1 2007 Michigan American Legion Boys State 70th Anniversary Boys State Website: Yearbook Archive: In 1776, the Founding Fathers established a unique system of government, which has endured and evolved to become the highest acheivement in group self-control. Over 230 years later, it remains dependent on the active engaged citizen. For this reason the American Legion hopes to instill a sense of obligation to community, state, and nation, and to promote leadership. 3 51st STATE PROFILE Boys State is an island state, approximately the size of Indiana. According to the most recent census estimate, it had a population of 4,702, The demographics of the state are reflective of the nation as a whole. The closest contact with the mainland is through the seaport located in the city of Monroe. The mainland is approximately 150 miles away. The geographic location of the 51st State is off the coast of California and Oregon. It was first settled in 1830, when citizens from Michigan left for prosperity in the West. The climate and topography vary from swamps and wetlands of Blair County to the rich timberland of Wisner County. The state s highest point is Mt. Stapleton, home of a world renowned sky resort in Harrison. The beautiful beaches of Madison can be found on the east coast of the state. The average temperatures range from 32 degrees in the winter to 90 degrees in the summer, to 50 degrees in the winter to 90 degrees in the summer along the coastal areas. The 51st State s only Interstate freeway runs from Blair to Bingham Counties, I-BS1. Per capita income ranges from a high of $41,000 a year in Washington to a low of $15,000 a year in Polk. Revenue in Boys State comes from a 6.0% sales tax on all items except food. And prescription drugs, as well as a 4.7% personal income tax across the state. Other state income comes from Corporate, Lottery, Sin, and Transportation taxes. Lottery tickets generate $0.75 in come from each ticket sold. State Sin Tax is $0.50 of income on one pack of cigarettes; also, the State has a $0.40 per gallon tax on gas. Citizens 65 years of age and older pay no income taxes. Each locality has its own local tax support including property taxes, local income taxes and utility taxes. Boys State University is located inside the City of Taylor. Tuition to Boys State University is currently at $15, a year for in state students and $27, for out of state students.

17 The opening ceremonies are always full of introductions and excitement, with speakers such as Education Director Dan VanderMeulen (top left), Education Vice-Director Jerry Scarborough (next over), and Staff Coordinator Tom Kasper (top center) Governor Alexander Roman (top right center), and 2006 Girls State Lt. Governor Hai Vu (top right) provided remarks regarding their program experience. The Boys State Band (right) provided entertainment for the crowd. 19 After voting takes place for City and County positions in the morning, the focus of Monday are the state conventions, which are held until all nominations are complete. 19

21 Although Tuesday is dominated by the election of State Officials and the march to the State Capitol (see next page), it also marks the start of the All Governments Functioning portion of the program. 21

25 All Governments Functioning is the Meat and Potatoes of Boys State -- it is when the simulation of government begins and the real learning (and fun!) begins. Everyone wants to get the Governor to do something for them -- At the governor s office, there is a waiting list to get in, shown below. 25

31 Awards Boys Nation Delegates Each year two Boys State citizens from Michigan are fortunate enough to be selected to be delegates to Boys Nation which occurs in the summer in Washington D.C.. At Boys Nation, delegates simulate the inner workings of the federal government along with 96 other students who have been selected from Boys State programs across the United States. One of the highest honors for any Boys State citizen is to be selected to attend Boys Nation. It is truly the best and the brightest Boys Staters who are considered for this national program. Casey Hoffman & Matt Walker Primary Delegates (center) Austin Adcock (left) & Marcus Ledesma (right) Alternate Delegates Dwight Rich Award The Dwight Rich Award is presented to the most outstanding citizen in each Boys State city. It is primarily determined by the citizen s participation and involvement in activities and governmental processes involving their city. Dr. Dwight H. Rich was a charter member of the American Legion Boys State Commission.
