Taylor said they need to talk about it (Stacey and Steve) and figure out how VOAD can be involved. Important to see how we can work across state lines. Includes UT, ID, WY. (Similar to Cascadia Rising, but on smaller scale) e. Discussion of Upcoming Training/ Events for EIDVOAD Calendar i. Shelley Preparedness Day - Saturday, February 18, 2017 from 8:00am - 5:00pm 1. Biggest preparedness fair in SE Idaho. ii. Training Calendar Amateur Radio Training Class will start Saturday, February 25th at EITC. Contact Steve Taylor for more information iii. Mountain West VOAD Conference Longmont, Colorado, April 23 25, Last year s was in Bozeman. Great opportunity. Get ahold of Steve if need more info. iv. Ryan Richardson (no longer in this position) will discuss the exercise of a Multi- Agency Resource Center Capability in Oneida County in response to an earthquake scenario on the Wasatch Front. Devon confirmed Ryan just wanted to talk about the exercise already discussed (see above section IV. C. v. 1.) v. National VOAD Conference - Houston, Texas, May 15 18, 2017 vi. Idaho VOAD Conference McCall, Idaho, September 17-19, 2017 vii. Church Of Jesus Christ of Latter Day Saints Idaho Falls Temple Dedication and Open House - April 17 th through June 4 th 1. Various times; expecting between 300, ,000 people to come through Idaho Falls for this event viii. 4 th of July Celebration ,000 people expected ix. The Blue Angels - July th 1. Expecting about 250,000 x. Solar Eclipse - August 21 st 1. Expecting anywhere from 5, ,000 people coming to town for this event 2. Places (hotels, etc) all the way down to Lava are already booked for this event

4 V. New Business a. Presentations i. NOAA Weather Update - Travis Wyatt, Meteorologist and acting Service Hydrologist NWS/Pocatello 1. Snow levels a. This year s (October 1 st May 1 st ) precip way over normal b. SNOTEL well above normal c. Snowpack as of Feb 3 compared with major flooding years (2011, 2006, 1997) at levels from 2011, almost at levels of 2006, not quite to the levels of 1997 d. This year (as of now) is the 4 th highest snow level e. 26 more snow to go for Bern to hit an overall high snowfall level 2. Water supply a. Pocatello and south has a real potential for flooding b. Currently, we are at 60% capacity in lakes, reservoirs c. Forecast is high chance of warmer than normal, and wetter than normal for the next couple of weeks 3. Weather briefings a. Live briefings from Pocatello i. Website 1. Passcode NWSPocatello 2. Vernon.preston@noaa.gov ii. Listen in iii. Phone in b. Weather.gov/Pocatello c. (see handout for websites to visit for more info about weather) d. Questions about zones referred to in alerts, etc, because not everyone knows what areas are included in each zone. A middle ground is trying to be found, and if everything goes well, new zones should be in place by next fall e. photos and videos to Pocatello.weather@noaa.gov i. Nuisance things, not only big impact things ii. Always looking for weather spotters. If interested, send an here and you ll be added to a list f. Idaho Flooding Awareness March g. Facebook: US National Weather Service Pocatello h. ii. Idaho Falls CERT - Claudia Warner 1. Community Emergency Response Team train people to be better prepared to respond to emergency situations in their families and

5 communities. When emergencies happen, CERT members can give critical support to first responders, provide immediate assistance to victims, and organize spontaneous volunteers at a disaster site. CERT members can also help with non-emergency projects that help improve the safety of the community. 2. To be CERT trained a hour course (8 different sessions) 3. ICS training is important!! (Steve Taylor) 4. Dress is important wear the right clothes (vest, hat, ID badge, etc) 5. Is CERT activated through VOAD, or independently? In the past, Red Cross has been called, and they decided they needed help setting up shelters, so the Red Cross called CERT for help. iii. Rusty Devereaux - Boise Fire case history and MARC related update 1. Hind sight should have set up a shelter 2. Apartment manager lied and wouldn t help 3. Set up a marc to help get them their documentation back, visas, walkers, medicine, whatever they needed 4. Each family had a case worker, who followed them through the whole process iv. Pocatello CERT Angela Geurts 1. Wants to get Pocatello CERT up and running again 2. Get Jon Corpany involved 3. Who trains people? In CA, it was fire department, other first responders. 4. Set a date and go for it, no matter who does (or doesn t come). 5. In IF, 18 members, all trained together by fire department 6. Put something in free newsletters in town 7. Faith based entities are good places to go, as well as service organizations 8. Where do manuals come from? Kellie said they have a bunch of manuals. v. Self-Rescue Manual Rusty Devereaux 1. Designed as a draft to hand out to families impacted by a disaster; not for publication yet. Will be an online document as well 2. It was agreed we should continue to populate this document 3. Scouts are needed for organizations which should be on the list a. Name of organization b. Category they should be in c. Service they provide d. Contact info e. Criteria for help? (caseworker, validation of impact by disaster, etc) 4. Organizations on this list should be included/invited to participate in marc when needed
