' Report of Superintendent of Schools 45 V To the School Board and Citizens of the Town of Bucksport : I herewith submit my first annual report of the School Department of the town of Bucksport, the same being for the municipal year ending Jan. 31, One year is too limited a period in the slow evolution of education to include any marked developments not on trial or at least under discussion in previous years. All schools in town have been maintained thirty-two weeks for the past year, an increase of two weeks over previous years. This, however, is a short school year and

I am not able to report at this time the aver-, age attendance in the various schools as the registers have not been handed in for the winter term abthe time this report goes to press. The schools at East Bueksport and at Chipman s have failed to maintain an average of eight for the past year and are discontinued by law unless the town votes to maintain them. It will be necessary to make new arrangements for the children at Bueksport Center and along the river toward the village for the coming year. A school will have to be established or transportation provided. I have found that small schools are usually very inefficient and therefore recommend transportation. The attendance in the Spofford School has been small for the following reasons : The number of out of town pupils has decreased to five. A small grade entered and the graduating class was larg'e. M All the rural schools have been graded during the'past, year and a course of study introduced into each school based on the state course of study. This tends to make the work in the grades uniform and enables the pupils to change from one school to another without loss of time. The same work is carried on in the rural and village schools in the corresponding grades., A few new supplementary readers have been intro* duced during the past year, also some arithmetics and some geographys. Many books have been bought to replace the old ones. The Palmer method of writing has been introduced. This is in general use now in the schools of New England and we hope to secure better results in that line of work.. In view of the increased cost of books it seems that more money must be raised. - The school house at Duck Cove has been painted dand the one at Buck s Mills painted and papered and repaired. The entire wood work of the grammar school has been varnished and the walls and ceiling retinted. Two new hard wood floors have been laid in the East building and other small repairs have been made. The cleaning, paper and supply bill also come from this account. The school houses at North Bueksport and Hancock Pond must be re-

49 paired this year, and I recommend that they be thoroughly repaired as patchwork does not pay. Between fifty and sixty pupils have attended the Semiv I * nary during the past year. As the committee were not to make a contract with the Seminary which would give better rates than the regular tuition for all out of town pupils no contract has been made. We have paid regular tuition as has been done for the past few years. This amounts to from $10 to $18 per term according to the course and the number of studies taken. During the summer the tuition was raised so that the fall bill of $835 was much more than we had been paying. The committee asked the Seminary to allow us to pay what we had available, which was done temporarily, but at the time this report is printed I cannot say whether the agreement will be allowed to stand permanently. If it does not we will owe the Seminary about $70 not reported. A summary of the teachers will be found at the close of this report. Recommendations for appropriations are placed with the other recommendations for the town. 47 A financial report of the schools is also found at the close of thià report. Greeting : In the name of the State of Maine you are hereby required to notify and warn the inhabitants of the town of Bueksport, qualified by law to vote in town affairs, to assemble at Alamo Theatre, in said town, on Monday, the fifth day of March, 1917, at ten o clock in the forenoon, to act on the following articles, to wit : r 1. To see if the town will authorize the Selectmen to sell or otherwise dispose of the old fire engines now in engine house on School Street or act anything relating thereto. 24. To see what action the town will take in regard to the sale of fireworks and firecrackers and other explosives preceding the Fourth of July and make any regulations relating thereto. 25. To see if the town will recommend that the Selectmen lay out a road from Chipman s Crossing by the residence of William Grindle and others as far as the land of George Mariner. 26. To see what sum of money the town will raise and appropriate for the rental of Hydrants or act anything relating thereto. To see if the town will vote to sell the Town Farm, o called, and if not to instruct the Overseers of the Poor or Selectmen in regard to the same. 28. To see if the town will vote to abate the tax on any new industry and under what conditions. 'j 29. To see if the town will vote Yes or No on the *.. question of appropriating and raising money necessary to entitle the'town to state aid, as provided in section 19 of >chapter 25, of the Revised Statutes of w 30. To see if the town will appropriate and raise the sum of six hundred ($600) for the improvement of the section of state aid road as outlined in the report of the State Highway Commission, in addition to the amounts regularly raised for the care of ways, highways and bridges ; the above amount being the makimum which the town is allowed to raise under the provisions of section 18, chapter 25, of the Revised Statutes' of ' 31. To see if the town will vote to establish a coal and wood yard, and if so, to see what sum the town will appropriate for same.

60 32. To see if the town will vote to build a concrete - walk from the Post Office entrance across Main Street to the sidewalk on the northerly side of Main Street and raise money for the same. 33. To see if the town will authorize the Treasurer to 4 \ sell I and convey the town s interest in any real estate that has been forfeited to the town for the non-payment of taxes. 34. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to make a temporary loan. 35. To see if the town will vote to elect its Overseers of the Poor for three-year terms as authorized by section 13, chapter 4, Revised Statutes, 1916, formerly chapter 170, Public Laws,1905 ; and to take such further action in relation thereto as may be necessary. (Recommended by State Board of Charities and Corrections.) 36. To see if the town will elect an estimating committee who shall report at the next annual meeting of the town its recommendation on each article in the warrant for said meeting.
