CALL TO ORDER The Stated Session of Classis was held at the Guelph Reformed Church in Guelph The President called the meeting to order at 8:40 a.m. He led the Classis in prayer. Worship Service The worship time was led by the music team of the Guelph Reformed Church. They led us in worship of music with the singing of hymns and spiritual songs. Rev Henry DeKorte led us in the reading of the Revelation 2:1-7 - the letter of the Lord of the Church to the congregation of Ephesus. He spoke to us how the three Greek terms of love are also involved in the relationship of Christians with Christ Jesus. After prayer, the Classis sang the hymn, My Jesus, I Love Thee. 2. The Stated Clerk will need to know the names of the Elder delegates of the above churches by the December 15, The Stated Clerks Meetings will be held on June 4-6 at Northwestern as well. 5. RECOGNITION OF VISITORS AND GUESTS The Clerk encouraged all the visitors to sign the guest lists. READING OF THE MINUTES OF PREVIOUS STATED SESSIONS BY TITLE The Stated Clerk read the minutes by title of the Spring Session of Classis, held on March 3, 2001 in the First Reformed Church of Hamilton, pages The Minutes were M/S/C as distributed. 7. READING OF THE MINUTES OF SPECIAL SESSIONS BY TITLES Also read by title were the minutes of the following special meetings of Classis: a. Minutes of the Classis Student Examinations, May 26, 2001 in Ebenezer Reformed Church of Stoney Creek, pages ; and, b. Minutes of the Classis Student Examinations, August 18, 2001 in Emmanuel Reformed Church of Whitby, pages Motion that we accept these Minutes as distributed was supported and carried. 8. APPROVAL OF THE AGENDA M/S/C to accept the agenda for this weekend 9. COMMUNICATIONS AND REFERRALS There were none for this meeting 10. ELECTIONS OF COMMITTEE MEMBERS Rev Cliff Turkstra gave the report on behalf of the Committee. At the beginning of his report, Rev Turkstra asked the Classis forgiveness for not having a full slate of candidates in time for the Classis meeting. Page 1202

PRESENTATION OF UNFINISHED BUSINESS The ad-hoc committee of the Classis reported its finding to the Classis. The report was given by President Al Nyp - the chair of the committee. 12. REPORTS ON CLASSICAL REPRESENTATION: a. Fraternal Delegates There was no delegate from any other denomination present as a delegate for this Classis meeting. b. General Synod Council There was no report on the council s work. c. Reformed Church Women There was no report for this Classis meeting from the women. They will report again in the Spring. d. Words of Hope Mrs Marti Van Hoeve, a Classis Words of Hope representative gave the report -- speaking of the new Farsi language to Iran and the nations around where people are truly hungry to hear the gospel. e. Redeemer University College Rev Thomas Meyer gave a short report as to his 6 year membership and is to be replaced by Mr Art Dubbeldam at its next Board meeting. f. Regional Synod Report Rev Cliff Turkstra gave the report, at which he requested that the Classis give serious prayer to the retreat next weekend of the GSC Executive as what next steps there need to be taken as a Regional Synod. He spoke of the visits he made as president to the churches in the west Page 1204

6 and his hope to meet with the churches within the Classis of Ontario. There are some churches who still need to make arrangements with Rev Turkstra or Al Nyp so that their churches will also be visited. g General Synod Report The London Delegate of the 2001 General Synod, Paul Massen, reported to Classis about his experiences from the meetings. h. Ecumenical Report Rev Cabrera was not at the meeting and as result there was no report. 13. REPORTS OF CLASSIS COMMITTEES: a. The General Finance Committee Budget Presentation. The Report was given by Rev Bill VanKerkhoven. The budget was presented, but there is no debate at this point. The following recommendations were dealt with at the end of the Classis Session as noted on page ) To approve the proposed Minister's Minimum Salary and Benefits Guideline from the GFC. 2) To approve the proposed budget for ) To receive the financial report. 4) To receive this report as a whole. Motion to table this report until later was supported and carried. b. The Executive Committee: At this time, the President addressed the questions of superintendence of the Churches. The answers to these questions will be discussed in the next Executive Committee meeting in November. The Classis Executive Ad-Hoc Committee Report on Mission, Vision and Strategic Plan (Draft) was presented to the Classis. 1. Motion that we approval the ad-hoc report as presented. Supported. The Mission Statement reads: The Mission of Classis Ontario is to provide a cohesive framework where in servant leaders can work in partnership to strengthen the local congregation, encourage new church development and coordinate the ministries of the church in a manner that honours and glorifies God. This is the whole of the report in short statement. 2. That Classis appoint the Executive Committee as the facilitator to oversee implementation of the work plan. M/S/C 3. That each ministry team be charged with the responsibility of redrafting it own part of The Rules of Order under the supervision of the executive committee and with final approval of the OJB M/S/C 4. That each ministry team develop a budget, outlining in detail the financial resources it will require to make their ministry vision a reality. M/S/C Motion to receive the report as a whole was supported and carried. Page 1205

