2 ^»^fpffppp Mt-rs-.-rSLy 8,000 ARE STARVNG. MUST HAVE THE NECESSAHJES OF LFE AT ONCE. A Summ*rv c»f the Report of the Commllet Whch nvestgated the Condton «f lh* Desttute Mners tu the Upper 1".DJD*U1U Prospect for Work, After over u week of thorough nvestgaton nto the condton of the desttute mners of Gogebc and Dcknson countes, n the upper pennsula, the relef commttee composed of- Wm. C. Maybury, E. \V. Cottrell and 11. H. Fyfo, promnent Detrot ctzens have made au exhaustve report to the executve relef commttee. n substance the report says: The annual tax levy n Gogebc las long snce been expended and that the prvate chartes of the countes have gven to the full extent of ther abltes untl now almost all tle ctzens are reduced to the same level. n Dcknson county the publc funds are down to the lowest notch and there has been but lttle actual sufferng as yet, although help wll be needed at once and for some tme to come. n both countes there s but one ndustry-mnng and ths ndustry was the frst to feel the busness depresson whch has covered the whole country, consequently the mnes have nearly all been closed snce last sprng. The mners could, not leave the dstrct wth ther famles, or, f able to do so, no employment opened up to them elsewhere to encourage such a step. lut lttle s produced n ths dstrct and everythng whch enters nto daly lvng food, clothng, etc., except wood must come from wthout. These crcumstances make ther dsadvantages almost appallng. The proporton of famles lvng wthout the ad of husband and father, s greater by far n the mnng dstrct than n any other. The casual tes, fatal n character, frequently occurrng, soon nvests a mnng communty wth wdows and helpless chldren, who must be a^ charge n whole or part upon the communty- n ron wood more especally and elsewhere on the Gogebc and Menomnee ranges, typhod fever and other dseases have been epdemc. Many have <ed and multtudes are n stages of convalescence. The physcan whom they could not compensate and the medcnes for whch they could not pay were ndspensble. Both were present we are happy to say wthout money and wthout prce, through the noble self-sacrfce of the physcans of the strcken countes. From these and other reasons whch mght be advanced, t wll be seen how far-reachng the scene of dependence s and how absolutely beyond the mners' control are the condtons out of whch dependence cume. and from whch t s lkely to contnue. As to the number of persons who wll requre ad untl mnng operatons are resumed, your commttee obtaned the most exact nformaton possble. To ths end. a thorough canvass was made. n Gogebc county there are the towns of ron wood wth 4,O')0 desttute: Bessemer, 1.."»()(); Laketed.»»D0. n ron Mountan and Norway a total of -J,000 persons must depend upon charty ths wnter. Makng the total number at the present tme wth the unhappy prospect that the number wll probably be ncreased as the weeks go by. The copper mnng communtes of shpemng, Marquette, etc.. wll try to care for ther own desttute. The commttee personally nvestgated the condton of the mner's homes and found that not only was food n nstant demand, but chldren.could not attend school for lack of footwear and clothng. The mmnent need s boots and shoes, German socks and overshoes and secondhand clothng of every descrpton, more especally underwear for women and chldren. Nothng of ths charac ter can go amss. Everythng can be made avalable. Prompt gvng n ths -drecton s double gvng. As to the donatons of food, supples and money, these wll be contnuous and apportoned as the needs ncrease or decrease. At least $20,000 per month n supples and money, one-fourth of whch should be cash, wll be needed, f even the necessares of lfe are to be suppled. Ths would be on the bass of only monthly for each person, and s"scant relef at that. n each of the countes of Gogebc and Dcknson a central commttee has been formed composed of three representatve ctzens n the former and fve n the latter county. The desgnaton of such commttees by name wll be the Gogebc and Dcknson County Reef commttees respectvely. t s