To offer an opportunity to those specialized and interested in philanthropy to present their contributions and achievements in order to enrich philanthropy and help it attain maturity and creativity. 2. Bibliographies and indexes related to the Journal s area of interest. Publication Policy: 1. The research should be scientific, profound, and genuine, and add new information to the field. 2. The research should be concerned with the area of philanthropy.

7 3. Manuscripts are accepted on the condition that they are submitted solely to MEDAD Journal and have not been published elsewhere previously and are not under consideration by another journal 4. The research should not be part of a thesis the author has previously presented to attain a scientific degree. 5. The researcher should attach with his/her research a copy of his/her CV. 6. The researcher should write clearly his/her full name, scientific degree, address, , phone number and fax. 7. The research paper should not exceed 50 pages. 8. Each manuscript should be accompanied by an abstract in Arabic and English (of no more than 200 words). 9. The Journal assumes no responsibility for return of material, published or otherwise 10. The researcher should submit three copies of his/her research, two of these copies on two different CDs in addition to one hard copy (either printed or sent via ) 11. All correspondence should be addressed to the Editor-in-Chief. 12. The author will receive three copies of the Journal issue featuring his/her work plus 10 off prints of the research. 13. The Journal reserves the right to reprint the materials and researches it publishes, either separately or collectively with other studies, in their original language or translated to another language. 14. Researches are arranged for publication according to technical considerations that has nothing to do with the research importance or the researcher's status 15. An introduction to the International Center for Researches and Studies (MEDAD): Message: We are an international studies center seeking to develop philanthropy through highlighting its role for decision-makers and providing them with the documented information and strategic studies which built on scientific, professional and objective bases, in a framework of constant partnership. General objectives: - Studying the reality of philanthropy and outlooking its future. - Rooting the concepts of philanthropy. - Raising awareness of the role of philanthropic (nonprofit) sector as a third sector participating in development. - Establishing a common vision and translating it to work programs, and determining related priorities. - Minimizing gaps and getting rid of the duality in the efforts of corporations, companies and individuals in implementing charitable projects. - The qualitative development of charitable institutions.

9 Research programs: Through considering several studies, the center was able to determine five research programs which can elevate philanthropy and deal with the shortage of research and information which the philanthropic sector suffers from currently, these programs are: - The program of philanthropy future. - The program of philanthropy contribution in development. - The program of the best international practices in philanthropy. - The program of managerial and financial competence for charitable institutions. - The program of the database of the Gulf philanthropy. Each scientific program consists of a collection of research projects, and a collection of supporting events which include: roundtable discussions, workshops, seminars, lectures, and holding meetings and conferences. 12 1- The Mechanisms of Islamic Philanthropy in Light of Globalization By: Prof. Hamdi Abdul-Atheem Abstract This research tackles the paradox of establishing objective and effective mechanisms for the Islamic philanthropy that meet the phenomenon of globalization and its consequences on developing and poor countries. The research paper explains that Islam considers humans as one nation despite its divisions into many nations. Moreover, the Islamic nation is the best nation created (as an example) for mankind which promotes virtue and prevents vice. Accordingly, Islam urges cooperation and dialogue with followers of other religions. Additionally, it promotes dealing with these people in trade, investment, contracts, benefit exchanging, doing good, and helping them since philanthropy is one of Islamic moralities. The paper discusses the different aspects of the Islamic mechanisms of philanthropy globalization, which are the Islamic ' waqf ' before and now, and the practical applications that pass the regional borders (waqf globalization). The paper also tackles the zakat mechanism as a tool for globalizing philanthropy referring to some contemporary experiences in some Islamic countries. Also, the paper explains the role of international human relief organizations in globalizing Islamic philanthropy showing some of their experiences in some Arab Islamic countries. Additionally, the paper touches the future role of philanthropy in encountering the consequences of globalization on Islamic countries.

13 The researcher suggests developing the mechanisms of Islamic philanthropy in order to face that challenges, focusing on globalizing the Islamic waqf through the system of international common waqf, and establishing international boxes of waqf cover many Islamic countries. Also, the researcher suggests applying the mechanism of zakat globalization through establishing an international fund box for zakat, and establishing a unified zakat fund box for banks and Islamic institutions in the countries of the Islamic world. At the end, the researcher believes in the importance of establishing an international federation for global Islamic human relief organizations.

