Lou Cohen, direcor of inernal audiing, said his deparmen does no look only for errors, bu for ways o improve. Areas usually argeed for improvemen are overall efficiency, accouning policies and procedures, conrols, and organizaion. Afer he 1983 audi, suden overnmen was no audied in Novas said in 1982 and 1983 he audi found only small procedural errors and no fraud. The errors were correced. "They didn' audi us in 1984, because hey knew wha hey were going o find," Novas said. Cohen said hey were no audied las year because "we hough i would be redundan o do i hree years in a row." "Once we find somehing ha looks prey good, we won' go Taking Care of Business back for a couple of years,'' Cohen said, calling suden governmen "a very easy audi." He also said, "we always fel comforable wih hem." Suden governmen did a self-audi in 1984 which Cohen said seemed well done. Cohen aribued suden governmen's efficiency o a sysem of "srong inernal conrol," and he presence of Nye, who has been working in her capaciy for 18 years. "Louise Nye is very good. She keeps hings under conrol," said Bill McKinney, assisan direcor of inernal audi. Par of ha conrol is a mid-erm performance repor produced by Novas' office a he end of las semeser. 5 i_() i_l r_ue-sd-ay-,m-ar-ch-12-, pa-ge-5 Sar wars will no se us free from fear is mysery-solving ime in Washingon. The mysery is Sar Wars- where did i come from so fas? How did a presiden who never roubled himself for years over he deails of missilery - who did no know he Russians had Garry Wills ourider mos of heir force based on land, or ha submarine-launched missiles could no be recalled - become such a fan of his fuure sysem, which he wans o bea he Russians wih by giving i o hem? Wrien in a novel, all his would seem oo improbable o ge by he ediors. The wonder is ha he dream casually menioned in a presiden's speech should have sho from he edges of fanasy o he cener of debae in less han a year. On March 23, 1984, Reagan firs menioned his new scheme. A ha ime, i came as a surprise no only o you and o me - he presiden's science advisor, CJCorge Keyworh, now one of he principal advocaes of he sysem, had no heard of i unil five days before he speech was given. Even more surprising, he secrearies o sae and defense had only learned of he plan abou a week before Keyworh. The maer was no developed hrough heir deparmens, a fac ha Keyworh celebraes as a riumph over he bureaucracy, an example of "op-down leadership." Wha ha means is ha Sar Wars was shaped by he bale for Ronald Reagan's mind. Rober McFarlane, he naional securiy adviser a he Whie House, played he key role. He undersands ha Reagan is a good. salesman only if he is selling hope, ou here on a smile and a shoeshine. He ends o say awake only when he is smiling. The only nuclear plan Reagan could ge enhusiasic abou is one ha would solve lierally all problems - make aack impossible, make nuclear weapons useless and make nuclear knowledge absoluely open and shared. The McFarlane memo offering his brigh fuure, submied over he name of James Wakins, was significanly iled "Freedom From Fear." This appealed o Reagan's vision of himself as he new Roosevel- i reaffirmed one of he for freedoms Roosevel offered as he goal of fighing World War. Perhaps no one in he world excep Reagan himself believes in all he promises of Sar Wars. Bu Reagan believes in hem as he believes ha his ax cu is finally going o bring down he defici, someday, by some miracle of growh. Ohers signing on o he Sar Wars plan believe or hope in some one of is many prospecs - laboraories believe hey can do somehing wih research money, armed forces ha hey can beef up heir power from he expensive adjuncs o he plan, some arms conrollers ha hey can use is scary prospec for bargaining purposes and enemies of arms conrol ha hey can use i o orpedo negoiaions. n all hese ways, Sar Wars is he perfec foreign affairs analogue of he supply-side vision in Reagan's firs year as presiden. Few believed in ha, eiher. Bu many people joined in he push for a ax cu o accomplish heir own smaller purposes. was forced hrough by he non-believers, some of whom (by he end) hough i would no work bu could no be sopped. The resuls of he ax cu, conrary o promise, were growh in produciviy and in he