suggested that all contrbutons be consgned to ether of these commttees, who wll apporton contrbutons to the several localtes n proporton to the number of ther dependents. Gen. Alger has communcated wth owners of several of the mnes wth a vew of nducng them to resume work. A number have agreed to do so f they can get a lttle more than the operatng expenses. There s also a dsposton on the part of the bg fee (land) owners to make a reducton of ther royaltes for the present n order to ad n gvng employment to the mners. At the last meetng" of the fourth dstrct Y. M. C. A., t was decded to hold a seres of meetngs at Allegan, Dowagac and South Haven. The Marne Band, at South Haven, s composed entrely of lades, and ranks among the leadng bands n southwestern Mchgan. The members have just donned handsome new unforms of whte broadcloth, plentfully trm7» wth gold fcra. Hll "Ml THe state Grnntre. The annual meetng of the HtchgM State Grange wus held at T rtbt"hjf Reports from the secretary an4 other mnor offcers ndcate that the ffcrances of the order are n excellent condton, although the organzaton has experenced small growth durng the past year. The executve commttee's report handles natonal ssues. The fnancal strngency, the commttee says, s due to the wthdrawal of nterest and dvdends on foregn captal and the wthdrawal of foregn securtes. The lack of confdence s attrbutable to the eastern bankers, who, by pantng gloomy pctures, tred to force the government to ssue bonds. n course of tme the people began to beleve the bankers and to share ther dstrust. The commttee deplores the repeal of the Sherman law, Tjhey say that a sugle gold standard rs not suffcent as the bass of a healthy currency. The grange s n favor of restrctng the captalzaton of ralroads and other corporatons to the actual value of the property they own, so that watered stock may be done away wth. The3 r beleve u a government postal telegraph, and also n a government parcel delvery under proper restrctons. They beleve tha penaltes, even mprsonment, be mposed upon ralroad men for volatng the ralroad laws, as, for nstance, those laws whch requre ralroad companes to ssue tckets good for any member of the famly. They denounce the repeal of the mortgage tax law of ls'jl and say that the law of 1803, whch replaces t, shows no sgns of ablty, research or ndustry. Free conage, government loans and warehouses for gran are treated as dead ssues, and no recommendatons are made. AROUND THE STATE. Sarah C. French, aged 8S, Branch county poneer, s dead. Kalamazoo chartes wll gve a Chrstmas dnner for the poor. The Lapeer county assocaton Patrons of ndustry has dsbanded. Retrng Judge N. P. Loverdge was banqueted by the Coldwater bar. No. 3 Strkes Rockt tn a Heavy Sturm Lfe Havers' Work. n a blndng snowstorm and a terrfc easterly gale, the passenger and freght steamer F. «fc P. M. No. 3, of the Flnt & Pere Marquette lne, was drven on the rocky shore of VYhtetsh bay. sx mles above Mlwaukee. The steamer left Ludngton, Mch., wth a crew of about 15 men and wth a passenger lst numberng 18 persons. The lake was exceedngly rough durng the passage, but t was not untl the vessel was approachng the Wsconsn shore that her stuaton became alarmng. n the storm the steamer was carred off her course and n attemptng to feel her way nto the bay she brought up ou the rocks n Whtesh b '. As soon as the steamer struck the bowlders she sounded sgnals of dstress. The lfe-savers promptly responded. The surf boat was placed on the surfcart, and the boat was taken overland to the beach opposte the spot where the dsabled steamer lay. Great dffculty was experenced u reachng the beach, and when the crew tually arrved on the scene t was found that the hgh seas and the rocks and bowlters that lned the bottom of the bay made t dffcult to use the surfboat. Nevertheless, t was speedly trundled to the t-l^e of the ce-covered beach and two scores of wllng hands forced the boat nto the waves. The crew pulled aganst a hgh gale and bg seas, but after a struggle of l."