11 CONSTITUTION OFTHE MIDDLE FLORIDA BAPTIST ASSOCIATION ARTICLE I - NAME This bdy shall be knw as the "Middle Flrida Baptist Assciatin. " ARTICLE II - COMPOSITION Sectin 1. The membership f this assciatin shall be cmpsed f messengers representing cperating Suthern Baptist Churches, the dctrinal beliefs and practices f which shall cnfrm t thse usually accepted by Suthern Baptist. Churches and't thse cntained in the "Baptist Faith and Message" adpted by the Suthern Baptist Cnventin in Sectin 2. This assciatin reserves the right t reject, in accrd with Article III, Sectin 2 & 3 f the By-Laws, messengers frm any church which shws itself t be unrthdx in faith r practice, r which wilfully and persistently creates discrd by refusing t cmply with the spirit f this cnstitutin. Sectin 3. This assciatin may receive churches int its affiliatin in accrd with Article II, Sectin 4 f the By-Laws f the Assciatin. Sectin 4. Any church may withdraw frm affiliatin with the Assciatin in accrd with Article II, Sectin 5 f the By-Laws f the Assciatin. ARTICLE III - OBJECTIVE Sectin 1. The bjective f this assciatin shall be t prmte harmnius activity in carrying ut the Great Cmmissin f ur Lrd within the prgrams, agencies, and institutins f the Flrida Baptist Cnventin and the Suthern Baptist Cnventin. Sectin 2. This bdy shall exercise n legislative r judicial authrity ver any church, nr shall it have ecclesiastical pwer ver the internal affairs f any church. It shall, hwever, ffer fraternal cunsel t any church requesting such assistance. -11-

12 ARTICLE IV - OFFICERS _~,,~~ Sectin 1. The general fficers f this assciatin shall ~e a Directr f Missins when emplyed by the Assciatin./~ice Mderatr, Clerk and Treasurer. Sectin 2. The duties f these general fficers shall be described and defined in Article IV f the By-Laws f this Assciatin. Sectin 3. Electin f these fficers, except the Directr f Missins, shall be annually. Such electin and terms f service shall be in accrd with Article III f the By-Laws f this Assciatin. ARTICLE V - COMMITTEES Sectin 1. There shall be an Executive Cmmittee f the Assciatin which shall be respnsible fr cnducting the business f the Assciatin between the regular meeting f the Assciatin. Sectin 2. The Executive Cmmittee shall be cmpsed f the pastr f each church, ne ther member elected annually by his church, the Assciatinal fficers listed in Article IV, Sectin 1, the Directr f Missins, the Directrs f each rganizatin f the Assciatin and Chairpersns f all standing cmmittees. It shall functin in accrd with Article V, Sectin 1 f the By-Laws f the Assciatin. Sectin 3. All standing and special cmmittees shall be authrized by the Assciatin and shall be subject t the ratificatin and revisin by the messengers in the annual sessin r by the Executive Cmmittee. Sectin 4. These cmmittees shall functin in accrd with Article V f the By-Laws f this Assciatin. ARTICLE VI- ANNUAL REPORTS Sectin 1. The churches affiliated with this Assciatin shall furnish annually t this bdy the infrmatin requested by the unifrm church letter t the Assciatin. Sectin 2. The Directr f Missins, Clerk f the Assciatin, and any persn authrized t act as agent fr the Assciatin shall submit an annual reprt t the Assciatin, setting frth such facts abut his wrk as will clearly indicate the activity f the emplyee r agent. :b-( {V'" -12-

13 ARTICLE VII - MEETINGS Sectin 1. The Assciatin shall meet annually' in Octber at such time and place as it may have selected at the preceding fall meeting. The purpse f this meeting shall be t dispense with matters f business related t the Assciatin, t receive reprts and recmmendatins frm state cnventin agencies and assciatinal rganizatins, cmmittees and staff. Sectin 2. The Assciatin shall als meet in a ne-sessin Semi Annual meeting n the first Mnday in April at such place as it may have selected at the preceding fall meeting. The purpse f this meeting shall be primarily fr inspiratin, fr electing fficers fr the ensuing denminatinal year, and fr any ther business deemed necessary by the Assciatin. Sectin 3. The Mderatr, in cnsultatin with the Executive Cmmittee, may call special