defici - a mixed blessing differen people weigh on differen scales. Bu he failure of Sar wars, even in par, would ake place in a larger arena of danger and consequence. Tha prospec should no free us from pruden fears a he ouse. 6 Accen ' 'i l r f f.,! l, f. } { Mary EDen Harringon feaures saff wrier Everyone sends ou non-verbal messages: "Hands off." '''m easy." "'m available." "'m depressed." Rarely is his a conscious ac on our par. Our eyes, posure, and various gesures make up he large vocabulary of his non-verbal communicaion called body language. Humans have he mos complex and highly developed se of facial muscles in he animal kingdom, making possible an almos infinie range of expressions. n fac, i is rue ha mos bo4y language is ransmied, boh consciously and unconsciously, hrough hese expressions. Some of he mos obvious forms of non-verbal communicaion include facial expressions, yes/ no signals made by head or hand movemens, greeings and dismissals illusraed wih raised or lowered eyebrows and ousreched or lowered arms and hands. Mos of hese gesures are unconscious and involunary. Some, such as facial expressions, are inborn, as proven by sudies of deaf and blind infans. While we can conrol our facial expressions o a cerain exen o mask wha we feel (anger, anxiey, ineres), we canno conrol our eyes. A wide range of emoions from ineres o aggression is communicaed hrough our gazes and glances. Gaze behavior, he complicaed series of eye movemens in which humans engage for differen siuaions, ranges from fixed sares indicaing hosiliy, o cauious gazes signifying ineres, o brief glances indicaing boredom or disase. n many siuaions i may be even more elling o gaze deeper ino he eye o discover wha feelings lie beneah. When someone sees somehing which ineress or pleases hem, from a good poker hand o a prey girl, heir pupils dilae. Ohers, in urn, see as more aracive someone wih dilaed pupils or large eyes, and heirs will dilae in response. Thus humans naurally signal muual aracion subconsciously. This relaionship beween ineres and dilaed pupils has been recognized and exploied over he cenuries. Hundreds of years ago alian couresans used an exrac of Deadly Nighshade o dilae heir pupils in he hopes of appearing more aracive. The drug was called belladonna, meaning lierally "beauiful woman." Jade dealers and salesmen in prerevoluionary China purposely wore dark glasses o preven heir eyes from revealing ineres. No only he face can reveal wha we are hinking. Posure is a big ipoff o hose observing ohers. Friends and even groups will unconsciously mimic each oher's gesures and behavior. This "posural echo" can ake he form of echoed body posiions, from maching crossed legs o idenical rhyhms and paern in speech and head movemens. Friends also pu hemselves more a ease by synchronizing heir movemens as hey alk. is easy o disinguish who is aking sides in an argumen by observing heir posures and body rhyhms and gesures. Waching body language can give us a clue as o wha mood someone is in. f a person does no wan o be bohered, or feels hreaened in some way, he or she will pu up a barrier o block hemselves from ouside forces. One of he mos obvious barriers ha people pu up is a body-cross. This involves having he hands or arms in conac wih one anoher in fron of he body, forming a empo racy bar across he runk. is no a conscious ac and is in fac subconsciously camouflaged o keep i from being oo ransparen. Some examples include reaching across he body o sraighen a sleeve, or o check a wach. Mos of he ime he acion will be performed when a person is nervous abou a greeing or inroducion ha is abou o ake place, and is mos ofen done by he person abou o be greeed raher han he greeer. Once iniial greeings are over and conversaion has sared he ype of barrier changes from a flee ing body-cross o a more longlasing one. This is enaced by folding ones arms when sanding or by eiher folding arms or crossing one's legs away from one's companion. Quie he opposie occurs when a person is no inimidaed or rying o close hemselves off from ohers. They display an open body posure and are more free and open wih heir arm and hand moions. f hey cross heir legs, i will be oward he person hey are speaking wih, no away. Their wriss will be urned