> mnutes the lfe savers reached the sde of the vessel. Two women were rescued frst. Hefug Made by the 'rovulonal (overuueut to Prevent Such Acton Forbd the Landng of Forelgu Troop ludlgnatlou Meetngs Held. Dspatches from Honolulu on the steamer Awara and va Vctora, B. C, gve some very nterestng news from that place. The dspatches recte the astonshment expressed by the Amercan Hawaans *vheu they receved from the steamer Warrmoo, on Nov. 21, the trst knowledge of the expressed ntenton of 1'rts'dent Cleveland und Secretary Gresham to restore the queen to che throne. The royalsts became very jublant and the annexatonsts at once began preparatons to resst ether nternal or external force. Uver l.too determned annexatonsts assembled and rousng speeches were made by Presdent F. M. Hatch, of the Annexaton club, and others, and resolutons were adopted. The trend of the speeches was wholly n the drecton of resstance and defance. Secretary Gresham had sad n hs letter to Presdent Cleveland that the monarchy must be restored. Presdent Cleveland had pretended to act as a judge, but hs acts do not justfy the assumpton. Hs frst move had been to strke town the Amercan nag n Hawa; he had not gven notce of any judcal nvestgaton. t had been asserted "that there has been submtted to arbtraton to the Presdent of the 'nted States the queston whether or not we had a rght to establsh a government n ths country. Gentlemen, 1 challenge that assumpton. The assumpton s false n every respect. "Gentlemen, t can hardly be contended that the provsonal government and we, representng the supporters of that government, have submtted our rghts to exst to Colonel James lllount, of Georga. 'We are a power de facto: we were recognzed bv certan great powers of the world whch made us a power de jure and we were a power havng trtuty relatons wth the Fnted States of Amerca. A treaty had been negotated when Presdent Cleveland took hs seat. That treaty awated ratfcaton to make t fnal, but t nevertheless was a treaty bndng the executve. Now, gentlemen, challenge the rght of the chef executve of that naton, of hs own moton, to undo the act of any of hs predecessors. ((reat applause.) Congress may do t. Congress has full power, but Grover Cleveland had no rght, legally or otherwse." Orders have been gven to those governments havng, or to have hereafter warshps n Honolulu harbor that no naton wll be allowed to land troops wthout the wrtten consent of the provsonal government. Ths notce was served upon the foregn dplomatc corps n wrtng. Two hundred and ffty men were put to work fortfyng the executve buldng. n case t s the ntenton to carry out the nstructons for the restoraton of the monarchy Mnster Wlls has promsed to gve the provsonal government 3<1 hours notce before actng. n case such notce comes, :»0'J men wll be at once put to work and before the tme expres the executve buldng wll be surrounded on all four sdes wth rfle pts 150 feet from the buldng, whch wll defy attack and be absolutely safe from the guns of the shps. t has been learned upon the best authorty comng drectly from royalst sources, that Brtsh Mnster Resdent Wodehonse has lately stated to dfferent persons n Honolulu that there was an understandng l>etween Presdent Cleveland and the Englsh government that the monarchy should be restored. Ths theory reached the executve and an advsory councl's specal sesson was held n whch the followng resoluton, was unanmously recommended to the executve: Resolved, That the executve councl nqure of the Amercan mnster whether hs nstructons were covered by and n harmony wth the letter of Secretary Gresham to Presdent Cleveland. f so, whether he was nstructed to use force; and. that, should the answer be n the affrmatve, these coun cls recommend that Mr. Wlls be mmedately gven hs passport and the ex-queen be made a prsoner of state. The fear of the councls seems to be that the Brtsh wll offer protecton to the ex-queen n case Cleveland fals to restore her. mmedately upon the arrval of the Australa the councl held a specal sesson to hear offcal dspatches from Thurston. These strongly advsed' the provsonal government to