3 THE 155 th ANNUAL MEETING OF THE JUDSON BAPTIST ASSOCIATION MET WITH New Hope Baptist Church New Hope Road On OCTOBER 16, 2004 The 156 th Annual Meeting Will Be Conducted At Old New Hope Baptist Church On October 15, 2005

4 CONSTITUTION Preamble WHEREAS, having been organized in 1849, we the Churches of the Judson Association of Baptists, being convinced that an association of churches can more effectively perpetuate the cause of Christ, do adopt the following Articles as written bond of fellowship, cooperative function, and administrative purpose. Article I - Name This Association shall be called the Judson Baptist Association. Article II - Mission The mission of this Association shall be to further the cause of Christ by enabling the churches in worship, ministry, evangelism, fellowship, and discipleship; and to provide staff leadership and volunteer services in order to fulfill this mision Article III - Membership A member church shall be a Baptist church, cooperating with the Judson Baptist Association, the Tennessee Baptist Convention, and the Southern Baptist Convention. Member churches agree with the general intent of The Baptist Faith and Message. A church may become a member of the Association by petitioning the Association in writing at any time, but at least ninety (90) days prior to the annual meeting. Petitioning churches shall be under the watch care of the Association until voted upon at the next annual meeting. A church may voluntarily withdraw from the Association at any time by notifying the Association in writing. However, such withdrawal shall not become final until voted upon by either the Executive Board or Messengers at the Annual Meeting. Article IV - Authority The Association shall abstain from internal problems of a participating church except upon request of the involved congregation, and shall exercise no ecclesiastical authority over any church. Article V - Annual Meeting The Association shall meet annually in October, the time, date, and place to be set by the messengers in the annual meeting. Article VI - Parliamentary Procedure Robert's Rules of Order (latest revised edition) shall be recognized as the authority in parliamentary procedures. Article VII - Messengers The voting body at the Annual Meeting of the Association shall be comprised of messengers duly chosen by the churches. Every Church in this Association shall be entitled to a minimum of three (3) messengers. A church is entitled to an additional messenger for every twenty-five (25) members, or fraction thereof, exceeding fifty (50) members. No church shall be entitled to more than ten (10) messengers. Section A: Article VIII - Officers 1. The officers of this Association shall be a Moderator, Vice-Moderator, Clerk, Treasurer, Trustees, and Directors of Associational Departments, all of whom shall be elected annually, except as otherwise specified, and shall continue in office until a successor is elected. 2. Annually elected Officers shall be recognized and take office just prior to adjournment of the business session of the Annual Meeting. 3. The Nominating Committee shall nominate officers at the Annual Meeting, and an opportunity for nominations from the floor shall be given. 2

5 Section B: 4. Interim Officers may be appointed as deemed necessary by the Executive Board. 5. All Officers are expected to attend the Annual Meeting, the quarterly Officers Meetings, and the Executive Board Meetings unless providentially hindered. 1. Trustees The Association shall have three (3) trustees, each serving for three (3) years on a rotation basis, with one (1) new member being elected each year. The duty of the trustees shall be to hold in trust all properties of the Judson Baptist Association, and to transact all legal matters pertaining thereto, subject to the direction of the Association. 2. Moderator The Duties Of The Moderator Are: a. To preside over the Annual Meeting, called meetings, and the Executive Board Meetings; b. To encourage fellowship and mutual care among the churches of the Association; c. To appoint members of special committees as the need may arise, and as by the Association; d. To serve as an ex-officio member of all committees. 3. Vice-Moderator The Duties Of The Vice-Moderator Are: a. To serve as parliamentarian at the Annual Meeting of the Association, called meetings, and Executive Board Meetings; b. To preside over the Annual Meeting, called meetings, and the Executive Board Meetings in the absence of the Moderator; c. To become Moderator in the event the Moderator should become unable to serve; d. To serve as Alternate Treasurer in the event the Treasurer is absent or unable to fulfill his or her duties for a period of thirty (30) days or more. 4. Clerk The Duties Of The Clerk Are: a. To serve as recorder for the Annual Meeting of the Association and the Executive Board Meetings; b. To prepare and publish the Minutes of the Annual Meeting and the Executive Board Meetings. 5. Treasurer The Duties of the Treasurer Are: a. To submit a financial report at the Annual Meeting and the Executive Board Meetings; b. To approve records of all money received and disbursed; c. To account for and disburse the Associational funds. The Associational Treasury shall not be used by anyone other than the Treasurer; 3