ouward o invie conac, and hey will ofen il heir head or lean heir body oward heir companion. Auhoriy figures ofen use body language o influence heir underlings. Heigh and posure are very imporan consideraions when projecing auhoriy. People in higher posiions carry hemselves beer han hose wih less power or self-confidence. has also been proved ha people who are aller or who have beer carriage advance farher in he business world han heir shorer, equally-as Qualified counerpars. U Humans have he mos complex and highly developed se of facial muscles in " he animal kingdom. They also use heir eyes o advanage by saring a subordinaes unil hey are inimidaed ino looking away, especially when hey are being reprimanded. Sudens do use and read body language o heir advanage. becomes relevan i'n all ypes of familiar siuaions, from daing o job inerviews o suden-eacher ineracion. n fac, according o Prof. Seven Arnd, a saisician and experimenal psychologis a Nore Dame, body language can be helpful anyime people inerac. Arnd eaches Applied Consuling, a CAPP class ha involves body language o a grea exen as i shows sudens how o effecively communicae in he business world. The class deals wih such necessiies as how o open and close a conversaion and how o ask quesions and converse wih a clien or associae. The class revolves around a discussion forma and Arnd handpicks he members o keep he size down. He someimes uses body language in he inerview eiher o place he sudens a a disadvanage Jennifer Lyng exends her arms in order o persuade John Gleason. or o make hem feel more comforable, and hen uses he experience laer in class discussion. As a eacher, Arnd says i is useful o have knowledge of how body language works. "You don' always need o have conrol, bu someimes you need o know how o exer some." He also says ha he waches in class o deermine his sudens' ineres levels. "f hey are wriing oo much is a sure sign ha hey aren' really lisening for comprehension." People can projec eiher a posiive or negaive image hrough heir body language, somehing ha can be very imporan during a job inerview. According o Arnd, posiive signals include good posure: a relaxed, ye formal and uprigh posiion, and good eye conac. Showing nervousness and in imidaion by glancing away from an inerviewer, fidgeing and having a closed and upigh posure, can work o a disinc disadvanage when inerviewing. is also imporan o keep wihin a proper role by no appearing oo eager or ag gressive. While body language is universal and has many social applicaions here are boh sexual and culural differences in inerpreaion. As an example, Arnd cied gaze behavior. Females who use very much eye conac oward males are considered forward, while males who ac he same oward females are viewed as being dominan and pushy. A srong gaze beween wo males is seen as ourigh aggression. Arnd also noed ha many animals use body language, especially he primaes. n fac, if you sare long and hard enough a a chimpanzee or gorilla in he zoo, he will ry o aack you hrough he bars. Culural differences can be a problem in business and personal relaionships if hey are no recognized. When compared o Americans, he Japanese are much more polie and reserved. They like a larger cushion of space beween hem, and ofen find Americans pushy because hey are less reserved. Arabs on he oher hand, are more inense, and sare deeply ino ohers' eyes. We feel his is pushy behavior and ofen feel inimidaed by hem. Overall, Arnd feels ha sudens can use body language more effecively "jus by being aware of i, and by noicing he variey of acions and responses around hem." He believes ha is use can help in suble ways, in regards o social skills, jobs and raises. Arnd said ha he someimes makes sudens nervous when hey know ha he can read heir behavior, especially in he consuling class where discussion on he subjec is such an inegral par of he class. However, as he very aply added, "hey are waching me oo." When inerviewed around campus, sudens had various opinions on body language and is use in everyday siuaions. A Walsh sophomore claims she hinks abou i "when someone's alking o me. hink abou my posure, wheher 'm in a closed or open posiion." '' While we can conrol our facial expressions... we canno conrol our eyes." Anoher