hold the fort. The dea s growng here that Mnster Wlls wll refuse to act and wll probably resgn before he wll carry out Cleveland's restoraton polcy. Hon. Mackenze Bowell, mnster of trade and commerce, of Ottawa. Ont.. addressed the Honolulu chamber of commerce. Mr. Bowell's speech conssted manly of an appeal for ad from the Hawaan government to encourage the Canadan-Australan steamshp lne. He told of the market n Canada for Hawaan products, and spoke of the necessty of cable communcaton between Hawa and Canada and Australa. The members of the cabnet were seen shortly after the meetng the next mornng, and even ther guarded expressons of opnons concernng the ntent and purpose of Mr. Bowell's proposton showed that the *eal scheme behnd hs speech, as rex>rted, was prelmnary to a proposal.'or new treaty to be entered nto on the part of England, through Canada, -vth Hawa. There was a sudden shuffl.* of cards n the j poltcal game. Gramont and Olver retred, drven out by a vote of censure, and General Moutauban, Coute de Palkao, took the helm. "A mltary Mereadet wth a touch of Robert Mac.re,"sad the led Flnrj. "What good could bu expected from such canalle J*'' The month of August wore on a month of anxety, of waverng hopes, of strengthenng fears. Hstory records no blooder battles than Rezon\lle and Gravelotte, fought n the mddle of that anxous month; and although Bazane clamed the frst as a vctory, he was stll steadly retreatng: everyday brought hm nearer Metz; where he fnally retred, abandonng hs communcatons wth MacMahon and the rest of France. *Tten came the rumor lhat Metz was blockaded; Bazane and hs hundred and eghty thousand men were bound round wth bonds of ron, useless, helpless. MacMah<> was encamped at Chalons, re-creatng ls army, and thther regment af:er regment of undscplned youth was sent to hm: and undscplned youth made the country ruund rng wth the nose of ts folles, made France blush for her sons. And stll the flood of nvason rolled on, steadly as the rsng tde; a week, a fortnght at most, and the Crown Prnce wth hs vctorous army would debouch upon the plan of Genevllers. And now n earnest ths tme, seeng the enemy so near, Pars awakened to the possblty of a sege; but even yet fear was not so serous as to stmulate the cty to prompt and earnest acton. The people wated expectant, hopeful stll; somethng would happen, somethng unforeseen a mracle, perhaps.- Somethng unforeseen dd happen; but the unforeseen wore the shape of shame, defeat, humlaton an empre overthrown n one bloody day; Emperor a state prsoner, Empress a fugtve, army prsoners of war. Frst came the tdngs that MacMahon, nstead of tryng to block the passage of the Germans, nstead of fallng back upon the captal to fght one of the world's decsve battles under the walls of Pars, was movng northward, obvously ntent upon jonng and releasng Bazane. What mght not be hoped from a coalton between two such generals one who had rsen wth every defeat, the other as famous for ndomtable energy as for mltary skll? What mght not be hoped for frornbazane's hundred and eghty thousand men, the flower of the French army? For two days, the frst balmy days of September, a restless, feversh, over-excted populace lved upon the boulevards and n the streets; questons, statements, counterstatements flew fom lp to lp, whle false reports and monstrous exaggeratons were n the very ar men breathed. Then, on a Saturday nght, came the news of a great calamty; a terrble battle had been fought, was stll beng fought, wth fluctuatng fortunes, n the envrons of Sedan. But the ultmate result? For ths Pars wated w th nexpressble agtaton. The newsvendors' kjosqnes were beseged by tumultuous cfowds; hands were stretched forth tremulous wth exctement, clutchng at the papers ; men stood upon the boulevard benches, readng the news aloud, above a sea of heads. Nothng was certan n the news thus devoured, nothng precse. The crowd, deprved of ofcal nformaton, was consumed by a nervous rrtablty, a fever of hopes and fears. Men were mpatent, captous, quarrelsome. At the frst word of doubt they were