14 2- The Political Role of Charitable Institutions and Building the Culture of Philanthropy "Future Vision" By Prof. Ahlam Mohammed Assa'di Farhoud Abstract This study aims at observing the major features of the political role of the charitable institutions in the world today and the interaction with the future probabilities for this role. Also, the study attempts to create a conception for the process of building the culture of community philanthropy as being the core of the standard political role of those institutions. In light of this objective, the study is based on introducing the concept of the political role with its four meanings: the actual, the expected, the visualized and the standard one paving the way to apply it to the scene of the political role of the charitable institutions with its first two forms in a context dominated by the western cognitive model which is spread in many ways versus manifestations for the reluctant and resistant reactions. The quadripartite role entails the three- dimension methodology which is determined in the descriptive contextual analysis on the level of mapping the actual and expected political role. Approaching from building the perceptual image in order to state the prospects of the visualized role. Then, approaching building the concepts on the level of building the standard political role which is represented in building the culture of community philanthropy.

15 The study is divided into an introduction (explaining its barriers) and three topics. The first topic tackles the features of the actual political role and the related visualized role. Whereas, the second topic devoted to create the expected and visualized political role for the charitable institutions in our world today. The third creates a conception for those institutions in building the culture of community philanthropy.

16 3- The Emergence of Women Societies in the Kingdom of Saudi Arabia and their role in women development By Dr. Abdullah Bin Naser Assadhan Abstract Many authorities share the responsibility of developing the Saudi woman. But one of the most prominent is the governmental efforts which are responsible for this historical mission. The charitable sector has wide areas to cover due to its administrative, financial, social and regulatory flexibility. In conjunction with the governmental development programs, the programs of the women charities in the kingdom attempt to fulfill a shape of the methodological and practical integration in order to achieve the development desired for the Saudi woman. Organized philanthropy emerged in the kingdom not only before issuing the regulations which organize the social, developmental and charitable work, but also before the emergence of the Ministry of Social Affairs itself. There were many philanthropic fund boxes all around the kingdom as well as some charities, especially in Mecca. Surprisingly, the first four charities registered officially in the kingdom were women societies. Undoubtedly, the bases which social development in the kingdom depends on are essentially derived from the Islamic law. This is obviously reflected in the first objective of establishing the Ministry of Social Affairs. No wonder, the kingdom is an Islamic country based on the Holy Qur'an and the Sunnah

17 (Hadith) which are considered the reference from the time of establishing Saudi Arabia. Also, the regime confirmed this trend and rooted it. Following this approach and committing to Islam can be noted in all life aspects, also, in regulations and rules of work and all social systems in the kingdom. Noticeably, Islamic rules can be seen directly and indirectly through all regulations issued. For instance, the social efforts and services,with their developmental and welfare dimensions, spring from the total Islamic rules. This was translated in practice in forming the objectives and trends of all the development plans which are issued every five years by the country. By the way, the ninth plan determined the strategy of development for the Saudi woman through a large number of general goals and policies. According to the most recent statistical report issued by the Ministry of Social Affairs, the number of charities has exceeded (564) charities in the kingdom including (38) women charities around the kingdom. There is an observable lack in the woman portion in women charities one women charity for (241,589) women. The study ends with some recommendations which may achieve a high level of the ambitions of the Saudi community towards the women societies in the kingdom. For instance, the expansion of establishing women societies at the level of the kingdom in general. Facilitating the measures by the Ministry of Social Affairs. Additionally, it is necessary for women charities to do scientific studies in order to explore the real developmental needs of the Saudi woman and then order them according to the grading developmental priority to be accepted by the community. This also helps the society succeed in the programs presented for women. Also, involving the women charities in strategic partnerships with financial foundations, the private sector and the big firms which have farsightedness regarding the

18 developmental projects for the Saudi woman in order to adopt big developmental projects getting the benefit from their financial capacities. The researcher also highlights adopting media and public relations programs by the women charities in order to correct the negative impression about them.