sopnomore cams sne s nervous abou oher people's abiliies o read her, especially her boyfriend. "f 'm ever mad i's bad, can' hide i from him. (Once) had my legs crossed away from him and he said somehing." She now claims o be more conscious abou her behavior, noicing her own fidgeing for example, "n Core class pull he op on and off Seve Danca crosses his body showing he wishe of my pen, so now am pracicing holding (my hands) in my lap." Dave, a senior wih much job inerview experience, said ha he finds body language o be an imporan par of an inerview. "Don' fidge, hold your hands sill, and look sraigh a he inerviewer. Bu mos imporanly, be your bes self. You are here o sell yourself. Your confidence will show in he way you carry yourself." He feels comforable in inerviews now and claims hey have become almos second naure o him, bu he added, "i's only your fuure, he mos hey can do is say no." Daing and meeing people of he opposie sex seems o be an imporan focus for body language appli caion for sudens. One girl claims she "knows how o flir," bu also said ha she hinks "manipulae has negaive connoaions." She also said she has wached people in elevaors o see hem ge nervous. "You can have he advanage of knowing wha i's for." One Alumni sophomore claims ha for him eyes play an imporan par in his social aciviies. "One of he mos crucial looks is he one righ before you kiss a girl for he firs ime. You have o read her eyes and make a snap decision." Overall, when discussing members of he opposie sex people said ha "closer is beer," and ha body language in general is imporan for hem. Sudens can use i o give hemselves an edge in a variey of siuaions. Correcion Because of a producion error, he reporers for wo of Thursday's radio saion sories were inadverenly reversed. Phoos by Pee Laches While conversing, Linda Teahan and Rick Connell echo each ohers' posiions on he couch. Laerally looking a each side of he body A Mary Ellen Haningon feaures saff wrier grea deal of human behavior is asymmerical. Laeraliy occurs when he acion demands more from one side of he body han he oher. We favor one side when we wink, clasp our hands, clap, cock an eyebrow, fold our arms or cross our legs. This is an unconscious and sponaneous ac on our par. Abou 10 percen of he world's populaion is lef handed, his bias being fixed afer a series of preference shifs beween birh and 4 years of age. Unforunaely, in many culures lefhandedness has been ridiculed, discouraged and even punished. Even he words for "lef" in many languages have negaive connoaions. Gauche in French, means awkward or clumsy; "siniser" is derived from he he Lain word for lef, sinisra; he alian word mancino also means crooked or maimed and he Porugese canboo means weak or clumsy. And in English, of course, "righ" means "correc." Also inheren o being lefhanded is he difficuly encounered in everyday siuaions. We all shake hands wih our righ hands, finding "lefy" ools such as scissors, poao peelers and founain pens can be a frusraing ask. Resaurans always serve as is convenien o righ banders, and so many oher daily siuaions caer o hose who lean o heir righ hand. However, wha mos people do no realize is ha here is more o being righhanded or lefhanded han wriing, which is how he preference is normally deermined. There are many one-sided acions, bu no all of hem are performed by he same side. n fac, righ/lef-biased sudies have shown ha alhough people do show a marked preference for one side of he body, his bias in general only covers approximaely wohirds of he acions. While people say rue-o-bias while performing one-handed acions, such as waving, scraching and wriing, and non-handed acions including cocking he head and juing ou a hip, when hey perform wo-handed acions like hreading a needle or clasping heir hands, i is easy o o disinguish beween he acive hand and he passive hand, and he bias becomes less disinc. f you are ineresed here is a way you can do o deermine jus how righ-biased or lefbiased you are. You know how you wrie, bu, are you righ eyed or lef-eyed? Righ or lefhumbed? Are you a righ-clapper or a lef-clapper? Here is a simple es you can do for yourself, jus make sure ha you are careful, you migh ge some srange looks if you are in a public place. Clasp