meetings f the Assciatin and, in cnsultatin with the Cmmittee n time, place, and preacher, make necessary changes in date r place f the annual and semiannual meetings. In such cases, the Clerk shall ntify the churches in writing f the time and purpse f special meetings and f the reasns fr changes at least tw Sundays prir t the meeting. ARTICLE VIII - CHANGE OF CONSTITUTION This cnstitutin may be amended at the final sessin f any regular meeting f the Assciatin by a tw-thirds majrity f messengers present and vting, prvided that ntice f such change shall have been presented t the Executive Cmmittee at least thirty days prir t the Assciatinal meeting and that such ntice be given t the Assciatin at the first sessin f such meeting. ARTICLE IX This cnstitutin shall becme effective upn the favrable vte f tw-thirds f thse present and vting at the final sessin.f the Assciatinal Meeting Octber 20, 1981, prviding that written ntice shall have been made t all churches, at least thirty (30) days prir t the meeting. -13-

14 BY-LAWS OFTHE MIDDLE FLORIDA BAPTIST ASSOCIATION ARTICLE I - RULES OF DECORUM Sectin L Each sessin f the general Assciatin Meeting shall be pened and clsed with prayer. Sectin 2. This bdy shall use "Rbert's Rules f Order Revised" as its guide fr business prcedure. Sectin 3. At the beginning f each general meeting f this bdy and the Executive Cmmittee, the Mderatr may appint a parliamentarian wh shall give guidance regarding parliamentary prcedure. ARTICLE II - MEMBERSHIP Sectin L Each cperating church shall be entitled t fur messengers, f whm ne shall be the Pastr, and ne additinal messenger fr each fifty members r fractin theref. Hwever, n church shall be entitled t mre than ten messengers. Sectin 2. If any church shall fail t have messengers present at any fur cnsecutive general assciatinal meetings (exclusive f meetings f rganizatins) (tw years). a credentials cmmittee shall be appinted by the Mderatr t inquire int the state and intentins f the church. This cmmittee shall make recmmendatins t the Assciatin regarding the church. Sectin 3. The assciatin reserves the right t reject messengers frm any church which is nt in accrd with the dctrines, plicies, and practices f the Assciatin. Prir t such rejectin, the Mderatr shall appint a credentials cmmittee t inquire int the state and intentins f the church. This cmmittee shall make recmmendatins t the Assciatin, in a regular r called meeting regarding the church. Sectin 4. Any church desiring affiliatin with this bdy shall petitin the Assciatin, in writing n a frm apprved by the Executive Cmmittee n later than frty-five days prir t the Octber meeting. The Mderatr shall thereupn appint a petitinary letter cmmittee which shall receive the petitin, cnfer with the petitining church, and reprt their recmmendatin t the Executive Cmmittee which shall present the recmmendatin t the -14-

15 Assciatin at the Octber meeting. A church, which as a missin was under the spnsrship f an affiliated church, may be accepted at the Octber meeting in which recmmendatin was made. Others shall cme under the watchcare f the Assciatin fr at least ne year befre being presented fr affiliatin. The Credentials Cmmittee, Mderatr, and Directr f Missins shall ffer assistance and guidance during the watchcare perid. Churches under watch care shall have all privileges except vting. Sectin 5. Any messenger may be refused membership in the Assciatin upn recmmendatin f the Executive Cmmittee and upn a tw-thirds vte f the messengers present and vting, at the annual meeting f the Assciatin, fr any f the fllwing reasns: (1) Any member church willfully and/r habitually perfrming such practices as may be ut f harmny with the dctrines and principles f the cperating churches f the Assciatin. (2) Any member church failing t give sme financial expressin f its desire t participate in ur Wrld Missins Prgram fr a perid f three cnsecutive years. (3) Any member church failing t present a church letter t the Assciatin fr three cnsecutive years. Any church which feels that it cannt cntinue t cperate in the fellwship and activities f the Assciatin may discntinue