Marc Arnold, Officer Terry Goan, Officer Greg Mears, Capt. Harold Emerson, and FF. David Douglas Manager Donald Gerrish called the meeting to order and asked James Ashe, Superintendent of Schools, to lead the audience in the pledge to the flag. Invocation: The Reverend Dale Morell from the Maine Street Baptist Church offered the invocation. Councilors-Elect Sworn to Office: Town Clerk Fran Smith led the oath for the following Town Councilors: Stephen H. McCausland, Jacqueline A. Sartoris, Charles R. Priest, and Forrest Lowe. School Board Members-Elect Sworn to Office: Town Clerk Fran Smith led the oath for the following School Board members: Rebecca A. Shepherd, Eileen B. Murphy, Corinne A. Perreault, and William J. Dana. Entertainment: The Brunswick High School Impressions Saxophone Quartet: Aaron Morneau, Meaghan Quinlan, Kyle Thompson and Brianna George Councilors Present: W. David Watson, Jacqueline A. Sartoris, Robert A. Galloupe, Douglas A. Rice, Charles R. Priest, Nancy E. Randolph, Forrest Lowe, Thomas E. Crimmins and Stephen H. McCausland. School Board Members Present: P. Dennis Lucas, Jr., Dugan C. Slovenski, Eileen B. Murphy, Corinne A. Perreault, William J. Dana, Janet C. Connors, Alan G. Yuodsnukis, Rebecca A. Shepherd, and Allen L. Springer. 2 Page 2 Adjustments to the Agenda: None. Election of Council Chair. State Representative District 85; several citizens and TV video crew. Fran Smith, Town Clerk, opened the organizational meeting and asked for nominations for the Council Chair. Councilor Sartoris nominated Councilor Charles Priest as the Town Council Chair for Councilor McCausland moved, Councilor Galloupe seconded, to cease nominations for Council Chair. The motion carried with nine (9) yeas. The Council voted nine (9) yeas to elect Councilor Charles Priest as the 2003 Brunswick Town Council Chair. Ms. Smith turned the meeting over to the newly elected chair. Election of Council Vice Chair. Councilor McCausland nominated Councilor Forrest Lowe to be the 2003 Town Council Vice Chair. Councilor Galloupe moved, Councilor Sartoris seconded, to cease nominations for Council Vice Chair. The motion carried with nine (9) yeas. The Council voted with nine (9) yeas to elect Councilor Forrest Lowe as the 2003 Brunswick Town Council Vice Chair. 1. The Town Council will appoint the Town Attorney. Councilor Galloupe moved, Councilor Lowe seconded, to nominate the firm of Bernstein, Shur, Sawyer and Nelson as the Town Attorney. Hearing no other nominations, Chair Priest ceased nominations. The Council voted with nine (9) yeas to appoint the firm of Bernstein, Shur, Sawyer and Nelson as the Town Attorney. 2. The Town Council will appoint Council Representatives to the following: a. Appointment Sub-committee 3 councilors [previously Sartoris, Crimmins and Rice]

3 Page 3 Chair Priest recommended Councilors Sartoris, Crimmins and Rice be appointed to the Appointment Sub-Committee. Hearing no objections, Chair Priest declared them appointed to this b. Brunswick Development Corporation [Council Chairperson] By the Council by-laws, the Council Chair serves on the Brunswick Development Corporation; therefore, Chair Priest was appointed. c. Brunswick Resources Corporation [previously Randolph] Chair Priest recommended Councilor Randolph be appointed to the Brunswick Resources Corporation. Hearing no objections, Chair Priest declared Councilor Randolph appointed to this d. Cable Television Committee [previously Priest] Chair Priest recommended that he be appointed to the Cable Television Committee. Hearing no objections, Chair Priest declared himself appointed to this e. Growstown School Committee [Councilor from District 3, Galloupe] Chair Priest recommended Councilor Galloupe be appointed to the Growstown School Committee. Hearing no objections, Chair Priest declared Councilor Galloupe appointed to this f. Recycling Committee [previously Sartoris] Since Councilor Sartoris was unable to serve, Chair Priest recommended Councilor Randolph be appointed to the Recycling Committee. Hearing no objections, Chair Priest declared Councilor Randolph appointed to this g. Trust Investment Advisory Committee [previously Lowe] Chair Priest recommended Councilor Lowe be appointed to the Trust Investment Advisory Committee. Hearing no objections, Chair Priest declared Councilor Lowe appointed to this

Mid-coast Business Development and Planning 5 councilors [previously Watson, Galloupe, Priest, Lowe, and Randolph] Chair Priest recommended Councilors Watson, Galloupe, Priest, Lowe and Randolph be appointed to the Mid-coast Business Development and Planning. Hearing no objections, Chair Priest declared them appointed to this i. Union Negotiations [Public Works, Police, Communications, Fire and AFSCME we would like to have three councilors to assist in contract negotiations] Chair Priest recommended Councilors Lowe, Galloupe and Crimmins assist in union contract negotiations. Hearing no objections, Chair Priest declared them appointed to assist with union contract negotiations. 3. The Town Council will consider authorizing the Town Manager to sign a Quit Claim Deed for payment of unpaid taxes releasing any interest the Town of Brunswick may have acquired in property located at Map 37, Lot 8, Sub B. Councilor Galloupe moved, Councilor Crimmins seconded, to authorize the Town Manager to sign a Quit Claim Deed for payment of unpaid taxes releasing any interest the Town of Brunswick may have acquired in property located at Map 37, Lot 8, Sub B. The motion carried with nine (9) yeas. 4. The Town Council will set the meeting dates for the second Council meeting in January, February and April, and for the first Council meeting in September, as follows: January 20 th is Martin Luther King Day (Council to meet on Tuesday, January 21, 2003) February 17 th is President s Day (Council to meet on Tuesday, February 18, 2003) April 21 st is Patriot s Day (Council to meet on Tuesday, April 22, 2003) September 1 st is Labor Day (Council to meet on Tuesday, September 2, 2003) Councilor Rice moved, Councilor Sartoris seconded, to set the meeting dates for the second Council meeting in January, February and April and the first meeting in September as stated above. The motion carried with nine (9) yeas. Manager Gerrish thanked Richard Mosely and the Vocational Region Ten Food Trades Class for preparing the food for this evening s event. He also thanked the Public Works crew for their hard work with the clean up of the recent snow storms. Councilor Randolph said that the Chamber of Commerce had selected Sue Ranger as its Citizen of the Year. She listed Ms. Ranger s contributions to the community.