6 d. To be chairperson of the Budget Committee. 6. Sunday School Director It shall be the duty of the Sunday School Director to offer encouragement and assistance in establishing and/or promoting the Sunday School of all churches the Association. 7. Discipleship Training Director It shall be the duty of the Discipleship Training Director to encourage, promote, or assist in establishing a Discipleship Training program in all churches in the Association. 8. Music Director The Duties of the Music Director Are: a. To encourage and/or assist with the music program of all churches in the Association; b. To plan, attend, and participate in all Associational Singings. 9. Brotherhood Director It shall be the duty of the Brotherhood Director to offer encouragement in establishing and promoting the Brotherhood organization in all churches of the Association. 10. WMU Director The Duties of the WMU Director Are: a. To offer encouragement and assistance in establishing or promoting the WMU Organization in all churches of the Association; b. To promote and encourage missions and giving to mission offerings; c. To attend state and regional WMU functions as often as is practical and feasible; d. To serve on the Missions Committee. 11. Youth Director The Duties of the Youth Director Are: a. To assist and encourage all churches of the Association in developing a continuing program of youth training and active participation in evangelism, soul winning, and church leadership; b. To serve on the Evangelism Committee. 12. Evangelism Director The Duties of the Evangelism Director Are: a. To lead the Association in formulating plans for the annual Associational Evangelism Conference and Associational Revival; b. To lead the Association to address the priority of evangelism; c. To develop programs and functions to involve the Associational evangelistic activity and training; d. To serve as chairperson of the Evangelism Committee. 13. Stewardship Director The Duties of the Stewardship Director Are: a. To encourage and assist all churches in the Association in developing an ongoing stewardship program; 4

7 b. To plan and direct stewardship commitments to the Associational Mission; c. To serve as a member of the Budget Committee. 14. VBS Director The Duties of the VBS Director Are: a. To assist and challenge churches to start, improve and enlarge all areas of VBS through planning, training, administration, consultation, program interpretation, and cooperative projects; b. To serve as a member of the Evangelism Committee. 15. Media-Library Director It shall be the duty of the Media-Library Director to maintain historical records of the Association. Article IX - Annual Report It shall be the responsibility of each church to complete the Annual Church Profile (ACP) provided by the Associational Clerk. All ACPs are due and should be returned to the Clerk by the September First of each year, and must in any event be returned not later than the first day of the Annual Meeting. Article X - Executive Board The Executive Board of the Association shall consist of all Officers of the Association, the Chairperson of all standing committees, one (1) elected representative from each church, and all church pastors in the Association. The Executive Board shall meet quarterly. Additionally, the Moderator may call the Executive Board into session at any time upon notice to all Board Members, stating the purpose of the meeting. Executive Board shall have the authority to transact any necessary Association business arising between sessions, and shall make an annual report to the Association. The Associational Moderator, Vice-Moderator, Clerk, and Treasurer shall be the Officers of the Executive Board. The Moderator or Vice-Moderator shall preside during all Board meetings, and the Clerk shall keep a written record of all proceedings. Article XI - Discipline Disciplinary action may be taken by the Association for the following reasons: 1. Neglect of a church to send messengers to the Annual Meeting for two (2) consecutive years; 2. Neglect of a church to submit the Annual Church Profile for two (2) consecutive years; 3. Neglect of a church to financially support the Association for two (2) consecutive years; 4. A gross doctrinal error, as determined by the Association; 5. The Moderator, the Director of Missions, and/or a committee appointed for that purpose should seek reconciliation with the church. Article XII - Amendments Any proposal for amending the Constitution must be presented in writing to the Association during the business session of the annual meeting. A period of one year must be given for publication before consideration by the Association and a two-thirds (2/3) vote of messengers present shall be necessary to make such changes. 5