its membership by written ntice. Churches desiring t transfer membership t anther like Assciatin and desiri,ng a letter f recmmendatin shuld present in writing a ntice f such intentin at least thirty (30) days prir t the annual meeting f Middle Flrida Assciatin. ARTICLE III - ELECTION OF OFFICERS Sectin 1. The Assciatin shall, as it deems wise and apprpriate, emply a Directr f Missins as a salaried wrker. This persn shall be a general fficer f the Assciatin and an ex ffici member f all assciatinal cmmittees. In the event f a vacancy in this psitin, the Mderatr shall appint a persnnel cmmittee, wh shall prayerfully seek ut and present t the Executive Cmmittee fr apprval, the persn fr the psitin. The Persnnel Cmmittee shall functin in accrd with Article V, Sectin 7 (2) f these By-Laws. Sectin 2. The general fficers, except the Directr f Missins, -15-

16 shall be selected by the Nminating Cmmittee and presented fr electin at the April meeting f the Assciatin. Nminatins frm the flr shall be received fr these psitins, if there be such. Thse fficers thus elected by the Assciatin shall begin their terms f service at the clse f the Octber meeting f the Assciatin fllwing their electin. Shuld the Mderatr-elect be unable t assume ffice at the Octber meeting, the Vice-Mderatr shall becme Mderatr and a new Vice-Mderatr elected at the Octber meeting in the manner described abve. In the absence f the Mderatr fr any reasn, the Vice-Mderatr shall assume thse duties. The Mderatr and Vice-Mderatr may be eligible t succeed himself nly nce. Sectin 3. In additin t thse general fficers, the Assciatinal Nminating Cmmittee shall present fr electin at the April meeting the fllwing directrs and their assciates: Sunday Schl, Church Training, Evangelism Chairman, Stewardship Chariman, E. C. Tyner Yuth Camp; (Wman's Missinary Unin, Brtherhd, Yuth Rally and Music, which shall submit their slate f fficers t the Nminating Cmmittee). Sectin 4. Vacancies in all psitins, except the Directr f Missins, ccuring between the Octber and April meetings f the Assciatin shall be filled by the Nminating Cmmittee wrking in cnjunctin with the Executive Cmmittee. Sectin 5. N mre than tw persns frm any church shall be permitted t hld psitins as general fficers and/r rganizatin directrs in this Assciatin simultaneusly. Have general supervisin f the Assciatin Office and shall supervise any secretarial wrk in the ffice. 2. Wrk with all Assciatinal Department Directrs in the planning and prmtin f their wrk and in crdinatin with calendar f activities. 3. The Treasurer The Treasurer shall have charge f all funds and hld title, as Trustee t all prperties f this assciatin, and hld same, subject t the rder f this bdy. He shall disburse funds as directed by this bdy r its Executive Cmmittee, r as directed by the dnrs, and shall make an annual reprt f all receipts and expenditures, and such ther reprts as may be requested by the Executive Cmmittee. Sectin 6. Other Ufflcers 1. The fficers f the varius rganizatins f the Assciatin shall perfrm the functins usual t their ffice, fllwing the plans utlined in their respective denminatinal publicatins. 2. The Music Directr shall represent the Church Music prgram n the Assciatinal Cuncil; serve as chairman f the Assciatina I Music Cuncil; Reprt n wrk f the Assciatinal Music prgram t the Assciatin; lead in enlisting and training assciatinal music fficers; cunsel with church leaders n administering their music prgrams; lead in prviding music persnnel fr the annual business sessins f the assciatin and ther general types f assciatinal meetings; and prvide inspiratin, training, and infrmatin t assist lcal church leaders in planning, cnducting, enlarging, and imprving their music prgrams. 4. The Stewardship Chairman shall seek t expand: (a) Church leadership's understanding f biblical stewardship. (b) Understanding and use f the prpsed church stewardship rganizatin. (c) Knwledge f church leaders related t available stewardship materials. (d) Church participatin in stewardship activity based n available material. He will seek t create an atmsphere f imprtance and urgency fr the entire subject f stewardship. He will serve as THE respnsible persn in the assciatin fr develping Christian stewards. He will encurage a whlesme, psitive attitude tward stewardship, missin supprt. and the Fundatin and Annuity prgrams. 