Source: Jefferson County Tennessee Will Book #1: by James Bouthat JEFFERSON COUNTY TENNESSEE A Short History: The area of Tennessee now called Jefferson County was originally part of North Carolina and became a County in Tennessee in This County was named for Thomas Jefferson, the third president of the United States. The County is bounded by the Great Smoky Mountains on the south, and to the north lies the Clinch Mountain chain. Flowing across the County are the Hoiston and French Broad Rivers. It was upon the rivers of the County that the first settlers arrived in this rolling hill county. The settlers began arriving as early as 1783 and included men like Alexander Outlaw, Robert McFarland, James Hill, Wesley White, James Randolph, Thomas Jarnagin, Joseph Copeland, James Hubbard, and Robert Gentry. As time progressed men like Niniam Chamberlain, Thomas Snoddy and Matthew Wallace settled along the Long Creek section of the county. Adam Peck along Mossy Creek and Alexander McMillim settled in Strawberry Plains were other settlers. The earlier settlers in what is now known as Rocky Valley was Adam Meek who first crossed Bay s Mountain from the French Broad area in 1786 and settled on Beaver Creek in what was then known as Quaker Valley. It was said that Adam Meek was in so remote an area, that he had to travel almost forty miles to get his meal ground in Greenville. This until 1793 when Mr. Hazelitt built a mill on Beaver Creek. These enclosed wills and settlements tell of much of the hard life on the frontier of Jefferson County, Tennessee. Most of the inventories are left out for space and if you desire to know what was included, a reading of the direct book is possible at the Court House. Included are the persons involved directly or indirectly in these wills and settlements. One thing of interest is the settlement listing of names. When an estate was sold, neighbors for all around came to buy and these listings give a good indication of who lives near whom in these early times. Person, Introduction: When the first settlements were made along the Watauga and Nolachucky Rivers in 1769 they were thought to be on soil belonging to Virginia. Because of the dispute between Virginia and North Carolina over boundary lines through this wilderness these pioneers formed their own Government in 1772, the famous Articles of the Watauga Association. By 1777 the boundary line was established and these settlers came under the jurisdiction of North Carolina as Washington County, from which Greene County was formed in Being too far from the seat of Justice, they formed the independent State of Franklin in 1784 which survived only four years. In 1788 they again came

4 under the control of North Carolina as Washington District until 1790 when Congress formed the Southwest Territory with William Blount as Governor. The new State, Tennessee, was formed from this territory in 1796, with John Sevier, the hero of King s Mountain, as Governor. The Greene County Clerk signing these bonds was the noted soldier, Col. Washington County was formed in 1777 from District of Washington. It was roughly the territory west of Wilkes County, North Carolina, between Wilkes and the Virginia line, which had been allowed three representatives in the General Assembly of North Carolina in Sullivan (now Tennessee) was formed in 1779 from Washington County. Soderberg, Introduction: Marriage records have been maintained in Tennessee throughout almost the entire history of the state, a law requiring deposit of the marriage bond with the county court clerk having been enacted in 1778 by the North Carolina General Assembly which had jurisdiction over the region now the state of Tennessee. (Laws of North Carolina 1778, April session, ch. 7, sec. 3). Although the first permanent settlement of the Tennessee country by white people took place in 1769, it was not until 1777 that Washington County was created out of Washington District. The county s government was organized in When in 1790, North Carolina ceded its western lands to Congress, and The Territory South of the River Ohio (known as the Southwest Territory) was created, the laws in use and force in North Carolina became the sixteenth state on June 1, 1796, the laws and ordinances in force and use in the Territory, not inconsistent with the Constitution of the new state, continued to be in force and use. No further legislation regulating marriage licenses or bonds was enacted until 1815, when the Tennessee General Assembly passed a law which for the first time required the minister of the gospel or the justice of the peace who performed marriages to endorse on the back of the license, the time of the marriage, his signature, and to return the license to the clerk of the county court within six months. (Acts 1815, ch. 47). The clerk was merely required to file the license in his office. Greene County, named for Revolutionary leader General Nathanael Greene, was established by an act of the North Carolina general assembly on April 18, 1783, the third established in the territory now the state of Tennessee. The land was removed from Washington County. Part of the original territory was removed in the formation of Knox and Jefferson counties in 1792; in 1797 Cocke County was created out of Jefferson and in 1799 part of Greene County was attached to Cocke County. In 1870 Hablen County was created out of parts of Jefferson and Hawkins counties. Thus, it can be seen that the early records of Greene County are of farwide importance for genealogical purposes. Greene County was one of the counties included in the Lost State of Franklin. North Carolina ceded its western lands to Congress in 1790, and the Territory South of the River Ohio was created and existed until June 1, 1796, when Tennessee became the sixteenth state in the Union. The records of Greene County, from the first session of the County Court held the third Monday in August 1783 down to the present, are on file in the Courthouse at Greenville. Other marriage records of some Greene County residents may be found in the records of Newhope Monthly Meeting of Friends and its parent meetings. These records have been abstracted and published in Volume I of William Wade Hinshaw s Encyclopedia of American Quaker Genealogy, Ann Arbor, MI, The bonds and licenses herein compiled were extant in the files of the County Court Clerk of Greene County, Tennessee, at the time of compilation in June Each document had been given a number and recorded in a book by persons employed by the Tennessee Historical Records Survey in the 1930 s. In 1801, when Jackson County was taken from Smith County, it was a part of the Cumberland Settlement, and it was organized for the convenience of the settlers of the Cumberland, who lived so far away from the available courts and the county seat. The names of the first settlers all appear on the records of the Cumberland Settlement and of Davidson, Smith, and Wilson Counties, all having been governed originally from the vicinity of Nashville. When first established, Jackson County included all of the present territory of Overton and Clay and parts of the other counties around it.