8 Article XIII-Staff Director of Missions The Director of Missions shall give general supervision and direction to the total program of the Judson Baptist Association, for the purpose of achieving the objectives as stated in Article II. He shall be called and employed for an indefinite period of time by vote of the Executive Board and/or the Messengers of the Annual Meeting, upon recommendation of the Personnel Search Committee. A detailed job description for the Director of Missions is attached. (Please see page 44 for Job Description.) Article XIV - Committees The following committees, including chairpersons, shall be nominated by the Nominating Committee at the Annual Meeting, and an opportunity for nominations from the floor shall be given. Each committee member shall serve one year beginning at the conclusion of the Annual Meeting. 1. Annual Meeting Committee This committee shall consist of at least four (4) members, and have the following responsibilities: a. To propose an order of business for the Annual Meeting; b. To propose place, dates and speakers for the Annual Meeting at least two years in advance; c. To publicize the complete order of business for the Annual Meetings to the churches in the Association at least thirty (30) days in advance; d. In cooperation with the Moderator and other program personnel, to arrange for all facilities needed for the Annual Meetings; e. To receive invitations from churches and suggestions for program emphasis and personnel for future sessions. 2. Budget Committee This committee shall consist of at least four (4) members, and shall have the following responsibilities: a. To work with the Treasurer, who shall serve as chairperson, in developing and recommending an overall financial development plan; b. To work with the Treasurer in developing and recommending an Associational budget based on the Constitutional Objectives stated in Article II; c. To make recommendations concerning proposed expenditures not included in the budget; d. To review expenditures periodically and recommend budget adjustments if needed. 3. Evangelism Committee The committee shall consist of at least four (4) members, and shall have the following responsibilities: a. To promote the cause of Christ by encouraging all churches to be evangelistic in outreach and in ministering to the lost. b. To plan and conduct evangelistic rallies, revivals, and conferences annually. 4. Missions Committee This committee shall consist of at least four (4) members, and shall have the following responsibilities: a. To lead the Association to address the priority of missions in the United States and around the world; 6

9 b. To assist the Director of Missions in the mission work of the Association. 5. Nominating Committee This committee shall consist of at least four (4) members, and shall have the following responsibilities: a. To select, interview, enlist, and recommend Associational officers, standing committee members, and chairpersons; b. To present workers to the Association at the Annual Meeting for election; c. To assist Associational program leaders in discovering and enlisting qualified persons to fill positions in their respective organizations; d. To make recommendations for filling vacancies in positions that may occur during the year. 7

18 The 154th Annual Meeting of the Judson Baptist Association was held on October 16, At New Hope Baptist Church New Hope Road. Bon Aqua TN Bro. James Parham calls the meeting to order. Thanking everyone for attending, he leads the opening prayer. The congregation sings Are You Washed in the Blood. Frank Tennyson reports that his daughter and her family have now started their mission trip. There is a Newsletter that can be obtained. If anyone is interested they should see him or Kathy. He also expresses the cost of missions and the importance of giving to the Corporative Program which helps to support Missionaries. Devotion is given by Bro. Ron Melton. Reading from Romans. Chapter 1, Memorial to the Deceased was given by Kathy Tennyson. Wayne Terry was the speaker from the T.B.C he expressed his thanks for each church in the Judson Association. Explaining the importance of Missions and of a program called Sharingthe Gospel. Bro. William Gray presents Bro. Joe Estes a certificate to Parkers Creek Baptist Church for their generosity in giving the largest percentage amount in Support of Missions. V.B.S. Report given by Sherri Pendergrass. Thanking each church that took part in this year s program. Sherri explains the importance of V.B.S. in teaching children the meaning of Mission Work. W.M.U. Director: Kathy Tennyson states that her report is printed in the hand book. Treasures Report: Lucille McFarlin states that the report is printed in the handbook. With the addition that the cost on minutes is $1.50- $2.00. Bro. William Gray states that his report in printed in the hand book. Bro. Pat Merrill states that his report is printed in the hand book. Old Business: There was no old business carried for the previous year. 16