ready to treat each other as Prussans or trafts; for a mere nothng they would have challenged each other to mortal combat Voces were sharp, strangers glared at one another wth angry eyes. Lamps began to shmmer n the summer twlght, cafes and wne-shops shone out >on the nght, and gradually, mperceptbly, the knowledge of a great catastrophe spread and crculated on every sde. Detals were wantng; but France had suffered some terrble defeat. That was seen n every face. No one n Pars slept that nght. The Corps Legslatf cal.ed a mdnght sttng:and the Empre sank through the stage of ths world to the realm of chaos and nght, evanescent as a scene n a fary play; and the curtan rose npon the Republc. The next day was Sunday, September the 4th, and the newborn Republc began n the glory of a cloudless summer sky. O strange people, chldren of smles and tears! Last nght Pars had been plunged to the bottom j of a black abyss, steeptl n the horror of j calamtv, brought face to f.u?e wth the cer- ' [ tanty of an mmnent sege, her army an- nhlated, her Empre fallen. Pars hud, lad herself down n dtst and ashes, wth 1 weepng and walng for the.splendor that had peshed, J le glory that was gone. To-day, Sunday, and a holday, Pars awoke radant. Agan the excted populace flled the boulevards, poured along th:» streets, a strong current of humanty trendng towards the Champs Eysees and the Bos. But to-day the note s changed. r Ls no longer the harsh mnor of Rachel's wal for her nst sons, bet the glad psalm of Deborah. The Empre has fallen, has fallen. Long lve the Republc! Let them come, the ces ntrncf! We are more than a match for them mnr. Joy beams on every fae;>. The crowd wears ts ho.day clothes, ts holday aspect. Every n<w and then* a battalon of the Natonal Guard tramps sngng along the roadway. They stop ther song to cry, "Long lve the Republc!"' and thunderous acclamatons reply. "Long lve the Republc r And now came a tme of preparaton, expectaton, antcpaton. The days of uncertanty were over, and Wllam and hs conquerng hosts were pourng steadly on towards ths beautful cty Pars. Bsmarck had avowed that he bore.no grudee aganst France the mad..* w ar only on the Empre. And Jo, the Empre was ended lke a mornng; dream, the eagle* were draggled n the blcod- : staned dust of dsastrous battlefelds; and ' stll G 'rmary pressed onward, laughng wth a sardonc laug ter at the mpedments that France set n her way. Here a brdge blown to the four wnds, there a vaduct shattered, ralway-lnes cut, destructon everywhere; and yet the barbarous hordes raraped on over the runs that strewed the way, pourng, pourng, pourng onward, lke the army of locusts n Holy Wrt. The Parsans expected an assault, a great battle, vctory or speedy doom. They wated boldly, stroug n ther fath that Bellona was on ther sde. The goddess of battle had hdden her face from them htherto, but t must be that she loved her France, laurel-crowned Vctrx of so many glorou>. felds, mother of heroes. Yet, although expectant of short and sharp strfe, Pars prudently prepared aganst the hazard of a blockade. She gathered n hpr flocks and herds, she heaped up corn am coal. The Grand Opera, that palatal ple whch was to have been a crownng glory of the E.npre, was converted nto a storehouse, half reservor, half granary. She set to work to complete her unfnshed fortfcatons, hut passngslowly. She armed all her ct PK Cassepotsand Remngtons were your only wear. And honest shopkeepers, who had never pulled a trgger, swaggered and strutted n warlke gear. Every head wore the kep; every man told hmself that cnue what mght, let tn.e or famly persh, l.; must be there, on t':e walls, realy to receve Wllam and hs Pandours. Wth some there was an dea that those advancng hordes were fresh from ther natve tne-forests, half-naked savages, wth longhar and wolf-skns slung across ther brawny shoulders such men as destroyed Varus and hs legons such men as fought and ded for Vercngetorx. "Let them come," sad the sleek grocers and bakers of Pars. "We are gettng ready for them." She cut down her wood, her beautful Bos de