your hands. Which humb is on op? See a cue person across he room. Wink one eye. Which eye does he winking? Preend Nore Dame is in he NCAA Final Four. Sar clapping. Which hand is uppermos? Fold your arms. Which forearm is uppermos? Preend o be an accouning major. Coun o hree on your fingers using he forefinger of your oher hand. Which forefinger do you use? Til your head. Which shoulder does i ouch? Be domesic. Preend o hread a needle. Which hand is guiding he hread? Feign surprise. Raise one eyebrow. Which eyebrow is i? Look a a disan objec and poin a i. Close one eye. Now change eyes. Which eye was open when he objec remained lined up wih your finger? Sand up and look auhoriaive. Pu your hands behind your back. Which hand is holding he oher? By now you realize ha you are no oally devoed o one side of your body. You probably did no answer eiher "righ" or "lef" o every quesion, if you did you are a lile more biased han average o one side, bu here are hings ha you do beer wih he oher. The Nore Dame men's swimming eam capured eighh-place in he Midwes ndependen Men's Swimming and Diving Championships over he weekend for a second year in a row. Meanwhile, Wesern Kenucky Universiy also mached is performance of las year wih an easy firs-place finish. "'m conen wih he way we swam," said head coach Dennis Sark. "You have o remember ha we only ook nine of our swimmers, and ha's a small number for a com peiion like his. " seleced he guys for he ravelling eam based on heir performances in he Midwes Conference Championships. We only waned o ake our bes swimmers." Senior co-capains Tim Bohdan and Brian Casey swam well in heir final performances for he rish. Bohdan anchored a 1Oh-place finish for he rish ROO-yard freesyle relay eam, and conribued o an eighh place finish in he 400-yard free relay. Bohdan's mos ousanding performance came in he 1,650-yard freesyle swim, however, where his ime of 16:47.26 was good enough for fifh place, and a new Nore Dame varsiy record. Casey, meanwhile, swam o a fifhplace finish in he 200-yard buerfly wih a ime of 1 :56.54, and reamed wih Bohdan in he earlier 400-yard medley relay. "The eam will really miss Casey and Bohdan nex year," commened Sark. "n fac, we will lose six senior swimmers his year, all of whom have conribued o a good season. hope can coun on some swimmers among nex year's freshman class." Senior diver Mike Kennedy also Nore Dame's recruiing coordinaor urned in a commendable performance, as he placed fourh in he hree-meer diving compeiion wih poins, and sixh in he one-meer dive wih poins. The fourh senior o make he squad, Paul Benz, placed 1Oh in he yard backsroke, and 12h in he 200-yard backsroke. " was looking for some solid individual performances, and hink ha was our srengh," said Sark. "We were already eighh afer jus one day of compeiion, and ha poined ou he power of our opponens." To round ou he noable swimming, freshman John Koselka jus missed a varsiy record in he 50- yard freesyle, as he placed sixh wih a ime of Blaise Harding urned in a 14h-place finish in he 400-yard individual relay in 4:18.25, and john Coffey ook 15h in he 200-yard backsroke in 2:02.95, jus seconds behind eammae Benz. Gillen seeks op baskeball alen Edior's Noe: Today The Observer begins a series profiling he assisan coaches of he Nore Dame men's baskeball eam. Fifh-year assisan Pee Gillen kicks off he series, wbich will coninue omorrow wh a look a Gary Brokaw. By JEFF BLUMB Assisan Spors Edior Nore Dame baskeball fans someimes end o forge ha such players as David Rivers, Jim Dolan, and Tim Kempon didn' jus decide o come Nore Dame. They had o be recruied, and he one doing mos of ha recruiing was fifh-year rish assisan coach Pee Gillen. Gillen, who coordinaes Nore Dame's recruiing, ravels all over he counry in search of he naion's op alen. Bu even so, he energeic Gillen faces a number of barriers in ha. He mus immediaely wrie off abou 80 percen of he op 100 players, knowing simply ha hey have lile sho of geing ino Nore Dame. Beyond ha, Gillen also mus bale he inense recruiing effons of an ever-increasing number of oher schools. Sill, he hard-working assisan seems o like wha he is doing. "Recruiing is ough," Gillen says, "bu work a i and enjoy i because enjoy relaing o people. 