19 New Business: Cletus Tidwell states that there was a need for a new copier that was not in the budget. He makes the motion that the cost of $ needed be taken from the General Fund. Motion is seconded by John Tidwell. And the motion carries. Kathy Tennyson makes the motion that an offering be taken at the Annual Meeting for the Tennessee Endorsement Fund. This money helps to support activities such as W.M.U. Day Camp, And Mission Actives. Sherri Pendergrass second the motion. Motion carries. Treasurer Lucille McFarlin presents the proposed budget for the upcoming year. Mary Donegan makes the motion that the budget be accepted. Frank Tennyson seconds the motion. Motion carries. Brother Ron Melton will deliver the sermon for Brother Ronald Pendergrass is the alternate speaker. Kathy Tennyson asked that this years offering be made in memory of Euvalah Sullivan. There was no objection. With there being no other business to discuss Bro. James Parham encourages all churches in the association to pull together, help and support one another. 20 WMU Director Report This has been a very busy year for Judson Baptist Association WMU. As Director, I have attended both meetings of the Tennessee WMU Executive Board. I served as chairperson of the Nominating Committee for Tennessee WMU, which included one meeting of the committee, many phone calls and presenting the committee report at the annual meeting of Tennessee WMU during the Missions Get-Together in Gatlinburg in March. I also attended two meetings of the Central Region WMU directors to participate in planning Leadership Training for WMU and RA leaders in our region. I was unable to attend a planning session for Cumberland Regional Ministries, held at the Tennessee Baptist building in Brentwood, but was pleased to be able to send Edna Tidwell in my stead. On October 24 & 25, 2003, we held our first Judson Association WMU Prayer Retreat, at Old New Hope, with 39 ladies from eight of our churches, and five churches outside of our association in attendance. We were blessed to have Melissa Radke from Thompson Station, TN as our worship leader for this retreat and Pauline Rusom to present our Book Study on God s Plan, My Part. One of the favorite times of the retreat was when we broke into prayer groups. I want to thank the 15 ladies who lead these sessions. This was a time of refreshing and bonding for the ladies. On December 12, 2003, we held our annual Adult Christmas Banquet at Camp Lake Benson. We again had a wonderful time of felowship and celebration of our Savior s birth.we were pleased to honor Bro. and Mrs. John Tidwell who chose to celebrate their 52 nd wedding anniversary with us that evening. We thank Bro. Gray for the message he brought us at this event. On January 30 & 31, 2004, Edna Tidwell (Rolling Hills), Lena Judd (New Hope), Angela Coles (Missionary Ridge), Mary Donegan (Old New Hope) and I were able to attend the Missions Camping Retreat at the Baptist Center in Brentwood. There we joined with other associations from across the state to learn more about hosting camps for the children of our state. There were three other associations represented. Only Shelby Co. Association has as many participants as Judson. This was a very informative time and I know that things we learned have been used throughout the year, not just at our Day Camp. On February 16, 2004, we observed Focus on WMU at Old New Hope Baptist Church. Denise Brunaugh, Adult Specialist with Tennessee WMU was our guest speaker. We also heard about Associational missions from Donna Pearl, and received a report on our mission church, Rolling Hills, from Pauline Russom. On March 19-21, 2004, we had 18 ladies from 4 churches attend the Missions Get Together in Gatlinburg. This three day event is always a highlight to the WMU year, and we again had a wonderful time meeting missionaries and becoming renewed and refreshed in spirit from our worship times and times of fellowship. In May, we had 3 ladies from the association to attend training for Associational leaders in Nashville. On August 14, 2004, we held our annual Children s Day Camp for 1 st thru 6 th graders, with 40 children and 20 helpers in attendance. Our morning was spent with Bible Study, crafts and recreation and concluded with a visit from International Missionaries, Steve and Dottie Babcock. The Babcocks had served in West Africa for seventeen years and are currently on staff at First Baptist Church, Humboldt, TN. They shared with us many of their experiences as missionaries and helped us understand how the lives of children in other countries are different from ours. After lunch we met for a worship time and were blessed with 12 professions of faith when Bro. Jerry Jenkins asked for decisions. This is why we continue to offer this activity each year. One of the activities that the children enjoy most each year is swimming at the end of the day. This year the temperature was too cool and the heater was broken in the swimming pool, so although they were disappointed, the children adjusted their activities and played in the creek instead. Beginning in 2003 and continuing thru 2005, each association is responsible for providing Leadership Training for their churches. In 2003, representatives from Judson Association attending training provided by Nashville Association. This year the nine associations in the Central Region joined together to provide two joint training sessions for all nine associations. The first session was held at Woodmont Baptist Church in Nashville on August 21, Judson Association was represented by 15 ladies from 7 churches. This is up from 5 ladies from 3 churches in The second session was held at Gladeville Baptist, in 18