7 At this time, the Nominations Committee made its report, and all the candidates above were approved by the Classis membership. Motion to accept the report as a whole was made, supported and carried. Motion that we destroy the ballots was made, supported and carried. Since it was just before lunch, the president asked for two speakers Rev John Kapteyn who spoke about some evangelism opportunities including the Alpha Program; and Rev Art Vander Meulen who spoke on the prayer summit in September. The elder of our host church, Mr Barney, led us in table devotions reading from Acts 9:8-12, and prayed for a blessing on the food. After the lunch time, the praise team led the Classis in worship once again, and the Classis spent time in prayer before beginning its afternoon session. c. The Church Planning and Development Committee: presented the report to the Classis. Recommendation - that all churches in the Classis go through the Natural Church Development assessment. M/S/ Amendment to add the words be encouraged to was made, supported and carried. The amended motion, reading that all churches in the Classis be encouraged to go through the Natural Church Development Assessment was carried. Recommendation to the Classis to affirm the decision to support Rev Humberto Lopes to co-partner with Vida Nova in the establishment of a new church plant out of the Richmond Hill Bible study. Motion, supported and carried. M/S/C to accept the report as a whole. d. The Overtures and Judicial Business Committee: Mr Carl Visser gave the report. 1. A request was received from the Maranatha Reformed Church to receive Classis approval for a change in their bylaws concerning the nominations and elections of the Consistory members. Recommendation that this request be denied. Motion to accept the recommendation was supported and defeated. Motion that the Wainfleet congregation be allowed to change their by-law in this matter was supported and carried. 2. A Request was received from the Executive Committee of the Classis that the Rules of Order be amended to read that one driver from each church would be paid mileage. It is better is the Executive Committee clarifies the Paragraph 87 and send it back to the OJB committee. Recommendation that this request be denied was supported and carried. 3. A petition was received from Grace Community Church of Thorold that reads as follows, The Elders of Grace Church, Thorold petition the Classis of Ontario to approve the Page 1206

8 excommunication of the accused. The seriousness of the charge, the admission of the accused, and the failure to repent warrant this action. Recommendation that the petition be dealt with by the Classis of Ontario. Motion that the church of Thorold be granted permission to go ahead with the excommunication was supported. Motion that this matter be tabled until the Spring Session under the condition that members of the board of elders and pastor be in attendance was supported and carried. 4. The following changes to The Rules of Order were presented to the Classis for first reading. Most of these changes will reflect changes made in the Book of Church Order of the RCA. A. Paragraph 29 from: The Stated Sessions of the Classis shall be held in accordance with Part II, Article 4 of the BCO, and shall follow this agenda except where otherwise specified in these Rules of Order, or unless set aside by a vote of the Classis to: The Stated Sessions of the Classis shall be held in accordance with BCO, I.II.4, and shall follow this agenda except where otherwise specified in these Rules of Order, or unless set aside by a vote of the Classis. B. Paragraph 42 from Convene and preside over the Sessions of Classis, maintain good order as prescribed by Roberts Rules of Order and the Book of Church Order (Part II, Article 5, Sec. 1), and close them with prayer and a benediction. E. Paragraph 94 from: Have authority to dissolve the pastoral relationship between a pastor and a church and to supervise the dissolution of a pastoral relationship strictly in accordance with the BCO Part II, Article 13, Section 7. Motion that these be accepted was supported and carried. 5. The Committee recommends that Classis through her Executive Committee reviews Paragraph 75 of the Rules of Order and specifically Section C 75. In Classis Oversight of Financial Aid and Property: a. Receive applications for financial aid from churches, review applications and make recommendations to Classis. b. Extend emergency aid to both unorganized and organized churches from the appropriate funds of the Classis. c. Receive and review applications from churches asking approval to sell or mortgage church property under Part I, Article 2, Section 8 of the Book of Church Order BCO I.I.2 Section 10. (Part c. is under first reading). This section asks the CP&D Committee to receive and review applications, but does not indicate who is authorised to approve such applications. The BCO 1.I.2 Section 10 requires that Classis approve indebtedness that consistories incur exceeding 2/3 of their prior years expenditure for congregational purposes. Motion was made, supported and carried. Page 1208