Boulogne, the happy holday ground of hgh and low. Those leafy arcades were gven over to the woodman's axe, those trees were! mutlated or hewn down. The swans upon the slvery lake, the fauna of those shadowy groves, were abandoned to the guns of the Mobots. Everywhere the creak and crash of fallng tmber, the scream of dyng beast or brd. There, where the gay processon of carrages used to crculate n the afternoon sunlght, were now lonedess and run; here and there a few scattered plumes, whte on the greensward, showed where death had been; here and there the thck black smoke, and ftful flame, marked a newly fred thcket. Pars was a camp, and every ctzen 8 solder. But the solder's duty was nerthe onerous nor vared at ths perod. There was the mornng rendezvous from seven to eght, the day and nght watch on the ramparts, short slumbers und»r canvas, for the casements whch were to shelter these heroes bter on were not yet bult. AmotJg these solders of the Natonal Guard lvtlp Durand and Gaston Mortemar were both numbered. The charmed lfe of the newly wedded was over. The domestc heurt was lonely. The husband could only return to hs home n the ntervals of hs servce as a defender of hs cty. And the w e was full of fear n her lonely home, or prowlng n the neghborng streets on some small household errand, loterng wth other wves on doorseps or at street corners, devourng the last news from the ramparhs. Trade was at a standstll. ELC Natonal Guar hal hs allowance of a fra c and a half a day. wth a small sum for wfe or famly; but t was almost npossblefor hm to carry on any handcraft durng ths regn of chassepot and Remngton. TABERNACLE PULPT. DR. TALMAGE PREACHES BRMNGHAM. AT "And As 11«Journeyed Be Came Near Damascus, and Suddenly There Staned About Hm a Lght from leaven." BRMNGHAM, Ala., Doc. 10. Kev. Dr.Talwho lectured n ths ety yesterday, spoken durng tbe week at Nash- fle, Memphs, and other ctes, preached here ths afternoon to a large audence, under tbe auspces of the Baptst church. The subject was: "Unhorsed," and the text chosen was, Acts 9: 3-5: u A*d as he journeyed, he came near Damascus; and suddenly there shned round about hm a lght from heaven; and he fell to the earth, and heard a voce sayng unto km, Saul, Saul, why persecutest thou m»! And he sad, Who art thou, Lord? And the Lord sad: am Jesus whom thou persecutest." The Damascus of bble tmes stll stands, wth a populaton of 135,000. t was a gay cty of whte and glsterng archtecture, ts mhurets and creseents and domes playng wth the lght of the mornng sun; embowered n groves of olve, and ctron, and orange, and pomegranate; a famous rver plungng ts brghtnessmnto the.scene; a cty by the ancents styled "a pearl surrounded by emeralds." A group of horsemen are advancng upon that cty. Let the Chrstans of the place hde, for that cavalcade comng over the hlls s made up of persecutors; ther leader small and unattractve n some respects, as leaders sometmes are nsgnfcant n person; wtness the Duke of Wellngton and Dr. Archbald Alexander. But there s somethng very ntent n the eye of ths man of the text, and the horse he rdes s lathered wth the foam of a long and quck travel of 135 mles. He urges on hs steed, for those Chrstans must be captured and slenced, and that relgon of the cross must be annhlate.!. Suddenly the horses shy off, and plunge untl the rders are precptated. Freed from ther rders, the horses bound snortng away. You know that dumb anmals, at the sght of an eclpse, or an earthquake, or anythng lke a supernatural appearance, sometmes become very uncontrollable. Not a sound but the droppng of cones broke the stllness of the forest. Faster and thcker they seemed to fall at each onward step. A perfect storm of cones. They dropped upon her head; they fell at her feet; they pelted her shoulders; they flled her basket. Frghtened, the poor woman turned and fled, glancng netter to the rght or left. Heaver and heaver the basket grew. Breathless and exhausted she reached her cottage door. The mother entered and quckly barred the door. "Husband, husband, thnk what hw happened!