5. The Evangelism Chairman shall prmte a cncern fr winning the lst thrughut all churches by wrking with Pastrs, Sunday Schl Directrs, and utreach leaders. He will, with resurces available, assist church leaders in understanding and building Spiritual fundatins fr Evangelism and helping in develping practical skills fr practical witnessing. He will plan and cnduct prgrams designed t infrm Baptists abut evangelistic pprtunities and t inspire in them zeal fr this task. 6. All rganizatinal directrs shall be nminated by the Nminating Cmmittee t the Executive Cmmittee fr their cnsideratin, apprval and endrsement at the Semi-Annual Meeting. 7. The Budget Cmmittee shall be cmpsed f five members and shall prepare a budget fr the Assciatin based upn the needs and requests f the varius rganizatins and prgrams and the ability f the churches t prvide. The prpsed budget shall be presented t the Executive Cmmittee fr review and apprval at its August meeting. It shall then be presented t the Assciatin fr adptin at the Octber meeting fr the ensuing Church year. 3. The Missins Cmmittee shall be cmpsed f five members -20-

It shall train church missins cmmittees fr their wrk and assist the churches in ding missin wrk. It shall encurage churches and assciatinal rganizatins t cnduct missin wrk and when necessary, it shall cnduct missin wrk nt being dne. 4. The Evangelism Cmmittee shall be cmpsed f three members and shall cperate with departments f evangelism f the Flrida Baptist Cnventin and the Suthern Baptist Hme Missin Bard in prmting evangelism in the churches f this Assciatin. It shall prvide and interpret infrmatin and inspiratin regarding evangelism thrugh an annual assciatinal evangelism cnference and/r rally. 5. The Yuth Activities Cmmittee shall be cmpsed f fur members (Pastr-Advisr, President, Vice-President, Secretary / Treasurer) which will be nminated by the Yuth Rally at their March meeting and submitted t the Assciatinal Nminating Cmmittee fr submittal t the Assciatin at its Semi-Annual meeting. This Cmmittee shall plan and implement assciatinal activities designed t prmte inspiratin, harmny, and cperatin amng the yuth f the churches. 6. The United Christian Actin Cmmittee shall be cmpsed f three members, which shall aggressively ppse the evils f alchl, prngraphic literature, gambling, the illicit use f drugs, and similar prblems that have a detrimental effect upn sciety. This cmmittee shall prmte legislatin and law enfrcement related theret. 22 Sectin 6. Temprary Cmmittees The Temprary Cmmittees f the Assciatin shall be appinted by the Mderatr at the April meeting. They shall functin in accrd with the fllwing guidelines, and shall terminate at the clse f the fllwing April meeting. 1. The Time, Place, and Preacher Cmmittee, cmpsed f three members, shall recmmend t the Assciatin dates, places, and speakers fr the majr addresses fr the Octber and April meetings f the Assciatin during the ensuing year. 2. The Reslutins Cmmittee, cmpsed f three members, shall receive all reslutins prperly intrduced in accrd with Article 6; Sectin 3, f these By-Laws and shall bring the Assciatin such ther reslutins r recmmendatins as it may deem apprpriate. 3. The Memrial Cmmittee, cmpsed f three members shall lead the Assciatin in a suitable memrial service in hnr f all deceased members f the churches affiliated with the Assciatin. 4. The Cmmittee n Cmmittees (Article V, Sectin 2) Sectin 7. Special Cmmittees Special Cmmittees shall be appinted by the Mderatr with the advice and cnsent f the Executive Cmmittee, fr specific functins as the needs may arise. They shall terminate upn the cmpletin f their duties as herein described. 