10 M/S/C to accept the report as a whole. e. The Pastoral Relations Committee: The report was given by Rev John Drost. Recommendations: 1. That the Classis approve # 7 and #9 of the report for implementation. # 7 At their September meeting the Committee reviewed the PRC procedure for the processing of a call. We recommend the following: that PRC review the recommendation of a candidate by the Consistory of a calling congregation before they seek the mind of the congregation in a congregational meeting. This makes the PRC a partner in the process, gives them greater liberty in their assessment of the candidate and potentially strengthens the consistory s recommendation to the congregation. PRC s final approval follows the congregation s vote. that the PRC Committee before assessing the candidate have at its disposal the following documents: a. the call document listing the services required and the remuneration details. b. the church s profile; c. the candidate s profile and a personal history; d. the reasons for the search committee s recommendation of a candidate to the Consistory. Motion was made, supported and carried. # 9. At the September meeting the Committee reviewed the use of the Annual Evaluation of Ministry Reports forms for which are sent to the churches by the Classis clerk at year s end. We ask: that these forms be used by consistories for a careful evaluation of their ministry (pastors, elders, deacons); that time and care be given to complete the forms; that results be discussed in depth at a meeting of pastor(s) and members of Consistory; that recommendations be made and recorded for areas needing improvement; that each consistory report to the Spring Classis meeting stating that they completed the evaluation; that. the report be filed by the Consistory for future reference. Motion was made, supported. Amendment Each consistory after doing the reviews write a report about the discussions and their conclusions to which they came. Supported and defeated. The original motion was carried. M/S/C to accept the report as a whole. f. The Candidate Care and Examinations Committee: Rev Anthon Bouw gave the oral report. Recommendation: that the classis petition General Synod to grant a dispensation from the formal Master of Divinity requirements for Meine Veldman to be approved for ordination. Reasons: he has a Master of Theological Studies degree already, combined with the doctoral degree as sufficient academic credit. He has been, and will continue to work in a church setting to gain the necessary experience for pastoring, he is capable of handling the Word of God in both of the original languages, and the combination of these factors is more than the equivalent of a Master of Divinity degree (see Minutes of General Synod 2000, p. 338). The motion was made, supported and carried. Recommendation: that Rev. Ceny Tavares be examined at this meeting to receive him as a Page 1209