's like a rollercoaser; someimes you ge seak, someimes you ge donus. 's really a hard racke because i's as if you're on a igh rope and rying o balance." " hink ha recruiing is one of he wo hings ha Peer does very well," complimens Nore Dame head coach Digger Phelps. " hink each year he's done a lo ou Eas for us in erms of geing some players, and he did i again his year wih Mark Sevenson. "The second hing he does very well is ha he's fundamenally sound as a pracice coach. He knows he basic fundamenals of offensive and defensive execuion. He's really a good eacher ha way." Wih Gillen being so well-versed in his coaching abiliy, Phelps knows ha i is only a maer of ime before Pee Gillen Gillen will move on o become a head coach a anoher school. " hink Peer will be a good head coach a he righ school," Phelps says. "He's earned he chance. f he goes, he goes. 's all par of being an assisan - you wan o be a head coach. "When he will leave depends a lo on how well we do and on wha jobs open up. Tha's always been he case wih our assisans here. When you're successful a boh ends of he floor and in pos-season play, hink ha's when assisans move on." " jus wan a job where you have a chance o succeed," says Gillen, a naive of. Brooklyn, N.Y. " hink ha's he big word -chance. By ha mean, you have o have a cumuu men, suppon, be able o ge kids ino school, have a decen faciliy o play in, and you have o have a respecable recruiing budge. " really have no preference on where 'd like o be a head coach. 'd be happy in Kansas somewhere in a whea field if knew hey had a commimen o baskeball. You see, in some jobs you're 10 yards behind he saring line before you go because he gym looks like a bomb hi i, hey can' ge kids in, and hey have no money o recrui. "You have o be superman o win a a place like ha," Gillen coninues, "and 'm no superman. 'm jus an average guy ha works hard. Tha's i. deally, 'd like o leave he program on an up-bea, afer we've goen ino he NCAA ournamen wih a nice fuure ahead." Gillen has had a lo of sops in his 15-year coaching career. Afer six years as a high school coach, one as a freshman coach and he oher five as a head coach, he moved o he college level in 1975 when he acceped an assisan job a Hawaii. Afer Hawaii's coach was fired a he end of he season, Gillen moved o Virginia Miliary nsiue for he nex wo years, where he Keydes. compiled a mark in his ime here. was hen on o Villanova, where he Wildcas were rebuilding. By he end of Gillen's second year a he Philadelphia school, Villanova was 23-8 and back in he NCAA ournamen. was hen ha Phelps came calling a Gillen's door. Gillen relishes he ime he has spen a Nore Dame, as he has learned a lo of hings abou being a head coach from Phelps. "There's a lo o being a head coach oher han he x's and o's," he see GLLEN page 8 fi."',,.., " ; ' The ObKrvcr/Pbil Deeer Nore Dame guard Trena Keys was named he Norh Sar Conference's player of he year. On he bad side, hough, Mary DiSanislao's squad discovered ha he Naional Women's nviaional Tournamen had decided no o exend hem an inviaion o join he eigh-eam field. was he second ime in hree years ha he NWT, which is held each year in Amarillo, Tex., had passed over he rish. Two years ago, he NWT ignored a 20-7 Nore Dame and his year he selecion commiee decided ha a 20-8 record was no good enough o warran an appearance by he rish. The commiee, which had claimed o ry o selec a eam from each par of he counry, decided ha Wes Virginia would be he "Midwes" enran. On a happier noe, hough, was Keys' selecion as player of he year. The 6-0 naive of Marion, nd., was among he leading scorers in he conference wih her 17.2 poins-per-game average. She also pulled down 5.6 rebounds per game, sho 52 percen from he field and 70 percen from he foul line, led he eam wih 43 blocks, recorded 3 7 seals, and conribued 6 7 assiss. Keys also became he fourh rish player o score 1,000 poins in her career when she wen over ha mark in Saurday's game a Xavier. A school-record sreak of 12 sraigh games in double figures allowed her o se a school-scoring record for a junior wih 483 poins. P.E. defeas Farley for iner hall baskeball ile By MCHAEL FLANNERY Spors Wrier Every season boils down o one game: he final, he championship, he coup de grace.