1. The Petitinary Letters Cmmittee cmpsed f five members, shall receive petitinary letters frm churches desiring affiliatin in the Assciatin. It shall make full investigatin t determine if such churches are qualified fr affiliatin in accrd with the Cnstitutin and these By-Laws f the Assciatin. They shall recmmend the dispsitin f all such petitinary letters. (Nte; The Petitinary letters shuld include items such as (1) Date and result f church vte t request assciatin membership; (2) After watchcare relatinship f nine mnths, a vte reaffirming the desire t be a member shuld be taken and recrded; (3) a statement f intentin t participate and cperate; (4) Cnstitutin, By-Laws and Cvenant; (5) Evidence f cperatin given.) 2. Its riginal intentin was t prvide adequate Christian care in a hmelike atmsphere fr the aging residents, with such care resulting in a happy experience during their last years. This lve was demnstrated by the many individuals wh prayed with me thrugh many hurs f arduus tasks and were there t reap the fruits f ur labur. There wuld have been n way fr ur Rally t stand if it was nt fr Vice-President, Mike Waller; Secretary/Treasurer, Cindy Ragans; Music Directr, Edward Sapp; and Pianist Andy Daughtry. The Rally has been the mst active rganizatin in ur Assciatin with meetings every third Saturday f the mnth and an average attendance f 158 fr the year. Even thugh the average attendance is the highest in the histry f the Yuth Rally, nly eight t ten churches participated. But, the mre devastating fact is that nly fur pastrs attend ur mnthly meetings. Lamar Andersn ELBERT C. TYNER YOUTH CAMP REPORT Mre than 90 campers enjyed the E.C. Tyner Yuth Camp this year. We had 22 staff wrkers which included a summer missinary in music. The Camp was nt withut its prblems. We had three f ur preachers wh canceled ut at the last minute because f unfreseen prblems. We want t thank Brther Hward Mney wh stepped in at the last minute t help us. Als, the teenagers this year were just utstanding. They cnducted themselves like mature adults and were able t handle very unusual circumstances. One f these was that we were h it by a stmach virus the first night f camp. The virus spread frm ne child t anther. Thank the Lrd, it nly lasted abut 24 hurs, but we had abut 10 campers dwn with it at all times. Even ur nurse had it ne night. One camper was s excited abut the camp that she just talked and talked abut it with her family n Friday night at the supper table. Her lder sister after hearing abut the virus ging frm camper t camper, finally tk all she culd, and said, "I'm sick f hearing "Camp Puke-a-mnya". That's a very gd descriptin f hw things were this year. We pray that it will never happen that way again. Next year The Camp is scheduled the last week f July and we hpe that yu will place these days n yur church calendar. We will endeavr t hld the fee again t $25. I appreciate the way I have been received in the churches and am always happy fr an pprtunity t be helpful. This has been a year f change in many f ur churches. Nine churches have had a change in pastral leadership this year. The high inflatin rate cntinues t put pressure n ur church budgets, and if we are nt careful, we will be ding less and less at a time when we shuld be ding mre. I have visited in all the churches this year except tw and als attended the Flrida Baptist Cnventin meeting in Panama City, the Assciatinal Leadership Planning meeting and the Directrs f Misssins meeting at Lake Yale. The Lrd has pened the dr and I have mved t Madisn Cunty. I will cntinue wrking with the State f Gergia in Valdsta. Hwever, I will be living in the Assciatin and can be available and be mre invlved in the Assciatin especially during the week fr night meetings. This will als cut dwn n the amunt f travel necessary in wrking with churches. These are sme gals that I believe the Assciatin shuld wrk tward. 1. Establish an Assciatinal Office where we can keep recrds, equipment and materials. This wuld strengthen ur wrk and enable us t be mre helpful t the churches. 2. Explre the pssiblity f develping a jint prgram with a neighbring assciatin s that we can share a full time Directr f Missins and build a strnger prgram. 3. Increase the supprt f the Assciatin by the churches. This needs t be dne by mre invlvement in the Assciatin and by increased financial supprt f the Assciatin.