11 minister coming in from another denomination. This recommendation comes with the cooperation of Church Planning and Development committee, and the Classis Executive. Approximately one hour is to be set aside for this purpose, included as part of this report. The motion was made, supported and carried. Recommendation that the funds available to the students be raised to $ 12,000. Motion was made, supported and carried. Motion that the preaching licenses for Meine Veldman and Doug Nieuwstraten be renewed was supported and carried. M/S/C to accept the report as a whole. g. The Discipleship Committee: Rev Hendrik Bylstra gave the report to the Classis. 1. We recommend that Calvin receive a one time merit payment of 1.3% of his pay, as other senior camp staff did this season. We feel that ½ of this should come from Countryside and ½ from Classis, since Calvin has the two focuses. Motion that this be referred to the Executive of the Classis and the Finance Committee of Classis was supported and carried. 2. We recommend that Calvin receive a 2.7% raise in his pay package; based on his total base salary and housing allowance, in order to ensure he receives adequate remuneration. between seasonal camp involvement and Classis involvement at camp and beyond. This matter was taken care of in the Finance Committee report. Motion that the Classis affirm Emile s appointment to the Men s Ministry. Supported and carried. Motion to encourage all our youth to be involved with Compass 21 was supported and carried. M/S/C to accept the report as a whole. h. The Christian Social Action Committee: No Report i. The Evangelism and Mission Committee: No Report j. Countryside Camp and Conference Centre: Rev John Kapteyn gave the report. Recommendation to Classis: That the Classis of Ontario develop follow-up procedures for connecting the campers who accept Christ through the Camp Shalom program with a local congregation. Motion that we give privilege of the floor to Tim Partridge was supported and carried. 12 M/S/C to accept the report as a whole. k. Special and Ad-hoc Committees: There was no report. j. General Finance Committee: The GFC recommends to Classis: 1) To approve the proposed Minister's Minimum Salary and Benefits Guideline from the GFC. Motion was made, supported and carried. Please see Appendix 2 at the end of the Minutes. 2) To approve the proposed budget for One change was made by Classis which will make a 78 cents increase $ per member in total. REPORTS OF CHURCHES WITHOUT A PASTOR: The following churches reported to the Classis = Brantford, Exeter, Woodstock, Hamilton, Grimsby and Whitby. 15. REPORT OF SESSION COMMITTEES: a. Consistorial Minutes and Board of Elders Minutes: Greg Girrard gave the report on the books, reminding churches that they need to note opening and closing prayers, and the Constitutional Question. The Clerk reminded the Churches that Minutes need to be bound, and to ask if they need advice on how to do it. b. Leave of Absence: The following members of Classis asked to be excused early Rev Bill Wensink, Rev Veltman and Elder Veenstra, Rev Chris Plateel, along with the the Kingsville and Chatham delegations Those who did not ask or receive permission were several members of the Classis. c. Accounts: Total expenses of this Classis is $ for travel expenses. M/S/C This also included some other Classis activities as well. Motion was made, supported and carried. d. Resolutions: 1. With thanksgiving to God we resolve to give thanks to the members of the Guelph Reformed church for its gracious hospitality, to the worship team for leading in song, Rev De Korte for his message of hope and inspiration, and the ladies for a great lunch. 2. With thanksgiving to God we resolve to give thanks to Rev John Drost for his leadership in the Pastoral Relations Committee this past half year, and ask God s blessing on him, and all who minister in the kingdom of Jesus. 3. With thanksgiving to God we resolve to give thanks for the ministry of Rev Jim Moerman Page 1211

13 within the Regional Synod of Canada, and wish him God s richest blessings on his ministry in which the Lord leads him. Motion was made, supported and carried. The examination of the Rev Ceny Tavares: The following examinations were held (questions asked are recorded) A. Theology 1. What is the means of salvation? 2. What is our human condition being apart from God? 3. What is the work of the Holy Spirit? B. Sacraments: 1. What is the link between baptism and covenant? 2. Who can participate in the Lord s Supper? 3. What does participation in the Lord s Supper say about our faith? C. Standards of the RCA 1. What are the standards of the R.C.A.? How important are they to our interpretation of Scripture? 2. Say something about the origin of each standard? How relevant are they today? 3. Do you accept these standards as faithful witnesses to Scripture? D. Church Government 1. Describe the roles of Pastor, Elder and Deacon. 2. What is the function of the Classis, Regional Synod, and General Synod? 3. What is the purpose of discipline? E. History and Program of RCA Mission 1. Name one overseas mission of the RCA and a missionary involved? 2. How do you see yourself contributing to the work of RCA missions? Motion to arrest the questions was supported and carried. After questions from the floor, the Classis made a motion to go into executive session - supported and carried. Motion that we sustain the examinations was supported and carried. Motion that Pastor Tavares read the Declaration in Portuguese at his installation service was supported and carried. Rev Anthon Bouw informed Rev Tavares passed and that we will be with him as he is installed into the Ministry of Word and Sacrament and the Church is organized. After the Classis is dismissed there will be the hand of fellowship with our new brother in the Classis. 16. CLOSING OF CLASSIS: The Spring Stated Session of the Classis of Ontario will take place at on March 3, 2001 in the Harriston Reformed Church of Harriston. This will be in conjunction with the Diaconal meetings which are being planned. Motion to adjourn, supported and carried. Page 1212