21 Gladeville, TN on August 28, 2004 with 3 from our association attending. Judson Association was responsible to provide food for break time for both of these sessions. We were able to provide sandwiches, snacks and drinks for a total of 240 attendees (both sessions) from 64 churches and 10 associations. Although August was a very busy and tiring month, we were richly blessed during this time. In a financial way, we have compared August to Jesus and the Loaves and Fishes. In past years we have not always covered all our expenses with these events. This year, thru a $ grant we received from Tennessee WMU for our Day Camp, registration fees from the Day Camp, and donations from WMU within our association, we are ending the year with a surplus, which will help with events scheduled for the year. On September 18, 2004, we met on the Associational property to provide breakfast for the men helping put up the tent for the Crusade. After serving breakfast, we prayer walked the property and the tent. Thanks to the ladies who joined us for this activity. On October 11, I met with representatives from 4 WMU groups to begin planning for the year. I know that the newly elected Director will be blessed as she serves this association and continues to pursue the goal of WMU, to educate our churches about missions and mission opportunities. Christmas in August we collected, church wide, school supplies for the Franklin Campus, Extra boxes were carried to the Hart Cottage. Gave $ to the Campus Crusade for Christ. Sent Care packages to Irag. Supported the Cancer Auction in Centerville. Had one lady to work in the auction. Made fruit baskets at Christmas for the Seniors and Shut-ins of the church and community. Tacked quilts for people in need of extra cover. 19

22 Carried supplies for the Stress Management Department of Hickman County Hospital. Helped with baked items and auction items for Habitat for Humanity Baked items and carried to several benefit singings, suppers, auctions, etc. Helped deliver food boxes for several families. Our adopted missionary is Mary Mangrum, working in Panama Had one at atend WMU council meeting at Brentwood and 1 to atend Women s Get-to-gather at Gatlinburg. Had three to attend WMU Leadership Training at Woodmont Baptist, in Nashville and one to attend Leadership Training at First Baptist, Gladeville. Two ladies atended Christian Women s Job Corp training in Brentwood. 23 This year s theme for Vacation Bible School was Rickshaw Rally-Racing To The Son. We learned about reaching our neighbors in the Oriental countries. I noticed that some people had a difficult time with this year s theme. However, we must realize that in order to fulfill the Great Commission by going and making disciples of all nations, baptizing them in the name of the Father, and the Son and the Holy Ghost, as well as teaching them to observe whatsoever He commands, we need to be able to recognize people as those that Jesus loved. This does not mean a specific race, it means that we are to try to reach everyone we come in contact with so that the whole world will one day know about the precious name of Jesus. Even though our ideas and the way we look at the Word may be different in each person s eye, we must remember that Christ died for everyone the same way and He loves everyone the same way, no matter what their skin color is, no matter what nationality they are and no matter if they believe in Him or not. When it comes right down to it, how can they believe without hearing the Word. We have to give them the HOLY WORD through Vacation Bible School. Attached is a copy of my report from the Vacation Bible Schools in the Association this year. We have been advised that Vacation Bible School is one of the most effective types of evangelism that a church can have. After reviewing these figures, you ll note that we had over 500 people in attendance throughout the Association for this year with over 20 baptisms for Christ. I don t know about you, but these figures look pretty good to me because it shows that we are at least trying to make an effort to reach those around us for the cause of Christ. Is there any reason that this evangelism effort should end since we are finished with our Vacation Bible Schools? I don t think you can come up with one that would stand up to God as an excuse. Let s not let Jesus down, keep on witnessing because in the end, Jesus Christ and your church will be the winners. Please support your next VBS Director by making sure that she gets all the reports turned in when they are required.
